BackgroundSince 2003: Chinese government has taken a series of measures to curb road accidents
In 2004: Ministry of Transport launched the Highway Safety Enhancement Project (HSEP)

Highway Safety Enhancement Project (HSEP)
In 2007, country roads were incorporated into the HSEP.
Theme: Eliminating potential risk, cherishing life.
Task: Handle the dangerous sections on national and provincial highways, such as sharp curve, steep slope, continuous downgrade, poor sight distance, and dangerous roadsides.
Measure: Comprehensive countermeasure, with traffic engineering at the core.
Target: Minimize road traffic casualties and reduce fatality rate.

Outcome of the HSEP
Accumulated investment about 20 billion RMB.
Dealing with over 424,000 sections with potential risk, 134,000 km in total.
The implementation of the HSEP greatly enhanced road safety.
In 2005, the run‐off‐the‐road accidents with 3 fatalities and above in one
accident in road transportation enterprises decreased by 45.8% compared with
the previous year.
According to the sample survey on 219 sections/5,625km covered in the project,
annual traffic accident, annual fatalities and annual injured decreased by 69.74%,
81.49% and 72.29% respectively after the third year of the HSEP implementation.

After the implementation of the HSEP in 2010, the accident rate of all accidents and
serious accident per 100 million vehicle kilometers decrease by 23.3% and 33.1% respectively
compared to average of the first 3 years before the HSEP implementation .
