OBJECTIVE – Increase pollution response preparedness before an oil spill occurs, thus mitigating the possible environmental impact 

•Vessel owners identify risks associated with their vessels

•Identify appropriate salvage and marine firefighting services where they trade

•Select adequate resource providers considering 15 criteria from the rule

•Establish contracts with funding agreements to ensure there is no response delay.
