The Land Tool Evolution
Only 30% of the world’s population has access to formal land administration systems to register and protect their land rights. Mapping cadastral boundaries using traditional, field based methods often proves to be time, cost and labour intensive.

Recently there are many evidences that show that the existing ICT-based approaches for land tenure recording – do not deliver what is expected.

Behind this idea are the fit-for-purpose land administration consepts and imagery based approaches and cadastral intelligence
We are trying to run an innovative project, however not only technology driven but we are thinking about the end users and officials – who will benefit from our work.

ICT innovation project – incorporating a broad range of: • stakeholders • emerging geospatial technologies • smart sketchmaps • UAVs • automated feature extraction • geocloud service
Tools – that are end-user and market responsive Tools that seek to support both formal land registration (top-down) and informal community based (bottom-up) approaches. Our aim is to create a bridge.

Two focus points of the project are: scalability and transferability We demonstrate how multi-sectoral, multi-national and multidiscilinary design can take place: • including SMEs and researchers from 3 EU countries • 3 East African countries. The project: 3 major phases and 9 Work Packages.

Implementation of a sketch based geospatial data recording to capture land tenure data from local perspective. Main components are developing: - Domain models for representing sketch maps - Spatial models for representing sketch maps - Methods for their recognition and embedding within existing datasets

Biggest Challenges
• Regulatory Overload: ethics, permits, data management, project management, UAV usage, land laws ….
• The Distance: administrative, technological, legal and language gaps between EU and Eastern Africa
• Bureaucracy vs. Innovation? Ongoing tension, if not conflict…
