- เพอรกษาสขอนามยของมนษยและคณภาพของสงแวดลอม- เพอรกษาและสงเสรมความสามารถในการแขงขนของอตสาหกรรม

ทเกยวของกบสารเคมของกลมประชาคมยโรป- เพอปองกนการแตกแยกของตลาดภายในสหภาพยโรป- เพอเพมความโปรงใสในการนาเสนอขอมลของสารเคม

ควบคมความเสยงจากสารเคม

- เพอใหเกดบรณาการของความรวมมอระหวางประเทศ- เพอลดการใชสตวทดลองในการทดสอบพษของสารเคม- เพอใหการปฏบตตามกตกาสากลของสหภาพยโรปสอดคลอง กบกฎเกณฑของ WTO

ขนตอนหลกขนตอนหลก

1. การจดทะเบยนสารเคม (Registration): สารเคมทผลต/นาเขาในสหภาพยโรปตงแต 1 ตน/ป/

ผผลตหรอผนาเขาขนไปจะตองแจงจดทะเบยนสาร ซงสารเคมเหลานโดยอาจจะอยในรป

สารเคม (Substance) หรอเปน องคประกอบในเคมภณฑ (Preparation) หรอเปน

องคประกอบในผลตภณฑ (Article) ซงกาหนดระยะเวลาในการจดทะเบยนตามปรมาณ

ของสารเคม

2. การประเมน (Evaluation): องคการกลางจะประเมนเอกสารทยนจดทะเบยนและสารเคม

เชน ขอมลอนตราย / ขอมลการรบสมผส / ปรมาณนาหนก ทกวนท 28 ก.พ. ของทกป

3. การอนญาตใชสารเคม (Authorization): สารเคมทถกระบในภาคผนวก XIV จะเปนสารเคม

ทหามผลต นาเขาและจาหนาย ยกเวนไดรบอนญาต หรอยงไมถงวนทระบไว

4. การจากดสารเคม (Restriction): มรายชอประกาศในภาคผนวก XVII แลว

ประมาณ 1,300 รายการ
