This is our first newsletter puttogetherbyanoutsideserviceandmailedtoJesterhomes.Thenewsletterwillbemailedmonthly. WearealsolookingatanewwebsiteforJHAthatwillgiveusmuchmorecapability.Moreonthislater.DianaHempsteadhasbeenleadingourcommunicationsareaforanumberofyearsandwethankherforworkingontheseimprovements. Please plan on attending our annual meeting usually held inFebruary.Youwillreceivealetterwiththedetails.WewilldiscussthenewdevelopmentandthelandscapingattheRM2222entrance,other developments and changes along RM2222, JHA’s finances and othermatters.AsusualtheBoardwillbeinterestedinhearingwhatisonyourmindaboutourneighborhood. At the annual meeting we will also be electing at least twoBoardmembers.AndwecanalwaysusehelponavarietyofJHAcommittees.PleaseletaBoardmemberknowifyouareinterested. For years Diana, on a volunteer basis, has spent countless hourscollectingarticles,trackingdownads,formatting,etc.Shewasoftensearchingforcontent,waitingforarticlespromisedher,waitingforadsnotturnedinontimeorsubmittedinthewrongformatforprint–mostpeoplearenotawareofthemanychallengesinproducinganewsletter.Throughoutallofthis,Dianawasalwayslookingforwaystosaveourhomeowner’sassociationmoney.Thenewsletterswerecostlytoprint,andwithpostageincreasesshedecidedtoreduceourcosts and pay a service to deliver door to door, only to find that all homeswerenotreceivingthem. Now, after research and discussion with other HOA’s, she hasfound the ultimate way to save us money and insure we have aconsistentavenueofcommunicationwithintheneighborhood.Shehas introducedus toPeel Inc.,asource thatwillprintandmailanewslettermonthlywithZEROimpacttoourbudget. Since 1991, Peel Inc. has created newsletters specific tosubdivisionsinAustinandHouston,andhasbeensellingadvertisingandcombiningtheadswitharticlesandannouncementssubmittedbyresidents.Theyprovidelocaladvertising;webecometheiraudience.WedoNOTsolicitorselladvertising.Theydoitall.Theyformat,theyprint,theymail-ATNOCOSTTOUS! TheboardhassignedaMemorandumofUnderstandingwithPeelInc.whichstatesthattherewillneverbequestionableadvertisinginthenewsletter,andouraddresseswillneverbeusedforanyotherpurposeandwillneverbesold.Wecancanceltheagreementatanytime, foranyreason,andwithoutpenalty. Jester residentswillbegiven first priority to purchase advertising space in our own newsletter. Personal ads are free for Jester residents in the classified ads section, and business classifieds are $45. Advertisers can also purchase 1/8 tofullpageads.GotothePeelInc.website,www.peelinc.com,formoreinformationonadvertising. Thispublicationwillbeasvaluableaswe,theresidents,makeit.Anyonemaysubmitanarticleoranannouncement that they feelwould be of value to the neighborhood. Jester EstatesWhy Do the Cypress Trees at
the RM2222 Entrance Look So Bad? We have had many problems over the years maintaining theirrigation system that waters the Jester sign planter beds at theRM2222 entrance. The problem got a lot worse in 2005 and 2006.The supply line to the irrigation system is a PVC pipe downthe East side of Jester Blvd. It is exposed in some spots and notburied very deep in others.The line broke, or was broken, threetimes last year and I believe our water bill was over $1,000 each time for two of the breaks. Because of the location the breakscan be difficult to locate and can go undetected for some time. Webelievethelastbreakislocatedunderthestreet.Inworkingonthisproblemwediscoveredsomeimportantinformation.ThereisnopermitforthesupplylinethatrunsthroughCityeasement.JHAdoesnotownthepropertywherethecypresstreesarelocatedonthetwosidesofJesterBlvd.TheowneroftheJesterVillageshoppingcenterownsthepropertyontheEastside.ThepropertyontheWestsideisorwillbeownedbythenewdeveloper(ChampionPartners)of that site. JHA does have an easement for the signs/planter beds. The Champion Partners will landscape and maintain the areawith the treeson theWestsideofJesterBlvd.aspartof thenewdevelopmentwhichisscheduledtostartconstructionsoon.Wehaveaskedthemtoincorporatesomeofthetreesifanyarestillaliveandthey have agreed to supply us with water for the sign/planter bed on thatside.TheJesterVillagefolkshavenotofferedtohelpwiththissituation. We discussed all of this at a Board meeting in the springand decided to leave the water off - and what will happen willhappen. I understand the natural defense for cypress trees is todrop their leaves when there is not enough water, so some maysurvive. It is unfortunate these trees were planted in a locationnot suitable to their needs in the first place. The Board did not want the risk of more large water bills and the cost of finding and fixing the break in a line with no permit, for trees we do not own. Howisthatforarealmess?? RecreationalVehiclesofanytype,parkedinthestreet,orvisiblefromthestreetonresidentialpropertyarerestrictedbyboththeCity ofAustin and the Jester Estates by-laws.These includeBoats/Trailers, Campers, Jet Ski’s, etc. Sidewalks and easements must be kept clear of obstructionsanddebris.Alllotsmustbemaintainedfreeoftrash,debris,andhighgrass&weeds.ItemsforBulkTrashPick-upshouldnotbeputoutmorethan72hrs. prior to pick-up day. The city can issue fines for trash and brushleftonthecurbpriortobulkcollections.ThecitysendsnoticeofBulkTrashPick-upsviaU.S.Mailtohelpyouplan.ChangestopropertyneedtobesubmittedtotheJHAArchitecturalReview Committee.These include separate buildings, pools,fences, decks, patios, etc. This will help homeowners inmaking sure these changes arewithin city andneighborhoodrestrictions.

Led by a colorfully decoratedgolfcart,thechildrenpulledwagons,rodebikes,andproudlyshowedoftheir“patriotic”petsasweparadeddownJesterBlvd,aroundBasil,andbacktotheclub.Awaitinguswereamultitudeofactivitiesincludingaballtoss(completewithred,whiteandbluefootballs!),amoonwalk,coloringsheets,temporarytattoos,andthealwayspopularprizewalk.Variousprizesincludedred,whiteandblueerasers,bracelets,fans,pinwheels,andnecklaces.Eachfamilywasalsotreatedtomultiplepatrioticphotosthatwereforwarded to them via email. Parents and children alike donnedcolorfulhatsforthephotosandweresentamementothattheycould

By Teresa Gouldie Many years ago ( my boys are now 22 and 24!), I belonged to a babysittingco-op.Hourandhalfhourcardswereissued,andwebabysatforeachother’schildrenandwould“pay”eachtimewiththecards.Itwasgreatfun!Therewerelivelymonthlymeetingswherewegottoknoweachotherandcomparednotes(andstories!)onraisingourchildren.Wediscoveredthatweallfacedsimilarchallenges.Onewasthatweoftenneededabreaktorunanerrandfor just an hour or an hour and a half, and many times it wasdifficult to find a sitter for that short a time period. The members oftheco-oplivedclose-byandprovidedawaytosolvethatissue.Periodically,wehadspeakersatourmeetingscoveringtopicsthatwererelevanttoallofus.Thosememberswithexperiencewerealwaysabletoofferguidanceandadvicetothenewmothers.Welooked forward to thesemonthlyget- togethersand friendships
developedthathavelastedmanyyears.Letmeknowifyouhaveanyinterest,andIcanhelpinitiallyingettingitstartedandpromoting

Native Plant GiveAwayBy Dale and Pat Bulla
On Saturday December 9, 2006, there will be a native plant giveawaysponsoredbytheBalconesCanyonlandsPreserve(BCP)from 8:00 to 11:00am. The giveaway will be near the Jester Club parking lot.The BCP raised shrub, perennial and tree seedlingsform native seeds gathered from the preserve for the purpose ofreintroducingnativesback into theCanyonlands.TheBCPwantsto provide these same plants to neighborhoods which border thepreservetoencourageresidentstoenrichthehabitatsomorebirdsand butterflies have food, nectar and shelter. A similar giveaway will begoingonintheafternoonatLongCanyon. BCPstaffandbiologistwillbeonhandtoanswerquestionsandhelpwiththedistribution.Theseseedlingswillbeplacedintoplasticorpapersleevesforplantingthesameday.Ifyoucannotplantthemsoon,bringalargepot.ParticipantswillalsoreceiveaCityofAustinPlantbookandawatershedprotectionhandbook.Asaspecialtreatforchildren,therewillbeapuzzlebookwithgamesandcoloringpages that will introduce them to wildflowers, trees, bats and birds. DearPreserveNeighbor: AsalandowneradjacenttoTravisCounty’sBalconesCanyonlandsPreserve(BCP),thise-mailservestonotifyyouthatTravisCountystaff will be performing management activities on the preservebetween November 20, 2006 and February 28, 2007 that will include shootingwhite-taileddeerandferalhogs.ThewildlifemanagementprogramwillbetightlycontrolledbyTravisCountyLawEnforcementandNaturalResourcesstaffandwilltakeplaceinlocationsselectedtohelpensurepublicsafety.Nopublichuntingisallowedonthepreserve at any time.Travis County Commissioners Court, theTexasParksandWildlifeDepartment(TPWD),andtheU.S.Fish&WildlifeService(USFWS)haveapprovedtheimplementationofthesescientifically sound management practices to prevent negative human health, economic or environmental impacts on County managedlands. BackgroundInformation Travis County Natural Resources Division currently managesalmost 5,000 acres of preserve lands as part of the BCP. This system of lands is owned and managed under a USFWS regional 10(a) permit jointlyheldbyTravisCountyandtheCityofAustin.TheBCPwasestablished to manage and protect over 30,000 acres of habitat for eightendangeredspeciesand27speciesofconcern. TheBCPLandManagementPlan,asapprovedbytheUSFWS,directs that deer populations be monitored and maintained at alevel that allows for successful growth of plants that support thegolden-cheekedwarblerandtheblack-cappedvireo(specieslistedintheUSFWSpermit).IncooperationwiththeTPWD,Countystaffcollecteddatainanefforttodeterminethecurrentstatusofthedeerpopulation.Censusresultsindicatethatthecurrentoverpopulationofwhite-taileddeeriscausinghabitatdamagewithinthepreserve.ThepopulationofferalhogsonthepropertyisalsoaconcernforPreservemanagers, as they can significantly impact the area’s native wildlife asmayposeathreattohumanhealthandsafety. Our goals are to protect the health and safety of our visitors,preventhabitatdegradationwithin thepreserveand tomaintainahealthyandsustainabledeerpopulation.Weassureyouthatthesafetyof the public and our staff is our first priority when implementing anywildlifemanagementactivities.Animals thathavefoodvaluewillbemaintainedinanedibleconditionandwillbeprocessedanddonatedtocharitableorganizationstohelpprovidenutritiousmealsforneedyresidentsofTravisCounty.TravisCountycooperateswiththeHuntersfortheHungryProgram,anddonatedoveronetonofprocessedvenisontoCaritasofAustinlastyearasadirectresultofthesewildlifemanagementactivities.

Holiday Sugar Plums 1 cupbutterormargarine 1/2 cup confectioners’ sugar 1 1/2 tsp vanilla 2 1/4 cups all-purpose flour 1/4 cup quick rolled oats (optional) 1/4 tsp. salt 1/2 cup finely chopped pecans 48 Maraschino cherries (about one 16-oz. jar) Confectioners’ sugar for finishing
Drain Maraschino cherries thoroughly on paper towels andsetaside.Putbutterand1Ú2cupconfectioners’sugarinalargemixingbowl.Beatwithanelectricmixeronmediumspeedthreeto four minutes, or until well mixed. Stir in vanilla. Add flour, oats
