•Peningkatan kadar penyertaan murid pra-sekolah sebanyak 20% pada akhir tahun 2012 dengan memasukkan semua pra-sekolah kerajaan dan swasta dalam Sistem Pendidikan Kebangsaan
•Semua murid normal boleh menguasai asas literasi dan numerasi selepas tiga tahun mengikuti pendidikan rendah pada akhir tahun 2012
•Membangunkan 100 buah sekolah berprestasi tinggi
•Mewujudkan ganjaran baru bagi pemimpin sekolah melalui New Deals/Bai’ah untuk pengetua dan guru besar berdasarkan Performance-Based Assessment
•Meningkatkan penyertaan pelajar sebanyak 1005 dalam aliran Voksional dan Kemahiran; dan
•Semua sekolah mendapat bekalan elektrik 24 jam pada akhir tahun 2011.
