“When you are researching schools, as well asresults and facilities two vital pieces ofinformation that you will need to know about areits admissions criteria and catchment area – thearea surrounding the school from which it willaccept pupils. If, as part of your application, youdiscover you need to move in order to reside in a
school’s catchment areayou will have someimportant issues toconsider.
As with any move,you will need to addup estate agents andsolicitors’ fees, stampduty, moving costs andany penalties if you arerequired to change yourmortgage. You may wellbe required to increaseyour borrowing ashouses known to be incatchment areas forpopular schools aremarkedly moreexpensive than thoseoutside, around 20 percent more.
Make sure youcomplete all yourresearch in plenty of time. Application deadlinesvary from local authority to local authority soensure you know when the dates are. They areoften in the autumn term the year before yourchild is due to start school. The optimum time tomove to be in a new house for the autumn is theprevious spring.

The Landlady Building Opinions
The spotlight really wason Middle Street, in theheart of the Old Town of
Brighton, when the RollingStones played a gig at theHippodrome in 1964. Thatbuilding began as an ice-rinkin 1897, and was convertedinto a variety theatre byFrank Matcham in 1901.
The Synagogue was builtnot long before to the designsof prolific local architectThomas Lainson. Number 20Middle Street was once hometo William Friese-Greene, theinventor of cinematography.These are buildings withserious history. It is notsurprising that I never evennoticed No. 68.
Until recently, 68 MiddleStreet simply faded into thebackground. Its cream façadewas designed to simply fit in.It was neither proud norembarrassed. It had nopersonality at all. The buildingwas recently introduced toClearleft, the Brighton-based website designers, by property finder (and formerLatest Homes columnist!) James Oliver. The plain building, which dates from1969, was essentially a four-storey 6,000sqft blank canvass. Architect MartinLandivar was just the man to transform it into something special.
Thanks to the guys at Levitt Construction, the whole façade is now dark grey.It doesn’t stand out but it’s no longer hiding away either. Inside, each floor hasbeen totally stripped out for a very honest look. Concrete floors have beenexposed and polished. Walls have been lined with birch-faced ply. Cable conduitsare stainless steel. Unpainted copper water pipes are proudly displayed in thetoilets. Rather than taps though, there are industrial-style shut-off levers.
The biggest changes have been structural. Rather than simply looking overthe sky-lights of the ground floor roof, the first floor now opens right onto awhole new roof area that has been covered in artificial turf. Best of all thoughis the removal of a large part of the concrete ceiling of the first floor to create adouble-height atrium area.
A Ministry of Pensions building once occupied the site. This became the AstraClub in 1924. By 1926, it was the Brighton Club and then, in 1928, the PiccadillyClub. Next, it was home to Grey Coaches Ltd. The guys at Clearleft have broughtfun back to the site. There is already table tennis in the large room at the back ofthe ground floor – but there are plans in the pipeline for a climbing wall, slideand perhaps even a fireman’s pole. Due to the fact that my mortgage lender has now decided that it no longer wishes to deal directly with its customers, I had to find a financialadvisor with whom to re-mortgage my rental property in order to buy
my little cottage in Turkey. Memories of its idyllic location, giant fig tree andburgeoning vine and bougainvillea made me steely in my determination topurchase my holiday home.
Although my criteria for finding a financial advisor was not altogether themost competent – I went for the one nearest to my house – I was really lucky tofind a lovely lady with whom I got on like a house on fire. During my initialinterview, we chatted so much about everything other than mortgages that Iforgot to sign two important documents and had to go back the following day inorder to do so. The initial outlook didn’t look promising, or, as my financialadvisor put it, I am ‘box-untickable’ these days. In the old days, banks wouldalmost catapult money into my account without even bothering to ask what itwas for. These days, my credit-worthiness appears to be worse than KerryKatona’s, in spite of the fact that I’ve never missed a mortgage payment.
Although the survey of my rentalflat went well, short of calling ashort-term loan lender, I thoughtthat my Turkish dream was over,but my miracle-working FinancialFairy Godmother called me fourweeks later to assure me that themoney was on its way. Indeed, theday after I arrived in Turkey for myholiday with Miss T, the moneymagically appeared in my bankaccount. It has to be added thatafter planning an early night afterour arrival in Turkey, Miss T and Iwere so hung-over the followingmorning that I could barely open mylaptop, let alone read the figures onmy internet account.
I will describe the weird – whenyou’re used to the British system –Turkish property-buying methodsin a later column, as I will alsodescribe what happened on mineand Miss T’s subsequently planned‘early nights’.
Suffice it to say, we are flyingback to the UK feeling far moreexhausted and in need of a holidaythan we were before we came onholiday. We are sitting in thereception of an all-inclusive hotel in Greece (another story), where we refused,point blank, to wear the wrist bands and smuggled in our own vodka, as the‘local’ one is probably also used to power motor launches. I swear that Jesushimself is working behind the bar, turning the wine back into water beforeinflicting it on the unsuspecting guests. Bad flesh, topped by criminal dentalnegligence abounds, as does indefensible fashion sense and bad karaoke. On ahigh note (which the karaoke participants would struggle to reach), we’ve met aTelly Savalas lookalike and, more importantly, the keys to my Turkish cottageare in my pocket.

Q. Would such behaviour not be abreach of his human rights or abreach of the Data Protection Act?A. The Employment Appeal Tribunaldecided in this case that there was noobligation on the employer to follow thenon-statutory Employment PracticesData Protection Code and that in anyevent it had no relevance to thefairness of the dismissal. The Tribunalalso held that this was not a breach ofhis human rights i.e. a breach of hisright to reasonable expectation ofprivacy because on the facts of thiscase he was involved in criminalactivity, i.e. defrauding his employer.One important matter that the Courtconsidered was that the surveillancewas in a public place, namely a publicsquash court. The position would bedifferent however if the surveillancehad been in the employee’s home.
Q. I notice that more and moreemployers are using secret filming ofemployees to see whether they aresick when they claim to be or in factdoing something else which is totallyinconsistent with being sick. Is thissort of conduct by an employeracceptable and is the evidenceobtained by it admissible?A. What the Tribunals have decidedrecently is that if the employee’sconduct is evidence of fraud orserious wrongdoing, then covertsurveillance is acceptable andadmissible. In a recent case involvingSwansea City Council and anemployee who claimed that he wasactually at work was filmed playingsquash on five occasions. He wasdismissed for fraudulent misconduct.
By implication surveillance of thatnature would not be admissible inevidence and therefore could not beused to justify a dismissal.
Q. Can I install CCTV cameras in the workplace withoutemployees’ knowledge?A. Workers should normally be madeaware that they are being monitored byCCTV and before installing cameras youneed to consider whether it is justified,i.e. what are your reasons for wantingto monitor staff in this way. If there is aless intrusive way of achieving youraim than using CCTV you should followthat option first. If you are concernedwith preventing theft it is likely to beappropriate to use CCTV but you shouldtell staff of your plans and be carefulabout who you allow to view any of theimages taken by the CCTV camera.

Most people move house rarely and often have little idea ofthe etiquette required if the stress of moving is to beminimised. Our job as progressive estate agents is to helpbuyers and sellers minimise this stress by seeing the world
through their eyes and advising accordingly.
For example, vendors often go to great lengths to prepare for a viewing.They clean the house thoroughly, making sure everything, from cushions tochildren’s toys, is in its place. They might light a fire, switch on the lights,arrange fresh flowers, mow the lawn, and send their teenager out to walkthe dog in anticipation of the arrival of the esteemed buyer.
The agreed viewing time comes, and goes. The seller looks anxiouslyout of the window. Twenty minutes passes, and the seller wonders if theyhave got the time wrong. So they wait. But still nothing, and the pressure inthe household mounts.
When looking at property, communication and straight-talking are criticalif the stress of moving is to be minimised. So if you are a buyer and you arerunning late, or decide you don’t like the look of the house you havearranged to view on arrival, be assured that the vendor would far rather youtold them so than simply drive on.
Likewise, if the property just doesn’t feel right inside then don’t wasteyour time, or the vendor’s, by indulging their attempts at polite conversation.Be frank, politely, and move on.
Also, be sure to give prompt, sincere and detailed feedback to theagent following a viewing, as this will not only enable them to communicatebetter with the vendor, but also help them gain a more comprehensiveunderstanding of your requirements as a buyer, possibly saving you timeand hassle in the future.
