Project Scope:
The City of Lubbock purchased the former Citizens Bank building located at the intersection of 14th Street and Avenue K in downtown
Lubbock, Texas. It is a concrete structure with 11 stories above grade, a basement, an adjacent 2 level annex, a 5 level concrete
parking garage, a second basement below the parking lot southeast across the intersection and two connecting tunnels. The project
scope consists of demolition of the parking garage and provide new parking; renovation of the Citizens Bank building into the City of
Lubbock’s new Citizens Tower; and renovation/construction of a single story above the second basement. The tower and annex will
house the majority of City Hall’s departments and functions. The new single story and basement will house the Utility Customer Ser-
vices Center.
This project marks the start of a revitalizing effort targeting future downtown re-development.

Contractor is continuing all major construction ac-
tivities including; mechanical / electrical / plumbing
/ fire suppression, drywall, interior finishes, mill-
work exterior building materials and site lighting.
Testing and commissioning commenced on life
safety systems. Fire pump and main sprinkler ris-
er complete and commissioned. Sprinkler system
piping complete and tested on floors 2 and 3.
Site work continues: Parking lot at UCSC com-
plete; crosswalks, intersection and pedestrian pla-
za paver work continues; light pole bases and
electrical conduits begins.
Exterior: Aluminum metal panels 95% complete.
Interior: Millwork, finishes and lighting complete
on levels 2 and 3, continuing throughout all other
areas.
Furniture: Deliveries commence for level 2 and 3.

Construction Activities
Construction site traffic control barricades, fencing &
gates are checked daily.
Safety remains highest priority; personal protective
equipment (PPE) and tie-off harnesses required.
Main Lobby, “Main Street” Corridor & Vital Statistics:
Stone veneer/large format wall tile & final polish on
terrazzo floors complete; ceiling & lighting continues;
millwork commences.
Council Chambers: Dais millwork, platform & sur-
round, ceilings, audio/video rough-in & lighting con-
tinues; solid surface tops and acoustic fabric wall
panels begin.
Tower Lobbies: Lighting, exit signs, wood feature
walls in progress.
Tower Restrooms: Final plumbing fixture connec-
tions commence; mirrors in progress; accessories
complete.
Tower Floors: Solid core wood doors & hardware
installed on levels 2 - 10. Obscure glazing film on
office glass partitions installed on levels 2 & 3. Car-
pet installation complete on levels 2 - 10. Level 11
drywall, tape, bed & paint in progress.
Site Work: Parking lot at UCSC complete; cross-
walks, intersection and pedestrian plaza paver
work continues; light pole bases & electrical con-
duits begins.
