LEGISLATIVE PROPOSAL FOR 2015(LEGAL)

ABSTRACT:The proposal aims to strengthen the legislative power, as well as, empowers the relevance of the Office to hand down bottom to top benefits, through Ordinances and activities, especially the Barangay sectors, the marginalize and the vulnerable segment of the society, covering as well the higher classes with general assistance. This will also reinforce maximal congenial exposure to the public. The advantages are forecasted for name-recall, higher voters turn-on and quality voters power.

SUBJECTS:

A. Time Table The ordinances will need a thorough tracking system and supervision. The time table will surely assist the prompt passage of the legislations. Under the Time Table, it will cover the incomplete ordinances or those ordinances that were passed for first reading but yet to have sections. It is also proposed to have a target Ordinance/s per month correlative with the Monthly Event/s or related to any National legislation. It may also be quarterly depending on the necessity of the legislation. A reporting should be done to the Office, to assure general knowledge and information.

B. Barangay Legislation There will be a research on legislations relative to Barangays especially, ones related to Social Welfare, Information Technology, Disaster Management, Women and Children. (2015 is the year of the POOR, in line with the Catholic Campaign). Benchmarking data will also be one of the references. Research will not be enough, as such passage of Ordinances will be put at hand. Barangay Legal Aid Seminars, Workshops and other necessary activities.

RECOMMENDATIONS:Prior the approval of the proposal, there should be discussions and feedbacking to be administered, for transparency and thorough consolidation of ideas.The proposal is open for further suggestions and recommendations. All for the benefit of the Office.
