WHAT IS A HTT CAVITY?
The Cavity Insulation Guarantee Agency
What is a HTT Cavity?
• Term coined by DECC to identify properties that are
more difficult to treat for technical or cost reasons.
• Higher costs means that they were not treated in
earlier Supplier Obligations.
• Extending benefits of CWI to householders in hard to
treat properties is a Particular focus of the Energy
Company Obligation (ECO) and Green Deal.
– HTT Cavities a primary measure under CERO
• Defined in “The Electricity and Gas (Energy Companies
Obligation) Order 2012” Statutory Instrument.
• Further Guidance included in the OFGEM “Energy
Companies Obligation (ECO) 2012 - 2015: Guidance for
Suppliers”

The HTT Opportunity - Si
• (i) 3 or more storeys where each storey has cavity
walls;
• (ii) which a chartered surveyor has reported is not
suitable to insulate with standard insulation material or
techniques;
• (iii) which a chartered surveyor has reported is not
suitable to insulate without substantial remedial works;
• (b) a cavity within a cavity wall which is less than
50mm wide;
• (c) a cavity found in homes of prefabricated concrete
construction or with metal frame cavity walls; or
• (d) an uneven cavity formed in walls constructed of
natural stone or from natural stone outer leaf and
block or brick inner leaf;

Identification -GD Assessment
• RdSAP covers 3 issues in relation to hard-to-treat
flaged on EPC – access, narrow cavity and exposure:
– Access issue is indicated for any façade where it is
not possible to safely pitch a 5 metre.
– A narrow cavity is indicated by a stretcher bond
brick pattern with wall thickness 220 to 250 mm.
– Exposure zones 3 or 4.
• Includes cases where at least 1 elevation is HTT.
• BUT:
– Does not map to ECO HTT definitions.
– Does not capture main addressable markets ie

• A building of 3 or more storeys of cavity wall is HTT.
• Includes basement with external wall exposed to the
air but excludes Lofts.
• Buildings up to 12m can filled under current approvals.
• In the case of buildings over 12m System Designer must
have a BBA approved procedure to issue height waivers
and additional CIGA requirements apply for issue of
CIGA HTT Guarantee.
• Can be notified under CWISC CP scheme.

is not suitable to treat without substantial
remedials works is HTT
• Covers a wide range of defects and
structural issues.
• Standard construction and cavities, but CWI
cannot be installed until defects rectified.
• Includes removal of failed cavity or solid
wall insulation - but if covered by a
guarantee then savings from its
replacement cannot be claimed under ECO

Narrow Cavities
• A wall that has a section of cavity which is <
50mm wide is a hard-to-treat cavity wall.
• HTT Guarantee available where an approved
System used and can be notified under CWISC
CP Scheme.
• Currently some systems are approved down to
nominal minimum of 40mm.
• Each wall must be considered separately.
• CS report not required, but OFGEM looking at
evidence required to show that each elevation
claimed was <50mm.

a HTT Cavity.
• Can be determined by whether a CIGA Guarantee

• CIGA HTT Guarantee available where:
– System approvals exist for technique
– Assessors and Technicians are trained by the
System by the System Supplier;
– Appropriate controls are in place to allow
identify properties to aid investigation if any
problems are reported.

Future Developments
• ECO Statutory Instrument imposes onerous requirements for claiming HTT cavities.
• In some cases includes report by a Chartered Surveyor and specific recommendation of a treatment
• Unproven, and work ongoing to develop alternative approaches that will provide greater safeguards.
• Centred on proposed BBA policy to assess and card HTT Assessors coupled with CIGA guidance and provision of CIGA HTT Guarantee.
• Requirement for CS hard wired in Si - so will require DECC change to legislation.
• Additional Issues:
– Monthly reporting by end of month following works.
– Uncertain monitoring requirements of Suppliers – evidence that Guarantee applied for etc.

Conclusion
• HTT cavities now defined
• OFGEM Guidance imposes some challenges but still
represents a significant opportunity
• Addressing all of the HTT markets will depend on R&D,
testing/approvals of systems and availability of
guarantees.
• CIGA HTT Guarantee now “live”
• Ongoing development of CIGA assessment and
installation templates and Technical notes.
• CIGA training being rolled out.
• Ongoing work to simplify ECO HTT requirements
