Netball Australia
Netball Australia (NA) being the governing body for Netball in Australia oversees the overall development of umpiring. NA has in place a National High Performance Umpire Program and corresponding Pathways to which all umpires can aspire. Refer to the NA website (www.netball.com.au) for the “Netball Australia High Performance Umpire Pathway”.
Following the principles of the national program, Netball Queensland (NQ) has set in place the following “Netball Queensland Umpiring Development Plan” for umpires in Queensland.
Netball Queensland Umpire Advisory Panel
The Netball Queensland (NQ) Umpire Advisory Panel (UAP) provides advice and recommendations to NQ on the strategic direction of umpiring development in Queensland, in line with the current National Umpire Development Framework. The UAP also peer reviews the NQ Umpiring Development Plan ensuring there are inclusive and quality programs for development of umpires at all levels of the game. The UAP is made up of the following personnel:
• NQ Sport Development Manager
• NQ member with high performance level umpire experience
• NQ member with developmental level umpire experience
• NQ member with regional or remote umpire experience
• NQ member with competition umpire experience in NQ competitions
• NQ member with education and accreditation umpire experience
Netball Queensland High Performance Umpire Coaches
NQ appoints the High Performance Umpire Coaches with key responsibilities for:
• Liaising with NQ Umpire Development Officer (UDO) to Talent Identify NQ High Performance umpires
• Providing advice to NQ on the needs of umpires at State League level
• Providing coaching, guidance and support to State League competition umpires

• Reviewing and reporting on individual umpires at State League level
• Assisting NQ to deliver the various umpire development programs as required at NQ Emerging Talent and High Performance umpiring levels
Netball Queensland Emerging Talent Umpire Coaches
NQ appoints the Emerging Talent Umpire Coaches with key responsibilities for:
• Liaising with NQ UDO to Talent Identify NQ Developing and Emerging Talent umpires
• Providing advice to NQ on the needs of Emerging Talent umpires at State League level
• Providing coaching, guidance and support to State League and Mount Franklin Netball Challenge (MFC) competition umpires as appropriate
• Assisting NQ to deliver the various umpire development programs as required at NQ Developing Umpire and Emerging Talent umpiring levels
Netball Queensland Developing Umpire Coaches
NQ appoints Developing Umpire Coaches with key responsibilities for:
• Liaising with NQ UDO to Talent Identify NQ Developing umpire
• Providing advice to NQ on the needs of Developing umpires at Association level
• Providing coaching, guidance and support to MFC and Association competition umpires as appropriate
• Assisting NQ to deliver the various umpire development programs as required at NQ Developing Umpire and Association umpiring levels
• Be the point of contact for NQ State League coaches and Academy coaches regarding umpiring requests for training sessions and other events

Netball Queensland Competitions
NQ currently conducts eight (8) competitions/events throughout the year which provide umpire and umpire coach development opportunities. These include:
• State League, Division 1 & 2
• Mount Franklin Challenge
• Vicki Wilson Cup Finals Series (Secondary Schools Competition)
• Mission Primary Schools Cup (Primary Schools Competition)
• State Age Championships
• Challenge Carnival
• Country Carnival
Talent identification of umpires occurs at NQ competitions/events. In particular, at State Age Championships, Challenge Carnival and Country Carnival where Developing and Emerging Talent level umpires are identified for inclusion in NQ Umpiring Development Programs.

ASSOCIATION BASED – ENTRY LEVEL UMPIRE PROGRAM
• National Badge level - not applicable
• Umpiring at local netball association level
• Complete Section 1 Online Theory Exam (minimum pass mark of 70%)
• Complete Level 1 Online Umpire Course
• Identified by local netball Association to attend local and Association Rep carnivals
• Identified and nominated to attend State Age Championships, Challenge Carnival and/or Sunshine Carnival (minimum C Badge required)
• Coached by NQ Developing Umpire Coach as appropriate
Selection and talent identification:
Association based entry level umpires are selected and talent identified by Association umpire coaches and other relevant Association personnel.
Umpire development programs:
Association umpire development programs conducted throughout each year will vary from Association to Association according to need. These programs may include NA umpiring resource material, Association umpire coaching programs and NQ Developing Umpire Coach clinics/workshops.
Competitions used to develop umpires:
• Association level fixtures/competitions
• Association representative carnivals
Responsible umpire coaching personnel:
• Association/Club umpire coaches

NQ DEVELOPING UMPIRE PROGRAM
• National Badge level – C (minimum)
• Complete Section 1 Online Theory Exam (minimum pass mark 80%)
• Umpiring at NQ State Events and/or competitions, including Mount Franklin Netball Challenge (MFC)
• Coached at NQ State Events and/or competitions by NQ Developing and Emerging Talent Umpire Coaches
• Mentored at NQ umpire camp(s), Association and/or Representative levels by NQ Developing and Emerging Talent Umpire Coaches as appropriate
Selection and talent identification:
Developing Umpires are selected and talent identified at Association level by the relevant Association personnel and/or NQ Developing Umpire Coaches.
Further talent identification and selection occurs at NQ State Events and/or competitions, such as NQ's MFC, by NQ Developing or Emerging Talent Umpire Coaches.
Umpire development programs:
Talent identified Developing Umpires may be included in the NQ umpire camp conducted during the NQ Phase 1 Screening and Development Camp.
The Developing Umpiring program includes Master Class sessions with specific content to cater for the needs of Developing Umpires, and their coaches, along with umpire specific Australian Sports Commission online learning tools.

Emerging Talent Umpires are included in the NQ umpire program(s) conducted during the NQ State Team selections camps.
The Emerging Talent Umpire program includes Master Class sessions with specific content to cater for needs of Emerging Talent Umpires, and their coaches, along with umpire specific Australian Sports Commission online learning tools.

Selection and talent identification:
NQ High Performance Umpires are selected and talent identified by NQ High Performance Umpire Coaches at NQ Emerging Talent Umpire Camps and/or State League competition for inclusion in NQ umpire program(s) held during NQ ANZ Pre-season weekend and/or State Teams training programs, including Fusions training sessions.
NQ High Performance Umpires may also be nominated for NA's 17/U and 19/U National Championships umpire pool and/or inclusion in the Firebirds match play sessions.
Umpire development programs:
NQ High Performance Umpires will be included in the NQ umpire camp conducted during the NQ ANZ Pre-season weekend.
