Thematic ideas for a potential Leonardo da Vinci project

There is a gap between demanded and offered skills on labour market and we plan to develop a project which addresses some of the specific problems related to vocational education. This will include vocational schools and employers in order to improve the vocational education programme and training. We intent to apply for IPA funds with the project. Visiting VET institutions in Tallinn will be very interesting practical experience. In addition, we hope that the seminar will help us gain new contacts in order to build potential partnerships in our future EU projects.

Motivation

This seminar, pooling together expertise from various camps, will help us understand the different aspects related to the vocational education experience in the EU, but most of all will provide us the collection of already-gained expertise and best practices.

Thematic ideas for a potential Leonardo da Vinci project

Our school is interested in upgrading the specialist knowledge and skills of our teachers primarily in the field of Mechatronics/Robotics where the merging of diverse technologies has led to new production systems/new generation of products and, subsequently to the new labour market needs. Such upgrading should, inter alia, include issues such as new workplace concepts/new skills that are emerging in relevant European companies as well as updated competencies of our EU colleagues related to the methodical-didactic dimension of teaching that, instead of static curricula/conventional methods, combine elective curricular activities/explorative learning and diverse multimedia aids. A potential project (preferably a Leonardo da Vinci partnership project) should build on the capacity building activities/various VET innovations introduced under the EU-funded (pre-accession funds) project "IPA-With Flexible Learning Approach and Curricular Innovations towards the Labour Market: Advanced capacity building of VET teachers, the extension of educational opportunities through access to internationally recognised certificates, establishing a Centre of Excellence for New Technologies etc. We are primarily interested in establishing co-operation with VET centres / schools, particularly from countries such as Finland, Denmark, Norway and Estonia, which introduced relevant school-based innovations/flexible learning approaches and facilities. We would welcome direct exchange of experiences with VET teachers from the aforementioned institutions and (where applicable) with the representatives of relevant social partners.

Motivation

The VET schools in the field of electrotechnics, IT and mechanical engineering could, through their school curricula/projects, do much more to prepare VET students for the world of work and, even more importantly, for increased sophistication of various integrated technological and organisational solutions (products/services) that have been introduced by European companies. Hence, the Secondary School of Electromechanical Engineering Varadin identified a need for a project/comprehensive exchanges of experiences with the VET institution(s) from the EU member states aimed at ensuring further modernisation of the VET school curricula and extensive utilisation of flexible/hybrid learning spaces where VET students can participate in a variety of school-based training and have adequate access to the specialized didactic equipment/expertise that matches labour market needs. In that respect, we particularly favour the fact that the contact seminar is co-organised by the NEW SKILLS Network and the Nordic-Baltic partnership (countries with a number of best practice examples).

Assisting students in the process of entering into the labour market by providing them with the necessary skills. Acquiring new contacts from other European countries and exchanging ideas on possible projects that will improve international cooperation between technical and vocational schools in facilitating the transition from an educational environment to the labour market. Proposed Project title: Making it easier. Studying the current situation in various European countries with regards to the local requirements and demand of the labour market. Comparing the current educational systems and courses to establish the need for any changes in the preparation of the labour force to coincide with the labour market demands. Coordinating the interim findings at planned meetings in the participating countries, discussing the outcomes from the individual countries in a joint meeting and documenting suggestions taking into account the needs of the labour market in all participating European countries. Creating a market that will give the opportunity for the work force to move freely between all European countries in search of a better future, thus providing a chance for employers in different European countries to employ the best possible candidates. We would like to engage other vocational schools and industry partners.

Motivation I am looking to establish contacts with other Vocational organizations to try and create or take part in a Leonardo project that will help our students to enter into the labour market with the best prospects available.

We are working for instance on the implementation of a phytosanitary certificate among professionals in the agricultural field. The process is starting in France. The idea would be to work on such a theme on the European level. We would like to find out what the state of the art is in other countries, how the process was started, whether there are certificates dedicated to the public (not only professionals), and how they are implemented. We are also interested in finding out if there are possibilities for common work on, for instance, pedagogical processes. We are interested in institutions working in vocational training regardless of whether they work in the agricultural field or not.

Motivation

Our institution is currently engaged in several projects focusing on the development of new competences and on the adaptation of vocational trainings to "green jobs". We are interested in meeting partners from other countries in order to explore the possibility of future collaboration.

Ms Maddalena Cremonesi

Institution and Position APCMA (Permanent assembly of skill crafts chambers) Head of Studies

Thematic ideas for a potential Leonardo da Vinci project

1) The craft sector generates a tradition of local services, but the offer must comply with the individual request of the consumer, which includes more "European" requirements in terms of standards, tastes, product diversity. For a growing number of sector activities, the environment becomes directly or indirectly regional, European or international (for potential customers, suppliers, competitors and, for example, in terms of production standards and safety). It is therefore essential to develop the skills of the entrepreneurs and employees of tomorrow, who should definitely be prepared to take this reality into account in the European area. 2) The organisation of European pathways for the benefit of apprentices, yet deemed to be in difficulty at school, is now recognized as a means of skills development. European mobility of apprentices is likely to promote a more sustainable integration in employment, participating in the consolidation of the skills on which to build the concept of lifelong learning. For these reasons, the Chambers of Trade and Craft wish to continue their investment in European exchanges of apprentices, with a focus on a better consideration of the needs of businesses, which are also the key players in work and training. This is a part of awareness and enhances the benefits of mobility to the business by deepening: - Approaches and methodologies to make the skills acquired during mobility visible - Approaches and tools to better promote and recognize the skills to needed on the European labour market and in further training - Approaches for effectively integrating the organisation of mobility as a teaching tool in the curriculum to develop the necessary skills for businesses. My participation in the seminar will help get in touch with organizations in Europe in order to: - Develop our plans for mobility and partnerships CMA / CFA - Respond to requests for CMA / CFA to develop projects "partnership" - Expand the network EuroApprenticeship and synergy with pilot projects and tools developed in Europe.

Motivation

The Chambers of crafts and professional organizations of SMEs in Europe have a long tradition to become involved in European exchanges for young workers and apprentices because they recognize the benefits that such experience can have on the development of skills and the quality of the proposed training.

Name: Integration or vocational and innovation support, creating new skills and jobs. Acronym: Job and skills creation. This will be done through interdisciplinary cooperation and utilization of available tools such as: - Markviss - tool for analysing skills and developing vocational training programmes within companies. - Innovation support and value chain analysis. - Vocational counselling and skills validation. The idea is to integrate these services creating on-stop-shop for services for the labour market. Integrating companies simultaneously in projects that will develop their training agendas as well as opening them up as a training venue for the unemployed and people in work rehabilitation. The objective is to enhance vocational training but at the same time explore possibilities of job-creation through need and value chain analysis within companies - with the objective to explore possibilities of innovation and job creation either within or related to the companies. These methodologies are closely related to ISO 26000 standard for corporate social responsibility. Activities: Markviss analysis of skills and needs within the companies. Methodology already used in Iceland for 5 years that will be transferred to other partners. Translation - adoption to an integrated training package. Innovation support and value chain analysis. Definition and development of training package in partners’ languages. Skills validation and skills maps adopted between partners as part of the training package. This would occur during the first 6 months; the next 12 months would be used for implementation (defining number of companies and beneficiary within the target group); the last 6 months would involve the evaluation and dissemination of results. We welcome students, teachers and people in the labour market from different European countries within the Leonardo da Vinci, Erasmus and Grundtvig programmes. Our mission is providing educational experiences in territories that, given their economical, historical and social characteristics, make it possible to increase the beneficiaries' career prospects and personal prosperity. Thematic ideas for a potential Leonardo da Vinci project

We would like to focus on the development of vocational skills that are relevant to the labour market needs and on developing skills to identify gaps that correspond to future labour market needs. I would like to join the workshop which will seek to join the EU vocational training institutions and corporate or social partners in the consortium. The aim of this could be to develop a project focusing on the transfer of vocational training innovation to encourage a stronger connection between learning and work, making the workplace a more conducive learning environment, promoting learning at work and internships that might become the basis of the development of vocational skills that are relevant to the labour market needs. Activities our organization would like to develop at the seminar: - to exchange experiences in the development of vocational skills relevant for the need of the labour market and get new information that can be used for developing other LLP activities - to work in groups to find suitable partners and form a consortia for an innovation transfer project - to discuss and develop project ideas - to visit VET institutions in Tallinn (especially colleges) in order to make new contacts We would like to engage: - institutions or organizations involved in vocational education and training; - associations and representatives of institutions or organizations involved in vocational education and training; - enterprises, social partners and other representatives of working life, including chambers of commerce, other trade organizations and sectoral organizations; - bodies providing guidance, counselling and information services; - bodies responsible for systems and policies concerning any aspect of lifelong learning vocational education and training at local, regional and national level; - higher education institutions. Target groups: Risk group people that face difficulties in labour market, e.g.: unqualified workers, disabled people, women on or after maternity leave, economically vulnerable people and others that could advantage from learning in a distance way.

Motivation

Implementing other projects financed by EU funds, NLC bought the most modern equipment and updated facilities for practical training and distance learning. A Leonardo da Vinci Transfer of Innovation Project in collaboration with the social partners will provide an opportunity to identify skills that could be improved at the workplace and integrate them into vocational skills development activities. NLC regularly organizes training courses for adults, international transfer of experience in making the workplace more conducive to the learning environment, to promote learning at work and contribute to improving its quality and availability. The organisation of qualitative practices is one of the main conditions for a preparation of specialists sufficient for labour market needs. By blending organizational arrangements for vocational practices and transferring best solutions, SLK will be able to update the organizational system of practices which would lead to superior performance of the practice, and thereby contribute to improving the competitiveness of graduates.

We would like to focus on the integration of practical knowledge into professional training procedures in order to better reflect actual labour demands. We would also concentrate on other countries’ experiences in the field of training in the workplace and the requirements/recommendations for trainers/tutors. We would like to get to know the training systems in other countries, to see the real communication between trainers and trainees as well as be involved in the actual performance of training in the workplace. In order to implement the project, a target group of the company’s employees would be selected. It would be aimed at creating an internal system helping young people get ready for the labour market. However, certain requirements should be set for the staff that will be performing as trainers in the workplace. Close and open cooperation between trainers and their trainees would give rise to higher efficiency and quality of both work and study. We would expect to find a partner from a country that has deeper traditions of training in the workplace so as to develop close cooperation, share experiences, and improve training procedures in the company.

Motivation

The company, Rokiskio suris, welcomes a lot of students from universities and vocational schools to undertake their practical training in one of our plants located in Rokiskis, Utena or Ukmerge. Mainly they are students of food technology and business management. The company’s employees act as tutors helping young people complete the tasks given to them and to integrate them into society. Therefore, it is essential to train the employees in order to improve their interpersonal skills and the ability to share their knowledge and experience which would result in the higher performance of trainees. Consequently, cooperation between business and educational institutions would help to better match labour market supply with labour market demands.

WUE is paying particular attention to adapting its graduates to the current needs of the labour market. The main initiatives undertaken within projects include: - Expanding the variety of university educational offers by implementing new teaching methods, blended and e-learning, organising training courses supporting entrepreneurship for both academic and non-academic community. - Close cooperation with regional business partners (organising placements in regional companies, consulting study programmes with business representatives and adjusting curricula to their suggestions). - Developing managerial, teaching, computer skills of university staff. WUE is interested in the joint realisation of future projects developed in the above mentioned areas. We would also pay particular attention to the topic of monitoring graduates’ career paths as well as thoroughly evaluating other project actions and results. We are also open for other suggestions. The main field of interest is to broaden the network of international relations, both with businesses and higher education institutions. We are looking for partners who are experienced in applying and running projects financed by the EU. Project target groups would include university graduates and staff, as well as other social groups (promoting lifelong learning).

National research and local experience indicates that Scottish employers have identified significant skills gaps within the current labour market. These skills gaps create recruitment issues and can lead to productivity issues. Many small to medium enterprises are looking to colleges to help address the skills gap that exists both for new recruits and existing members of staff. It would be beneficial for Langside College and local small to medium sized enterprises to gain experience of how other organizations have addressed their labour market demands. Looking at this with European partners may give an additional dimension to small Scottish businesses. During the process of this seminar I will develop links with organizations from other European countries that have experienced similar skills gaps either in the existing workforce or in the emerging labour market. I aim to develop a partnership with one or more of these organizations to build a future Project to share working practices, undertake research and develop future strategies that are locally focused but encompass best practice from a wider European perspective. I would like to engage other FE and HE education organizations, labour market analysts and SMEs.

Motivation

I am currently employed as the Assistant Funding Manager at Langside College with the remit of accessing funding streams (both National and European) to develop links between European educational institutions, with a view to develop programmes to meet market needs. I have three years of experience within the education markets. I am looking to gain a wider perspective in the area of labour market demands from other European member states and share best practice.
