FOREWORD
The compilation, Ready Reckoner of the Directorate of Pulses Development is an effort to provide a background of the various crops/commodity Development Directorates under the Department of Agriculture Cooperation and Farmers Welfare, Government of India.
TheOrganizational Chart, brief history of the Directorate, it’s shifting to the State of Madhya Pradesh as a consequence of the re-organization of the CDDs, and the mandate given to this organization etc., have been summarized.
The Ready Reckoner depicts the charter of duties, in addition to the duties attached to the post, check list of the work/activities, Result Framework Document (RFD), salient features of the Crop Development Programmes/Missions/Interventions which are being monitored /coordinated by this Directorate.
It also serves as an Information Hand Book containing the contact details of the various Stake holders in the Agriculture and Allied Sectors for the two assigned States of Madhya Pradesh & Chhattisgarh.

ABOUT THE DIRECTORATE
Directorate of Pulses Development, one of the eight Commodity Development Directorates (Jute, Cotton, Wheat, Millets, Rice, Sugarcane and Oilseeds) under the Ministry of Agriculture & Farmers Welfare, Department of Agriculture, Cooperation & Farmers Welfare (DAC&FW) was established at Lucknow in 1971 with the merger of Regional Extension Units at Ahmedabad (Gujarat). On the recommendation of "Commodity Development Directorates Re-organization Committee", the National Head Quarter of the Pulses Development was subsequently shifted to Bhopal (M.P.) in 1996. The Directorate of Pulses Development with its HQ in Bhopal (M.P.) is responsible for coordination and monitoring of the implementation of pulses development scheme under National Food Security Mission (NFSM) - Pulses in 622 districts of 29 States in the Country. With the bi-foal responsibilities for the assigned states, this Directorate is responsible for coordination and monitoring of all the crop related Centrally Sponsored Schemes and Missions like NFSM (Wheat, Pulses, Rice, Commercial Crops and Coarse Cereals), NMSA, NMAET, NMOOP, MIDH & RKVY etc. With the unabated population increase in the Country, Pulses Production also have to be paralleled with this rise in population as they are the main source of balanced diet particularly for the rural mass. Keeping in view this necessity, various programmes were launched during various Plan periods. A Centrally Sponsored Pulses Development Scheme was initiated from the IVth Plan (1969-70 to 1973-74) with the introduction of production technologies and improved varieties amongst the farmers. The National Pulses Development Project (NPDP) which merged with the earlier Centrally Sponsored Scheme on pulses has been a boon for the farming communities when the Ministry of Agriculture, Government of India launched it from the VIIth Plan onwards. In order to supplement the efforts under NPDP, a Special Food Grain Production Program (SFPP) on Pulses was also implemented during 1988-89 on a 100% Central assistance basis. It is worth mentioning that under the Government of India-UNDP Cooperation (1997-2003), Pulses Sector was identified as Priority Sector to be strengthened. After Pulses were brought within the ambit of Technology Mission, Pulses Production markedly increased. This considerable increase has been attributed to TMOP Division of the Ministry as seen from the difference of Pulses Production during the Pre and during TMOP Scenario. Keeping in view the spectacular achievement in Oilseeds Sector, during 2004-05, pulses along with Oilseeds, Oilpalm and Maize were brought under one scheme namely Integrated Scheme of Oilseeds, Pulses, Oilpalm and Maize (ISOPOM). The new technologies, timely supply of inputs, extension supports, remunerative price, marketing infrastructure and post-harvest technologies were the focused area to increasing pulses production with the Mission Mode approach. Beginning of XIth Plan (2007-08 (Rabi)), in pursuance of the resolution adopted in 53rd meeting of National Development Council (NDC), a Centrally Sponsored Scheme on National Food Security Mission was launched. It was resolved to enhance the production of rice, wheat and pulses by 10, 8 and 2 million tonnes, respectively by the end of XI Plan. The implementation of the NFSM scheme is continued during XIIth Plan.
The NFSM aimed at increasing production of rice, wheat and pulses through area expansion and productivity enhancement; restoring soil fertility and productivity; creating employment opportunities; and enhancing farm level economy to restore confidence of farmers of targeted districts. The basic strategies were implementation of interventions in a mission mode through active engagement of all the stake holders at various levels. These interventions include promotion and extension of improved technologies i.e., Seed, Integrated Nutrient Management (micro-nutrient, soil amendments), IPM and resource conservation technologies (RCTs) along with capacity building of farmers. Flow of fund closely monitored to ensure that intervention reach the target beneficiaries on time, Interventions proposed were integrated with the district plan and target for each identified district was fixed. Constant monitoring and concurrent evaluation were done for assessing the impact of the interventions for a result oriented approach by the implementing agencies.To further supplement the efforts accelerate the pulses production, during XI Plan a centrally sponsored Accelerated Pulses Production Programme (A3P) (2010-11 to 2013-14)-as cluster demonstration approach; Special initiatives for pulses and oilseeds in dry land area (2010-11); and Integrated development of 60000 Pulses villages in Rainfed Areas (2011-12) both under RKVY and Special plan to achieve 19+ million tonnes of Pulses production during Kharif (2012-13) were also implemented, in addition to NFSM-Pulses. During the XIIth five year Plan (2012-13 to 2016-17), the Pulses development scheme under NFSM is under implementation in 29 states viz. Andhra Pradesh, Arunachal Pradesh, Assam, Bihar, Chhattisgarh, Gujarat, Goa, Haryana, Himachal Pradesh, Jammu & Kashmir, Jharkhand, Karnataka, Kerela, Madhya Pradesh, Maharashtra, Manipur, Meghalaya, Mizoram, Nagaland, Odisha, Punjab, Rajasthan, Sikkim, Tamil Nadu, Telangana, Tripura, Uttar Pradesh, Uttarakhand and West Bengal with additional production target of 4 Million tonnes by the end of XII Plan (2016-17). Under NFSM 2015-16, the DPD, Bhopal organized Two National Seminar/Workshop on Pulses Developmental: Challenges & Opportunities in Central & Southern State at CIAE, Bhopal (February 3rd-4th,2016) and Brainstorming Session on Promotion of pules in non-traditional niches: Summer cultivation at IIPR, Kanpur (February 9th-10th, 2016) involving all Stake holder’s representing NFSM States and Other Central Development/Research Agencies and Two Training organized at KVK, CRDE, Sehore ( 7th-8th Oct. 2015 ) & KVK, Raisen ( 28th-29th Oct., 2015) .

• To assist Department of Agriculture, Cooperation & Farmers Welfare to plan, coordinate and monitor nodal crop development programmes at the National level and recommend measures to improve them;
• To assist the States/Union Territories to plan, formulate and implement Crops programmes to increase production and productivity;
• To interact with national and state institutions in planning the production of seeds • To liaise with State Agricultural Universities and Central Government Institutes/ICAR’s
Institute for organizing training courses in improved production technology; • To have closer interaction/coordination with the Project Directorates/Institutes and
other Research Centres of the ICAR and represent Department on their Management Committees and ICAR’s Regional Committees, with a view to benefit from research and improved production technology and assist the Ministry of Agriculture to formulate farmer-friendly schemes with a unified approach for the over-all development of agriculture sector as a whole;
• To keep in touch with research developments by Agricultural Universities, National and International Organizations and maintain the flow of information and ideas between research and development;
• To have a close liaison with National Institute of Management for Agricultural Extension (MANAGE) in identifying the areas where MANAGE can provide support and bridge the gap in increasing productivity of the nodal crops.
• To provide technical support to the Extension agencies with respect to the nodal crop as and when required. In this context, the Directors of Commodity Development Directorates may attend the State Level Crop Training Programmes, provide literature on training manuals; and also periodically visit some of such projects relating to their respective nodal crops and provide feed backs to Extension Division;
• To participate in meetings of Zonal Research and Extension Advisory Committee (ZREAC) and have closer interaction/coordination through this forum in relevant functions and responsibilities;
• To represent in the Varietal Identification Committee (VIC) and to watch the performance of the newly evolved released varieties of crops.
• To study and analyze trends in weather, crop area, production and productivity as well as transport, marketing and prices;
• To report regularly to Department of Agriculture, Cooperation & Farmers Welfare on weather and crop prospects as well as market and price trends;
• To assist Department of Agriculture, Cooperation & Farmers Welfare in fixing target of production and suggest measures to achieve them;
• To build up relevant record and data for the nodal crop; • To serve as a Secretariat for the respective Crop Development Council.

nygu mRiknUk&[kk| lqj{kk ,oa lRkRk~ d`f"k gsrq Ready Reckoner B. AREA-SPECIFIC MANDATE UNDER BIFOCAL RESPONSIBILITIES ASSIGNED STATES (MADHYA PRADESH AND CHHATTISGARH) • To function as Area-Office of DAC&FW for the assigned states (presently Madhya
Pradesh and Chhattisgarh) for coordination and monitoring of all Central Sector and Centrally Sponsored Schemes, Mission programme in agricultural development / crop sector.
• To maintain liasion with State Governments / Departments and other development agencies / Research organization / SAUs / stake-holders on crop development programmes;
• To monitor implementation of the crop development programmes on behalf of DAC&FW and appraise the Ministry/States about the gap between planning and performance and for further follow-up;
• To monitor the availability of inputs and extension services; crop scenario etc. • To participate in Kharif Conference, Rabi Conference, Zonal Seed meetings, etc. • Represent DAC&FW in Central Teams/Committees.
C. EXTENDED MANDATE – BGREI/NFSM/ OTHER CSS MONITORING • Water management- timely opening and closing of canals and water use efficiency. • Assessment of inputs requirements for obtaining optimal yields. • Tracking progress and promotion of new crop varieties. • Monitoring/tracking progress of horticulture crops under NHM in the assigned states. • To Coordinate between State machinery and Mission Director, NFSM on all issues related
to National Food Security Mission. • To obtain quarterly, annual report and Utilization Certificates and ensure timely
submission of reports. • To liaise with State Agriculture Universities and ICAR Research Institutions for
organizing the training courses, arranging workshops etc. • Scrutiny of Annual Action Plan of the states, preparation of the Appraisal Notes on the
proposal of each state. • Compilation of progress report of the allotted states under all CSS and Nodal crop (Pulses)
at National level. • Assisting Crops Division for allocation of seed minikits of oilseeds/pulses and monitoring
the delivery within stipulated time frame and performance. • To act as Convenor/Team leader for National Monitoring Team (NLMT) under NFSM and
BGREI etc. • Additional Nodal Officer for MP & CG for All Crops Development Programmes
(vide No. 44015/06/2006-Estt.I dated 6th April, 2017). • Member State Coordination Committee (SCC) for “Doubling of Farmers’ Income by
2022” (vide No. 15-4/2017-FW (Policy division dated 30th March 2017).

7. CROP DEVELOPMENT SCHEMES
1. NFSM The National Food Security Mission, a Centrally Sponsored Scheme (CSS) on Crop/commodity development programmes for Rice, Wheat and Pulses was launched during the 11th five year plan (2007-08 to 2011-12) consequent upon the recommendation of 53rd Meeting of National Development Council dated May 29th, 2007. The Mission envisaged to achieve additional food-grain production of 20 million tonnes from the base year 2006-07 consisting of Rice, Wheat & Pulses by 10, 8 and 2 million tonnes respectively by the end of Eleventh Plan (2011-12). During 2011-12, the all India foodgrains production was 259.29 million tonnes, a hike of 42 MT additional production from the base year 2006-07. An Additional increase of 11, 19 and 2.89 million tonnes under rice, wheat and pulses respectively was recorded. Increase in per hectare yield of pulses was 87 kg (612 kg to 699 kg/ha) while increase in wheat and rice was 469 kg (3177 kg/ha) and 272 kg/ha (2393 kg). During 12th Plan, the NFSM with the other four Missions, viz. NMAET, NMSA, NMOOP & MIDH is continued. The pattern of Central assistance under NFSM has been 100 per cent up-till 2014-15. The Twelfth Plan NFSM (2012-13 to 2016-17), revamped from 2014-15 and is under implementation with five components viz. i) NFSM- Rice, ii) NFSM-Wheat, iii) NFSM-Pulses, iv) NFSM-Coarse Cereals (millets) and v) NFSM-Commercial Crops (Jute, Cotton, Sugarcane). A target of an additional production of 25 million tonnes of food grains i.e. from 259.29 MT to 284.29 MT over XI Plan comprising Rice-10 million tonnes, Wheat- 08 million tonnes, Pulses- 04 million tonnes & Coarse Cereals-03 million tonnes, is targeted to be achieved at the end of 12th Plan (2016-17). The IInd advanced estimate records a total foodgrains production of 271.98 MT comprising wheat (96.64 MT) Rice (108.86), Pulses (22.14 MT) and Coarse Cereals (44.34 MT). An Additional increase of 3.56, 1.76, 5.05 and 2.33 million tonnes under rice, wheat, pulses and coarse-cereals respectively was recorded. The existing Centrally Sponsored Scheme have also been rationalized and 03 schemes viz. (i) Krishi Unnati Yojana (ii) National Crop Insurance Programme (NCIP) and (iii) Pradhan Mantri Krishi Sinchai Yojana (PMKSY) are operational since 2015-16. NFSM-2015-16 is a part of Krishi Unnati Yojana (State Plan). From 2016-17, the revamped NFSM under State Plan Scheme – Krishi Unnati Yojana (State Plan) with interim sharing pattern of 60:40 between Central and State is under implementation in 29 states.

A total Share of Rs. 2852.92 Crores (excluding commercial crops) with a central share- 1786.22 and state share-1066.71 crores has been approved during 2016-17. For pulses Rs. 1790.05 crores (central - 1101.90 + state-688.15 crores); for rice Rs. 533.02 crores (central- 346.26+ state-186.76 crores); for wheat Rs. 240.10 crores (central- 151.36+ state- 88.74) crores and for coarse cereals 289.75 crores (central- 186.70 + state - 103.05 crores). The total NFSM allocation For Madhya Pradesh during 2016-17 was Rs.562.64 crores (GoI Rs. 337.58 + state Rs.225.05 crores). NFSM-Pulses had a amount Rs. 379.50 crores (GoI Rs. 227.70 + State- Rs. 151.80); Additional Pulses Rs. 101.00 crores (GoI Rs. 60.60 + State- Rs. 40.40), NFSM-Rice 24.39 crores (GoI Rs 14.63 + State-Rs. 9.76); NFSM-Wheat 38.80 crores (GoI Rs - 23.28+ State Rs.- 15.52 ); coarse cereals 17.43 crores (GoI Rs - 10.46 + State Rs. 6.97), NFSM-Sugarcane 0.33 crores (GoI Rs- 0.198 + State Rs- 0.132) & cotton 1.19 crores (GoI Rs - 0.714 + State Rs - 0.476 crores). The basic strategy of the Mission is to focus on low productivity high potential districts, promote and extend improved technology package, implementation of cropping system centric interventions on technological package, agro-climatic zone wise planning and cluster approach demonstrations. Further 30% of total demonstrations Cropping System Based Demonstrations (CSBD) with technical backstopping of ICAR/ (SAUs)/ on Rice, Wheat, Pulses; distribution of certified HYV seeds/Hybrid seeds, Resource Conservation Technology (RCT) tools, irrigation machineries/MIS, trainings and undertaking local initiatives to the tune of 9% of total budgetary allocation to improve productivity. Special emphasis has also to be given by targeting reclamation of problematic soils, water logging areas and mitigation of adverse effects of climate change for high productivity areas, value chain integration (FPOs) and assistance to Custom Hiring Centre (CHCs). To ensure equity, of the total budgetary allocation to a district, proportionate expenditure under Special Component Plan (SCP) for SCs, Tribal Sub-Plan (TSP) – SMF and Women farmers at 16%, 8%, 33% and 30% respectively is mandatory. Strengthening of infrastructure at ICAR/SAUs/ATARI/KVKs by Breeder seed production programme, Seed hubs, Establishment/Strengthening of Bio-fertilizer & Bio-control production units & Cluster Front Line Demonstrations.
1.1 Additional Area coverage for increasing pulses production during Rabi/Summer A programme on Additional Area coverage for increasing pulses production during Rabi/Summer was launched during 2012-13 to increase production of rabi/summer pulses through area expansion of Rabi Pigeonpea, Gram, Pea and Lentil during Rabi and Green Gram and Black Gram.

During 2014-15, the programme was implemented in 15 states namely Andhra Pradesh, Assam, Bihar, Haryana, Jharkhand, Karnataka, Madhya Pradesh, Maharashtra, Odisha, Punjab, Rajasthan, Tamil Nadu, Telangana, Uttar Pradesh and West Bengal. The programme is under implementation in 24 states namely Andhra Pradesh, Arunachal Pradesh, Assam, Bihar, Chhattisgarh, Haryana, Himachal Pradesh, Jammu & Kashmir, Jharkhand, Karnataka, Manipur, Madhya Pradesh, Mizoram, Nagaland, Odisha, Punjab, Rajasthan, Sikkim, Tamil Nadu, Telangana, Tripura, Uttar Pradesh, Uttarakhand and West Bengal. Additional Area Coverage for increasing Coarse Cereals production during Rabi/Summer also being implemented in 7 North Eastern States i.e. Arunachal Pradesh, Assam, Manipur, Mizoram, Nagaland, Sikkim and Tripura.During 2016-17, a total of 17 states have been covered.
1.2 Fuding Pattern From the year 2015-16, the mission is being implemented on 60:40 sharing pattern between

2. BRINGING GREEN REVOLUTION TO EASTERN INDIA (BGREI) The program of “Bringing Green Revolution to Eastern India (BGREI)”- a lateral to Rashtriya Krishi Vikas Yojana (RKVY), intended to address the constraints limiting the productivity of “rice based cropping systems” was initially launched in 2010-11 in eastern India comprising 07 States namely; Assam, Bihar, Chhattisgarh, Jharkhand, Odisha, Eastern Uttar Pradesh (Purvanchal) and West Bengal so that agriculture productivity is reasonably enhanced and stabilized in these areas.
Most of the activities taken up under the BGREI program during 2010-11 were short term strategies. Some of the States namely; Chhattisgarh; Jharkhand & West Bengal have added water & soil conservation related medium & long term strategies such as construction of check dams, minor irrigation tanks (MITs), lift irrigation points, re-excavation of old ponds and other water resources development works.
This program was conceptualized adopting focused approach on the medium & long term strategies for asset building activities relating to water conservation and utilization in combination with the short term activities pertaining to Transfer of Technology (ToT) of the major cereals, preferably in Non-NFSM districts.

The program consisted a bouquet of three broad categories of interventions, viz; (i) Block demonstrations of rice and wheat - short term strategy; (ii) Asset building activities consisting water conservation & utilization - medium term strategies; and (iii) Site specific activities - both short term & medium term strategies for facilitating the petty works such as construction/ renovation of irrigation channels/electric power supply for agriculture purposes.
From the year 2015-16 the funding share between GOI & state Govt has been 60:40. The allocation of funds amongst seven major interventions is nearly 40% of the total funds for block/ cluster demonstrations, 10%-Seed distribution ( HYV/ Hybrids), 5% -Seed production( HYV/ Hybrids), Need based Inputs (a) 5% Micro nutrients & soil ameliorants (b) 4%- Plant protection chemicals (c) 1% Cropping System based training , 20 % of the funds for asset building ( farm machines & implements, irrigation devices) activities, 10% of the funds for site specific activities and 5% Marketing support including Post harvest Management and about 1% of the funds were earmarked for monitoring activities at national level. Of the total targeted block/cluster demonstrations, 30% funds have been earmarked for cropping system based demonstrations (CSBD) to be organized on stress tolerance rice varieties.

2.3 Monitoring:
A three tier monitoring structure involving Central Steering Committee (CSC) under the chairmanship of Secretary (AC & FW); State Steering Committee (SSC) for each state under the chairmanship of Agriculture Production Commissioner/Principal Secretary (Agriculture) and District Steering Committee (DSC) headed by District Magistrate/Chief Development Officer is proposed to be created for preparation of Action Plan.
National Rice Research Institute (NRRI), Cuttack will be the nodal agency formonitoring the programme. Apart from this, scientists of ICAR are also allotted each districts forextending technical backstopping and monitoring of the programme. Besides, National LevelMonitoring Team (NLMT) has been constituted for monitoring of the programme by theDirectors of Crop Development Directorates located in the implementing States. Impact of the Programme: The production of rice has increased in seven Eastern States from 45.65 million tonnesduring 2009-10 to 56.41 million tonnes during 2014-15 after implementation of BGREI andNFSM. 3. NATIONAL MISSION ON OILSEEDS AND OIL PALM (NMOOP)
India has a serious import dependency in edible oil. One of the biggest constraints to raising oilseed output has been that production is largely in rain-fed areas. Only one fourth of the oilseed producing area in the country remains under the irrigation.
In 1986, government had launched a Technology Mission on Oilseeds to improve productivity. This resulted in some growth but then growth in this field has been sluggish only.
3.1 Strategy
National Mission on Oilseeds and Oil Palm (NMOOP-2012-17) has been continued. The objectives are:
a) Increasing Seed Replacement Ratio (SRR) in oil crops with focus on Varietal Replacement; Increasing irrigation coverage under oilseeds from 26% to 36%;
b) Diversification of area from low yielding cereals crops to oilseeds crops; inter-cropping of oilseeds with cereals/ pulses/sugarcane; Use of fallow land after paddy /potato cultivation;
c) Expansion of cultivation of Oil Palm and tree borne oilseeds in watersheds and wastelands; Increasing availability of quality planting material enhancing procurement of oilseeds and collection; and Processing of tree borne oilseeds;
d) Inter-cropping during gestation period of oil palm and tree borne oilseeds would provide economic return to the farmers when there is no production;
e) The scheme would be implemented in a mission mode through active involvement of 55 all the stakeholders.
3.2 Funding Pattern & Fund Flow Cost of the interventions proposed under the Mission will be in the ratio of 75:25 between the Central and the State Governments, except in case of few ongoing interventions like, purchase of Breeder seeds, supply of seed minikits, infrastructure development for seed production through Public Sector agencies like NSC, SFCI, SAUs including KVKs, for FLDs, procurement support to NAFED, TRIFED; R&D support for ongoing research projects. Upto 1% of the funds allocated under the Mission will be earmarked at national and state level to meet the contingency expenditure including engagement of contractual manpower for monitoring of implementation of the Mission.
3.3 Targets National Mission on Oilseeds and Oil Palm (NMOOP) envisages increase in production of vegetable oils sourced from oilseeds, oil palm and TBOs from 7.06 million tonnes (average of 2007-08 to 2011-12) to 9.51 million tonnes by the end of Twelfth Plan (2016-17). The Mission is proposed to be implemented through three Mini Missions with specific target as detailed below.

Mini Mission (MM) Target of 12th Plan
MM I on Oilseeds Achieve production of 35.51 million tones and productivity of 1328
kg/ha of oilseeds from the present average production & productivity
of 28.93 million tonnes and 1081 kg/ha during the 11th Plan period
respectively.
MM II on Oil Palm Bring additional 1.25 lakh hectare area under oil palm cultivation
through area expansion approach in the States including utilization of
wastelands with increase in productivity of fresh fruit brunches (FFBs)
from 4927 kg per ha to 15000 kg per ha.
MM III on TBOs Enhance seed collection of TBOs from 9 lakh tonnes to 14 lakh tonnes
and to augment elite planting materials for area expansion under waste
land.
4. RASHTRIYA KRISHI VIKAS YOJNA To spur growth in the Agriculture and allied sectors, National Development Council (NDC),
in its meeting held on 29th May, 2007 observed that a special Additional Central Assistance
(ACA) Scheme be introduced to incentivize States to draw up comprehensive agriculture
development plans taking into account agro-climatic conditions, natural resources and
technology for ensuring more inclusive and integrated development of agriculture and allied
sector.
In pursuance to aforesaid observation and in consultation with the Planning Commission,
Department of Agriculture & Cooperation (DAC), Ministry of Agriculture, Govt. of India
launched Rashtriya Krishi Vikas Yojana (RKVY) from 2007- 2008, which has been
operational since then.
During XI Plan, Rs. 22,408.76 crore was released to States out of which Rs. 21,586.6 crore
was utilized in implementing 5768 projects in certain broad categories namely; crop
development, horticulture, agricultural mechanization, natural resource management,
marketing & post-harvest management, animal husbandry, dairy development, fisheries,
extension etc.

By virtue of these enhanced investments, agriculture and allied sectors could achieve an
annual growth rate of 3.64% during the XI plan against a growth rate of 2.46% per annum in
the Xth plan period. 1.5 Based on feedback received from States, experiences garnered during
implementation in XIth Plan and inputs provided by Stakeholders; Operational Guidelines of
RKVY have been revised to not only enhance efficiency and efficacy of the programme but
also its inclusiveness during XII Plan period.
4.1 Objectives RKVY aims at achieving and sustaining desired annual growth during the XII Plan period, by
ensuring holistic development of Agriculture and allied sectors. To recapitulate, the main objectives of the scheme are : i) To incentivize the States so as to increase public investment in Agriculture and allied
sectors. ii) To provide flexibility and autonomy to States in the process of planning and executing
Agriculture and allied sector schemes. iii) To ensure the preparation of agriculture plans for the districts and the States based on
agro-climatic conditions, availability of technology and natural resources. iv) To ensure that the local needs/crops/priorities are better reflected in the agricultural plans
of the States. v) To achieve the goal of reducing the yield gaps in important crops, through focused
interventions. vi) To maximize returns to the farmers in Agriculture and allied sectors. vii) To bring about quantifiable changes in the production and productivity of various
components of Agriculture and allied sectors by addressing them in a holistic manner.
4.2 Eligibility Criteria and Inter State Allocation of Funds
RKVY will continue to be implemented as a State Plan Scheme. The list of allied sectors as
indicated by the Planning Commission will be the basis for determining the sectoral
expenditure, i.e., Crop Husbandry (including Horticulture), Animal Husbandry and Fisheries,
Dairy Development, Agricultural Research and Education, Forestry and Wildlife, Plantation
and Agricultural Marketing, Food Storage and Warehousing, Soil and Water Conservation,
Agricultural Financial Institutions, other Agricultural Programmes and Cooperation.

In addition, expenditures which are directly related to the development of agriculture viz.,
expenditure on shallow tube well, deep tube well, drip irrigation, sprinkler irrigation, dug
wells or other similar irrigation activities which are budgeted under Agriculture Department
of the State, authenticated figures of expenditure by Panchayati Raj Institutions (PRI)
/Administrative Units on agriculture & allied activities will also be considered for calculating
base line expenditure.
4.3 Eligibility Criteria
A State will become eligible to receive RKVY allocation, if and only if:
a) The base line share of Agriculture and allied sectors in its total State Plan (excluding
RKVY funds) expenditure is at least maintained.
b) District Agriculture Plans (DAP) and State Agriculture Plans (SAP) have been formulated.
4.4 Programme Components (Streams)
RKVY funds would be provided to the States as 100% grant by the Central Government in
following streams.
a) RKVY (Production Growth) with 35% of annual outlay,
b) RKVY (Infrastructure and Assets) with 35% of annual outlay;
c) RKVY (Special Schemes) with 20% of annual outlay;
d) RKVY (Flexi Fund) with 10% of annual outlay (States can undertake either
Production Growth or Infrastructure & Assets projects with this allocation depending upon
State specific needs/priorities).
5. NATIONAL MISSION ON SUSTAINABLE AGRICULTURE (NMSA) NMSA derives its mandate from Sustainable Agriculture Mission which is one of the eight Missions outlined under National Action Plan on Climate Change (NAPCC). The strategies and programme of actions (POA) outlined in the Mission Document, that was accorded ‘in principle’ approval by Prime Minister’s Council on Climate Change (PMCCC) on 23.09.2010,aim at promoting sustainable agriculture through a series of adaptation measures focusing on ten key dimensions encompassing Indian agriculture namely; ‘Improved crop seeds, livestock and fish cultures’, ‘Water Use Efficiency’, ‘Pest Management’, ‘Improved Farm Practices’, ‘Nutrient Management’, ‘Agricultural insurance’, ‘Credit support’, ‘Markets’, ‘Access to Information’ and ‘Livelihood diversification’.

During XII Five Year Plan, these measures are being embedded and mainstreamed onto
ongoing/proposed Missions/ Progammes/ Schemes of Dept. of Agriculture & Cooperation
(DAC) through a process of restructuring and convergence. NMSA architecture has been
designed by converging, consolidating and subsuming all ongoing as well as newly proposed
activities/programmes related to sustainable agriculture with a special emphasis on soil &
water conservation, water use efficiency, soil health management and rainfed area
development. The focus of NMSA will be to infuse the judicious utilization of resources of
commons through community based approach.
NMSA will cater to key dimensions of ‘Water use efficiency’, ‘Nutrient Management’ and
‘Livelihood diversification’ through adoption of sustainable development pathway by
progressively shifting to environmental friendly technologies, adoption of energy efficient
equipments, conservation of natural resources, integrated farming, etc. Besides, NMSA aims
at promoting location specific improved agronomic practices through soil health
management, Page 2 of 19 enhanced water use efficiency, judicious use of chemicals, crop
diversification, progressive adoption of crop-livestock farming systems and integrated
approaches like crop-sericulture, agro-forestry, fish farming, etc. 5.1 Objectives
• To make agriculture more productive, sustainable, remunerative and climate resilient by promoting location specific Integrated/Composite Farming Systems;
• To conserve natural resources through appropriate soil and moisture conservation measures;
• To adopt comprehensive soil health management practices based on soil fertility maps, soil test based application of macro & micro nutrients, judicious use of fertilizers etc.;
• To optimize utilization of water resources through efficient water management to expand coverage for achieving ‘more crop per drop’;
• To develop capacity of farmers & stakeholders, in conjunction with other on-going Missions e.g. National Mission on Agriculture Extension & Technology, National Food Security Mission, National Initiative for Climate Resilient Agriculture (NICRA) etc., in the domain of climate change adaptation and mitigation measures;

• To pilot models in select blocks for improving productivity of rainfed farming by mainstreaming rainfed technologies refined through NICRA and by leveraging resources from other schemes/Missions like Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), Integrated Watershed Management Programme (IWMP), RKVY etc.;
• To establish an effective inter and intra Departmental/Ministerial coordination for accomplishing key deliverables of National Mission for Sustainable Agriculture under the aegis of NAPCC.
5.2 Mission Strategy • Promoting integrated farming system covering crops, livestock & fishery, plantation and
pasture based composite farming for enhancing livelihood opportunities, ensuring food security and minimizing risks from crop failure through supplementary/ residual production systems;
• Popularizing resource conservation technologies (both on-farm and offfarm) and introducing practices that will support mitigation efforts in times of extreme climatic events or disasters like prolonged dry spells, floods etc.
• Promoting effective management of available water resources and enhancing water use efficiency through application of technologies coupled with demand and supply side management solutions;
• Encouraging improved agronomic practices for higher farm productivity, improved soil treatment, increased water holding capacity, judicious use of chemicals/ energy and enhanced soil carbon storage;
• Creating database on soil resources through land use survey, soil profile study and soil analysis on GIS platform to facilitate adoption of location and soil-specific crop management practices& optimize fertilizer use;
• Promoting location and crop specific integrated nutrient management practices for improving soil health, enhancing crop productivity and maintaining quality of land and water resources;
• Involving knowledge institutions and professionals in developing climate change adaptation and mitigation strategies for specific agro climatic situations and promoting them through appropriate farming systems .
• A consortium approach may be evolved with various stake holders including knowledge partners like State Agricultural Universities (SAUs), Krishi Vigyan Kendras (KVKs), Indian Council of Agricultural Research (ICAR) Centres, professional organisations etc. by the State Government to provide single window service/ knowledge provider system for the benefit of farming community.

• Programmatic interventions as per land capability and conducive to climatic parameters in select blocks as pilots for ensuring integrated development through dissemination and adoption of rainfed technologies with greater reach in disadvantaged areas & location specific planning by way of coordination, convergence and leveraging investments from other Schemes/Missions like MGNREGS, IWMP, RKVY, National Food Security Mission (NFSM), Mission for Integrated Development of Horticulture (MIDH), National Mission for Agricultural Extension & Technology (NMAE&T) etc.
• State Government may engage reputed NGOs for implementation of cluster/village development plan in case of limited govt. infrastructure is available in that area through a transparent system of selection and defined process of supervision and monitoring through a line department. 3.9 Strong technical monitoring and feedback systems on climate change mitigation and adaptation issues to the National Advisory council for regular updates on technical feasibility of various components and their effectiveness in bringing about the climate resilience. The experts of central institutes and state agricultural universities would be part of such technical monitoring/feedback. The capacity building of the implementing agencies would be steered by MANAGE.
• Establishing platform to liaison, review and coordinate implementation of interventions outlined in Mission Document of NMSA under aegis of National Action Plan on Climate Change.
6. PRADHAN MANTRI FASAL BIMA YOJANA (PMFBY)
i) PMFBY and RWBCIS launched in April, 2016 are a result of comprehensive review of the earlier crop insurance schemes with the aim to bring out a better crop insurance product which is both simple to comprehend and affordable for the farmers and gives them adequate relief in case of adversities from start to finish of the crop cycle. In the first year of implementation substantial progress has been achieved and the scheme has covered more ground as compared to previous years.
ii) During kharif 2016 PMFBY/RWBCIS were notified in 23 States and during rabi in 24 States and 3 UTs. Taking the two seasons (kharif & rabi 2016) together, coverage of farmers is at 565 lakh (495 lakh in 2015-16), area covered is 511 lakh ha. (524 lakh ha. In 2015-16) and sum insured is at Rs. 210986 crore (Rs. 114951 crore in 2015-16). Several new features have been introduced in the scheme to make it more attractive to the farmers namely, application of one nominal premium rate for a season across the country, provision of add on features like prevented sowing, localised calamities, on account payment due to mid-season adversities, post harvest losses and most importantly going down to village/village panchayat level for more realistic assessment of loss and claim.

iii) To strengthen timely implementation, enhance outreach and transparency the scheme
has been given a technological handle by way of the National Crop Insurance Portal to bring all the stakeholders viz. farmers, insurance companies, financial institutions on one common platform both for ease of information flow and service delivery. Much ground has already been covered from digitisation of notification, premium calculator, web-based forms, e-payment gateways, e-KYC, integration with CBS etc. It is proposed to implement Direct Benefit Transfer (DBT) where the claims will be credited directly into beneficiary accounts.
7. PRADHAN MANTRI KRISHI SINCHAYEE YOJNA (PMKSY) Out of about 141 mha of net area sown in the country, about 65 million hectare (or 45%) is presently covered under irrigation. Substantial dependency on rainfall makes cultivation in unirrigated areas a high risk, less productive profession. Empirical evidences suggest that assured or protective irrigation encourages farmers to invest more in farming technology and inputs leading to productivity enhancement and increased farm income. The overreaching vision of Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) will be to ensure access to some means of protective irrigation to all agricultural farms in the country, to produce ‘per drop more crop’, thus bringing much desired rural prosperity. With a view to provide impetus to micro-irrigation in the country, the Union Finance Minister, in his Budget Speech 2017-18 has announced creation of a dedicated Micro- irrigation Fund to be instituted with NABARD with an initial corpus of Rs.5000 crore for encouraging public and private investments in modern irrigation methods such as sprinkler and drip irrigation as also water use enhancing practices to realize the objective of ‘Per Drop More Crop’. Government is committed to giving high priority to water security. It will complete the long pending irrigation projects on priority and launch the ‘Pradhan Mantri Krishi Sinchayee Yojana’ with the motto of ‘Har Khet Ko Paani’. There is a need for seriously considering all options including linking of rivers, where feasible; for ensuring optimal use of our water resources to prevent the recurrence of floods and drought. By harnessing rain water through ‘Jal Sanchay’ and ‘Jal Sinchan’, we will nurture water conservation and ground water recharge. Micro irrigation will be popularised to ensure ‘Per drop-More crop’.
8. FRONTLINE DEMONSTRATION ON PULSES
8.1 NFSM-Pulse: Cluster FLD The project entitled “Cluster Frontline Demonstration on Pulses during 2016-17”funding under Centrally Sponsored Scheme of National Food Security Mission (NFSM) for the financial year 2016-17 with a total outlay of Rs. 2529.10 lakh out of which Rs. 2325.00 lakh for “Cluster Frontline Demonstration on Pulses”.

8.2 Front line Demonstrations Through KVKs Cluster front line demonstration of rabi and summer pulses through 474 KVKs of eight ATARIs (Agricultural Technology Application Research Institutes) of Agricultural bExtension Division of ICAR was conducted to demonstrate improved production technologies including seed of newer varieties of pulses at farmers field by Krishi Vigyan Kendras (KVKs).An amount of Rs.11.98 crore was released for 15381 ha of demonstrations under NFSM during 2015-16. Similarly, an amount of Rs. 25.29 crore has been allocated to 534 KVKs to conduct 31,000 ha Front Line Demonstrations (FLDs) of pulses in kharif, rabi and summer seasons for 2016-17 under NFSM. 8.3 Strategic Adaptive Research Projects In order to address various issues and gaps of potential yield and yield realized at farmers’ field of pulses, adaptive research projects have been sanctioned to ICAR institutes/SAUs/ International Organisations during the XII Plan. The projects will help to address various issues related to crop improvement, production & protection technologies and mechanization of farm operations of pulses in the country. 8.4 Guidelines for Frontline Demonstration 1. The destinations of each pulse crop should be organized in cluster approach (at least 10
ha for each cluster). 2. ICAR should provide seed as one of critical inputs to farmers for organization
demonstration. 3. The varieties of pulse crops to be included in the demonstrations should not be older than 10
years. 4. More focus should be given to organize demonstration of pulses in rice fallow areas in
eastern India. 5. 10% of FLD fund earmarked (Rs. 7500/ha) is allowed to utilized for monitoring,
distribution of literature and organization of field day. 6. Chemical fertilizers are not allowed as input under FLD. However payment of various
operations/ services and inputs (seed, bio-fertilizers, soil ameliorants, micro-nutrients etc.) are allowed. Farmers have to apply recommended dose of chemical fertilizers to attain potential yield.
7. The scientists from KVK will conduct visit to the demonstrations site to resolve problem on spot.
8. Each KVK will furnish cafeteria of interventions for each crop to be undertaken at the demonstration site.
9. For individual farmer, FLDs should not exceed than 0.80ha. 10. The organizational of workshop cum training and group meetings should be organized as
per norms of ICAR. 11. The list of beneficiary-farmers should be maintained at each ATARI level. 12. The contribution of individual intervention should also be documented.

13. Each KVK should try to choose interior areas; farmers have generally been deprived of demonstrations conducted by extension agencies.
14. KVKs which shall conduct FLDs in 100 ha or more area during both the cropping season of a year is allowed to hire PTA for 12 months and KVK which shall conduct FLDs in at least 50 ha or more area either in Kharif, Rabi and summer season is allowed PTA for six months.
15. KVK should focus on use of micro-nutrients, soil ameliorants and IPM practices. 16. Farmers should be trained for seed production, primary processing etc. 17. Each ATARI designated for a particular zone will prepare a detailed report on the
demonstrations of pulses and a final report will be submitted by Department of Agricultural Extension-ICAR, New Delhi.

SEED MINIKITS The Minikits component has been started from 2016-17 and aims at introduction and popularization of latest released/pre-released varieties/ hybrids (within 10 years) among the farmers free of cost. The conditions/guidelines to implement the component is as under:
1. For better monitoring and visible impact, minikits need to be allocated to all farmers in contiguous area of at least 25 ha,
2. Timely submission of Progress Report on the supply of seed minikits to this Department and Directorate of Pulses Development, Bhopal.
3. Bio-fertilizer packets recommended for particular pulse crop, leaflets and package of practices are to be supplied with seed minikits. In case these are not supplied, the reasons should be reported to DAC&FW.
To increase the seed replacement rate (SRR) and popularization of latest released / hybrids, about 7.85 lakh seed minikits have been allocated to central seed agencies like NSC, NAFED, etc. for distribution to farmers, free of cost, during 2016-17. The seed minikits of 4 kg each for Arhar, Urad and Moong, 8 kg for lentil and 16 kg for gram. 10.3 GUIDELINES : OILSEEDS FLDs
1. The demonstrations of each oilseed crop should be organized in cluster approach (at least 10 ha for each cluster).

“Project on Enhancing Breeder Seed Production for Increasing Indigenous Production of Pulses in India” under Centrally Sponsered Scheme of National Food Security Mission (NFSM) .
During the year 2016-17, an amount of Rs. 20.39 crore have been allocated for 12 research institutes of ICAR/SAUs for strengthening of existing infrastructure for enhancing production of breeder seed of pulses i.e. chickpea, mungbean, urdbean, pigeon pea, lentil and field pea. An additional quantity of 3717 quintals of breeder seed of pulses in 2016-17 and around 1000 quintals additional quantity every year in next three years is to be produced to achieve target of 18,000 quintals of breeder seed up to 2020-21. 11.2 PROJECT CONDITIONS 1. IndianInstitute of Pulses Research (IIPR), Kanpur will act as a Nodal Agency. 2. ICAR has proposed 12 institutes for production of additional quantity of breeder seed. 3. The budget proposed for each centre is mainly for works, seed processing units and farm
implements. 4. ICAR- IIPR, Kanpur to ensure the requirement of breeder seed of the major pulse i.e.,
chickpea, mungbean, urdbean, pigeonpea, lentil and field pea) to the states for which no institute is included in the project for production of breeder seed.
5. The varieties to be included in production of breeder seed should be less than 10 years old. Priority should be given to production of breeder seed of newly released/ notified varieties particularly for the states where scarcity of breeder seed of new varieties.
6. IIPR-Kanpur will ensure that the funds allocated for each centre under heads i.e. works, seed processing units and farm implements will be utilized for production of breeder seed of pulses.
7. The items proposed under heads i.e. works, seed processing units and farm implements for each institute under the project are allowed. The institute is not allowed to purchase items other than proposed in the project. The transfer of funds from one head to another head for each institute is not allowed.
8. Each institute will share quantity of breeder seed of pulses with Department of Agriculture, Seed Corporation of respective states as well as central seed producing agencies.
9. IIPR-Kanpur will analyze the breeder seed requirement of pulses in each season and make necessary arrangements for supply of breeder seed for multiplication to seed producing agencies.
10. IIPR-Kanpur will take responsibility that the additional quantity of breeder seed to be produced up to 2018-19 will be continued in a sustainable manner so that the desired Seed Replacement Rate (SRR) and Varietal Replacement Rate (VRR) may be achieved for increasing production of pulses in the country.
11. For increasing the cultivation of pulses (moong bean, urd bean) in summer season in irrigated areas, IIPR-Kanpur will focus on the production of breeder seed of the varieties which are recommended for cultivation in summer season.
12. The minor pulses like rajmash, mothbean, cowpea, horsegram etc. may also be included in existing seed production programme undertaken by institutes breeder seed programme to promote the cultivation of newer varieties of these pulses in niche areas of some states.
13. IIPR-Kanpur will submit a report on production of breeder seed of various pulses for each season to Crops Division and Seed Division of DAC&FW, New Delhi.
14. IIPR-Kanpur will also share the information with Seed Division of DAC&FW regarding availability of breeder seed of various pulses for allocation to various central and state producing agencies.
15. The funds for the project are to be released in three instalments in the ratio of 40:40:20 for effective implementation and monitoring of the project.

11.3 SEED PRODUCTION SUBSIDY To increase production of new varieties of pulses seeds, an assistance of subsidy at the rate of Rs. 25/- per kg for seed production of new varieties is being provided and 15% of budget allocation of Action Plans for NFSM-Pulses is kept for this intervention in 2016-17. Besides about Rs.90.06 crore has been allocated to Central Seed Agencies like NSC, HIL, KRIBHCO as subsidy for production of quality seed in 2016-17. The following conditions of the project is given as under:-
1. Anamount of Rs. 50.00 lakhs for creating seed processing and seed production infrastructures as well as storage of seed for each seed hub at SAUs/KVK/ICAR institutes is allowed during 2016-17.
2. An amount of Rs. 100 lakhs for each seed hubs at SAUs/KVK/ICAR institutes is allowed as a revolving fund to meet out the various expenses for production, procurement and processing of seeds during 2016-17 and 2017-18.
3. Revolving fund will be recouped fully after every season to maintain sustainability of funds.
4. A separate bank account would be opened by KVK/SAU/ICAR institute for each seed hub.
5. The revenue generated from the sale of seeds, non-seed etc. should be ploughed back in the account of revolving fund in each year.
6. Indian Insititute of Pulses Research (IIPR), Kanpur will act as a Nodal Agency for implementation of project on creation of seed hub at KVKs/SAUs/ICAR institutes. Funds shall be released to IIPR, Kanpur. After that, IIPR, Kanpur shall disburse fund to each seed hub at SAUs/KVK/ICAR institutes.
7. The varieties of various pulses to be included in seed production programme should not older than 10 years.
8. IIPR-Kanpur will submit report about the production of seed of pulses at each seed hub in each season i.e. Kharif, Rabi and Summer to Crops Division and Seed Division of DAC&FW, New Delhi.
9. IIPR, Kanpur will monitor and provide technical support for seed production of pulses at each seed hub.
10. SAUs/ICAR institute in each state will share the seed production of pulses with the State Department of Agriculture and State Seed Corporation.
11. IIPR-Kanpur will analyze the seed requirement of pulses particularly for north-eastern states and eastern states and make necessary arrangement of quality seeds of pulses for these regions.
12. After completion of the project, IIPR-Kanpur will take responsibility that revolving fund at each seed hub created under the project is to be utilized for seed production of pulses only. The seed production of pulses at each seed hub should be continue in sustainable manner to meet requirement of quality seed of pulses and submit the report about the seed production of pulses by each seed in each season.
