NOAA Vision & Mission

NOAA’s Vision: To move NOAA into the 21st Century scientifically and

operationally, in the same interrelated manner as the environment that we observe and forecast, while recognizing the link between our global economy and our planet’s ecology

NOAA’s Mission: To understand and predict changes in the Earth’s

environment and conserve and manage coastal and marine resources to meet the Nation’s economic, social and environmental needs

3

NOAA’s Mission Goals

Protect, restore, and manage the use of coastal and ocean resources through ecosystem management

Understand climate variability and change to enhance society’s ability to plan and respond

Serve society’s needs for weather and water information

Support the Nation’s commerce with information for safe, efficient, and environmentally sound transportation

4

NOAA Management Practices

Introduce practices to improve NOAA’s products and services

Build a culture of execution Strategy, people, and operations

Leadership, communications, and management information

Implement NOAA Business Model

Ocean Commission Report

Critical Action Items Establish a National Ocean Council in the Executive

Office of the President chaired by an assistant to the President

Create a non-federal Presidential Council of Advisors on Ocean Policy

Strengthen NOAA and improve federal agency structure

Develop a flexible, voluntary process for creating regional ocean councils, facilitated and supported by the National Ocean Council

Double U.S. investment in ocean research

Implement the national Integrated Ocean Observing System(the report noted the importance of our work in GEO and stated support for a successful conclusion to our efforts)

Increase attention to ocean education

15

Ocean Commission Report

Critical Action Items (continued): Strengthen the link between coastal and watershed

management

Create measurable water pollution reduction goals, particularly for nonpoint sources, and strengthen incentives, technical assistance and other management tools to reach those goals

Reform fisheries management by separating scientific assessment and allocation, improving the Regional Fishery Management Council system, and exploring the use of dedicated access privileges

Accede to the United Nations Convention on the law of the sea

Establish an Ocean Policy Trust Fund based on revenue from offshore energy activity and other new and emerging offshore uses to pay for implementing the recommendations

16

NOAA Research Review

Recommendations Develop a Research Strategy, extending 20 years,

supporting the strategic plan

Clearly delineate Research’s role in the Research Vision and Plan

Establish an Associate Administrator for Research reporting to the NOAA Administrator

Assign senior manager in each line office for the research program reporting directly to the Assistant Administrator

Determine where research programs are located within NOAA while strengthening OAR

Develop clear guidelines for the management of reimbursable funding

Consolidate the five OAR laboratories in Boulder into a single Center
