File 7 has been created for the first time as the Fin frames are all digital
File 4 had a lot of changes in R20
A number of changes to the standard methodology have an impact on the file 4 outputs
New HERE 2015 outputs means all road links have changed for travel survey respondents. Generally there is
an increase of around 10% on the number of road links. However the overall distance covered by these links
has not changed so the overall average length of each link has reduced. The average time on each link is also
reduced.
We have more than double the number of taxis/ frames on R20. This has meant we have had to recalibrate the
creation of the probability model output to be in line with population. A high proportion of respondents
travelling in London are assigned actual contacts with taxis. This is reasonable as there are a large number of
taxis with frames with advertising.

File 4 had a lot of changes in R20
It does place a challenge on the creation of the probability model which works on links in isolation and uses
individual link characteristics as well as TIM counts to assign a probability of a contact with a taxi.
We have attempted to replicate as close a match as possible with the probability model creation and
subsequent file 4 outputs.
We have also improved the way that visibility works on the file 4 output. On releases prior to R20, we were not
discriminating between side and livery frames in the file 4 output. With the inclusion of the much smaller
Digital Fin Frames we wanted to provide this discrimination in the outputs for these frames so it made sense
to extend the programming to discriminate side and livery frames in the same way
