MUSIC PANEL (alphabetical by last name) Daniel Galloway, Houston, TX Mr. Daniel Galloway has taught for 20 years in Texas public schools. He is currently the Director of Bands at Clements High School in Sugarland, Texas. Mr. Galloway has also taught with the Galena Park ISD and Aldine ISD. Mr. Galloway earned his Bachelors of Music from Stephen F. Austin State University studying with Dr. Kevin Sedatole and is currently pursuing his Masters in Educational Leadership from the University of Houston. Mr. Galloway was an brass instructor for the Bluecoats Drum and Bugle Corps in 2010 and 2011 and with the Santa Clara Vanguard in 2012-2014. Mr. Galloway is currently member of the Texas Music Adjudicators Association and the Texas Color Guard and Percussion Association where he judges Ensemble and Visual. Daniel also holds the position of Vice President of Marching Band Judge Education for the Texas Music Adjudicators Association. Daniel also adjudicates for Bands of America and has judged both the Oklahoma and New York State Championships. Giff Howarth, Lewisburg, PA Dr. Gifford Howarth is currently Associate Professor of Percussion at Bloomsburg University located in Bloomsburg, PA. He is also an Instructor of Percussion at Penn State University in State College, PA. His previous teaching duties included teaching at Michigan State University and Nazareth College (Rochester, NY). Dr. Howarth received his Doctor of Musical Arts degree from Michigan State University, his Masters from Kent State University, and his Bachelors degree from Ithaca College. Dr. Howarth is an active recitalist, clinician and masterclass teacher as he has presented throughout the United States and across the world. He has presented at The Midwest Clinic in Chicago, The Percussive Arts Society International Convention (PASIC), several MENC All-State Conferences and PAS Day of Percussion events. The focus for most of the workshops is geared around percussion education. Dr. Howarth is also heavily involved in different competitive marching activities. He is currently a national adjudicator for DCI, WGI, and BOA along with several state wide marching band and indoor percussion circuits. Dr. Howarth is a National Yamaha Performing Artist, a Signature Artist for the Vic Firth Company, and a clinician for the Zildjian Cymbal Company and Remo Drumheads. Mike Rubino, Morgan Hill, CA Mr. Mike Rubino is the former director of Live Oaks High School from Morgan Hill, California. Under Mr. Rubino’s direction, Live Oaks was a two time Bands of America Grand National Champion. In the area of education, Mr. Rubino's career has spanned from a start-up, award-winning high school music program to cultural music exchanges exposing over 800 students to diverse cultures, to elementary music education. Now retired, Mr. Rubino is an adjudicator for BOA, ISSMA, the Michigan State Competitive Marching Band Association, the Oregon Band Directors Association and DCI. Mr. Rubino is a member of Music for All’s Bands of America Hall of Fame.

VISUAL PANEL (alphabetical by last name) Jackie Gilley, Midwest City, OK Ms. Jackie Gilley is a native of Stratford, TX, and was the middle school band director in Midwest City, OK, for 29 years. She also taught color guard at Midwest City H.S. for 18 years. Ms. Gilley received her Bachelor of Arts degree in Ceramics and her Masters of Music Education degree from Southwestern Oklahoma State University. She is also accredited in Secondary Education Administration from the University of Central Oklahoma. Ms. Gilley earned accreditation in 2002 as a “National Certified Teacher” in Instrumental Music, and she was also “Monroney Teacher of the Year” in 1992 and 2003. In 2012 Jackie was inducted into the Oklahoma Bandmasters Association Hall of Fame. In 2014 she was inducted into the Oklahoma Music Educators Hall of Fame and was awarded “OKMEA Exemplary Teacher” in 2013. She is past president of the Beta Chapter of Phi Beta Mu International Bandmasters Fraternity and also a member of OMEA, OBA, MENC, and WIBDA. Ms. Gilley is well known as an adjudicator for

Winter Guard International, Drum Corps International, Bands of America/Music for All, the Texas Color Guard Judges Association, and Oklahoma Music Adjudicators Association. Bret Mascaro, Collegeville, PA Mr. Bret Mascaro has been an adjudicator across the United States, Canada, and Japan for several organizations such as Drum Corps International, Winter Guard International and the Indiana State School Music Association in addition to Bands of America. He has also been a designer or instructor for marching band, winter guard, and drum corps, including the Crossmen, Troopers, Bluecoats and several established high school music programs. Mr. Mascaro has been a band director for 34 years and currently serves as Music Department Chairperson for the Methacton School District in Pennsylvania. Frank Morris, Braintree, MA Mr. Frank Morris has taught and adjudicated on an international level for many years and has been a designer, teacher, clinician, consultant, and administrator for many professional organizations related to the visual world of the musical arts. He is the former Visual Caption Chairperson and Regional Judge Administrator for Drum Corps International (DCI). He was recently inducted into the Massachusetts Drum Corps/Music Educators Hall of Fame. Mr. Morris is a member of the International Marching Institute based in Tokyo, Japan, and has been a guest clinician and judge for the cities of Okayama and Kobe, Japan. He was invited by the Jamaican Government to work with performers and staffs for the island’s active bands and drum corps. Mr. Morris earned a Bachelor of Science degree from New Hampshire College. In 2001, opted to take an early retirement as a Sr. Fiscal/Policy Analyst to the Secretary of Health and Human Services for the Commonwealth of Massachusetts, and entered the wonderful world of education as a classroom teacher and tutor for the Quincy Public School System in Quincy, MA. CHIEF JUDGE Richard Saucedo, Fishers, IN Most recently the Director of Bands and Department Chairman at the William H. Duke Center for the Performing Arts at Carmel High School in Carmel, Indiana, Richard L. Saucedo retired at the end of the 2012-13 school year after teaching for 31 years. Under his direction, Carmel bands received numerous state and national honors. The Indiana Bandmasters Association named Saucedo Indiana’s “Bandmaster of the Year” for 1998-99, and named him the state’s 2010 “Outstanding Music Educator.” Saucedo is a freelance arranger and composer, having released numerous marching band arrangements, concert band works and choral compositions. He is currently on the writing staff for the Hal Leonard Publishing Corporation. Saucedo travels throughout the country as an adjudicator, clinician and guest conductor and has been a featured clinician at a number of prominent conferences and clinics. He has served as Music Caption Head for the Drum Corps Midwest Judges Guild and as a music judge for Drum Corps International. Saucedo has also served as the brass composer/arranger for the Cavaliers Drum and Bugle Corps and will be the brass composer/arranger for the Blue Stars in 2013. Saucedo did his undergraduate work at Indiana University in Bloomington and finished his Masters degree at Butler University in Indianapolis.
