NOTIFICATION
In exercise of the powers conferred under Section 4(1)(b) of the
Right to Information Act, 2005 (Central Act No.22 of 2005), the detailed
information relating to the Infrastructure Development Department (IDD)
is published hereunder, for the information of general public.
2. The Infrastructure Development Department (IDD) was setup on
20th September 1996 with the intention of creating a nodal department at
the Secretariat level to plan, expeditiously stipulate, implement and co-
ordinate all infrastructure projects. This department co-ordinates between
two or more departments for project formulation development and
implementation of the projects covering Rs.100.00 crores or more with an
element of private sector investment and / or foreign equity participation in
the shape of a new company or special purpose of implementing agency is
being handled by the department. This department is also dealing with
specified infrastructure projects as may be assigned from time to time.
3. IDD is a relatively new and small Department of Government of
Karnataka (GoK). It is headed by a Principal Secretary with a Deputy
Secretary, Under Secretary, and Director to serve the PPP and
evaluation/appraisal of infrastructure projects and with lateral level
supporting staff to assist. IDD is a Secretariat Department. It does not
have any subordinate units or Government offices at the field level.
4. IDD is responsible for facilitating private investment in
infrastructure in the State. This is to be carried out by determining the
infrastructure needs in various sectors, identifying the areas to be
developed, preparing profiles for selected projects, evaluating such projects
for being taken up through the private sector and awarding the project to
the private sector builder/operator under a proper contract. In general, IDD
acts as a consultant to GoK for infrastructure projects.
5. The Infrastructure Development Corporation (Karnataka) Limited
(iDeCK) was set up by GoK as a nodal agency to promote private
Investment and facilitate Public-Private Partnerships in infrastructure. The
paid up capital of iDeCK is Rs.10.00 crore. GoK holds 49% of this, while
IDFC holds 49.5% and HDFC the balance of 1.5%. Apart from share
capital, GoK is committed to provide funds to iDeCK for project
development and project investment. IDeCK has taken up the task of
building up a pipeline of infrastructure projects that could be implemented
with private sector participation. Towards this end, iDeCK is working with
a number of agencies of GoK in sectors such as Tourism, Urban
Development, Roads, Industries, etc.
6. IDD is one of the wing of Karnataka Government Secretariat. As
per the transaction of Business Rules 1977 and allocation of Business
Rules, the work is being carried out in the department. The guidelines
issued from time to time and financial code, KCSRS are being followed.
7. The following institutions work under the administrative control
of IDD.
a) Infrastructure Development Corporation of Karnataka (iDeCK)
b) Karnataka Rail Infrastructure Development Corporation (K-RIDE)
c) Hassan-Mangalore Rail Development Company (HMRDC)
8. A steering Committee to implement the Railway Safety Work i.e.
Road Over Bridges (RoB) / Road Under Bridges (RuB) in the State has
been constituted under the Chairmanship of Principal Secretary, IDD. A
committee under the Chairmanship of PRS, IDD has been constituted to
review the accounts and audit work on priority basis.
9. The New Infrastructure Policy – 2007 has also been evolved and
propagated vide G.O.No.IDD 32 IDM 2003 dated 16.07.2007.
10. Several schemes pertaining to development of Airports,
New/Upgradation of Railway line and infrastructure matters and Ports
developments with private investment are being implemented in the
department.
11. The Administrative head of IDD is the Principal Secretary, who
is assisted by two Officers of the grade of Class I (Senior Scale). The
Deputy Secretary, Director (Technical Cell), Under Secretary, and three
Section Officers dealing with Airport, Railway Infra Policy initiative and
other issues. The organisational set up of the department is given as

Powers and duties of Officers and employees of Infrastructure
Development Department - Secretariat:
a) Principal Secretary to Government: He is the administrative head of
IDD. He is in charge of the matters relating to Railways / Airports /
Ports and the projects being taken up under Infrastructure Policy. He
acts as per the directions and on the orders of Hon’ble Minister for
IDD or Government or the case may be in the normal course. He is
in overall charge of the work being discharged in IDD and he assists
and advises Hon’ble Minister for IDD or Government as the case
may be in taking decisions and in disposal of cases.
b) Deputy Secretary to Government : He assists Principal Secretary in
discharge of work in matters connected with IDD and he is in overall
supervision of the IDD.
c) Director (Technical Cell) : He / She assists Principal Secretary in
discharge of work in technical matters connected with IDD and PPP
projects.
d) Under Secretary to Government: Assists and submits files to
Deputy Secretary in matters connected with Railways / Airports /
Ports. He / She acts as per the orders of Principal Secretary and of
Deputy Secretary in general. He / She issues letters, circulars,
Government Order’s etc as per the orders in the files. He is
responsible to see that the work allotted to him is discharged in
accordance with the law and without loss of time and without
causing delay. He discharges duties as enumerated in Karnataka
Secretariat Manual. He is also the State Public Information Officer
as per the Right to Information Act, 2005.
e) Section Officer –I : He / She is in-charge of the Section. He / She
deals with the matters relating to BIAL and development of minor
airports and ports matters. He / She scrutinizes the files / papers
submitted by caseworkers as per the procedure prescribed in
Karnataka Secretariat Manual. He / She assists and submits files to
Under Secretary in matters connected with IDD. He / She is in-
charge of the section. He / She issues letters, circulars, Government
Orders etc as per the orders in the files. He / She is responsible to
see that the work allotted to him is discharged in accordance with the
law. He / She discharges duties as enumerated in Karnataka
Secretariat Manual. He / She is also State Assistant Public
Information Officer as per the RTI Act, 2005.
f) Section Officer-II : He / She in-charge of the Section. He deals with
all matters connected with the Railway matters and exemptions
under the infrastructure policy. He / She deals with all matters
connected with IDD. He scrutinizes the files submitted by
caseworkers and submits to under Secretary. He discharges duties as
enumerated in the Karnataka Secretariat Manual. He is also the State
Assistant Public Information Officer as per RTI Act, 2005.
g) Case Workers : One Senior Assistant is directly attached to SO-I
and one Assistant attached to SO-II. They examine the proposals /
receipts as per Karnataka Secretariat Manual and submit them to
Section Officer. They also put up drafts as per orders in the file.
h) Junior Assistant : One Junior Assistant is attached to each of the
Section. Junior Assistants are also attached to Deputy Secretary,
Principal Secretary and Director. They receive the tappal and file
that come to the section, diarises and distributes to caseworkers,
maintain movement of files, responsible for issues of letters etc.,
they carry out their duties as per Karnataka Secretariat Manual.
i) Stenographers : Stenographers are attached to Under Secretary,
Director, Deputy Secretary and Principal Secretary. They undertake
the typing work as dictated by the Officers, discharges duties as per
the directions of the Officers. The Stenographers / Personnel Staff
attached to Principal Secretary will also carryout the establishment
work and also follow the instructions given by the Principal
Secretary. They carryout the duties as per Karnataka Secretariat
Manual.
j) Typists: Typists are attached to Sections. They are in-charge of
typing work in the section.
k) Dalayths (Class-IV): Dalayaths keep the Office neat and tidy.
Deliver files / tappals to other sections / departments as per the
instructions contained in Karnataka Secretariat Manual. Stitch the
closed files and deliver them to General Record Section.
The procedure followed in the decision making process, including
channels of supervision & accountability:
a) The procedure followed in the decision making process is as follows:
Case Worker: Opening of a new file on receipt of a proposal or process
the receipt in the existing file.
Section Officer: Scrutinises the proposal with all relevant facts and
mark the file to Under Secretary with a course of action to be adopted.
Under Secretary: Suggests the suitability or otherwise of the course of
action suggested, and define the same in the light of the existing
provisions of Rules or Acts, precedent cases or take appropriate decision
under the delegated powers.
Deputy Secretary: Reviews the case with an overall view and submit
the file to the Principal Secretary for approval of the ultimate course to
be adopted on the proposal that is under consideration, or take
appropriate decision under the delegated powers.
Principal Secretary: Decides on the course of action to be taken on a
proposal under the delegated powers and, if necessary will submit the
file for final orders of the Hon’ble Minister for IDD or the Government
as the case may be.

Railways / Airports / Port matters and the cases under Infrastructure Policy.
