The AIIMS committee had on June 16 announced three-day Jammu bandhfrom June 19 to intensify the agitation demanding setting up of the premiermedical institute in Jammu, which has reportedly been shifted to KashmirValley.

Chanting pro-AIIMS and anti-government slogans, the members were sit-ting on hunger strike for the past one week.

The AIIMS coordination committee, an amalgam of more than 70 social,religious, political, business and civil society groups including J&K HighCourt Bar Association, Jammu, which is spearheading the campaign.

The group also has the backing of several political parties, includingCongress and Jammu and Kashmir National Panthers Party (JKNPP)

Expressing its annoyance over the decision, the Congress said that the deci-sion to revoke three-day Bandh call has been taken by the AIIMS CC.However, Congress party shall continue to struggle for the rights of the peo-ple.

"We supported the Bandh call given by AIIMS CC and our support will con-tinue with them in future too," said PCC's Chief Spokesperson RavinderSharma, "Our party will continue its struggle for raising the people's issues.

Meanwhile, an official spokesman said that Deputy Chief Minister Dr.Nirmal Singh had convened a meeting with the members of AIIMSCoordination Committee Jammu.

After discussion with Deputy Chief Minister, AIIMS CoordinationCommittee agreed to defer the three day Bandh call given by them.

Minister for Forest Environment & Ecology, Social Welfare BaliBhagat, MLA Jammu West Sat Sharma, MLA Jammu East Rajesh Gupta,MLA Nowshera Ravinder Raina, Senior BJP Leaders Sunil Sethi and FarooqKhan besides Divisional Commissioner Jammu Dr. Pawan Kotwal, DeputyCommissioner Jammu Simrandeep Singh, DIG, Traffic Shakoor A. Wani,Chairman Coordination Committee Abhinav Sharma who is also President ofJammu and Kashmir High Court Bar Association Jammu, members ofCoordination Committee and representatives of Chamber of Commerce werealso present in the meeting.

The AIIMS Coordination Committee had given a call for Jammu Bandh forthree days from June 19 to June 21demanding establishment of AIIMS inJammu.

The Deputy Chief Minister impressed upon the members of coordinationcommittee to defer the decision of three days strike as the government hasalready taken up the issue with the Centre.

He also mentioned the achievements made by the coalition government in100 days including projects which have been taken up in the Jammu province.He further mentioned various development works which have been proposedfor the province which include, Multi Storey Parking at Panjtirthi, parkingand shopping complex at Parade Ground, development of Patnitop and adjoin-ing areas as independent tourist destination and development of water sportsat Ranjit Sagar Dam.

On the occasion, Speaker Kavinder Gupta impressed upon the CoordinationCommittee members to defer the proposed Bandh keeping in view the upcom-ing Shri Amarnath Ji Yatra and to avoid any inconvenience to Shri MataVaishno Devi pilgrims.

Speaking on the occasion, Bali Bhagat asked the Coordination Committeeto defer the strike as the matter is under discussion with the Centre. He fur-ther asked the committee members to give more time for the said task.

Two killed as vehicle....district of Jammu and

Kashmir, police said.The incident took place in the

morning when the vehicle(JK02BC-1329 ) was on itsway to Jammu from Srinagarand fell into a gorge at Pantiyalarea, police said.

Two persons, including thedriver of the vehicle, died on thespot, they said.

The deceased have been iden-tified as Dalbeer Singh son ofManjeet Singh and Manooj Singh son of Bisham both residents ofGangayal Jammu.

"It is obvious whom he is talking about, whose government is there, who isthe Prime Minister. He knows it.

But he is a statesman-like leader of the BJP. He did not want to name thePrime Minister. But whoever reads the interview, he/she would understand heis talking about Modi," Vadakkan said.

Quoting from Advani's remarks, he said the veteran leader is "right" when hesays the present situation in the country signals towards emergency.

JD (U) leader K.C Tyagi, who was also imprisoned with Advani during threEmergency, said "I agree with Adavani Ji that circumstances like emergencyand context are still alive and the reasons lead to emergency are not finishedyet."

SP leader Naresh Aggarwal remarked that if Advani has expressed a worrythen it was for the government to consider it seriously as a veteran member oftheir party has expressed a concern like this

"The system that is going on in the country at this time is not democraticand somewhere the dictatorship attitude is reflecting," he said.

Ashutosh, AAP leader, said Advani's statement clearly indicates that he hasno faith in BJP Government and no faith in its leadership.

"He (Advani) clearly visualises that the leadership of Modi and the govern-ment of BJP are every day crushing Indian democracy and creating a situa-tion and ambience where emergency is not far," he said. (PTI)

It is pertinent to mention here that accused namely Muzaffar Iqbal anemployee of BGSBU was evading his arrest. The High Court has already dis-missed the bail application of accused Muzaffar Iqbal some days back.Custodial questioning of accused persons may unveil some more facts of thecase.

SIT is making effort to obtain all the relevant record from Directorate ofTribal Affairs, Directorate of Social Welfare and Corporate headquarters ofJK Bank which the concerned authorities have so far failed to provide. SITwill also summon some more employees/officials of BGSBU and J&K Bankfor further investigation.

STATE TIMES NEWSSRINAGAR: Jammu andKashmir government onThursday approved astructured scheme for thefinancing of district planswith a view to moving awayfrom the practice of ad-hocism which used to cre-ate liabilities and led tounfinished projects.

"Under the new modusoperandi, three compo-nents of allocated CapitalPlan will be equally dis-tributed in clearing pastliabilities, completingongoing works and takingup new projects.

"From now on, the expen-diture approved at districtboard meetings will only befor development works andnot salaries, which will laya sound foundation for cre-ation of durable assets,"

said Chief Minister MuftiMohammad Sayeed, whookayed the new financingmethodology while chair-ing the DistrictDevelopment Board meet-ings of Baramulla andKupwara.

At the meeting which washeld in Baramulla, Sayeeddescribed the new systemas a huge step forwardthat would ensure infra-structure development andproper utilisation of capi-tal.

"By separating revenueand capital components,the Capital ExpenditurePlans have been madepotent instruments ofdevelopment," he saidwhile stressing on priori-tising the completion ofabandoned projects.

Lauding state Finance

Minister Haseeb Drabu formaking capital fundingmore meaningful, theChief Minister stressed onutilising modes of institu-tional financing throughschemes implemented byNABARD, AsianDevelopment Bank andWorld Bank.

Linking the devolution ofpower to the strengtheningof institutions at thegrassroots level, Sayeedplaced high priority onproper expenditure.

"For this, a transparentand accountable system ofgovernance has to be firm-ly entrenched," he said.

Reiterating his commit-ment made during a visitearlier this month toKaman Post andSalamabad near the Lineof Control in Uri, the Chief

Minister said the TradeFacilitation Centres atSalamabad and Chakan daBagh will be turned intoreal business hubs throughthe creation of provisionsfor banking and telecom-munications and facilitat-ing trade delegationsacross the LoC.

"The Joint Secretaries ofthe foreign ministry andUnion Home Ministry haveassured us that both theissues will be flagged inthe next meeting of theJoint Working Groupbetween India andPakistan," he said.

Sayeed stressed on tak-ing the cross-LoCConfidence- BuildingMeasures beyond the ritu-al of meetings betweenundivided families.

He also announced four-

laning of the Salamabad-Kaman Post Road at a totalcost of Rs 24 crore, ofwhich Rs 5 crore has beenallocated for the currentfinancial year.

Referring to the demandsput forth by several legisla-tors during the meeting,the Chief Minister observedthat the education andhealth sectors will be thedriving force for progressin all the districts of thestate.

Later on, at the DDBmeeting at Kupwara,besides sanctioning fundsfor completion of ongoingworks and taking up of newprojects, the Chief Ministerannounced construction ofa Maternity Hospital atJaggarpora and a new con-ference hall at the districtheadquarters.
