HACETTEPE UNIVERSITY FACULTY OF MEDICINE
EXAM APPLICATION AND EVALUATION DIRECTIVE
FIRST CHAPTER
Objective, Content, Definitions
OBJECTIVE
Article 1 – (1) The objectives of this directive are to organize rules regarding the exams and
evaluation of these exams hold at Hacettepe University Faculty of Medicine Undergraduate
level, identifying the pre‐exam and during exam obligations of the students, ensuring exam
environment, ensuring the exam rights of the students, identifying the responsibilities of the
faculty members regarding exam applications and the rules and regulations to be obeyed by
the students and the faculty members.
CONTENT
Article 2 – This directive covers procedures and principles of the exam application and
evaluation activities aimed at all the undergraduate students of Hacettepe University Faculty of
Medicine and the faculty students who are studying within the terms of agreements with
Domestic and Foreign Boards of Higher Education, European Union Student Exchange Programs
and Board of Higher Education Student Exchange Programs.

Article 3 – This directive is prepared based on the decrees of Hacettepe University Faculty of
Medicine Education and Examination Regulations.

Exam: All kinds of exams (large group exams, small group exams, final exams at the end of the
year, training exams, electronic exams etc.) applied at the Hacettepe University Faculty of
Medicine undergraduate education,
Exam Attendants: Head of the exam room and invigilators.
SECOND CHAPTER
Exam Application
Organizing the Exams
Article 5 – (1) The exams of term I,II,III large group courses are organized by the related exam
coordination office, exams of the small group courses are organized by the related department
head, the training exams of the term IV and V are organized by related department head or
training mentors.
(2) In the terms I, II and III, the preparations of the course committee, term final and term make‐
up exams are made by the related term coordination offices in accordance with the designated
academic calendar at least three weeks before the exam dates. Exam days are announced on
the faculty website at the beginning of every academic year and the hours and places of the
exams are announced to students most lately two days before via bulletin boards and e‐mails.
Designating Exam Attendants
Article 6 – (1) In the terms I, II, III, IV and V, exam attendants are designated by the related
department heads at the term coordinators’ requests. When assigning exam attendants their
academic titles or their administrative duties, if they have, are taken into consideration whether
they will be assigned as the head of the exam room or invigilator. The Deanship or related Term
Coordination Offices inform assigned exam attendants about the date and place of the exam.
Small group exam attendants are assigned by the head of the department holding the exam.
(2) In the exam rooms with up to 30 students there must be at least two exam attendants, and
with more than 30 students, there must be at least three exam attendants at least one of which
must be a faculty member.
Exam Form
Article 7 – (1) Course committee of the terms I, II and III large group exams can be multiple
choice, open ended, mixed or electronic. Small group exams are hold in the form which the
related department finds suitable, preparation and application of the exams are conducted by
the departments.
(2) Term IV and V training exams are hold in the form which the related department finds
suitable, preparation and application of the exams are conducted by the departments.
Preparation of Questions
Article 8 – (1) In the terms I, II, III, IV and V, for all the multiple choice exams, exam questions
must be prepared in more than one group.
(2) In the terms I, II and III, for every exam, questions are requested from departments by the
Term Coordination Offices or the related course committee heads most lately 3 weeks before
the exam.
(3) Exam questions must be compatible with the learning objectives. When exam questions are
requested from faculty members, they may be asked to associate each question with the
related learning objective. Questions must be comprehensive of the learning objectives and
must be distributed in a balanced way in terms of course subjects.
(4) In multiple‐choice questions, each question must have five options and one correct answer.
“all of the above” and “none of the above” may not be used as options in a single question.
(5) Questions are required to be verifiable with international sources.
(6) Attention should be paid about not asking the same questions that have been asked in
previous exams.
EXAM DURATION
Article 9 – (1) If all the parts of the written examination is in the multiple‐choice form, there
must be at least 50 questions when the total theoretical course duration is 40 class‐hours or
over in the course committees or trainings but when the total theoretical course duration is less
than 40 class‐hours there must be at least 40 questions. The related Term Coordination Office,
according to the content of the exam, designates the duration of the exam.
Pre‐exam Actions
Article 10 – (1) Term coordinators, course committee heads or training mentors who organizes
the exam designate the number of the questions to be prepared by the faculty members who
are teaching in the course committee or trainings and the delivery date and inform the related
department head at the beginning of the course committee or training. Faculty members at the
departments are required to deliver the questions that they are asked to prepare in due time.
The department heads sends the questions prepared by the faculty members to the
coordination offices. The faculty members who prepare the questions and organize the exams
are responsible for ensuring the safety of the questions by taking necessary precautions.
(2) Before sending the question prepared by the faculty members to the coordination offices,
the questions are reviewed in a department meeting participated by faculty members. In the
meeting, the questions are evaluated in terms of their compatibility with learning objectives,
whether they serve as a clue for the other questions in the exam, whether the same question is
asked etc.
(3) At least one week before the exam, the question booklets are checked by the faculty
members assigned by the Department Heads at the related Term Coordination Offices.
(4) Before the exams, the related term coordinators prepare the attendance forms of the
students and announce them on the bulletin boards or via e‐mail.
(5) Exam rooms are opened at least 30 minutes before the exam starts and closed at the end of
the exam. The clocks in the exam rooms are controlled by the related term coordination to see
if they work properly.
Responsibilities and Duties of the Exam Attendants
Article 11 – Exam attendants;
(1) are responsible for taking all kinds of precautions in order to conduct the exam and ensure
the order and peace of the exam. Head of the exam room has the primary responsibility for
conducting the exam in accordance with the decrees of this directive in order.
(2) receive the exam documents by signature from the related term coordination offices at least
30 minutes before the exam starts and be ready at the exam room at least 25 minutes before
the exam starts. Accepts the students into the exam room by id check and seats them according
to the pre‐designated seating plan. Id cards except for student id with photograph, national id
card, driving license and passport are not accepted and students with an invalid id card are sent
to the related term coordination office. The student whose id is verified at the term
coordination office can be accepted in the exam room with a signed document given to
her/him. Students whose ids cannot be verified by the related term coordination offices are not
allowed to take the exam. The student whose names are not in the exam room list are not
allowed to take the exam by the attendants.
(3) explain the rules to be obeyed by the students before the exam starts. The explanations on
the cover pages of the exam booklets regarding the conduct of the exam are required to be
announced to the students. Exam booklets and answer sheets are delivered to the students
individually.
(4) may not interfere in the content of the exam and answer the questions about the exam
questions by the students throughout the exam but may warn students or make
announcements to them. Note the complaints of the students about the physical exam
conditions and objections regarding mistakes in fact down the exam record sheet.
(5) responsible for checking whether the student signing the exam attendance list is the same
with the exam taker.
(6) during the exam announces the time left periodically to the students by writing on the
board or orally . During the exam, students are forbidden to use any kind of device including
watch for any reason. Wall clocks are used during the exam.
(7) may keep the personal belongings of the students in till the end of the exam if considers
necessary.
(8) may not leave the exam room during the exam and may not deal with anything else
(listening to music, reading book, mobile phones, pc etc. ) except for the invigilating .
(9) may not make a noise disturbing the students or talk on the mobile phone with each other.
(10) students are not allowed to leave the exam room without delivering their exam booklets
and answer sheets. During the exam, students are not allowed to leave for any excuse
(restroom etc.). In case of emergency they are allowed accompanied but in that case, the
students’ exam is deemed incomplete and till the end of the exam s/he is kept in the exam
room or in another room.
(11) count the delivered exam booklets and answer sheets at the end of the exam, confirms that
the number of the exam takers on the exam record sheet and the number of the delivered exam
papers are the same. Signs the exam record sheet and delivers all the exam documents to the
related term coordination office by signature.
(12) are responsible for informing the Deanship about any situation or person preventing
him/her from performing the duties and responsibilities described in this directive with a
record.
(13) inform the Deanship about any student or students who communicated or trying to
communicate with him/her noncompliantly before the exam.
(14) with a valid excuse they can hand their exam duty over somebody else before the
invigilation date by informing the Deanship. The faculty members who don’t follow this
procedure while handing their duties over are considered unfulfilled their duties.
(15) control whether the students bring forbidden devices in the exam room, take them from
the student, keep them and hand in at the end of the exam. On the condition that the student
doesn’t want to hand in the device, the case is recorded and the student is made to leave the
exam room.
(16) collect the exam booklets and answer sheets at the same time. Be attentive about group
differences between answer sheets and exam booklets and missing papers. Record the students
with missing booklets or answer sheets.
Activities to be Done in case of Disciplinary Actions or Cases
Article 12 – (1) Exam attendants designate the pre‐exam, during‐exam and after–the‐exam
disciplinary actions and cases before the exam and inform the Deanship about the students who
commits these actions.
(2) Exam attendants who determines disciplinary or/and disturbing actions or cases prepare a
record of the case including the identity information of the student and every detail of the case
by taking the student’s exam booklet and answer sheet. Add the clear identities of the
witnesses to the report. Testimony is not based on voluntariness. Head of the exam room
designates the witnesses among the other exam attendants or/and other students.
(3) Exam attendants are entitled and supposed to confiscate every stuff, every device, tool or
publication that can be evidence for disciplinary actions and cases during the exam.
The stuff confiscated is specified in the record and delivered to the Deanship through the Term
Coordination Offices. When it is impossible to confiscate the evidence of cheating exam
attendants adds the visual example of the evidence in the record. In case the student resists
giving the evidence or hinders getting the visual example, this case is specified in the record.
When cases as cheating via private property are detected the property in question is
confiscated without the student’s consent. If the student does not let confiscation what the
evidence is and why the evidence could not confiscated is specified in the report with details.
Exam Duties and Responsibilities of Term Coordinators, Assistants and Course Committee Heads
Article 13 – (1) Request the exam questions from the departments before the exam.
(2) Supposed to prepare the exam booklets according to the directive, printing the explanations
about the exam on the booklets and ensure their impression.
(3) Be present at the Term Coordination Offices at the exam time and control the exam room.
(4) Help the exam attendants responsible for conducting the exam, informs them about the
exam rules and duration before the exam.
(5) Receive the exam documents from the exam attendants at the end of the exam. Pass the
answer sheets over to exam evaluation unit in order to be evaluated.
Rules to be Abided by the Students
Article 14 – (1) Students are supposed to be present out of the exam room at least 30 minutes
before the exam and they are seated by the exam attendants according to the seating plan.
(2) In the first 15 minutes of the exam the students who are late are accepted in the exam but
they are not given extra time.
(3) Students may not leave the exam room until the end of the exam.
(4) Students are supposed to bring their photo id cards (student card, national id card, driving
license or passport) with them to the exam. Students are supposed to put their valid id card on
the table and keep it here throughout the exam.
(5) Students may not take the exam in an exam room except for the one that their names are
announced for beforehand. The students whose names are not in the lists inform the Deanship
about the situation and they ensure that their names are added to the list. In case such a
situation arises just before the exam the students are supposed to apply the related Term
Coordination Office and take the exam with the signed document given to them.
(6) Students are supposed to abide by the instructions and warnings by the exam attendants
regarding the order of the exam and behave in a respectful manner to the exam attendants.
Contrary behavior will be considered in the frame of Disciplinary Regulations.
(7) Students may not bring any kind of communication devices such as watches, mobile phones,
cameras and voice or visual record devices in the exam room. Even they are turned off; the
students detected with such devices will be taken action on in attempt to cheating. The
students may not use any kind of device including watches in no case during the exam.
(8) Student may bring pencil, eraser, pencil sharpener, handkerchief, and food and water on
condition that they do not disturb other students and leave any garbage. Except for the ones
listed here, no other stuff is allowed in the exam rooms.
(9) Exam starts with the announcement of the exam attendants and delivery of the exam booklets. Making use of a forbidden source (lecture notes, books etc.), looking at another student’s booklet, answer sheet or exam paper, showing them to the others, communicating with another student orally or in a written way, talking, making noise, disturbing others and such like behaviors during the exam are regarded as cheating and student’s paper is confiscated and an official record is kept. (10) Students may ask for permission to speak about the subjects( physical exam conditions, objections to mistakes about exam questions) that they want to communicate to the exam attendants and if they are permitted they may ask their questions without disturbing the other students. (11) In the multiple–choice exams, the answers are marked relevantly on the answer sheet (optic form). The marks on the booklets are not taken into consideration and evaluated. Each student is supposed to write and mark his/her student id information, student number, and exam group correctly on the exam booklet and answer sheet.
THIRD CHAPTER
Evaluation of and Objection to Exam
Article 15 – (1) Students are supposed to make their objections regarding the exam questions in two days at the latest after the exam, in writing, to the Term Coordination Offices. (2) Objections are examined by the department or by the faculty member who prepared the question. The faculty member who prepared the question makes the last decision concerning the cancellation or changing the option of the question. (3) In the evaluation of multiple‐choice exams each incorrect answer subtracts ¼ point from one correct answer. (4) In case of detecting a mistake in exam questions, the cancelled questions are kept out of evaluation and evaluation is made over the remaining questions. (5) In the exams including multiple‐choice questions, before the grades of the students are announced, item difficulty and item discrimination index values of each test question are specified. The questions of which item difficulty and item discrimination index values are specified are sent to the departments for a last control and ensured to be examined by the faculty member who prepared the question. In case there are cancelled questions or the ones with changed options, the exam is reevaluated according to the Article 15 – (4).
(6) The answer sheets (optic forms) of the students are read by two separate optic readers, however, the optic forms that the optic reader couldn’t see or read as marked weakly or marked with a pen or etc. instead of a soft black pencil are not treated manually. Answer sheet (optic form) is evaluated as read by the optic reader. (7) Students are supposed to make their objections regarding mistakes in the exam results in 7 days at the latest after the results are announced in writing to the Term Office Coordination Offices. If a mistake is detected then the score of the student is changed. Except for the mistakes no amends are made in the scores. (8) Exam papers and /or records are stored up for two years. Term of Office of the Administration and Members of the Commission: UEIGK holds the presidency of the Commission. Commission elects a vice president and a judicial clerk in order to assist the president. In the absence of the President, Vice President holds the Commission Presidency. Term of office of the Commission members is two years. A member whose term of office ends may be reelected.
Missions of the Commission: Article 5. For the purpose of increasing the international visibility of Hacettepe University and its rank in World University Rankings:
Evaluates the international process regarding our University and its international standing.
Generates concrete proposals about possible new applications.
Study for the enhancement of the process (especially acquiring data and evaluation).
Organizes acknowledgement meetings for monitoring the process (especially of the process to be carried out with QS).
Examines the subjects directed by the Rectorate, prepare reports and states opinions and proposals.
Presents reports and proposals to the Senate and university administration.
Working Methods of the Commission:
Meets once a month in an orderly manner. Organizes additional meetings if necessary.
Besides, continues its works via e‐mail and other communication channels.
Works by forming sub commissions (For example IUA, EUA, EMUNI and EUA – Graduate Education Memberships, Continental Projects and Programs such as AHELO etc.), If necessary.
Cooperates with the similar commissions of other universities or with related shareholders and exchange opinions with them where necessary.
Commission gathers with majority of the members and take decisions with majority of members.
The membership of a member who does not attend the works of Commission 3 times in row expires automatically.
