Hanseatic Parliament
The Hanseatic Parliament has been working actively in the interests of small and medium enterprises since 1994 and was officially established as an association in St.Petersburg in 2004. The registered office is located in the Free and Hanseatic City of Hamburg.
Network of more than 50 chambers of commerce, industry and crafts as well as similar associations around the Baltic Sea, representing more than 470.000 SMEs
Objectives of the Hanseatic Parliament are:
to develop a strong, innovative economic region of world standing
to promote small and medium-sized businesses
to initiate outstanding qualifications
to deepen networking and co-operation
to strengthen sub-regions and their diversity
to establish a Hanseatic identity beyond national borders

2. SMEs are the economic, cultural and social backbone + 99% of all companies in BSR+ up to 70% of all jobs+ 80% of all training positions+ Family owned + responsible management

Skill Energy BSR – Overall objective
Tackle the increasing lack of qualified employees for SME in the area of the field "Energy saving and resource-saving construction”
Establish new alliance "Technologies of energy-saving and of resource-saving construction" oriented at SME
Three educational measures innovative professional training for young (unemployed)
people with good practical skills Further training course for SME employees Creation of modules for a dual bachelor study course
for SME entrepreneurs / managers All three educational packages will be transferred to 60
education providers in 11 countries

Four work groups are set up
Three two day workshops with representatives from SMEs
Two conferences in Poland and Lithuania with further educational actors and policy-makers

Analyses and forecasts of the educational and labor markets in Lithuania (P4), Latvia (P6) and Poland (P8)
Development of country-specific concepts for the performance and recognition of professional education for young people with practical talents
Development of the curriculum and all teaching materials

analysis of the demand for advanced training and development of a concept for an advanced training program which is oriented at specific needs of SMEs
development of the curricula and teaching materials for at least 5 separate courses, one of which is for Train-the-Trainer

P3 has already conducted a dual bachelor course "Management and Technique of Energy Efficiency” with a good success. Curriculum and teaching materials will be translated according to the subcontract and made available to all project and associated partners.
Development of module “Renewable Energies” , special focus the "Wind Energy”
Beginning of implementation in at least one dual course

P1 and P2 will create handbook and transfer it to all project and associated partners in writing and during final conference
Elaboration and conclusion of an agreement and a business model for the extension of the Skill Alliance
all results and materials on the open Internet platform of the project and also on the platforms of all the partners
Presentation of project and results at no less than 12 third party events
2 press conferences and issue at least 4 press releases
BSR Skill Energy in a nutshell
1. A Skill Alliance “Energy saving technologies, including sustainable construction" is formed and developed with educational actors from five countries. 2. During the lifetime of the project the Alliance will develop and implement three packages with innovative educational measures for different target groups.3. Three workshops, Two conferences4. An Internet platform 5. Development of concepts, curriculum, teaching materials, implementation and examination regulations for a)young people with good practical skills b)Further educationc)Dual study permanent basis in 11 countries.6. Publication of manual and dissemination of results
