1 Introduction
GSMP provides a comprehensive set of methods and rules allowing the GS1 Community and affected Industry groups to submit their business needs and lead in the creation of globally agreed standards and guidelines. This report provides a summary of all GSMP activities year to date.
2 Standards Improvements Delivered Year to Date
Zero standard improvements were ready for ratification in Q3.

4 Work Request Activity
Work Requests are entered for new standards or modifications to existing standards. One hundred Twenty Four (124) new Work Requests have been entered this quarter. GDS WR are trending higher due to the current implementation of GDSN Major Release.

7 GSMP Work Groups
GSMP Work Groups are responsible for carrying out GS1 System development, developing GS1 standards, GS1 guidelines, and other deliverables that support their deployment. Consistent with the principles of openness and community development, all GSMP Work Groups are open to all GSMP members. There are two kinds of GSMP Work Groups:
■ Standards Maintenance Groups (SMG): SMGs have an indefinite lifetime, are responsible for the on-going maintenance and enhancement of one or more existing GS1 Standards or GS1
Guidelines.
■ Mission-specific Working Groups (MSWG): MSWGs are formed to do a specific piece of work as described in its Charter, and which disbands when the work is complete. Mission-specific Working Groups are created for most work efforts of substantial scope.

Project Updates
EPCIS and Core Business Vocabulary MSWG: EPCIS V1.2 Standard timeline was expanded to include additional requirements. The project is split into two phases allowing the community to
participate efficiently.
GLN Allocation Rule Updates MSWG: Project delays may impact ability to meet eBallot quorum. The group is developing enhanced communications to encourage community review and voting. Project delays may require guideline development and approval to extend into the fall. The group is
forming a focused team to develop a guideline and limit holiday impact.
GSMP Mobile Scanning & Digital Shelf (MDID) (formerly Next Generation Product Identification (NGPI)) MSWG: The work group has suspended mobile scanning standard development pending completion of Unique Identification Conference Room Pilots. The study outcome will inform mobile scanning and digital shelf direction. A new schedule will be developed based on 2015/16 targets once pilot results are received. Mobile scanning standards may conflict
with digital shelf needs. The work group will have a checkpoint with industry before submitting standards for eBallot.
Tagged Item Performance Protocol (TIPP): The group is; missing apparel suppliers and retailer
participation; soliciting input from solution provider customers and contacts and identifying new participants through MO work group members.
UHF Air Interface 1 and 2 Conformance: The scope is larger than initially envisioned because of the addition of Interoperability requirements. Interoperability requirements will be completed Q4
2015 to give the team more time for 3D City Models adding additional testing scenarios before it goes out to community review.
Project level scorecards are provided for each development work group in GSMP. They include project description, risks, milestones, accomplishments, and status. Monthly updates are available by the 7th day of the month, on our GSMP reports webpage at www.gs1.org/gsmp/reports.

GSMP has 1266 individual members, an 8% increase year to date. Seventy-five (77) members are non-voting. Seven hundred seventy-four (812) are from user companies and 454 are from Member
Organisations (MOs).
GSMP has 487 member companies, a 9% increase year to date. Of the 487 companies, 68 are non-voting.

11.2 Voting
Each company/organisation has one vote in GSMP, regardless of the number of individuals representing them. GSMP requirements and standards are approved by Community eBallots. Each
eBallot requires approximately 12 votes with additional minimum requirements of supply chain role votes (charter variations may apply).
The average number of votes per ballot this year is 22, up from 18 in 2014.
11.3 Event attendance
GS1 Global Office hosts two physical meetings every year for the GS1 community to collaborate
face-to-face on industry needs and the development of GS1 standards. This meeting is called the
GS1 Global Standards Event. A summary of attendance is shown in the charts below.

12 Quality
The GSMP defines quality as the entire process employed to ensure that all GS1 standards are user-driven, globally applicable, royalty-free (to the best of our ability) and ultimately meet the needs
and requirements defined by its members.
12.1 Due process
All GSMP groups are expected to follow the processes and procedures specified in the GSMP Manual. A community eBallot is used to confirm community consensus to progress a draft standard, or other GSMP deliverable.

12.2 Consensus
Decision-making is achieved through consensus, which is defined as approval without sustained opposition.
Below are measures of due process and consensus in the GSMP:
■ Zero (0) due process infractions
■ One hundred thirty-six (136) eBallots were approved year to date, 129 were unanimous.
■ Two thousand forty-eight (2,748) yes votes with 8 no votes.
12.3 Satisfaction
GS1 issues several surveys to measure satisfaction with GSMP. Survey results are structured in 3 categories, unfavourable = sum of very dissatisfied, fairly dissatisfied, neutral and favourable = sum of satisfied and very satisfied. Favourable and unfavourable answers are shown in percent using this structure: fav/unfav. Neutral answers are not used in reporting the survey results, they are viewed as opportunities to move a response to favourable.

GSMP maintains favourable overall results with an increase in unfavourable results. GSMP staff results dipped while the efficiency of the process grew in favour.

The GS1 Global Standards Event took place 16-20 March 2015 in Jersey City, New Jersey, USA. Attending the event were 195 individuals representing 71 companies and 23 countries. Individual attendance decreased by 14% compared to the previous US held event.

12.3.4 Work-order on-time performance
Work Requests are the entry point into the GSMP process to request new standards or modify existing standards. Work Requests follow the process and procedures laid out in the GSMP Manual
for approval and development. The time it takes for GSMP projects to be processed are measured below.
12.3.5 Maintenance on-time performance
A Work Order is categorised as maintenance if it is a single or a group of small changes to an existing standard or guideline that can be handled by a standing committee and developed in a Standards Maintenance Group. Examples: errata, new EDI code values, new symbol placement
rules, GDSN Validation Rules. Maintenance Type 1 is considered on-time if it is completed within 180 days; Maintenance Type 2 is considered on-time if completed within 365 days (both with a 10 day variance). Maintenance on-time performance is measured from the submission date to the GSMP
work complete date and ready for ratification (if applicable).
Ninety-four percent (94%) of Maintenance Work Orders closed on-time as of 30 Sep 2015, consistent with the previous quarter results. The on-time close rate by SMG is detailed below:

12.3.6 Development on-time performance
A Work Order is categorised as development if it involves creation of a new standard/guideline or significant change to existing standard/guideline. Examples: extension to GDSN, a new EPCglobal
High Frequency (HF) Air Interface Standard, enhancement to the EPCIS standard to include aggregation layers, a new barcode symbology, a new Business Message Standard. Development work is on-time if the work is completed in or under the estimated time to complete. The estimated
completion date is defined in the project plan at the start of the development stage.
