TheMarineChemistAssociationheldanExecutiveBoardmeetinginChicagoonOctober30th.Asummaryofthemeetingandgeneralnewsfollows.

EXECUTIVEBOARDMEETINGNFPAReportNFPAupdatedtrainingmodules1-6havebeenapprovedbyMCQB.TheyareavailableontheNFPAwebsiteforusebytrainees.Thenewtestswillbeavailablebyendofyearreflectingthechangesandupdatestothemodules.Currently,Modules8,9,10,11,13,17arewiththeMCQBforreview.JillMcGovernwillsoonsendoutanoticetoupdatetheNFPAMCdirectoryasneeded.TheOn-lineversionisupdatedthroughouttheyear.(ItshouldbenotedthatthecontactinformationthattheMCAmaintainsonwww.marinechemist.orgsiteisseparateanddifferentfromtheNFPAsite.WhenmakingchangesyoumustcontactbothNFPAandDonRaffofortheMCAsite.AnewwebsiteupdateformhasbeenpostedontheMCAwebsiteifyouwishtomakechangestoyourinformation.LookundertheFormstab.)LarryRussellisamemberontheUSCGCTAC(ChemicalTransportationAdvisoryCommittee)ThecommitteeiscurrentlyworkingonadocumenttoreviseregulationsforLNGbunkerbarges.TheSub-committeeisactiveandisreviewingtheregulationin46CFR145,154.TheUSCGisdeterminingiftheycanpassofffunctionsthattheycurrentlyperformtopubliccompanies.OneareatheyarelookingatisMARPOLAnnex2(NoxiousSubstances).Noxioussubstancesrequireaprewashinportandasurveymustverifythatthisisdone.TheUSCGcandelegatethatrequirementbuthavenotsetanyregulationsonthis.Thiscouldbeanareaofpossiblebusinessforchemists;howeveritistooearlytotell.Larryhasaskedfor10newcomputersfortheEMCCprogramastheexistingonearestartingtofail.ThiswillbereviewedatthebudgetmeetinginJanuary.MarineGasHazardControlProgramTheboardandfundwillmeetinearlyJanuarytoreviewbudgetrequestsfromtheMCAandNFPA.TheMCA2017budgetrequestwillbedevelopedduringDecemberinconjunctionwiththeExecutiveBoard.

MCQBTheMCQBinterviewed7individualsthisyearandthreeindividualwerecertifiedatthelastmeeting.Thisbringsthenumberofcurrentchemiststo98.CongratulationstoRobertRodriquezCMC730,MarkBruffCMC731andCharlesWarnerCMC732.TheMCQBhasbeenworkingonarevisiontotherules,howeverduetothenumberofinterviewsduringtheyear,andpotentialchangesin306thishasbeenonthebackburner.NFPA350GuideforSafeEntryandWorkinConfinedSpacesRobbieWalkerhasvolunteeredtobeonthiscommitteeandwillrepresenttheMCA.NFPA306NFPA306hasclosedforcommentand148proposalsweresubmitted.ThetechnicalcommitteemetonNovember1/2atNFPAheadquartersinQuincyMA.Thecommitteespenttwofulldaysgoingovertheproposals.Thisisthefirsttimeusingthenewprocesswherethewordingisinsertedintothestandardastheproposalsreviewed.Thetimeframeforreviewisasfollows;

Additionally,thiscyclesomeofthetermsusedinthepasthavechanged.OfnoteisthenewtermTrialBalloon.Whenthisisinvoked,itmeansthatthecommitteeisseekingadditionalcommentfromthepublicbeforemakingadecision.Thecommitteeusedthisoptiononsomeoftheissues.Therearetwotopicsthecommitteeisseekingpubliccomment.ThefirstisthequestionofeliminatingtheLNGendorsement.Thisendorsementwasputinplaceasatemporarymeasureabout30yearsagowiththeintentofprovidingtrainingtochemistsandhavingiteliminated,ithasremainedinplacesincethen.WithmoreandmoreLNGvesselscomingintoserviceasbothfuelandcargothisisbecominganimportantissue.Thesecondquestionbeingoutforcommentisestablishinganexpirationdateonthecertificates.IndustryhasproposedthataMarineChemistCertificateshouldexpire30daysafterbeingissued.Theissueslistedabovealongwithotherchangeswillbediscussedatoursectionalseminarsin2017.Atthattimethedecisionswillhavebeenreleasedtothepublicandwillbeavailableforcomment.Onedisappointmentonthe306committeeisthatasignificantnumberofthecommitteemembersdidnotparticipate.LesBlaize586andGregGrondin676representingtheMCAwerethere(alongwiththeiralternatesJohnBell585andJimBruff671).BobAlbert690,representingtheNavyalongwithJasonFoxfromMSAandJosephP.McElhinney,Jr.fromtheMaritimeAdministrationalongwithDonRaffo668representingindustry.AmyWangdahlfromOSHAparticipatedbyphonealongwiththeUSCGrepresentativeCarolynOyster,whoparticipatedforhalfaday.LarryRussellsolicitedawell-roundedgroupofmaritimeinterests,andinspiteofhisbesteffortsmanydidnotattend.
