OPEN GOVERMENT is a synonym for various public policy visions and concepts geared towards increasing transparency, par-ticipation and cooperation.
Open government is the governing doctrine which holds that citizens have the right to access documents and proceedings of the government and allow for effective public oversight. In its broadest construction, it op-poses reason of state and other considera-tions, which have tended to legitimize extensive state secrecy.

In 2009, the Obama Administration released three memoranda related to transparency in government: one focused on administration of the Freedom of Information Act (FOIA), focu-sed on transparency and open government, and finally an Open Government Directive (OGD). Data.gov web page is a gateway for government agencies in publishing their data to society. Nowadays 83 government agencies and 291 publishers deliver data to the portal.
Open Data topic is under research worldwide (US, Canada, UK, Germany, Austria, France, Denmark, Switzerland, Germany Austria) to exploit its potential. Also EU made important steps to get closer to open data idea by introducing INSPIRE and Public Sector Information (PSI) di-rectives
