1.1. Background
It is understood that a development application is to be lodged with Blacktown City Council (Council) for the proposed
modifications of the existing Woolworths Sydney Refrigerated Distribution Centre (SRDC) at 69 Sargents Road,
Minchinbury. The proposed development incorporates the following changes.
• Creation of new internal slip lane to provide separate entry for light vehicles and trucks
• Relocation of the site’s truck access control and gatehouse
• Relocation of pedestrian entry and pedestrian traffic signal system within the site’s internal road network
• Expansion and consolidation of existing car parks to a single car park which will provide a total of 718 car parking
spaces, inclusive of 12 accessible spaces
• Relocation and reconfiguration of B-Double and semi-trailer truck parking on the west of the site
• Other internal works to relocate truck wash, workshop, maintenance sheds, and weighbridge
• Other landscaping and pavement works.
GTA Consultants (GTA) was commissioned by Woolworths Group in April 2019 to undertake a transport impact
assessment for the proposed development.
1.2. Purpose of this Report
This report sets out an assessment of the anticipated transport implications of the proposed development, including
consideration of the following:
• existing traffic and parking conditions surrounding the site
• suitability of the proposed parking in terms of supply (quantum) and layout
• the traffic generating characteristics of the proposed development
• suitability of the proposed access arrangements for the site
• the transport impact of the development proposal on the surrounding road network.

2.1. Location
The subject site is located at 69 Sargents Road, Minchinbury. The site comprises approximately 21 hectares and has a
frontage of approximately 450 metres to Sargents Road. The site currently has a B5 Business Development land zoning
and is currently occupied by the Woolworths SRDC.
The surrounding land predominantly comprises industrial uses.
The location of the subject site and its surrounding environs is shown in Figure 2.1, while the LEP land zoning map is
shown in Figure 2.2.

2.2. Transport Network
2.2.1. Road Hierarchy
Roads are classified according to the functions they perform. The main purpose of defining a road’s functional class is
to provide a basis for establishing the policies which guide the management of the road according to their intended
service or qualities.
In terms of functional road classification, State roads are strategically important as they form the primary network used
for the movement of people and goods between regions, and throughout the State. Roads and Maritime Services
(Roads and Maritime) responsible for funding, prioritising and carrying out works on State roads. State roads generally
include roads classified as freeways, state highways, and main roads under the Roads Act 1993, and the regulation to
manage the road system is stated in the Australian Road Rules, most recently amended on 19 March 2018.
Roads and Maritime defines four levels in a typical functional road hierarchy, ranking from high mobility and low
accessibility, to high accessibility and low mobility. These road classes are:
Arterial Roads – Controlled by Roads and Maritime, typically no limit in flow and designed to carry vehicles long
distance between regional centres.
Sub-Arterial Roads – Managed by either Council or Roads and Maritime under a joint agreement. Typically, their
operating capacity ranges between 10,000 and 20,000 vehicles per day, and their aim is to carry through traffic between
specific areas in a sub region or provide connectivity from arterial road routes (regional links).
Collector Roads – Provide connectivity between local sites and the sub-arterial road network, and typically carry
between 2,000 and 10,000 vehicles per day.

Local Roads – Provide direct access to properties and the collector road system and typically carry between 500 an d
4,000 vehicles per day.
2.2.2. Surrounding Road Network
Carlisle Avenue
Carlisle Avenue is a State Road and runs north-south, to the west of the site It is a two-way road with 1 lane in each
direction, set within an approximately 9 metres wide carriageway.
No kerbside parking is permitted along Carlisle Avenue.
Carlisle Avenue is shown in Figure 2.3 and Figure 2.4.

Sargents Road
Sargents Road is a Local Road which provides access to the site. It runs both north -south and east-west, joining at a
roundabout which forms the primary entry to the site. It is generally a two-way road with 1 lane in each direction and
limited kerbside parking. The carriageway is approximately 13 metres in width.

2.2.3. Surrounding Intersections
The following key intersections currently exist near the site:
• Sargents Road roundabout (unsignalised).
2.3. Traffic Volumes
GTA commissioned traffic movement counts on at the site access on 30 May 2019 during the following peak periods:
• 7:00am and 9:00am
• 4:00pm and 6:00pm.
The AM and PM peak hours were found to occur from 7:45am to 8:45am and 5:00pm to 6:00pm respectively, with traffic
volumes summarised in Figure 2.7. Full survey results are contained in Appendix A.

2.4. Intersection Operation
The operation of the key intersections within the study area have been assessed using SIDRA INTERSECTION, a
computer-based modelling package which calculates intersection performance.
The commonly used measure of intersection performance, as defined by the Roads and Maritime, is vehicle delay.
SIDRA INTERSECTION determines the average delay that vehicles encounter and provides a measure of the level of
service.
Table 2.1 shows the criteria that SIDRA INTERSECTION adopts in assessing the level of service.

Table 2.2 presents a summary of the existing operation of the Sargents Road roundabout, with full results presented in
Appendix B of this report.

As illustrated in Table 2.2, Sargents Road roundabout and the car park exit currently operate well with minimal queues
and delays on all approaches for both the AM and PM peak periods.
2.5. Car Parking
Existing car parking in the SRDC is comprised of two car parks, being a larger car park (car park 1) in the north-west
corner of the site, and a smaller car park (car park 2) with adjacent overflow parkin g located south of the larger car
park.
The existing parking provided on site comprises:
• Car park 1: 440 spaces (inclusive of 8 accessible spaces)
• Car park 2: 60 spaces (inclusive of 0 accessible spaces)
• Car park 2 overflow: 80 spaces (approximate only).
Truck parking is also present throughout the site in the form of a mixture of angled bays, 90-degree bays, and loading
docks.
Access and egress to/from the car parks are secured via boom gates.

2.6. Public Transport
Public transport is very limited within the vicinity of the site, with bus services as the only form of public transit .
A review of the public transport available near the site is summar ised in Table 2.3 and shown indicatively in Figure 2.8.

2.7. Walking and Cycling Infrastructure
Pedestrian paths are located on the northern side of Sargents Road (running east-west) and the eastern side of
Sargents Road (running north-south).
No marked pedestrian crossings are present in the vicinity of the site. Refuges in the splitter islands of the Sargents
Road roundabout provide a crossing facility along the north and south-western approaches.
The level of pedestrian infrastructure in the area is typical of the surrounding land uses which predominantly experience
significant car and heavy truck traffic, with little pedestrian movement external to sites.
No dedicated cycling infrastructure is provided within the vicinity of the site. No cycleways or shared paths are present,
however, wide roads provide access for cyclists.

3.1. Proposal
The proposal includes the following modifications to the existing SRDC:
• Creation of new internal slip lane to provide separate entry for light vehicles and trucks

• Relocation of pedestrian entry and pedestrian traffic signal system
• Expansion and consolidation of existing car parks to a single car park which will provide 718 car parking spaces,
inclusive of 12 accessible spaces

3.2. Vehicle Access
The existing site access from the Sargents Road roundabout is to remain unchanged. The car park exit onto Sargents
Road (westbound) is also to remain unchanged.
Within the site, a slip lane will be constructed, diverting light vehicle traffic into the expanded car park. The existing car
park (car park 2) within the truck parking area will be relocated and consolidated with in the expanded car park, hence
separating light vehicle traffic from truck traffic and enhancing safety. The existing car park entry will be retained,
however, with boom gates closed to provide contingency for additional ingress/egress capacity if required.
3.3. Car Parking
The proposed development will provide a total of 718 car parking spaces.
Currently there are 500 marked spaces on site with an approximate 80 unmarked overflow spaces.
Therefore, the proposal presents 138 additional car parking spaces, for the exclusive use of staff and visitors of the
SRDC facility.
3.4. Pedestrian Facilities
As part of the proposal, the existing signalised pedestrian crossing and boom gate at the interface between the car park
and reception building will be removed.
A similar signalised pedestrian crossing & boom gate will be installed to the east of the existing reception where there is
currently a marked unsignalised pedestrian crossing. This is to ensure pedestrian safety and amenity and provide
increased visibility between pedestrian and truck movements.
For reference, the existing signalised pedestrian crossing is depicted in Figure 3.2.

Furthermore, the consolidation of car parking ensures that pedestrian movements will also be channelised and will
improve safety through the reduction in the variety of pedestrian movements that is currently observed on-site.
3.5. Loading Facilities
No major changes are proposed to the loading facilities within the distribution centre compound. The primary changes
proposed in relation to trucks and truck movement is the proposed formalised parking and access arrangement.
The gatehouse will be reconstructed further to the north, ensuring full access control to the entire site. This access point
will allow for two lanes of entry and one lane of exit. This work is considered necessary due to occurrence of
unauthorised truck access and parking within the subject site.
Following entry, the B-Double and semi-trailer parking is proposed to be reconfigured to achieve a more efficient and
safer layout. A minor increase in parking capacity in this section is provided, however no increase in truck traffic activity
is proposed.
The truck entry to the distribution centre compound will be through an east -west link immediately south of the truck
parking. A new weighbridge will be installed on the exit lane.
The existing truck wash, truck maintenance area, and Toll prime mover area will be reconstructed south of the entry/exit
link.
It should be noted that the new truck entry facilitates truck entry into the inner compound significantly further away from
the primary pedestrian movements. This enables greater separation from the major pedestrian link and provides
increased sight distance.

4.1. Traffic Generation
4.1.1. Generation Rates
Traffic generation for the development is calculated based on a first principles approach, using the existing and future
car parking provision, and truck access/egress data. This provides a more accurate representation of the traffic activity
generated by the site.
4.1.2. Truck Traffic
The development does not propose any increase in truck activity. For reference, historical data collected by Woolworths
Group during an average week (18/02/19-24/02/19) and during a peak week (18/12/18-24/12/18) is summarised in
Figure 4.1 below in the form of a 24hr traffic profile. For conservativeness, the 5-day (weekday) average is used,
excluding the effects of lower traffic volumes during weekends.
Entry volumes are illustrated in red, exit volumes in blue. Solid lines indicate the results of the peak week and the
dashed lines indicate the results of an average week.

As illustrated, truck volumes are generally consistent throughout the course of a day, varying between 20 and 50
movements/hour typically with peak volumes of up to 70 truck movements/hour.
The data indicates an average hourly volume of 38 trucks in and 38 trucks out during a typical peak week and 29 trucks
in and 29 trucks out during a typical average week.
4.1.3. Light Vehicle Traffic Generation
The forecast increase in light vehicle traffic volumes is derived from the relative increase in parking spaces. The
existing inbound and outbound light vehicle volumes as observed in the survey data (refer to Section 2.3) is
summarised in Table 4.1. This is inclusive of the vehicle movements at the Sargents Road roundabout and the car park
exit onto Sargents Road.

With 138 additional parking spaces1 (a 24% increase), this correlates to the following additional light vehicle trips,
summarised in Table 4.1. Values have been rounded up to the nearest whole number.
Moreover, the existing parking space count only considers the existing marked parking and an estimate of the on-site
overflow parking. Parking demand for the employees who currently park on street is not included in the calculation,
hence resulting in a more conservative (i.e. higher) traffic generation.

4.2. Distribution and Assignment
The directional distribution and assignment of traffic generated by the proposed development will be influenced by
several factors, including the:
• configuration of the arterial road network in the immediate vicinity of the site
• existing operation of intersections providing access between the local and arterial road network
• distribution of households in the vicinity of the site
• likely distribution of employee’s residences in relation to the site
• configuration of access points to the site.
As the proposal is not anticipated to alter any of the above factors, it may be assumed that the future traffic distribution
will be proportioned similar to the existing scenario. Hence, the proportion of turning movements from the survey data is
used to inform the future traffic distribution. Additionally, the following is assumed:
• Inbound movements arrive from Sargents Road (north) and Sargents Road (east), distributed in a manner similar
to that reflected in the survey results
• Outbound movements all exit from the car park exit and then either proceed northwards up Sargents Road (north)
or perform a u-turn to proceed eastwards along Sargents Road (east), distributed in a manner similar to that
indicated by the survey results
• Existing outbound light vehicle movements at the site entry are redistributed to the car park exit due to
consolidation of the two existing car parks to a single car park.
Based on the above assumptions and the additional traffic generation outlined in Section 4.1, the future net increase in
traffic resulting from the proposed development is summarised in Figure 4.2.

4.3. Traffic Impact
To assess the influence of the additional traffic, traffic modelling has been conducted in SIDRA INTERSECTION. The
additional traffic has been incorporated under the assumptions and calculations described in Sections 4.1 and 4.2.
A comparison of the SIDRA results is summarised in Table 4.2.

Based on the above assessment, both the Sargents Road roundabout and car park exit currently operate well with
minimal queues and delays on all approaches.
Accordingly, the increase in car parking provision and associated traffic generation increase (which has been calculated
conservatively) result in minimal impact to the intersections in the vicinity of the site, as reflected in the modelling
results. Very minor increases are observed in the degree of saturation, average delay, and queuing. Both intersections
continue to present a Level of Service A.

5.1. Overview
Due to the land use of this development, the most appropriate method to determine parking requirements and the
sufficiency of the proposed car parking is via a first principles approach based on staff shift times and cumulative staff
numbers during the peak staff turnover period(s). This provides a more robust approach which considers the parking
demand as a function of time of day and the nature of employee shift times.
5.2. Provision
Currently 580 (500 marked, approx. 80 unmarked) car spaces are provided on site. This is proposed to increase to 718.
The proposed car park layout is largely the same as existing, a result of expanding the extents of the current car park
and following the general functional layout.
The following staff numbers and shift times have been provided by Woolworths and are summarised in Table 5.1.

It is anticipated that the peak parking demand will occur during the changeover periods where a proportion of staff will
be parked in the car park whilst the subsequent shift arrives. For a robust analysis, the following assumptions are made
to provide a conservative assessment:
• All staff drive
• Average occupancy level is 1.0 (i.e. all single-vehicle trips)
• Incoming staff vehicles arrive as early as 30 minutes before the commencement of their shift
• Staff vehicles remain in the car park up to 30 minutes after the conclusion of their shift .
Incorporating the staff volumes and shift times and the assumptions above, Figure 5.1 is derived, representing the car
park accumulation throughout a 24-hour period.

Based on these assumptions, the number of vehicles in the car park is forecasted to range between 170 and 600
vehicles. This represents occupancy rates of between 24%-84%, thus falling within the practical capacity of the
proposed car parking provision. The average occupancy is 394.1 vehicles, representing a 55% occupancy rate.
Based on the above analysis, the proposed provision of 718 spaces sufficiency caters to the peak parking demands
arising in the development.
5.3. Accessible Parking
The Building Code of Australia (BCA) requires, for a Class 8 building 3:
“1 space for every 100 carparking spaces or part thereof”
Based on the proposed car parking provision of 718 spaces, 8 accessible spaces (rounded up) are required based on
the BCA.
The distribution centre will provide 12 accessible spaces, meeting the requirements of the BCA.
5.4. Car Parking Layout Review
5.4.1. Car Parking Layout
The car park layout has been reviewed against the requirements of the Australian Standard for:
• Off-street car parking (AS/NZS2890.1:2004)
• Off-street commercial vehicle facilities (AS2890.2:2018)
• Off-street parking for people with disabilities (AS/NZS2890.6:2009).
This assessment included a review of the following:
• bay and aisle width
• adjacent structures

A review of the staff numbers and shift times in Table 5.1 and the assumptions outlined in Section 5.2 indicates the
peak entry flow to be 350 veh/h and the peak exit flow to be 150 veh/h, which is accommodated by the proposed dual
boom gate entry and single boom gate exit.

Based on the analysis and discussions presented within this report, the following conclusions are made:
1. The parking provision for the proposed development has been calculated on a first principles approach, based on
staff numbers and shift times. This is considered a robust approach and reflective of the nature of parking within
the development.
2. The proposed car parking supply of 718 spaces is sufficient in meeting the forecast peak parking demand of 600
vehicles, which represents an 84% occupancy level
3. The proposed parking layout is consistent with the relevant Australian Standards, that is
o Off-street car parking (AS/NZS2890.1:2004)
o Off-street commercial vehicle facilities (AS2890.2:2018)
o Off-street parking for people with disabilities (AS/NZS2890.6:2009).
4. Swept path assessment with vehicles up to a 25m articulated vehicle (semi-trailer) and 26m B-Double has been
undertaken demonstrating the suitability of the proposed layout
5. The site is expected to generate up to an additional 22 and 36 light vehicle movements in the AM and PM peak
hours, respectively.
6. No increase in truck movements is anticipated as no increase in truck activity is proposed
7. There is adequate capacity in the surrounding road network to cater for the traffic generated by the proposed
development. Both the Sargents Road roundabout and car park exit continue to present a Level of Service A.
