Phase I of Assistant Direct Recruits Foundational Training Programme (ADR-FTP) [ADR 19 and ADR-20] was conducted by ISTM during 31st December 2012 to 04th
January, 2013. A list of 108 directly recruited Assistants who attended Phase-I is given inAnnex-I.
2. Each of the participants has been given an assignment on "Organizational detailsof the Ministry / Department". The participants have been advised to submit theassignment latest by 19.01.2013. A copy of the assignment given is at Annex-II.
3. You would observe that the assignment report would be assessed both by theCadre Unit representative and by the faculty member in ISTM. For this purpose, it wouldbe desirable that each of the participant is assigned a Guide I Mentor from yourorganization. The Section Officer or the Under Secretary to whom the participant reportsto, may be a possible option. .
4. I also take this opportunity to request you to relieve these participants to attendeleven weeks Phase-II of ADR-FTP starting from 21 st January, 2013. It is mandatory toattend this phase too. This is linked to clearing of the probation by these Asistants. {Para2 of DoPT's OM No. 7/8/2012-CS.I(A) dated 6th December, 2012 refers].

Assistant (Direct Recruit) Foundational Training Programme 2012-13 [ADR 19 & ADR 20]
Organisational details of your Ministry / Department: Assignment

You have had class room inputs of about two hours on organisational structure of
Government of India. These inputs had generated a number of questions. Some of you were notfully satisfied by some of the answers.One of the reasons could be that what was discussed did nothave address the specifics of individual Ministry / Department. (Hereafter I will use the term'Ministry' which would cover Department too. This is to facilitate easy reading.) Please recall thatduring the class room inputs, I had promised that I would try to address these doubts through anassignment. This assignment is to be completed during the two weeks' break you have betweenthe present one week phase [Phase- I: Familiarisation phase] and the next phase of eleven weeks[Phase - II] starting On 21-01-2013. This assignment enables you to explore the organisationalstructure and other related issuesof your Ministry / Department. These details would empower youwith the basic knowledge. It is also expected to develop the 'where-to-find-what' skill. In otherwords, by completing this assignment, you will be able to acquire the competency to locate thesource(s) from where you might get details you are looking for regarding your Ministry. This in turnis likely to help you to have a better appreciation of cases that you would process and providesuggest solutions.
During the class room inputs, I had listed some of the source documents that you need torefer to: Annual Report of the Ministry / Subordinate office, Detailed demands for Grants, OutcomeBudget document, parliament questions, Result framework document, Citizens' charter, disclosuresmade under the RTIAct, induction material, if any.
An illustrative list of what needs to be covered in the assignment report is at Annex - 1. Theassignment would be evaluated both in terms of contents and presentation. Evaluationparameters are at Annex - 2.
For those working in UPSC,cabinet Secretariat and Planning Commission, the coverage ofthe report will be different asthey do not have CPSEetc under them.
At least two of you are working in attached office. You will cover the Ministry as well as your
office.
You are to mail the assignment to me at [email protected] latest by 19-01-2013. Write"ADR - FTP assignment' as the subject of the mail. The text in the mail should be 'Sir, theassignment is attached'. Give your name, ADR 19/20, mobile number. The assignment documentshould be attached. Do NOTgive the text in the mail. You may use either English or Hindi.

Annex -1Illustrative list of what needs to be covered as part of the assignment.
1. Name of the Ministry2. Name of the Cabinet Minister and the Minister of State. Is she also a Minister of some other
Ministry?3. Name of Departments under your Ministry4. Functions allotted to your Ministry5. *List all attached office, subordinate office, central public sector enterprise, central
autonomous body, statutory body under your Ministry6. What are the Acts administered by your Ministry?7. What is the total budget of your Ministry under plan and non-plan (Do not worry if you do
not understand the distinction between the two!).8. *What are the major schemes and projects under your Ministry? Categorise them under
the central or the centrally sponsored schemes. Give brief details of the funding pattern.9. *What are the major Parliamentary questions raised during the-last one year? Just list the
title of the questions (in a manner that could be understood be a layman), not thecomplete text of the questions!
10. List stakeholders of your Ministry. You may consider presenting these under the followingcategory:*Ministries and other Government organisations with which your Ministry has frequentinteraction. You must indicate whether such an organisation is an attached office orsubordinate office or central public sector enterprise or central autonomous body orstatutory body; in case all State Governments are associated you do not have list them. Ifthere a few specific ones, list them.

List a few non-government agencies that your Ministry interacts with.12. *What are expectations of the stake-holders from your Ministry/organisation?13. *What are the major criticisms faced by your Ministry? (as organisation, not individuals!)14. *What are the major achievements of your Ministry?15. *How would you identify important cases dealt with in your Ministry.16. *How training empower you?17.
