OurWelcomeBreakfastSpeakerinTypicalSavannahDress

Ourannual2016seminarwasheldinSavannahwith42chemists,threegasfreeengineersandthreetraineesinattendance.IntotaltheMCAhadover100participantsattheseminar.Chemistattendancewasaboveouraverageof34chemistsbasedonnumbersgoingbackto1966,infactthelasttimeanannualseminarexceeded40chemistswasin2000.WhileSavannahwashotandsteamy,theseminarwasasuccessbasedonthemanypositivecommentsintheevaluationforms.Thisyeartheseminarcenteredonfireandexplosionhazards.OnMondaywechangedupthenormalformat.Wehadourwelcomebreakfastfollowedbythebusinessmeeting.Thenweallowedtwohoursfortheinsuranceluncheon.Manychemistsbelongtothefundandtheyrecentlyupdatedtheirby-laws.KenMercer577,chairmanofthefundgaveanoverviewonthestateofthefundandWellsFargorepresentative,KristenRichendifergaveapresentation



onhowthefundworksforus.Thiswasfollowedbythefund’slongtimeattorney,DaleKingmanwhogavesomeadviceonitemstocheckonwhenreviewingcontracts.(Thepresentationisavailableonthewebsite)FollowingthisAmyWangdahl,OSHA’sDirectorofMaritimeandAgriculturegaveanupdateoncurrentissuesinthemaritimeareaalongwithanenforcementupdate.OnTuesday,webeganourtechnicalpresentations.AwiderangeofspeakersincludingourownPhilipDovinh667andGregGrondin676gavepresentations.Inmostlikelyafirst,JennyMoore,wifeofchemistEricMoore626gaveapresentationontheBasicsofFireExtinguishment.JennyisanarsoninvestigatorfortheLakeJacksonPoliceandFireDepartment.ThiswasfollowedbypresentationsbyBobKambonStaticChargeIsolationonVessels,BobwasthemaininstructorattheLNGseminarthisspringinNewport.LT.WilliamCottafromtheUSCGgaveapresentationonFireSafetyDesignandMitigationonLNGVessels,WilliamLawrence,atFMGlobaloverseesintrinsicallysafetestingandgaveapresentationonhazardouslocationclassificationsandwhatitmeansforaninstrumenttobeclassifiedasintrinsicallysafeorexplosionproof.Finally,onWednesdaymorningpresentationsweregivenbyLarryRussellandGuyColonnaonFire,ExplosionsandConsequencesalongwithExplosionsandDeflagrations.Thisendedthetechnicalsession.Allpresentationsarepostedonourwebsite.DuringthewelcomebreakfastwehadaspeakerfromtheSavannahCoastalHeritageSocietygiveapresentationonthehistoryofSavannah.SpeakerRayChristiewasveryentertainingandheldtheattentionofeveryone.TheMCAthankstheSocietyforprovidingagreatspeakeralongwiththeirhelponadvisingtheMCAonthingstodowhileinthecity.DuringbreakfasttwoindividualswererecognizedfortheiroutstandingservicetotheMCA.ThefirstwasRobertClinton,alongtimememberoftheMarineGasHazardsControlProgramandFund.Bobretiredthisyearaftermanyyearsofserviceinthemaritimeindustryrangingfromcaptaintosafetydirector.Wewishhimwellinhisretirement.Thesecondindividualiswellknowntousall;LesBlaizeourassistantsecretarywasalsorecognized.LeshasbeeninvolvedwiththeMCAformanyyears.Heservedontheexecutiveboardandthenaschairman.HeworkedwithEdWillwerthashisassistantsecretaryandstillservesastheassistantsecretary.Heisonthe306technicalcommitteerepresentingtheMCAasaprincipalandalsoontheinsurancecommittee.Itgoeswithoutsayingthathisservicetousandtheindustryhasbeenexceptional.Whiledoingallofthis,hismainfunctiontakesplaceduringtheannualseminarswherehetakesontheheavyresponsibilityofensuringthatthesocialactivitiesforyourwives,spousesandsignificantothersgosmoothlyandareentertaining.Everyoneknowsthatifyourspouseisnothappy,thenyouarenothappy.Finally,Lesisalsoinchargeofthewristcharmsfortheladies.Hesearchesoutcharmsthatareofsignificancetothelocationsoftheseminars,ordersandinstallsthemforall.Hedoes



thiswithhisusual“charm”.ManythankstoLesandhiswifeBarbarafortheiroutstandingservicetotheMCA.Itisanawardwelldeserved.

LesBlaizeReceivinghisAward(BeforeandAfterPictures)Whilethechemistswereattendingourtechnicalsessions,familiesandspousestookatourofSavannahandhadlunchatthePiratesHouse.Manyspousescommentedonthegoodqualityofthefood.RegistrationwasheldonSundaynightinthehospitalitysuiteofthehotel.Thesuitehadseveralbalconieswhichgaveeveryoneagreatviewofthecity.ThesamelocationwasthesiteoftheChairman’sreceptionheldonMondayevening.Theeventwaswellattendedwithanoverflowcrowdspillingoutintothehall.Sincethehotelwasintheearlystagesofremodelingtheroomswehadtheentirefloortoourselves.ThanksgoouttoStephenGrondaCMC659andJohnWardCMC651fromtheAtlanticsectionfortheirworkinprovisioningthesuite.ThisyearourannualeventwasheldatVic’sRestaurantatthewaterfront.ThelocationalongtheSavannahRiverprovidedeveryonewithanopportunitytogooutonthebalconiesand



seethecontainershipspassingsocloseyoucouldalmosttouchthem.ThemealwasgreatandtheeventwasfollowedbyaghosttouraroundSavannah.

EXECUTIVEBOARDMEETINGTheMCAExecutiveBoardmetonSunday,July24th.Thegeneraltopicsdiscussedareoutlinedasfollows;NFPAReportTwonewchemistswereapprovedatthepriorMCQBmeeting,G.HansonCMC726andA.MontantiCMC727.NewapplicantswillgobeforetheboardonJuly28thforinitialcertification.Todateninechemistshavere-certifiedthisyear.Twonewtraineeshaveregisteredintheprogram.NFPAhasrespondedtonineinquiriesabouttheMarineChemistprogramthisyear.Currentlythereare44chemistswhohaveLNGendorsement.Certificatenumbersareonparwiththepastyearwith24,430certificatesissuedtodate.14,739aree-certs.Currentlythereare93chemists.Ofnote,lastyearcertificatenumbersweredownbyabout2000fromthepreviousyear.Therehavebeensevenreportedincidents;nonearearesultofchemisterror.Twoincidentshadnochemistcertificate,asecondoneinvolvedworkersenteringconfinedspacesand

LifetimeAchievementEndorsementAttheannualbusinessmeetingFrankMonaghanCMC656waselectedasalifemember.InaccordancewiththeMCAby-lawsaChemistmustberetiredandhaveprovidedexceptionalservicetotheMCAandtheindustry.Frankmetandexceededbothoftheserequirements.HewasnominatedbythePacificsection,endorsedbytheexecutivecommitteeandapprovedatourannual2016businessmeeting.FrankservedontheMCAboardandwasaCMC,CIHandaNavyGasFreeEngineer.Heservedonthe306technicalcommitteeformanyyears.CountlesscompetentpersonsweretrainedbyFrankandhewasactiveinthemaritimecommunity.Frankmadehisownwineandeveryonelookedforwardtotryinghisselectionofwinesattheannualseminars.TheMCAcongratulatesFrankonthisspecialhonorandlooksforwardtoseeinghimatfutureseminars.

306andtheFLCCEndorsementTheMCAofferedaLNGcourseinNewportRI.onMarch20thattheMSRCCenter.Twentychemists,onetraineeandtwomembersofNFPAattended.AletterwassenttotheMCQBrequestingthattheindividualswhoattendedthecoursereceivecredittobeappliedtoeitherobtaininginitialcertificationfortheLNGendorsementorcreditforre-certificationrequirements.DuringitsJulymeetingtheboardacceptedandapprovedthecourse.AllCMCattendeescannowusethecourseascredit.ContactLarryRussellforanyquestionsortoobtaininformationoninitialcertification.Thefollowingisasummaryoftheruleschangetoobtaintheendorsement:Effective01December2014theNFPABoardofDirectorsapprovedtherecommendationoftheMarineChemistQualificationBoardtorevisetheRulesfortheCertificationandRecertificationofMarineChemists(Rules).TheaffectedSectionoftheamendedRulesis:SectionV.Qualifications--Endorsements.UnderSubpartAofthatSectiontherequirementsforobtainingthespecialendorsementforflammablecryogenicliquidcarriers(FCLC)wererevisedinParagraph1(b),(d)and(e).TherevisedRulesnowmakeagenericreferencetothetypeofmaterial(aflammablecryogenicliquid)thatiscoveredunderthespecialendorsementrequirements.Theterm,“holdspace”waschangedto“interstitialspace”.AlsoinSubpartAofthatSectioninParagraph2(a),(b)and(c)therequirementsfortrainingtoobtainthespecialendorsementwerechangedtospecifythetypeoftrainingrequired.

Subparagraph(b)allowsmarinechemiststoattendasmanyasthirty(30)U.S.CoastGuardapprovedtrainingclassesofferedbymerchantmarineacademies,merchantmarinerunionschoolsandotherfacilitiesthatutilizeLNGtransfersimulators.Subparagraph(c)allowstheMCQBtoconsiderotherappropriateLNGfuelsystemorLNGcargosystemtraining.Similarly,SubpartBofSectionVoftheRules(requirementsfortherenewalofthespecialendorsement)werechangedtospecifythetypeoftrainingrequiredinParagraph1(a),(b),(c)and(d)TheMCQBhasestablishedaminimumcriteriaforLNGtrainingcoursesbaseduponthepreviouslyacceptedLNGfamiliarizationcoursedesignedbytheMaritimeInstituteoftechnologyandGraduateStudies(MITAGS)fortheMarineChemistAssociation(MCA)andwillusethatasareferencewhenconsideringotherflammablecryogenicliquidfamiliarizationtrainingcoursesaspermittedin§V.A.1.cand§V.B.1.c.Currently,NFPA306permitschemiststoconductinspectionsusingLNGasfuel,butnotonvesselscarryingLNGascargo.Thereareseveralproposalssubmittedtothe306TechnicalCommitteewhichcouldchangethisandrequiretheLNGendorsementforanychemistcertifyingvesselsusingLNGasfuelorcarryingLNGascargo.Ifthispasses,achemistwillneedtheLNGendorsementinordertocertifyanyworkonthesevessels.TheMCQBislookingintomakingLNGtraining/certificationamandatorypartofthetrainingfornewchemists.Ifthispotentialrequirementbecomespartofinitialtrainingtheendorsementwilleventuallygoawayasonedayinthefutureallchemistswillhavetheendorsement.CreditCardAcceptanceTheMCAisnowabletotakecreditcards.Whilewewillnotbeabletodoon-linechargingforseminars,youcaneithercallinacreditcardoruseoneonsitetopayforanitem.(Asurchargetocovertransactionfeeswillbecharged)WebsiteTheMCAwebsitewww.marinechemist.orgistheprimarymethodusedtodisseminateinformationandacentralspotforclientstolookforyou.Pleaseperiodicallyreviewthewebsitetoensurethatyourinformationremainsaccurateanduptodate.Thisisespeciallyimportantifyouhavechangedjobs,phonenumbers,emailaddressesorstreetaddresses.Seminarattendanceforthelastfiveyearsisalsopostedonthesitealongwithseminarpresentationsandrelevantnews.Allcommunicationsandbillingcomesfromyouremailaddressonthesite.PleasecontactDonRaffoifanyinformationneedstobecorrected.Suggestionsforimprovementarealwayswelcome.
