A 24 años de su creación, presento a ustedes el Informe Anual del Instituto Mexicano de la Propiedad Industrial (IMPI), versión 2017. En él, encontrarán la culminación del trabajo comprometido, innovador y profesional que se desarro-lló durante los primeros años de esta administración. El documento reporta las actividades más relevantes llevadas a cabo por las distintas áreas que integran al Instituto y se ha constituido como una fuente de consulta confiable y recurrida por instituciones, especialistas, profesionales y ciudadanos interesados.
En el ámbito de las invenciones de nacionales y extranjeros, se recibieron 22,039 solicitudes ante la Dirección Divisional de Patentes (DDP). La incorporación de tecnologías digitales contribuyó a que el 10% de las solicitudes fueran presen-tadas en línea. El sector líder en solicitudes fue el de Química y Farmacéutica (45%); con el sector de Ingeniería Mecánica en segundo lugar (24%). En 2017, el IMPI concedió el registro a 11,718 invenciones.
En lo que respecta a los signos distintivos, la Dirección Divisional de Marcas reci-bió 161,841 solicitudes, un aumento de más del 10% con respecto a 2016. Se otorgaron 130,353 registros; un incremento anual del 8.52%. Entró en vigor la Fase 2 de Marca en Línea, lo que permitió que el 22.83% de las solicitudes fueran tramitadas en esta plataforma.
La protección a la propiedad intelectual que ofrece la institución, con fundamen-to en la Ley de la Propiedad Industrial, se expresó en 3,508 solicitudes de decla-ración administrativa de nulidad, caducidad, cancelación e infracción de derechos de propiedad intelectual, imposición de medidas provisionales y declaración ad-ministrativa de infracción de derechos de autor en materia de comercio; el Insti-
tuto atendió el 100% de éstas. Además, con socios clave, se organizó la Segunda Des-trucción de Mercancía Asegurada, con más de medio millón de productos destruidos.
Sin duda, en México se arraiga progresivamente la cultura de protección a los derechos de propiedad intelectual. Como parte de las tareas de promoción, el Instituto ofreció
76,400 asesorías a inventores y emprendedores de distintos sectores y regiones del país. Se organizaron y llevaron a cabo las “Jornadas Expo-Ingenio 2017” los días 7 y 8 de marzo en Estado de México, y los días 11 y 12 de mayo en Campeche, 20 y 21 de septiembre en Baja California y 9 y 10 de noviembre en Nuevo León. Se contó con la asistencia de cerca de 7,944 personas, provenientes, en su mayoría, de la academia y del sector emprendedor.
En el terreno internacional, se firmaron y renovaron 18 memo-randos de entendimiento con instituciones extranjeras. Asi-mismo, en el marco del trabajo realizado con la Organización para la Cooperación y el Desarrollo Económicos (OCDE), el Instituto organizó el evento IP Statistics for Decision Makers (IPSDM) 2017. Con oradores nacionales y extranjeros del más alto nivel, se analizaron temas relacionados con la propiedad intelectual en la economía digital, y los retos y oportunidades en la transferencia de tecnología y propiedad intelectual.
La presidencia del Grupo de Expertos de Propiedad Intelectual de APEC continuó en el IMPI. Para este 2017 se realizó por primera vez el Foro APEC: “PyMEs e Innovación: Construyendo una Estrategia de PI”, los días 13 y 14 de septiembre, con fondos pro-porcionados por APEC.
El 5 de octubre se celebró el Día de México en la OMPI, con motivo del cual se montó una muestra cultural y la exposición “Diseño Mexicano Contemporáneo con visión a futuro” en el edificio principal de la Organización, en Ginebra, Suiza.

El Sistema de Propiedad Intelectual en México ha logrado
grandes avances en la difusión y protección de los dere-
chos de las y los inventores y emprendedores mexicanos,
así como de aquellos que invierten en nuestro país. En el
presente Informe, los lectores constatarán logros e innova-
ciones que se incorporan a la institucionalización de la ad-
ministración y gestión de los derechos de propiedad indus-
trial. En 2017 trabajamos en la modernización del Sistema
de Propiedad Industrial a través de la tecnología.

24 years after the creation of the Mexican Institute of Industrial Property (IMPI), I have the pleasure of presenting its Annual Report for 2017. In this report, you will find the accomplishment of hard, innovative, and professional work, devel-oped through the first years of this administration. The document reports the most relevant activities carried out by the different areas of the Institute and has emerged as a source of reliable information, consulted by institutions, special-ists, professionals, and concerned citizens.
22,039 applications for national and foreign inventions were filed to the Divi-sional Direction of Patents (DDP). The incorporation of digital technologies re-sulted in 10% of the applications being submitted on-line. The leading sector in applications was the chemical and pharmaceutical industries (45%); with the mechanical engineering sector in second place (24%). In 2017, the IMPI granted registration to 11,718 inventions.
With regard to distinctive signs, the Divisional Direction of Trademarks re-ceived 161,841 applications, an increase of more than 10% compared to 2016. 130,353 records were granted, an annual increase of 8.52%. Phase 2 of Marca en Línea entered into force, which allowed 22.83 % of the applications to be processed through this platform.
The intellectual property protection offered by this institution, pursuant to the Industrial Property Law, resulted in 3,508 applications to request administrative declarations of annulment, lapsing, cancellation and infringement of intellectual property rights, imposition of precautionary measures and administrative decla-rations of infringement of intellectual property rights, all of which were resolved
by this Institute. In addition, we carried out the second destruction of secured goods, with the help of key partners, with over half a million products destroyed.
Undoubtedly, the culture of intellectual property rights protection is taking root in Mexico. As part of promotion tasks, the Institute offered guidance to 76,400 inven-
tors and entrepreneurs from different sectors and regions of the country. “Jornadas Expo-Ingenio 2017” were organized and carried out the on March 7th and 8th in the State of Mexico, May 11th and 12th in Campeche, September 20th and 21st in Baja California, and November 9th and 10th in Nuevo León. They were attended by over 7,944 persons, coming mainly from academia and the entrepreneurial sector.
In the international arena, 18 memoranda of understanding were signed or renewed with foreign institutions. Also, in the framework of the work carried out by the Organization for Economic Cooperation and Development (OECD), the Insti-tute organized the event IP Statistics for Decision Makers (2017 IPSDM). With national and foreign speakers of the highest level, we analyzed issues related to intellectual prop-erty in the digital economy, and the challenges and opportuni-ties in technology transfer and intellectual property.
The presidency of the Intellectual Property Rights Experts Group of APEC is currently headed by the IMPI. During 2017 we organized the first APEC Forum: “SMEs and In-novation: Building an IP Strategy” on September 13th and 14th, with funds provided by APEC.
On October 5th we celebrated the Day of Mexico at the WIPO, for which the cultural exhibition “ Contemporary Mexican Design with a Vision Towards the Future “ was mounted in the main building of the Organization, in Geneva, Switzerland.

of Mexican inventors and entrepreneurs, as well as of those
who invest in our country. In the present report, readers will
learn of the achievements and innovations that have been
incorporated to the institutionalization of the administra-
tion and management of industrial property rights. In 2017
we worked to modernize the Industrial Property System by
means of technology.

1The Mexican Institute of Industrial Property has, con-
cerning inventions, a fundamental task in safeguard-
ing and promoting the creativity and inventiveness
of Mexicans who discover new processes, machines
or devices; or simply in protecting the enhancements
made to any existing materials or objects. As indus-
trial property rights, inventions have an economic and
social impact that resonates in the development of
countries, in this case Mexico. Other industrial prop-
erty rights, in addition to patents, are: utility models,
industrial designs and layout designs of integrated
circuits.
Another fundamental aspect lies in the informa-
tion technology services, which are part of the tools
of protection available to the innovator to know what
has been done nationally and internationally regard-
ing the technology he is interested in.
1,473 technological information search requests were re-ceived, out of which 988 (67.07%) belong to “state-of-the-art searches”. The timely compliance rate for them was 97.62%.
One technology surveillance service and three technol-ogy alerts were requested, a highly specialized service pro-vided by a multidisciplinary group of technological informa-tion researchers.
El Instituto Mexicano de la Propiedad Industrial tiene,
respecto a las invenciones, una tarea fundamental al
resguardar y promover la creatividad y la inventiva
de los mexicanos que descubran un nuevo proceso,
máquina o dispositivo; o, simplemente, al proteger
las mejoras que se realizan a objetos ya existentes.
Como derechos de propiedad industrial, las inven-
ciones tienen un impacto económico y social que se
releja en el desarrollo de los países, en este caso, de
México. Otros derechos de propiedad industrial, ade-
más de las patentes, son: los modelos de utilidad, los
diseños industriales y los esquemas de trazado de
circuitos integrados.
Otro aspecto fundamental radica en los servicios
de información tecnológica, los cuales son parte del
repertorio de herramientas disponibles al innovador
para conocer lo que se ha hecho nacional e interna-
cionalmente alrededor de su tecnología.
Servicios de Información Tecnológica
Se recibieron 1,473 solicitudes de búsquedas de información
tecnológica, de las cuales 988 (67.07%) pertenecen a “bús-
quedas del estado de la técnica”. La atención en tiempo de las
mismas fue del orden de 97.62%.
Ingresaron una vigilancia tecnológica y tres alertas tecno-
lógicas, servicios altamente especializados que son atendidos
por un grupo multidisciplinario de buscadores de información
tecnológica.

In 2017, 65% (960) of the total applications for techno-logical information research were received on-line in 2016. The On-line Management System for Technological Infor-mation Services (SIT en Línea) is an agile and assisted tool which provides accesible technological information research services, to applicants, facilitating the filling of on-line and physical applications.
Portal of Patent Technologies for Small and Medium-Si-zed Enterprises (PYMETEC)”The Portal offers information in all technical fields of knowl-edge with the aim of providing solutions that contribute to the modernization and productivity of companies. Special-ized consulting is one of the services provided.

Patenting Support Program IMPI-FUMEC-NAFINThe Institute participated in various sessions of the Sub-committees pertaining to the Patenting Support Program. The following actions were carried out in this framework:

El sistema de gestión SIT en Línea para la atención de los servicios de información tecnológica es una herramien-ta ágil y asistida, que acerca los servicios a los solicitantes, facilitando el llenado de solicitudes para su presentación en línea o presentación en ventanilla de recepción de los servi-cios de búsqueda de información tecnológica y de vigilan-cias y alertas tecnológicas.
Portal de Tecnologías de Patentes para Pequeñas y Me-dianas (PYMETEC)El Portal ofrece información en todos los campos técnicos del conocimiento con la finalidad de ofrecer soluciones que contribuyan a la modernización y productividad de las em-presas. Entre los servicios disponibles, se encuentran las asesorías especializadas.

The Divisional Direction of Patents (DDP) is the area in charge of procedures and resolutions for patents, utility models, industrial designs and layout-designs of integrated circuits. It also examines the possibility of granting exclusive rights on such inventions.

2The distinctive signs are the trademarks, slogans,
appellations of origin, collective marks and trade
names. Each of these figures allow to differentiate
and protect the goods and services offered by each
entrepreneur. Distinctive signs are important assets
in the economy, and therefore are considered as pil-
lars of Industrial Property.
Los signos distintivos son las marcas, avisos comer-
ciales, denominaciones de origen, nombres comer-
ciales y marcas colectivas. Cada una de estas figuras
permite distinguir y proteger los bienes y servicios
que ofrece cada emprendedor. Los signos distintivos
son activos importantes en la actividad económica,
por lo que se constituyen como uno de los pilares de
la Propiedad Industrial.
The IMPI has made significant efforts in promoting the importance of industrial property rights protection, as well to simplify formalities, which makes it easier for users to access the service. Accordingly, the submission of applica-tions, increased by 10.47% in comparison to 2016.
El IMPI ha realizado importantes esfuerzos en la difusión de la importancia que tiene la protección de los derechos de la propiedad industrial, así como para la simplificación de los trámites, lo que hace más sencillo para los usuarios el acceso al servicio. En consecuencia, la presentación de las solicitudes se incrementó en un 10.47% en comparación con el año 2016.

Solicitudes de Marcas, Nombres Comerciales y Avisos Comerciales Trademark Applications, Trade Names and slogans
Las solicitudes de marcas, nombres y avisos comer-ciales presentadas a registro durante el año 2017 fueron 161,841. De estas, 153,853 se refieren a marcas, 107 a nombres comerciales y 7,881 a avisos comerciales.

Marcas ColectivasSe recibieron 33 solicitudes de registro de marca colecti-va; lo que equivale al doble de las solicitudes presentadas el año anterior. Se concedieron 11 registros, entre ellos “Con-sume Calidad Michoacán”, “Cajeta de Celaya”, “Rebozos La Piedad” y “Piñatas de Tolman”. La figura de marca colectiva contribuye, así, al sustento y al refuerzo de la solidaridad de las comunidades en México.

Appellations of OriginFive publications in the Official Federal Gazette regarding Appellations of Origin. Four of them, corresponded to ab-stracts of the applications for amendments to the protec-tion of the Mezcal appellation of origin, to continue with the procedure of issuing appropriate resolutions, and, where necessary, the expansion of the territory of origin to vari-ous municipalities in the states of Morelos, Mexico, Puebla, and Aguascalientes.
An abstract for the application for registration of the appellation of origin Yahualica, applicable to varieties of fresh and dried chili harvested in nine municipalities of Jalis-co and two of Zacatecas.
Denominaciones de OrigenCinco publicaciones en el diario oficial de la Federación, rela-tivas a las denominaciones de origen. Cuatro de ellas, sobre los extractos de las solicitudes de modificación a la Decla-ración de protección de la Denominación de Origen Mezcal, para continuar con el procedimiento de emisión de las reso-luciones correspondientes y, en su caso, la ampliación del territorio de origen a diversos municipios de los estados de Morelos, Estado de México, Puebla y Aguascalientes.

Nice ClassificationIn 2017, during the 27th session of the Committee of Ex-perts of the Nice Union, held in Geneva, Switzerland, the changes to the 2017 version of the 11th edition of the Nice Classification were decided. The competent offices of Colombia, Cuba, Spain and Mexico worked in the Spanish text of the 2018 eleventh edition version: NCL (11-2018), which was published on December 20, 2017.
Work continued on the harmonization of TMclass, the database managed by the Intellectual Property Office of the European Union (EUIPO), which comprises 74,542 indi-cations of goods and services for the registration of trade-marks, which can be accepted or not by participating coun-tries. países participantes. México es parte de este armonizador con 10,298 correspondientes a la Lista Alfabética del Clasi-ficador de Niza, por lo cual se estudiaron 26,770 términos más de agosto a diciembre, a efecto de armonizar los res-tantes 64,244; esta labor concluirá en julio de 2018.
Se trabajó con las asociaciones de abogados expertos en la materia en la actualización del Acuerdo por el que se dan a conocer los criterios de interpretación y aplicación de la clasificación del Arreglo de Niza relativo a la clasificación internacional de productos y servicios para el registro de las marcas, en la presentación y examen de las solicitudes de signos distintivos ante el Instituto. Así como en la lista complementaria que publica el IMPI para el registro de las marcas, para lo cual se incluyeron 184 términos nuevos que ayudarán a los usuarios del sistema de marcas en la identi-ficación de los productos o servicios que desean amparar.
Sistema de OposiciónIncremento en el número de promociones de oposición a re-gistro de marcas ingresadas, alcanzando un total de 5,088.
Asimismo, las asesorías brindadas al público sobre la materia han ido en aumento, tanto desde el punto de vista de los solicitantes de registro de marca como de los opo-nentes, realizándose en forma presencial en las oficinas cen-trales y regionales del Instituto, vía telefónica así como por medios electrónicos hacia todo el territorio nacional.
Protocolo de MadridDurante el 2017 se brindaron en promedio entre 18 y 20 asesorías personales por semana relacionadas con el Pro-tocolo de Madrid.
Desde su entrada en vigor, las solicitudes de registro in-ternacional presentadas ante el IMPI, como Oficina de Origen, se han convertido en 3,060 solicitudes de marca nacionales.
México se mantuvo en el lugar número 10 dentro de las oficinas más designadas, según datos de la Organización Mundial de la Propiedad Intelectual OMPI.1 Además de par-ticipar activamente en las reuniones de la Asamblea de la Unión de Madrid, así como realizar diversos comentarios a las Directrices relativas a la Clasificación de productos y servicios de las solicitudes Internacionales publicadas por la OMPI.

We worked with expert lawyer associations on updat-ing the Agreement to publish the criteria for the interpre-tation and implementation of the Nice Agreement classi-fier concerning the international classification of goods and services for the registration of trademarks, when filing and analyzing registration applications for distinctive signs to the Institute. Additionally, a supplementary list was devel-oped and published by the IMPI for the registration of trade-marks, for which 184 new terms were included to help users of the trademark system in the identification of the prod-ucts or services intended for protection.
Opposition SystemThere was an increase in the amount of opposition proce-dures against registration of trademarks, to reach a total of 5,088 applications.
In addition, the advisory services provided to the public on this matter have been on the rise, both from the point of view of applicants for registration of a trademark and of the opponents. They were carried out in person at the central and regional offices of the Institute, through the call-center, and through electronic means across the country.
Madrid ProtocolDuring 2017 between 12 and 16 personalized consulta-tions took place per week in regard to the Madrid Protocol.
Since its entry into force, applications for international registration filed at the IMPI as the office of origin, have resulted in 3,060 national trademark registration applica-tions.
Mexico remained at number ten among the most des-ignated offices, according to data from the World Intellec-tual Property Organization (WIPO).1 In addition to actively participating in the meetings of the Assembly of the Madrid Union, as well as annotating the Guidelines concerning the Classification of products and services of the international applications published by the WIPO.

Marca en Línea (Phase 2)On February 1, 2017, the Marca en Línea Phase 2 system entered into force, which allows users to carry out trademark, slogan or trade name publi-cation procedures, where appropriate, to obtain a registration, through electronic means.

Del 1 de febrero al 20 de diciembre de 2017, se pre-sentaron 36,389 solicitudes a través de Marca en Línea; en promedio 3,308 solicitudes por mes, lo que representa el 22.83% del total de solicitudes ingresadas ante el Instituto en dicho período.
Se resolvieron 25,978 asuntos, de los cuales 17,456 fueron registros de marca y 8,522 oficios, en un promedio de dos meses 20 días a tres meses.
La recepción de solicitudes referentes a Marca en Línea y Protocolo de Madrid, así como, los escritos con manifes-taciones para oponerse al trámite de signos distintivos en 2017, fue la siguiente.
From February 1st to December 20th, 36,389 applica-tions were filed through Marca en Línea; on average 3,308 requests per month, which represent 22.83% of the total applications filed at the Institute in that period.

3La Dirección Divisional de Protección a la Propiedad
Intelectual (DDPPI) es la unidad administrativa encar-
gada de tramitar los procedimientos de declaración
administrativa de nulidad, caducidad y cancelación
de los derechos de propiedad industrial, así como de
las infracciones a estos derechos, además de gestio-
nar el procedimiento de declaración de notoriedad o
fama de marcas y emitir las resoluciones correspon-
dientes en cada procedimiento.
The Divisional Direction for Intellectual Property Pro-
tection (DDPPI) is the administrative unit tasked with
the management of procedures for administrative
annulment declaration, revocation and cancellation
of the rights of industrial property, as well as the in-
fringements of these rights, in addition to managing
the procedure to declare a trademark as notorious
or famous, and issue the appropriate resolutions for
each procedure.

Como parte de sus metas principales, la DDPI tiene la aten-ción de las solicitudes de declaración administrativa, en un plazo menor a los 1.5 meses, por lo que cabe señalar que, durante 2017, el 100% de las solicitudes recibidas fueron atendidas dentro del plazo programado de respuesta.
Es preciso enfatizar que, durante el ejercicio en men-ción, esta unidad administrativa recibió un total de 3,508 solicitudes de declaración administrativa; de las cuales, la distribución por tipo de procedimiento es la siguiente: 1,032 de nulidad; 1,043 de caducidad; 17 de cancelación; 740 de infracción y medidas provisionales de Derechos de Propie-dad Industrial, 656 de infracción y medidas provisionales de Derechos de Autor en materia de comercio y 20 solicitudes de fama y/o notoriedad de marca.
Resoluciones emitidasCon relación a los procedimientos de declaración adminis-trativa, se emitieron 2,990 resoluciones, 7.83% por encima de lo que se resolvió en el ejercicio 2016, en el cual se resol-vieron 2,773 procedimientos. Es importante señalar que el incremento que se obtuvo en la emisión de resoluciones co-rresponde al compromiso que se obtuvo para generar más y mejores resultados.
As part of its main goals, the DDPI takes care of the admin-istrative declarations request, in a period of less than 1.5 months. Therefore, it should be noted that, during 2017, all of the requests received were addressed within the ap-propriate response time.
It is worth mentioning that, during the abovementioned year, this administrative unit received a total of 3,508 re-quests for administrative declarations; out of which, the distribution by type of procedure is the following: 1,032 for annulment; 1,043 for expiration; 17 for cancellation; 740 for violations and precautionary measures to protect Intellectual Property Rights, 656 for violations and precau-tionary measures for Intellectual Property Rights on trade matters and 20 for declarations of Famous or Well-known trademarks.

El valor de di-cha mercancía asegurada asciende, aproximadamente, a 35,835,209 pesos.
Confiscated goods and actions towards piracy eradication3,266,077 products presumably in violating intellectual property rights were confiscated,: beauty products, electri-cal devices, electronics, and electrical appliances, clothing, shoes and accessories, as well as cleaning products and toys. En seguimiento a las acciones de combate a la piratería, la DDPPI continúa realizando visitas de inspección de verificación de oficio, de-rivadas de los convenios de colaboración firmados con diversas aso-ciaciones y sociedades como la Business Software Alliance (BSA), la Asociación Mexicana de Productores de Fonogramas y Videogramas (AMPROFON), la Sociedad Mexicana de Productores de Fonogramas, Videogramas y Multimedia (SOMEXFON), el Centro Mexicano de Protección y Fomento de los Derechos de Autor (CEMPRO), la Socie-dad de Autores y Compositores de México (SACM), la Sociedad Ge-neral de Escritores de México (SOGEM) y con la Asociación Nacional de Interpretes (ANDI), con el fin de combatir la piratería de software, el uso ilegal de fonogramas y su descarga a través de internet, la re-prografía ilícita, la ejecución pública de obras musicales, fomentar el respeto a los derechos de autor en las artes escénicas y también los derechos de propiedad intelectual de artistas e intérpretes.
Con el fin de conocer los hábitos de consumo de la población a nivel nacional, se practicaron 2,400 encuestas enfocadas al fenó-meno de piratería en Villahermosa, Tabasco; Morelia, Michoacán y Tijuana, Baja California.
De la misma forma, se atendieron 69 denuncias a través del “Buzón de piratería”, que el IMPI tiene instalado en su página web, dando respuesta a cada denuncia en un plazo no mayor a 48 ho-ras. Derivado de dichas denuncias se proporcionó asesoría en ma-teria de propiedad intelectual y se llevaron a cabo las visitas de verificación correspondientes.
Por otra parte, fueron emitidos 188 dictámenes técnicos y/o información solicitada por el Ministerio Público y diversas autori-dades, los cuales tienen la finalidad de analizar los derechos de propiedad industrial involucrados en la posible comisión de un de-lito, para que se integre a la averiguación previa respectiva y, en su caso, sirva como requisito para el ejercicio de la acción penal.
Asimismo, se realizaron 16 clausuras temporales a diversos esta-blecimientos comerciales, debido al desacato a lo ordenado por esta autoridad y por la oposición a la realización de visitas de inspección.
Por lo que hace al Programa “Observadores en Aduanas”, se se-leccionaron diez aduanas a nivel nacional, entre marítimas, terrestres y aéreas, siendo éstas: Toluca, Monterrey, Ensenada, Pantaco, Man-zanillo, Aeropuerto de la Ciudad de México (AICM), Lázaro Cárdenas, Guadalajara, Tijuana y Ciudad Hidalgo. Como resultado, se hizo el le-vantamiento de 78 actas de cooperación técnica.
To continue with anti-piracy actions, ex officio inspec-tion visits for verification were carried out by the DDPPI as a result of the collaboration agreements signed with various associations and societies such as the Business Software Al-liance (BSA), Asociación Mexicana de Productores de Fono-gramas y Videogramas (AMPROFON), Sociedad Mexicana de Productores de Fonogramas, Videogramas y Multimedia (SOMEXFON), Centro Mexicano de Protección y Fomento de los Derechos de Autor (CEMPRO), Sociedad de Autores y Compositores de México (SACM), and Sociedad General de Escritores de México (SOGEM), with the aim of fighting soft-ware piracy, illegal use of phonograms and its distribution through the Internet, illegal reprography, public use of musi-cal works, as well as the promotion of respect for copyright in performing arts, amongst artists and performers.
In order to map the consumption habits of the public, 2,400 surveys were carried out to focus on piracy in Vil-lahermosa, Tabasco; Morelia, Michoacan and Tijuana, Baja California.
Furthermore, 69 `piracy reports were received through the “Piracy Mailbox” (available at the Institutional website), attending each report in less than 48 hours. As a result of these reports, intellectual property counseling was provided and the appropriate inspection visits were performed.
188 technical opinions and/or information requests by the Attorney General’s Office (PGR) were issued, aiming at determining industrial property rights affected in criminal investigations, and to be integrated as evidence in judicial cases and to support eventual indictments.
Similarly, 16 temporary foreclosures were imposed unto various commercial establishments as a result of fail-ure to abide with official warrants and of refusals to comply with inspection visits.
Regarding the “Customs Observer Program”, 10 customs offices were selected including ports, land, and airports as follows: Toluca, Monterrey, Ensenada, Pantaco, Manzanillo, Mexico City International Airport (AICM), Lázaro Cárdenas, Guadalajara, Tijuana and Ciudad Hidalgo. 4La Coordinación de Planeación Estratégica (CPE) es un
área de apoyo y consultoría de la Dirección General que
atiende las directrices institucionales y formula la pla-
neación institucional; desarrolla estrategias y propone
iniciativas para mejorar el funcionamiento y desempe-
ño de la operación y servicios que competen al Institu-
to. Igualmente, instrumenta herramientas de control y
seguimiento; en este ámbito, colabora en el estableci-
miento de metas y objetivos institucionales.
Entre las principales actividades realizadas durante
2017, se destacan las siguientes.

rector General’s Office, that deals with guidelines and
designs institutional plans; develops strategies and
projects to improve the operation and performance
of the Institute. It also implements control and moni-
toring tools, and collaborates in the selection of insti-
tutional goals and objectives.

The Federal Public Administration implemented a planning model that incorporates elements of Performance Based Budgeting. The CPE contributed to the generation and con-centration of useful information for the efficiency of the op-eration of IMPI in the short, medium and long terms.
Therefore, efforts made by this administration were directed towards the development of a long-term program known as Protected Innovation Program (PIP) 2013-2018. The PIP plan refers to priority objectives associated with na-tional planning and actions aimed at results.
The short-term planning integrated the information of the annual work plan from the different areas of the Insti-tute for 2017. The document contained activities that each area scheduled in the particular fiscal year and indicators that measure the progress of these actions. The CPE con-solidates the actions of each area for them to achieve their goals and to verify their alignment to institutional objec-tives.
The 2017 report of achievements was drafted, and con-tained the progress of the institutional objectives and indi-cators for the Protected Innovation Program.
La Administración Pública Federal ha implantado un modelo de planeación que incorpora elementos de un Presupuesto Basado en Resultados. La CPE contribuye a la generación y concentración de información de utilidad para la eficiencia en la operación del IMPI en el corto, mediano y largo plazo.
Por ello, en esta administración se coordinaron los trabajos para el desarrollo de un programa a largo plazo conocido como Programa de Innovación Protegida (PIP) 2013-2018. El PIP hace referencia a los objetivos prioritarios asociados a la planeación nacional y las acciones previstas para el logro de resultados.
En la planeación a corto plazo, se integró la información del plan de trabajo anual de las diferentes áreas del Instituto para 2017. En dicho documento, se establecieron las actividades que cada área programó en el ejercicio fiscal determinado y los indicadores con los que medirían los avances de esas acciones. La CPE consolida los ejercicios de cada área para el logro de sus metas y verifica su alineación con los objetivos institucionales.
Se elaboró el Informe de logros 2017 mediante el cual se presentaron los avances de los objetivos e indicadores insti-tucionales del Programa de Innovación Protegida.
Estadísticas, indicadores e información es-tratégica del IMPILa CPE integra y concentra información sobre solicitudes de invenciones de mexicanos y solicitudes de signos distintivos por entidad federativa que sirven como material de apoyo para la toma de decisiones. Los datos se asocian directa-mente con tres grupos de información.

Informes de seguimientoLa CPE concentra la información que se publica en los dife-rentes informes de la Administración Pública Federal y de la Junta de Gobierno del IMPI.
Esta información es de utilidad para dar seguimiento a los compromisos nacionales en materia de innovación protegida vinculados con el Plan Nacional de Desarrollo (2013-2018), con el Programa de Desarrollo Innovador (2013-2018) y para dar seguimiento al plan estratégico de la institución, el Programa de Innovación Protegida (2013-2018).
Este grupo de información está disponible para la ciu-dadanía y la rendición de cuentas nacional sobre el Siste-ma de Propiedad Industrial en México y los resultados de los logros de la Institución. Dichos esquemas contribuyen a los logros del gobierno mexicano en materia de invenciones, signos distintivos, protección de la propiedad intelectual y la promoción misma del Sistema de Propiedad Industrial en México.
Indicadores institucionalesComo parte del Sistema de Evaluación del Desempeño y el Presupuesto basado en Resultados, el IMPI generó una Matriz de Indicadores de Resultados con la Metodología de Marco Lógico para dar seguimiento a las actividades prin-cipales del Instituto. Durante 2017, se actualizaron los in-dicadores en las herramientas tecnológicas que provee la Administración Pública Federal y el propio Instituto, y que son empleadas, tanto en forma interna como para la rendi-ción de cuentas del IMPI ante las distintas instancias fiscali-zadoras, logrando un desempeño satisfactorio en todos los indicadores previstos.
Adicionalmente, se reportan diversos indicadores de gestión que dan cuenta de las actividades institucionales y que permiten generar una visión clara de sus avances. Este reporte se provee en conjunto con el Órgano Interno de Control del IMPI en el Comité de Control y Desempeño Institucional (COCODI).
Follow-up reportsThe CPE concentrates the information published in the vari-ous reports of the Federal Public Administration and of the Board of the IMPI.
This information is useful to monitor national commit-ments on protected innovation connected to the National Development Plan (2013-2018), to the Innovative Devel-opment Plan (2013-2018), and to monitor the Strategic Plan for the Institution, the Protected Innovation Program (2013-2018).
This group of information is available to the public and the national accountability for the Industrial Property Sys-tem in Mexico and the results of the achievements of the Institution. The follow-up reports contribute to the achieve-ments of the Mexican government in terms of patents, distinctive signs, intellectual property protection, and the actual fostering of Industrial Property Protection in Mexico.
Institutional indicatorsAs part of the “Performance Evaluation and Results Based Budgeting System”, the IMPI created a matrix of results in-dicators with the logical framework methodology to follow up on the main activities of the Institute. During 2017, the indicators related to the technological tools provided by the Federal public administration and the Institute, and used in-ternally and in the accountability reports of the IMPI to the different auditing agencies, with a satisfactory performance in all specific indicators.
Additionally, CPE worked on various management indi-cators reporting the activities of different areas of the In-stitute and providing a clear vision of progress made. This report is provided in conjunction with the Internal Control Body of the IMPI, in the Institutional Control and Perfor-mance Committee (COCODI).
Información estratégicaLa CPE genera reportes y estadísticas que proporcionan in-formación de utilidad para la toma de decisiones vinculada a temas de contexto nacional y al interior de la Institución. En este sentido, se elaboraron diversos documentos e insumos vinculados a las tendencias globales en materia de Propie-dad Industrial; tendencias internacionales sobre estrategias utilizadas por oficinas de propiedad industrial en diversas partes del mundo; un análisis de la operación interna vin-culada al presupuesto, estudios para la proyección de la demanda de signos distintivos; invenciones y protección de los derechos de la propiedad intelectual; un estudio compa-rativo de tarifas de oposición en materia de marcas a nivel internacional; entre otros.
Strategic informationThe CPE generates reports and statistics that provide useful information for decision-making linked to issues at a nation-al and institutional level. In connection to this, several docu-ments were drafted and inputs linked to global trends in industrial property, international trends on strategies used by industrial property offices around the world, an analysis of the internal operation linked to the budget, studies for demand forecasting on distinctive signs, inventions and pro-tection of intellectual property rights, a comparative study of tariffs related to the opposition system on trademark matters at an international level, among others.

Establecimiento de las tarifas del IMPIComo parte de las funciones de la CPE se encuentra la ac-tualización y cálculo del costo de las tarifas de los servicios que ofrece el IMPI con el fin de estimar los ingresos nece-sarios requeridos para la operación y mantenimiento insti-tucional.
El proceso de actualización tarifaria se llevó a cabo con base en la información arrojada por el Modelo de Cálculo de Tarifas y Precios de Bienes y Servicios Públicos (ModIM-PI). Este se construye utilizando la información sobre la ca-pacidad instalada actual, el volumen histórico de servicios otorgados, la inversión actual y prevista, los costos y gastos de operación anuales y los factores de crecimiento con el objeto de determinar el ingreso necesario para la operación; del que se desprende que el catálogo de tarifas mexicanas mantiene su competitividad relativa con otros países y no requirió ajustarse durante el ejercicio 2017.
No obstante, se realizó la estimación de las tarifas de-rivadas de la posible adhesión de México al Arreglo de La Haya sobre Diseños Industriales, del que se derivan nuevos conceptos dentro del catálogo tarifario. En este sentido, la CPE realizó un estudio de caso para la inclusión de las tarifas por hojas en invenciones, así como las derivadas de la posi-ble adhesión de México al Arreglo de La Haya sobre Diseños Industriales. También, se estimó la demanda potencial y se hizo un análisis sobre la implementación de dicho acuerdo en otros países, para determinar las nuevas tarifas del ser-vicio.
Control internoLa Administración Pública Federal, a través de la Secre-taría de la Función Pública, establece un Modelo Están-dar de Control Interno y Lineamientos para la Adminis-tración de Riesgos Institucionales. Entre las principales actividades, destacan:
Establishment of fees for services provided by IMPI The CPE is taked with updating and calculating of the cost of the fees for the services offered by the IMPI, in order to calculate the required income for the operation and maintenance of the institution.
The Duties update process was carried out based on the information provided by the Model for Duties and Prices Calculation for public goods and services (ModIMPI). Which is built through the information on the current installed capacity, historical volume of services, current and forecasted investment, an-nual operating costs and expenses, as well as the growth factors to determine the revenue required to operate. Which in turn results in the Mexican fees catalog remaining competitive as compared to other countries and which did not required changes for 2017.
However, the estimation of the rates result-ing from Mexico’s possible accession to the Hague Agreement on Industrial Designs, was carried out as it results in new items within the catalog. The CPE carried out a case study for the inclusion of du-ties per sheet on patents, as well as those result-ing from Mexico’s possible accession to the Hague Agreement on Industrial Designs. Estimations on the potential demand and an analysis was made on the implementation of this agreement in other countries were also carried out to determine the new duties for the services.
Internal controlThe Federal Public Administration, through the Secre-tariat of the Civil Service, establishes a standard model for internal control and guidelines for risk manage-ment. Some of the main activities include:
Autoevaluación 2017Tiene la finalidad de fortalecer la cultura del autocontrol
y la autoevaluación, así como el análisis y seguimiento de las estrategias y acciones como un medio para contribuir a lograr las metas y objetivos. Durante el ejercicio 2017 se aplicó la autoevaluación de control interno con base en la Metodología para la Autoevaluación de Control Interno (MAECI).
Coordinación de la selección de los cinco procesos prio-ritarios (sustantivos y administrativos) susceptibles de ser objeto de autoevaluación vía el Sistema de Control Interno Institucional, conforme al análisis realizado en la Matriz de Criterios Adoptados, señalada en el Manual Administrativo de Aplicación General en materia de Control Interno (MAA-GCI). La evaluación se realizó a las Direcciones Divisionales de Marcas, Patentes, Protección a la Propiedad Intelectual y Administración. Con los resultados que arrojó este mecanis-mo, se establecieron acciones de mejora a las que se les dio seguimiento hasta su conclusión. Adicionalmente, con estos insumos se elaboró el Informe Anual del estado que guarda el Sistema de Control Interno Institucional.
Self-evaluation 2017With the purpose of strengthening the self-
control and self-evaluation culture, as well as the analysis and follow up of the strategies and actions as a means to contribute to the achieve-ment of goals and objectives. During 2017 the internal control self-evaluation was applied based on the methodology for Internal control Self-Eval-uation (MAECI).
Management for the selection of the five pri-ority processes (substantive and administrative) that can be subject of self-evaluation through the Institutional System of Internal Control, in accor-dance with the analysis carried out in the adopted criteria array, referred to in the Administrative Manual of General Application on Internal Con-trol Matters (MAAGCI). The evaluation was car-ried out on the Divisional Directorships of Trade-marks, Patents, Intellectual Property Protection, and Management. With the results of this mecha-nism, improvement actions were established and

En este contexto, se detectaron áreas de mejora insti-tucionales para fortalecer el control interno, orientadas a mejorar el conocimiento de los objetivos y metas institucio-nales por parte del personal.
Sistema de Administración de Riesgos Ins-titucionalLa CPE, como Enlace para la Administración de Riesgos Ins-titucional, coordinó el seguimiento del Programa de Trabajo de Administración de Riesgos, constituido por siete riesgos institucionales y 17 acciones de control.
Apoyó a las unidades administrativas que integran el IMPI en el análisis, detección y revaloración los riesgos insti-tucionales. En este contexto, cada área analizó los elemen-tos bajo sus funciones y se determinó el nivel de riesgo. Con este proceso, se identificaron, seleccionaron y replantearon aquellos riesgos que pudieran afectar directamente los ob-jetivos y metas institucionales.
Teniendo plenamente identificados y definidos los ob-jetivos y metas de la Institución, así como los procesos sustantivos por los cuales se cumplen los objetivos insti-tucionales, se realizó un replanteamiento del inventario de riesgos con un enfoque institucional, incluyendo la materia de corrupción. De los 8 riesgos que componían el inventa-rio de riesgos institucional en 2016, se concluyó bajar de la Matriz de Riesgos Institucional dos de ellos y adicionar uno relativo a “corrupción”. Cabe hacer mención que ninguno de ellos requiere atención inmediata. Dicha información se pre-sentó ante el COCODI, mediante los avances de atención de las 17 acciones de control, en cada una de sus sesiones, para mantener informado al Comité, y se utilizó la plata-forma electrónica para el archivo de documentos conocida como Sistema Interno de Administración de Riesgos Institu-cionales (SARI).

Institutional Risk Management SystemThe CPE, as Institutional Risk Management link, coordinated the monitoring of the Work Program for Risk Management, made up of seven institutional risks and 17 control mea-sures.
Support to the administrative units that integrate the IMPI in the analysis, detection and revaluation of institution-al risks. On this regards, each area analyzed the elements for which they are responsible to then determine a level of risk. It is by applying this process, that the risks that could directly affect the institutional goals were identified, select-ed and rethought.
Having fully identified and defined the objectives and goals of the institution, as well as its substantive processes which allow for the institutional objectives to be met, the inventory of risks with an institutional approach, including corruption, was revisited. From the 8 risks included in the in-stitutional risk inventory in 2016, it was concluded to lower the Institutional Risk Matrix for two of them and add one on “corruption”. It is worth mentioning that none of them requires immediate attention. Such information shall be pre-sented to the COCODI, through the progress of the 17 con-trol actions, at each of its sessions, to keep the Committee informed. In addition, it groups information about them in order to maintain the efficiency and effectiveness of the processes carried out by the administrative units attached to this Decentralized Pub-lic Agency, consistent with the objectives of the Industrial Property Law and other statutes. This information is public and contributes to the transparency of the schemes used by the IMPI to operate at a national and international level. The manuals are kept up-to-date to make them available to the operators of the areas and, thus, maintain quality operation standards. For this 2017, five areas updated their procedure manuals. The manuals are available on the IMPI website.
Manuales de organización y Manuales de procedimientosLa CPE se encarga de establecer las guías metodológicas para la elaboración de Manuales de organización y proce-dimientos del IMPI. Además, concentra información sobre los mismos con la finalidad de mantener la eficiencia y efi-cacia de los procesos que realizan las unidades administra-tivas adscritas a este Organismo Público Descentralizado, en congruencia con los objetivos de la Ley de la Propiedad Industrial y demás ordenamientos legales. Esta información es pública y contribuye a la transparencia de los esquemas bajo los cuales opera el IMPI a nivel nacional e internacional. Los manuales se mantienen actualizados para que sean del conocimiento de los operadores de las áreas y poder man-tener, así, estándares de calidad en la operación. Para este 2017, cinco áreas actualizaron sus manuales de procedi-mientos. El conjunto de manuales se encuentra disponible en la página web del IMPI.

5Los diversos agentes económicos, los pequeños y
medianos empresarios, los investigadores del mun-
do científico y tecnológico deben conocer el siste-
ma de propiedad industrial mexicano. Este apartado
contiene las diversas actividades que el IMPI lleva a
cabo para difundir el Sistema de Propiedad Industrial,
orientar a los usuarios y formar recursos humanos.
En estas labores, intervienen la Dirección Divisional
de Promoción y Servicios de Información Tecnológica
(DDPSIT) y la Dirección Divisional de Oficinas Regio-
nales (DDOR). Las Oficinas Regionales con las que
cuenta el IMPI son:

La Dirección Divisional de Promoción y Servicios de Infor-mación Tecnológica realizó 386 actividades, de las cuales. 370 se ubicaron en la Ciudad de México y en el Estado de México; 16 actividades se realizaron en el extranjero. Las actividades impulsadas por la Oficina Central del Instituto atendieron a 78,391 personas; con un promedio de 203 asistentes por evento.
Por su parte, la Dirección Divisional de Oficinas Regio-nales realizó 408 actividades de promoción. Entre ellas, se cuentan las conferencias que el Director General del IMPI realizó en 33 giras de trabajo por la República Mexicana.
The Divisional Direction of Promotion and Technological Information Services offered 386 activities, distributed as follows. 370 were located in Mexico City and the State of Mexico, while 16 activities were carried out abroad. The ac-tivities promoted by the Main Office of the Institute assisted 78,391 people; with an average of 203 attendees per event.

A continuación se presentan las actividades más rele-vantes en materia de promoción de la propiedad industrial a nivel federal:* Por cuarto año consecutivo, el Instituto organizó las “Jor-
nadas Expo Ingenio, Propiedad Industrial en Movimiento”. En 2017 se ofrecieron 4 Jornadas, cuyas sedes fueron Es-tado de México, Campeche, Baja California y Nuevo León. Se contó con una asistencia total de 7,944 personas quie-nes, a través de 26 Moléculas de Diálogo, tuvieron acceso a las experiencias y mejores prácticas de 121 panelistas y 23 casos de éxito.
The most relevant activities for fostering the culture of industrial property across the Nation were as follows:* For the fourth consecutive year, the Institute organized
the event “Jornadas Expo Ingenio, Propiedad Industrial en Movimiento”. In 2017, 4 editions were organized in State of Mexico, Campeche, Baja California and Nuevo León. With a combined attendance 7,944 people, com-prised 26 Dialogue Molecules, the public had access to the know-how and best practices of 101 panelists and 23 success cases.
* Del 11 al 15 de septiembre, en la Ciudad de Mé-xico, la Secretaría de Economía, a través del INA-DEM, organizó la Semana Nacional del Emprende-dor. El instituto participó con un stand institucional en el que se ofrecieron conferencias y asesoría; los funcionarios del Instituto también participaron como conferencistas en el programa principal del evento. En el stand, se ofrecieron 1,130 asesorías; se impartieron 33 pláticas -12 por parte del per-sonal del IMPI, 7 por casos de éxito e invitados, y 14 capacitaciones del programa “Tu marca en corto”. Entre las conferencias impartidas desta-can: “Registra tu Marca”, ”Por un México Original, Protección de la Propiedad Industrial”, “Registro de marca en línea”, “Caso de éxito: Mexicanitos”, “Sig-nos distintivos: el valor intangible de tu proyecto”, “Internacionaliza tu marca: Protocolo de Madrid”, y “Los diseños industriales”.
* Del 26 al 29 de abril se llevó a cabo el XXIXI Con-greso de la Asociación Mexicana de Directivos de la Investigación Aplicada y el Desarrollo Tecnológico (ADIAT), “Innovación, Clave de Clústeres Competiti-vos”, en la ciudad de Zacatecas, Zacatecas. El Institu-to participó con un stand, apoyó con la participación de un ponente de la OMPI y con ponencias del perso-nal. Adicionalmente, como parte del Comité Técnico, la DDPSIT elaboró la relatoría del evento.

The Institute participated with an in-stitutional stand where offered conferences and counseling was offered to the public; the staff of the Institute also participated as speakers in the main program of the event. The institute par-ticipated by setting up a stand and by providing a speaker from the WIPO, as well as consultancies from the staff. In addition, as part of the Technical Committee, the DDPSIT prepared the rap-port of the Congress.

* El Instituto participó en la mesa “La relevancia de la Pro-piedad Industrial en el ámbito internacional” en el marco de las 6tas Jornadas Jurídicas, organizadas por la Direc-ción Jurídica de Petróleos Mexicanos.
* El Instituto participó con un stand en Expo Licencias y Marcas 2017, organizado por ProMarca, donde se ofre-cieron 21 asesorías.
* En la Feria de los Pueblos Indígenas, organizada por la Comisión Nacional para el Desarrollo de los Pueblos Indí-genas (CDI), el personal del impi realizó tareas de promo-ción y se ofreció 401 asesorías en el stand institucional.
* El Instituto participó en la 3era Semana de Innovación en Salud, organizada por la Asociación Mexicana de Indus-trias de Investigación Farmacéutica (AMIIF).

Con el propósito de familiarizar al público infantil con la Pro-piedad Industrial y para impulsar la innovación y la creativi-dad, el IMPI implementó en México el programa “Ser Creativo con Póroro” con apoyo de la Organización Mundial de la Pro-piedad Intelectual (OMPI) y la Oficina Coreana de Propiedad Intelectual (KIPO). Durante 2017, se programaron 72 activi-dades de “Ser Creativo con Póroro”, con lo que se atendió a. 3,490 menores.
En Nayarit, la ORO, con apoyo del Consejo Estatal de Ciencia y Tecnología y la Dirección General de Radio y Tele-visión, impulsó la transmisión diaria de los tres episodios del programa por el canal 10 de la televisión estatal. Por su parte, la ORB llevó a cabo el taller “Capacitación para Póroro”, enfo-cado al personal del Centro Interactivo de Ciencia y Tecnolo-gía de Zacatecas (ZIGZAG). El taller se replicó en las ciudades de Salamanca, Guanajuato, Querétaro, Uruapan y Morelia. El programa también ha servido como base para la implemen-tación de “Fábrica de Inventos”, en el estado de Morelos.
With the purpose of acquainting Mexican children industrial property and to boost their innovative and creative potentials, IMPI implemented in Mexico the program “Be Creative with Pororo” with the support of the World Intellectual Property Organization (WIPO) and the Korean Intellectual Property Of-fice (KIPO). During 2017, 72 activities related to the program “Be Creative with Pororo” were organized with attendance by 3490 children.
In Nayarit, Western Regional Office promoted the syndi-cated broadcasting of all three episodes of the program on channel 10 of the state television with support from the State Council of Science and Technology and the General Direction of Radio and Television,. The ORB organized the workshop “Training Pororo”, for the staff of the Center on Science and Technology of Zacatecas (ZIGZAG). The workshop was repli-cated in the cities of Salamanca, Guanajuato, Querétaro, Cela-ya and Morelia. The program has also served as a basis for the implementation of “Invention Factory”, in the state of Morelos.

5.2 Durante septiembre y octubre, Grupo Sanborns ofreció a los comensales de su cadena de restaurantes el Festival Gour-met Sanborns Denominación de Origen. Durante los meses de septiembre y octubre, se ofreció un menú que resalta y combina los sabores y aromas de las tradiciones mexicanas a partir de platillos en los que incluye productos con Deno-minación de Origen tales como: Tequila, Mezcal, Arroz del Estado de Morelos, Vainilla de Papantla, Mango Ataulfo del Soconusco Chiapas, Chile Habanero de la Península de Yu-catán y Café Veracruz.
Se develó una placa con el logo del Instituto en El Pala-cio de los Palacios, para promover las denominaciones de origen Mezcal y Tequila. La leyenda de la placa es: “La De-nominación de Origen (DO) solo se otorga a los productos propios de ciertas regiones, cuyas condiciones geográficas, humanas y naturales permiten que sus características no se puedan replicar, como el Mezcal y Tequila, orgullosamente mexicanos. En El Palacio de Hierro ofrecemos con orgullo una selección con lo mejor de esta rica región”.
During September and October, Grupo Sanborns offered to patrons of the chain of restaurants the Sanborns Gourmet Festival Appellation of Origin. During September and Octo-ber, restaurants offered a menu that highlights and com-bines the flavors and aromas of Mexican traditions with dishes that include products protected with appellations of origin, such as: “Tequila”; “Mezcal”; “Arroz del estado de Mo-relos”; “Vainilla de Papantla”, “Mango Ataúlfo del Soconusco, Chiapas”; “Chile Habanero de la Península de Yucatán”; and “Café Veracruz”.
A commemorative plaque with the logo of the Institute was unveiled in the Flagship store of El Palacio de Hierro, to promote appellations of origin “Mezcal” and “Tequila”. The plaque reads: “Appelations of Origin (DO) are granted only to products from certain regions, with geographical, human and natural conditions that grant them with unique quali-ties, such as Mezcal and Tequila, which are proudly Mexican. At Palacio de Hierro we proudly offer a selection of the best of this rich regions”.
* El Programa “Sinergia de la Innovación Tecnológica” contó con 361 participantes. Las instituciones atendidas fueron: Universidad Autónoma del Estado de México, Universidad Panamericana, ITESM Campus Guadalajara; Parque Tec-nológico CIEN del ITESM; SEDECO Campeche, Universidad Justo Sierra; Universidad Centro Integral de Estudios Su-periores de Puebla, Laboratorios Birmex y Universidad de Guanajuato.
* El Programa “Forjando Innovadores Protegidos”, imple-mentado por la DDPSIT y la DDOR, se impartió en 42 instituciones de educación superior, centros de investi-gación, empresas y cámaras empresariales en distintos puntos del territorio nacional.
* El Programa de Cursos Presenciales en materia de Pro-piedad Industrial en las instalaciones de la Oficina Central del IMPI se impartió en dos fases: la primera del 16 de enero al 26 de junio; y la segunda, del 3 de julio al 11 de diciembre. En total se impartieron 48 cursos, con 1,495 asistentes, entre abogados, investigadores, estudiantes y empresarios. El promedio de asistentes por sesión fue de 31 personas.
* Las Oficinas Regionales ofrecieron 60 actividades de for-mación de recursos humanos. Adicionalmente, se llevaron a cabo actividades de capacitación para los usuarios del Estado de México en diversas instituciones, entre las que destacan: Universidad Autónoma del Estado de México, Tecnológico de Estudios Superiores (diversos planteles), Universidad Mexiquense del Bicentenario (en sus diferen-tes Unidades), Facultad de Estudios Superiores (FES) Ara-gón de la UNAM, Universidad Politécnica de Atlacomulco, y COMECyT, entre otros.

5.3 Entró en operación el Sistema de Citas para Asesoría en Propiedad Industrial en representaciones de la Secretaria de Economía y en el IMPI; mecanismo que sirve para que el usuario agende vía internet un encuentro con un especialis-ta del Instituto Mexicano de la Propiedad Industrial en las instalaciones de la Delegación Federal de la Secretaría de Economía, en el Estado de México y en las instalaciones del IMPI. El Sistema amplía los servicios que ofrecía el Sistema de Citas en Representaciones de la Secretaría de Economía y está disponible en todo el territorio nacional. Al igual que otras plataformas electrónicas del Instituto, el Sistema con-tribuye a una operación más cercana y eficiente en los servi-cios que ofrece el Instituto.
A nivel nacional se realizaron 76,400 asesorías en ma-teria de propiedad industrial en los distintos sectores y re-giones del país. La oficina central participó con 11,824 y 64,576 fueron atendidas las Oficinas Regionales.
The “Industrial Property Consultancy Appointments Sys-tem” entered into operation at the regional offices of the Secretary of Economy and central and regional offices of IMPI, a mechanism to assist the users in scheduling, through the Internet, a meeting with an IMPI specialist. The system builds upon the appointment services offered formerly of-fered at regional offices of the Secretary of Economy, avail-able across the national territory. Just like other electronic platforms of the Institute, the system contributes to a clos-er and more efficient operation of services offered by the Institute.
Nationally, 76,400 Industrial Property consultancy ses-sions were offered in various sectors and regions of the country. The Central Office participated on 11,824, while 64,576 were provided at regional offices.

La estrategia del Programa Anual de Comunicación Social (PCS) 2017 fue autorizada, en el ámbito de su competen-cia, por la Dirección General de Normatividad y Comunica-ción de la Secretaría de Gobernación (SEGOB) y se instru-mentó para informar sobre los servicios que proporciona el IMPI y para orientar a la ciudadanía sobre las diversas acti-vidades que realiza el Instituto para promover la cultura de la propiedad industrial.
Se ejecutaron dos campañas para el Programa de Co-municación Social 2017, la primera denominada “Fomento a la Innovación Protegida”, en su versión “Jornadas Expo Ingenio” con una vigencia del 12 de septiembre al 10 de noviembre y la segunda “Servicios Electrónicos” con dos versiones “Invenciones en Línea” y “Marca en Línea” que abarcaron del 27 de noviembre al 17 de diciembre de 2017.
The strategy for the annual Program of Social Communi-cation 2017 (PCS) was authorized, within its jurisdiction, by the General Direction of Norms and Communication the Secretary of Interior (SEGOB) and was implemented in or-der to report on the services provided by the IMPI and to provide guidance to the public on the various activities car-ried out by the Institute to promote the culture of industrial property.

5.3 The Institute collaborates with government agencies in all areas and at all levels of government. We also collaborate with universities and research centers, commerce, industry and business chambers, professional associations and social organizations. Fostering cooperation agreements and joint initiatives are important pathways to progress in the pro-motion of industrial property rights and in the creation of an intellectual property culture.
Some examples of inter-institutional agreements signed in 2017 are: • Cooperation Agreement with the National Association of
Performers (ANDI), aimed at working together in the pro-tection of the intellectual property rights of performers.
• Collaboration agreement with the National Citizen’s Ob-servatory, aimed at coordinating programs to promote and strengthen the culture of legality.
• In October, the Institute and GS1 signed a collaboration agreement to promote a culture of industrial property
Some of the activities carried out through Interinstitu-tional corporation were:• The Entrepreneurial Support Network (RAE) is a program
to bring together entrepreneurs and SMEs, and different government branches and the private sector, implement-ed by the National Institute of the Entrepreneur (INA-DEM), with the purpose of working on a strategy to fos-ter the growth of the entrepreneurial sector. Within the Support Network, the IMPI as an strategic ally, promotes a culture of industrial property rights protection for the entrepreneurs and SMEs, through linking and advice in the different procedures and services offered by the IMPI. In this context, during 2017 the Institute offered 999 consultancy sessions. The Institute also participated as a member of the Evaluation Committee for the National Entrepreneur Award.
Interinstitutional cooperation and relationships
5.5 Vinculación y cooperación interinstitucional
El Instituto colabora con organismos gubernamentales de todos los órdenes y niveles de gobierno. También colabo-ra con universidades y centros de investigación, cámaras comerciales, industriales y empresariales, asociaciones de profesionistas y organizaciones sociales. La promoción de acuerdos de colaboración y de iniciativas conjuntas son vías importantes para avanzar en la promoción de los derechos de propiedad industrial y en la creación de una cultura de propiedad intelectual.
Algunos ejemplos de convenios interinstitucionales sig-nados en 2017 son: • Convenio de Cooperación con la Asociación Nacional de In-
térpretes (ANDI), con la finalidad de trabajar conjuntamente en la protección de los derechos de propiedad intelectual de
los artistas intérpretes.
• Convenio de Colaboración con el Observatorio Nacional
Ciudadano, con el objetivo de coordinar programas tendien-
tes al fomento y fortalecimiento de la cultura de la legalidad.
• En octubre, el Instituto y GS1 firmaron un Convenio de Cola-
boración para fomentar la cultura de la propiedad industrial
En el ámbito de la cooperación interinstitucional, se des-tacan las siguientes actividades:• La Red de Apoyo al Emprendedor (RAE) es un programa
de vinculación entre los emprendedores y MiPyMEs, y di-
ferentes instancias gubernamentales y el sector privado,
instrumentado por el Instituto Nacional del Emprendedor
(INADEM), con la finalidad de trabajar en una estrategia que favorezca el crecimiento del sector emprendedor. En la Red
de Apoyo, el IMPI como aliado estratégico, promueve la cul-
tura de protección de los derechos de propiedad industrial
generados por emprendedores y MiPyME’s, a través de la
vinculación y asesoramiento en los diferentes trámites y ser-
vicios que ofrece el IMPI. En este marco, durante 2017 el
Instituto ofreció 999 asesorías. El Instituto también participó
como integrante del Comité de Evaluación del Premio Na-
cional del Emprendedor.
• El Instituto apoyó en la difusión, y participó en el jurado y ce-
remonia de premiación del Concurso Nacional Videojuegos MX, organizado por la Entertainment Software Association
(ESA). Esta edición contó con el registro de 409 proyectos
en distintas categorías.
• El Instituto participó en la feria “Fábrica de Negocios”, orga-
nizada por GS1. Se atendieron a 111 personas y se impartió
el panel “Concreta tu producto desde la idea hasta la produc-
ción”. También se ofrecieron capacitaciones en los Eventos
Branding en las ciudades de Guadalajara y Monterrey, por parte de las oficinas regionales Oriente y Norte.
• Con el objetivo de promover y apoyar la comunicación de la innovación científica y tecnológica en México, el Instituto colaboró con el Consejo Mexiquense de Ciencia y Tecnología (Comecyt), Clarke, Modet y Compañía de México, y la Asociación Mexicana de Directivos de la In-vestigación Aplicada y el Desarrollo Tecnológico (ADIAT), en la organización del 8º Premio de Periodismo sobre In-novación Científica y Tecnológica 2017.
• Dentro de la estrategia para el apoyo a franquicias del Instituto Nacional del Emprendedor (INADEM), la CPE, en representación del IMPI, participó como integrante del Comité Técnico de Evaluación de Franquicias para la convocatoria 4.2 “Formación Empresarial y Microfranqui-cias”, donde se evaluaron los proyectos sujetos de apoyo.
• The Institute supported in the dissemination, and partici-pated as jury and in the award ceremony of the National Video Games Contest MX, organized by the Entertain-ment Software Association (ESA). This edition had 409 projects in different categories.
• The Institute participated in the “Business Factory” fair, organized by GS1. 111 people were helped and we gave the talk “Make your product come true from idea to pro-duction.” We also offered trainings in the Branding Events in the cities of Guadalajara and Monterrey, through the regional East and North offices.
• With the aim of promoting and supporting the dissemina-tion of scientific and technological innovation in Mexico, the Institute collaborated with the Science and Technology Council for the State of Mexico (Comecyt), Clarke, Modet y Compañía de Mexico, and the Mexican Association of Directors on Applied Research and Technological Develop-ment (ADIAT), on the organization of the 8th Journalism on Scientific and Technological Innovation Award 2017.
• Within the framework of the franchise support strategy of the National Entrepreneur Institute (INADEM), the CPE, on behalf of the IMPI participated as a member of the Technical Committee for Franchise Evaluation Invita-tion 4.2 “Corporate Training and Micro-franchises”, where the projects eligible for support were assessed. El IMPI participó en diversas sesiones en donde se revisó que las empresas solicitantes, tengan marcas registradas y que éstas no se encuentren en litigio y/o embargo. En este periodo, el IMPI revisó distintas marcas, las cuales, al encontrarse en estatus vigente, pueden tener acceso a los fondos del INADEM, permitiendo mejorar los resulta-dos de la convocatoria orientada al desarrollo de franqui-cias en nuestro país.
Centros de Patentamiento (CePat)El IMPI tiene relación con 45 Centros de Patentamiento distribuidos en la República Mexicana. Durante 2017 se in-auguraron los centros de Patentamiento de la Universidad Autónoma del Estado de México y la Universidad Paname-ricana.
A fin de consolidar el trabajo realizado, el 26 de octu-bre se llevó a cabo la “Primera Reunión Anual de Centros de Patentamiento” en el Centro de Investigación en Química Aplicada (CIQA). El evento permitió conocer e intercambiar las mejores prácticas para la gestión de propiedad intelec-tual en los CePat, además de construir una red de trabajo mediante el Sistema de Centros de Patentamiento. En la reunión, se llevó a cabo el panel sobre casos de éxito donde se presentaron, el Instituto Nacional de Medicina Genómica (INMEGEN), el Instituto Mexicano del Petróleo (IMP), Con-sejo Estatal de Ciencia y Tecnología del Estado de Coahuila (COECYT) y CIQA, así como un encuentro de vinculación que contó con diversas mesas de trabajo en las que colabo-raron representantes regionales de los CePat y funcionarios de organismos gubernamentales.

Patenting Centers (CePat)The IMPI is related to 45 patenting centers distributed across the country. The patenting centers of the Univer-sidad Autónoma del Estado de México and the Universidad Panamericana were inaugurated in 2017.
In order to consolidate the work done the “First Annual Meeting of Patenting Centers” was organized at the Applied Chemistry Research Center (CIQA). The event was a forum to learn and exchange best practices for the management of intellectual property at the CePats, in addition to build-ing a collaboration network through the patenting system. During the meeting, there was a discussion panel on suc-cess cases with the presence of the National Institute of Genomic Medicine (INMEGEN), the Mexican Petroleum in-stitute (IMP), the State Council of Science and Technology of the State of Coahuila (COECYT) and CIQA, as well as a meeting which led to the creation of several work groups with regional representatives of the CePats and officials of government agencies.

5El IMPI cuenta con 123,541.353 acervos documentales sobre temas variados y en diversos soportes.
El 11 de agosto de 2017 se liberó el aplicativo desa-rrollado en conjunto por la Coordinación Departamental de Acervos Documentales (CDAD) y la Subdirección Divisional de Desarrollo de Sistemas (SDDS) de la Dirección Divisional de Sistemas y Tecnología de la Información (DDSTI). Esta herramienta ha servido para llevar el control de los acervos de la CDAD e integrar en un solo sistema, el control general de todos estos. A la fecha, se cuenta con 6,466 documen-tos capturados (5,527 CD/DVD, 8 libros y 93 gacetas).
Se reprodujeron 1,024 acervos (833 copias simples y 191 certificadas). 150 de estas reproducciones fueron para usuarios internos, mientras que 874 fueron para usuarios externos.
The IMPI has 123,541,353 items within its documentary col-lection on different subjects and media.
On August 11, 2017 we released an application devel-oped jointly by the Documentary Collection Department Management (CDAD) and the Divisional Directorship for System Development (SDDS) for the Systems and Informa-tion Technology Divisional Management (DDSTI). This tool has been used to manage the documentary collection of the CDAD and integrate it into a single system, the overall control of them. To date, there are 6,466 scanned documents (5,527 CD/DVD, 8 books and 93 newsletters).
1,024 items from the documentary collection were re-produced (833 non-certified copies and 191 certified copies). 150 of these reproductions were for internal users, while 874 were for external users.
