1.0 INTRODUCTION
T h i s Tank C h a r a c t e r i z a t i o n Plan (TCP) i d e n t i f i e s t h e i n f o r m a t i o n needed t o address r e l e v a n t i ssues concerning shor t - te rm and long-term sa fe s to rage and long- te rm management o f s i n g l e s h e l l t a n k 241-TX-101 (TX-101). It should be understood t h a t t h e v a r i o u s needs and issues surrounding t a n k TX-101 are e v o l v i n g as new i n f o r m a t i o n about t h e t a n k i s uncovered. As a r e s u l t o f t h i s p rogress ion , t h i s TCP addresses o n l y t h e issues t h a t , t o t h i s date, have been i d e n t i f i e d . It i s expected t h a t d e v i a t i o n s f rom t h i s p l a n may occur as a d d i t i o n a l i ssues o r needs a r i s e which impact t h e management o f t a n k TX-101. As necessary, t h i s TCP w i l l be r e v i s e d t o r e f l e c t those changes o r d e v i a t i o n s . T h i s p l a n r e f l e c t s t h e bes t i n f o r m a t i o n a v a i l a b l e as o f May 1996.
Tank TX-IO1 was cons t ruc ted between 1947 and 1948 and was p u t i n t o s e r v i c e i n J u l y 1949. I n i t i a l l y t a n k TX-101 rece ived metal waste. Dur ing t h e f o u r t h q u a r t e r o f 1953, supernatant was pumped t o tanks TX-106 and TX-115 i n p r e p a r a t i o n o f s l u i c i n g . The metal waste contained i n t h e t a n k was s l u i c e d i n 1954. Tank TX-101 was s l u i c e d again i n 1955, 1956, and 1957. The t a n k was dec la red empty i n t h e f i r s t q u a r t e r o f 1957. From t h e second q u a r t e r o f 1957 u n t i l t h e t h i r d q u a r t e r o f 1971, TX-101 i n t e r m i t t e n t l y rece ived Reduct ion Ox ida t ion (REDOX) waste. Also, f rom t h e second q u a r t e r o f 1971 u n t i l t h e second q u a r t e r o f 1976, TX-101 p e r i o d i c a l l y rece ived waste water. I n t h e t h i r d q u a r t e r o f 1976, t h e waste was c l a s s i f i e d as evaporator feed. I n t h e f i r s t q u a r t e r o f 1978, t h e waste was r e c l a s s i f i e d as non-complexed. From t h e t h i r d q u a r t e r o f 1979 u n t i l t h e f i r s t q u a r t e r o f 1980, t h e tank contained p a r t i a l l y n e u t r a l i z e d feed. I n t h e second q u a r t e r o f 1980, t h e waste was again c l a s s i f i e d as non-complexed. (Brev ick e t a l . 1995a). The t a n k i s sound and was l a b e l e d i n a c t i v e i n 1980. Tank TX-101 i s p a s s i v e l y v e n t i l a t e d and was i n t e r i m s t a b i l i z e d i n February 1984 w i t h i n t r u s i o n p r e v e n t i o n completed i n August 1984. (Brev ick e t a l . 1995b)
Tank TX-IO1 c u r r e n t l y conta ins a volume o f 329 kL (87 kga l ) , which i s e q u i v a l e n t t o 99 cm (39 i n ) o f waste as measured from t h e b a s e l i n e o f t h e tank.
T h i s t a n k i s n o t on any Watch L i s t .
Near-term sampling and a n a l y s i s a c t i v i t i e s a re focused on e i t h e r v e r i f y i n g o r changing t h e Watch L i s t t a n k s t a t u s , and i d e n t i f y i n g any new s a f e t y issues. Should any s a f e t y i ssues be i d e n t i f i e d , a d d i t i o n a l a n a l y s i s w i l l occur c o n s i s t e n t w i t h t h e i d e n t i f i e d issue.
I n a d d i t i o n t o t h e r e s o l u t i o n o f the s a f e t y issues, i t i s in tended t h a t a l l t a n k waste w i l l be s u b j e c t t o p re t rea tment and r e t r i e v a l t o prepare f o r f i n a l s to rage o r d isposa l . Present ly , these long-range p lans have y e t t o be f u l l y i d e n t i f i e d and are, there fore , n o t inc luded i n t h i s document.

2.1 GENERAL SAFETY ISSUES
The Tank Sa fe ty Screening Data Q u a l i t y O b j e c t i v e (Dukelow e t a l . 1995) descr ibes the sampling and a n a l y t i c a l requirements t h a t are used t o screen waste tanks f o r u n i d e n t i f i e d s a f e t y issues. A n a l y t i c a l requirements f o r t h e s a f e t y screening o f a tank are energe t i cs , t o t a l a lpha a c t i v i t y , mo is tu re content , dens i t y , and flammable gas concen t ra t i on .
2.2 SPECIFIC SAFETY ISSUES
2.2.1 Ferrocyanide

A l l 177 underground tanks must be vapor-sampled f o r organic so l ven t screening as pe r Recommendation 93-5 Implementat ion P lan (DOE-RL 1996). Some tanks may r e q u i r e a d d i t i o n a l vapor sampling due t o o the r program needs. These tanks may be c l a s s i f i e d i n t o f o u r ca tegor ies : (1) those tanks which are t o be r o t a r y mode core sampled (as a consequence of t he r o t a r y sampling system exhaust pe rm i t requi rements) ; (2 ) tanks on t h e Organic or Ferrocyanide Watch L i s t s ; (3 ) tanks i n C farm; and (4) t ank 241-BX-104, due t o vapor exposure. However, i f the general sa fe ty screening o f tank TX-101 i d e n t i f i e s a p o t e n t i a l c r i t i c a l i t y concern, analyses f o r f i s s i l e ma te r ia l s and neutron sorbers and poisons w i l l be performed as i d e n t i f i e d i n the sa fe ty screening data q u a l i t y o b j e c t i v e (DQO).

Tank TX-101 has no t been i d e n t i f i e d as a bounding tank f o r pretreatment/ d isposal process development s t ra tegy (Kupfer e t a l . 1995). A l l tanks were p r i o r i t i z e d us ing the pretreatment s t ra tegy i n the Tank Waste Charac te r i za t i on Plan and Basis (Brown e t a l . 1995) document and a p o r t i o n o f arch ive sample ma te r ia l could be used f o r pretreatment t e s t i n g i f ava i l ab le . The s t ra tegy does no t r e q u i r e any s p e c i f i c analyses t o be done on the samples.

2.6 HISTORICAL MODEL EVALUATION
Bounding tanks and data requirements f o r h i s t o r i c a l model evaluat ions are found i n H i s t o r i c a l Model Evaluat ion Data Requirements (Simpson and McCain 1995). Tank TX-IO1 i s no t i d e n t i f i e d as a primary bounding tank f o r h i s t o r i c a l model evaluat ions.

3.0 HOW INFORMATION WILL BE OBTAINED
The number of samples required to characterize a tank is a function of waste heterogeneity and the desired confidence to make a correct decision. directed by the safety screening DQO, if inadequate information exists to determine an appropriate number of samples, two vertical profiles will be obtained. These vertical profiles may be obtained using core, auger (for shallow tanks), or grab samples. If analysis of these profiles reveals that additional profiles are necessary to meet data needs, more sample profiles will be requested. Prior to rotary sampling it is necessary to vapor sample the tank per the requirements of Rotary Core Vapor Sampling Data Quality Objective (Price 1994).
