EMERGENCY SUPPORT FUNCTION #9 Support to Federal ESF #9 Efforts
• ESF Coordinator – Dept of Homeland Security/FEMA• Primary Agencies – FEMA, USCG, National Park Service, DOD (USNORTHCOM)• Purpose
• Rapidly deploy Federal SAR resources to provide lifesaving assistance to State, tribal, and local authorities, to include local SAR Coordinators and Mission Coordinators, when there is an actual or anticipated request for Federal SAR assistance.
• Scope • During incidents or potential incidents requiring a unified SAR response,
Federal SAR responsibilities reside with ESF #9 primary agencies that provide timely and specialized SAR capabilities.
• Federal SAR response operational environments are classified as: • Structural Collapse (Urban) Search and Rescue (US&R) – DHS (FEMA)• Maritime/Coastal/Waterborne Search and Rescue – DHS (USCG)• Land Search and Rescue – DOD (USNORTHCOM) & DOI (NPS)

J36 Functions: -Phase 0 – DSC and State/Local First Responder Training (SAR) and assist in developing response plans
-Phase 1-5 – Assisting in Executing State/Local Plans.
Normally executed at: DSC and JTF & Below
Logic: -Phase 0 – DSC interface and State and Local Agency training-Phase 1 and beyond – As a NC asset @ time of event (not TACON to
other org) can both advise DSC on SAR issues & ensure NC CDR equities represented.
-Assists State and Local organizations in developing plans so the J36 is best to assist in executing plans.
J35 Functions: Phase 0 – DCO/DCE training (CERTEX), liaise with Federal agencies
and assist Federal Agencies in nesting response plans with State and Local plans.
Phase 1-5 – Provide support to Federal Agencies to include FSARCG; assist in executing Federal plan ISO State and Local response. (TACON to JFACC at time of
event.

TASK: To assist the DCO/E in the validation of SAR missions (State gap analysis or Fed to Fed support).
PURPOSE: To determine the appropriate SAR equipment required for the specific task outlined in the gap analysis and (if a DOD solution) relay the capabilities requirement together with Situational awareness to the JFACC.
Deliverable: To state: available DOD assets. From state: SAR assets required from DOD

PURPOSE: To receive the requirements from J36 (state) and the DCO IOT determine the most appropriate capability and the most appropriate agency, to provide asset response.

TASK: To provide the JFACC (supported Commander) with the most up to date information regarding DOD CISAR response.
PURPOSE: To maintain SA regarding the DOD SAR response and to ensure the JFACC is informed and where possible, prepared to provide additional DOD SAR assets as required.

In SOCAL:- The SOC will have a Unified Area Command Group. The UACG will apportion
forces.- The SOC is Strategic. The IMAT, CA EF#9 (EF#4 &EF#13), DCO/E and CA Air
Coord Group will reside. The SOC is also Operational until a Regional Emergency Operations Center (REOC) is established.
- REOC is the Operational node for response. REOC will route received RFF’s, Gaps and SITREPS from ICP’s to SOC for action.
- ICP will reside in each county and managed by the county EM. ICP will route RFF’s and SITREPS to REOC for action and SA.

ASSUMPTION(s): During the initial FEMA ESF#9 telecom with Primary Agency's, FEMA designates DOD as Overall Primary Agency due to extent/scope of damage.
END STATE: USNORTHCOM effectively executes ESF #9 Overall Primary Agency responsibilities throughout the exercise IAW ESF#9 Federal Search and Rescue Coordination Group Handbook.

EVENT DESCRIPTION: USNORTHCOM provides or arranges for timely DoD SAR capability through immediate response, SAR Coordinator and DSCA methods (NC J35)
STANDARD(s): AFRCC initiating notification with in 30 minutes of initial notification.
DSCA Category II SAR and enabling capabilities Deployment Orders released within 2 hours.

ASSUMPTION(s): Initial requests for SAR support will be done by immediate response. AFRCC will seek additional SAR capability from Services and they will begin moving DOD SAR capability. Once ESF #9 is activated, additional SAR capability will be sourced from Request for Forces to support Mission Assignments.
END STATE: DOD SAR service capability is postured to support incident commanders to achieve their objectives.

TASKS: (1) JPRC mobilizes and reports to duty stations as directed. (2) JPRC coordinates with AFRCC to identify any/all DoD SAR assets that have been notified or voluntarily committed. (3) Contacts DCO and FEMA regional representatives IOT establish initial conditions that support mission analysis. (4) Recommends CAT II PTDO ASAP (follow up with USNC to ensure CAT II CISAR assets have been put on PTDO). (5) Contact DCO to ensure the pre-event MA’s have been released to USNC.
STANDARD: JPRC personnel have established communications and coordinated all pre-identified DoD assets as PTDO ASAP. JPRC receives order of battle from AFRCC of all voluntarily committed forces.
ASSUMPTIONS: Units volunteer to support under an AFRCC request. DCO and FEMA have reliable communications.
END STATE: Initial SA is established and initial DoD forces are in preparation phase or are moving to the greatest extent possible.

Air/Land/Marine--Delegate SAR C2 to SAR Operations Coordinator and DSCs (N-NC/J35)
EVENT DESCRIPTION: The extent of damage warrants a federal disaster declaration and a federal ESF #9 response. USNORTHCOM delegates SAR Command and Control to the SAR Operations Coordinator, the Joint Task Force Commander and or Dual Status Commanders, as appropriate, in support of the Authority having Jurisdiction
STANDARD(s): C2 delegated during initial FRAGO release
ASSUMPTION(s): Forces responding under immediate response to AFRCC requests for support will initially be under C2 of their respective service and then be transferred to the SAR Operations Coordinator (JFACC).
END STATE: All SAR forces are OPCON to the SAR Operations Coordinator and deployed to the Joint Operating Area then delegated to the appropriate Joint Task Force Commander or Dual Status Commander. SAR Operations Coordinator relinquishes OPCON when priority SAR missions are winding down and capabilities can be used to support lower priority missions.

Air/Land/Marine/Support Movement of FEMA Urban Search and Rescue Task Forces (NC/J35)
EVENT DESCRIPTION: As a result of the San Andreas 7.8 earthquake that struck the greater Los Angeles area, FEMA will request DOD intra-theater airlift support to move its Urban Search and Rescue (US&R) teams from their home base to the incident area.
STANDARD(s): USTRANSCOM able to in-system select assets and load FEMA teams within 8 hours of request from FEMA.
ASSUMPTION(s): FEMA US&R teams have valid load plans, higher priority transportation requirements have not absorbed all the strategic airlift capability
END STATE: FEMA US&R teams are transported (strategically) with minimal delays due to coordination and administrative errors (example: problems in load plans)

Search and Rescue Supplement (NSS) (NC J35)EVENT DESCRIPTION: DOD provides support for requests for SAR services in accordance with the catastrophic Incident Search and Rescue Addendum to the National Search and Rescue Supplement.
STANDARD(s): All requests for SAR services are supported in a timely fashion. DOD supports the accomplishment of SAR objectives in accordance with the Catastrophic Incident SAR Addendum.
ASSUMPTION(s): Incident commanders at the local, state, tribal, and federal level are able to transmit their requirements for assistance to the appropriate Emergency Operations Centers. Local and state SAR capacity is not sufficient to provide enough capability to achieve the appropriate incident commanders’ objectives.
END STATE: Primary search complete in the time specified by the authority having jurisdiction.

STANDARD: JPRC personnel process CISAR requirements ASAP with clarity to ensure Joint Staff provides the correct capability.
ASSUMPTION: White cell can produce appropriate requirements to ensure process is worked.
END STATE: A valid and supportable MA results in an appropriate DoD solution for IC requirements.

EVENT DESCRIPTION: Conduct comprehensive SAR planning in coordination with federal, state, and tribal partners (NC J35)
STANDARD(s): All products for mass rescue and catastrophic SAR response ready to execute. Products not only identify anticipated SAR capabilities but also enablers such as IAA, communication (ground and air); Air traffic control and management; and appropriate links to other Emergency Support Functions such as transportation and medical.
ASSUMPTION(s): Local, State, EMAC and immediate response SAR forces overwhelmed and need additional resources.
State and local authorities have identified what SAR services, where, and how much assistance will likely be required.
Confirmation and determination of SAR requirements will be hindered by disruptions in communication and in ability to access portions of the effected areas for approximately the first 48-72 hours.
END STATE: Planning informs USNORTHCOM with enough details that the staff can produce Request for Forces, FRAGOs, and pre-identify manning support requirements

Air/Land/Marine--Plan and execute Military Support to Urban Search and Rescue CONOPS (NC/J35 & N2C2)
EVENT DESCRIPTION: The extent of damaged buildings requires DOD support to FEMA US&R Task Forces in order to complete primary search objectives. DOD provides support with non-technical assistance such as manpower and support equipment to conduct hasty searches and other support (transporting shoring, food, water, etc, to support the TFs)
STANDARD(s): Initial military force on scene and working within notification + 24 hours
ASSUMPTION(s):. FEMA Urban Search and Rescue Task Forces are being used to search the extensive number of collapsed and severely damaged structures. There is a significant number of other structures needing to be searched but do not require technical qualification to do so.
END STATE: Effective interaction with and support of FEMA Urban Search and Rescue Task Forces enabling accomplishment of SAR objectives.

TASKS: (1) the DoD LNO to the FSARCG receives a request from the FEMA US&R LNO (also within the FSARCG) for DoD augmentation to US&R teams engaged in the rescue effort. (2) DoD LNO further develops the ARF language IOT request DoD personnel and equipment suitable to support US&R rescue efforts.
STANDARD: DoD planners determine the most appropriate DoD capability to request IOT most effectively support the US&R rescue effort.
