Army to re-orient HR policy considering societal changes

NEW DELHI, Apr 23:

Battling rising complaintsrelating to service matters fromits personnel, the army hasdecided to reorient its humanresource policy considering“rapid” societal changes.

At a six-day annual com-manders’ conference, the topbrass of the army deliberatedon a broad range of issuesincluding grievances relating tosalary, promotions and anguishamong some jawans over theSahayak system, and it wasdecided to address them whiletaking a more pragmaticapproach.

The top commanders alsocarried out a detailed analysisof India’s internal and externalsecurity threats and decided topush for modernisation of theforce. They also pitched for atri-service doctrine to deal withmajor security challenges.

The commanders’ confer-ence is a very important plat-form for the army as decisionsare taken at the congregationthrough a collegiate systemcomprising commanders andsenior officers.

“During the deliberations, important issues having HRpolicy ramifications have beendiscussed. There is an impetusto evolve a more pragmatic HRplan.

“The core values of thearmy though haven’t changed;rapid societal changes and dis-cernible impact of socio- eco-nomic aspirations on the armyhave been a focus area of the

conference,” the army said in astatement, giving gist of delib-erations at the conferencewhich concluded yesterday.

In the recent months, anumber of videos had surfacedwhere some army jawans wereseen voicing their anger overthe Sahayak system.

On promotion of its person-nel, which is another stickyissue, the conference felt thatthe “highly pyramidal struc-ture” in the army results in over50 per cent of the workforcenot being promoted despitebeing highly competent.

“The conference deliberat-ed measures to enhance trans-parency and inclusiveness lead-ing to greater equability,” thearmy said. (PTI)
