1. Overview
Following the 2001 decentralization, in 2006 Indonesia has 434 districts (kabupaten or regency and kota or municipality) within its nation.1 In term of administrative status, both kabupaten and kota are largely the same; thus, the same political, fiscal transfers, and administrative rules apply to these jurisdictions. GDS 2, which was fielded between May and July 2006, covers 134 of those districts (with six additional districts in Aceh and Nias that only cover facility and not the household respondents). Given the large span of the coverage area, this note composed with two objectives: first is to guide data users towards appropriate as well as a transparent understanding of district sub-districts (random/purposive) sampling weights that is needed for various levels of analysis (national, urban/rural, district level and below). Second is to guide data users in reviewing or assessing World Bank projects at district level such as SPADA, ILGR, and USDRP.
The survey itself was intended to provide measure for governance and service delivery that has not been covered in other surveys as part of Indonesia’s statistical system (e.g., National Socio-Economic Household Survey, SUSENAS or Village Potential Statistics, PODES). GDS 2 provides measure for access, quality, responsiveness/complaints mechanisms, and satisfaction, as it covers households, schools and clinics, as well as district, village and hamlet level officials. The survey was executed as the sequel of a preliminary survey, the GDS 1+, which was fielded at 32 districts on May-June 2004 World Bank (2005).2 Given that the 2001 decentralization emphasized at the district level, GDS also tries to capture diversity across districts as one of its important focus. Furthermore, the survey designed as a baseline for several ADB, GTZ and World Bank donor projects, which attempts to improve governance and service delivery at the district level.
2. GDS 2 District Sampling
In order to cover project locations, the GDS 2 districts were selected by using combination of random and purposive sampling. For the random sample, 90 districts were randomly drawn from all districts in Indonesia, except for several a priori exclusions. The exclusion applied to: 23 districts in Aceh Province and Nias Island (which is part of North Sumatra) because of December 2005 Tsunami, and 6 districts in Jakarta because of their special arrangement as part of the capital province.3 Apart form those exclusion, three pre-test districts4 that have been visited prior to the sampling process were also excluded. Therefore, the random sample drew 90 out of only 408 districts.
Total number of each project districts to be covered by GDS is 76 for World Bank (15 ILGR, 13 USDRP
5, 42 SPADA6, 6 SPADA-Justice7), 94 for ADB (35 ADB-SCBD, and 59 for ADB-LGF) 20 for GTZ-ASSD GLG. It is worth noticing that all World Bank projects are located in mutually

exclusive districts, with no intersections, while some operational World Bank, ADB and GTZ project districts intersects as explained in Table 1. These intersections, as well as the prior random sample, determine the number of districts needed to be top up by using purposive method.

Number of districts that has been included into sample through random sample and additional districts covered in the purposive process are listed in table 2. The purposive sampling consists of several stages: first is listing/separating the project locations that have been included during random sampling; second is topping up the quota by using purposive sampling. Third, adding Kota Salatiga and Kabupaten Boyolali (both in Central Java) for training purpose. Finally, during the late stage of survey process, GDS2 was extending to several districts in Nias and Aceh in which the World Bank conducting Nias and Aceh Public Expenditure Review (NAPEA). However, these sample districts excluded household (standard and UCT), teacher, school committee, private health provider and public hospital instruments.
Due to districts intersections, the selection of project districts at later stage of sampling was limited by the list of districts that has been selected and the quota for each project. ASSD-GLG can only include 60 percent out of total 20 districts, ADB SCBD 33 percent out of total 35 districts, and ADB LGF 33 percent out of 59 districts. Eventually, only 3 ASSD-GLG and 1 SCBD districts were selected from remaining of respected pools, whereas all of LGF districts have been covered at the random sampling process.8
Several districts had to be dropped/replaced because of adverse natural conditions. Only several days before the fieldwork started in Java, an earthquake hit D.I. Yogyakarta province. Severe damage happened in Kabupaten Bantul,9 one of the survey locations, it was impossible to conduct survey there. Kabupaten Kulon Progo10 (also located in D.I. Yogyakarta), then, selected to replace Kabupaten Bantul. Kabupaten Kepulauan Aru was also dropped due to adverse weather condition, that the team was unable to reach the district. Eventually, final number of districts in GDS2 dataset is 134, with an additional 6 NAPEA districts (“reduced dataset”). The following table (Table 2) presents the detail break down of GDS2 sample districts apart from NAPEA.11

The GDS 1, fielded in 2002, drew on a sample frame of 336 districts. Consequently, by 2006, a number of the original GDS 1 districts had split into new districts. Therefore, overlap between GDS 1 and GDS 2 should distinguish between districts with unchanged boundaries, versus those split districts. In contrast, the GDS 1+ drew on the sample district frame of 434, similar to that of GDS 2. It was conducted in 8 purposive sample provinces on and off-Java, and within each of those provinces 1 kota and 3 kabupaten where randomly sampled. There are 8 overlap districts between the GDS 1+ and 2: Kab Asahan (North Sumatera), Kota Palembang (South Sumatera), Kab Bangkalan (East Java), Kab Bima (NTB), Kab Barito Kuala and Kab Hulu Sungai Utara (East Kalimantan), and Kab Bulukumba and Kota Palopo (South Sulawesi). 3. Within District Sampling
Within districts, GDS 2 sampled selected sub-districts, villages and ultimately hamlet household “clusters.” The PODES 2005 served to draw the villages and neighborhoods for the GDS 2. Three kecamatan (sub districts) were selected from each district using Probability Proportional to Size (PPS) with household acts as the size. From each sub districts, two villages were selected using PPS method with household as weights. A village could be desa (rural village) or kecamatan (urban). In spite of the goal of reporting distinction of survey results by rural and urban household respondents, there were no efforts to over-sample urban village. Within each village, 2 dusun (hamlets) were randomly picked. Since PODES data does not provide the hamlet name, the list of hamlets and its population within a village were collected during fieldwork. The

hamlets were selected based on randomization protocols by respected field teams.12 Finally, 8 households were randomly selected from each dusun based on the most recent list from the head of village or hamlet/dusun.
Recent administrative changes in the field require modification of within district sampling strategy. Desa/kelurahan is no longer exists in most districts in West Sumatera province. The unit is now called ‘Nagari’, which is a traditional division and is in general larger than the village/neighborhoods. In addition, some kecamatan were also rearranged. In the absence of detailed population within these kecamatan and nagari, all kecamatan were randomly selected from the most recent kecamatan lists posted on respected district websites. Within each selected kecamatan, 2 nagari were then randomly taken. Finally, 2 hamlets (or their equivalent units) were selected based on similar randomization procedure as the one for selecting ‘regular’ dusun. In addition to the case of West Sumatera, intra-district administrative jurisdiction changes also occurred throughout the country. These changes, however, were not updated in the PODES since they occurred after the PODES data collection. Decision on new kecamatan and/or villages was made based on recent information from the field subsequent consultation with World Bank contact person. There has also proper documentation for all locations, as well as the reasons for changes.
The GDS 2 incorporates special measure to identify the link between a household and health or education facilities it use. Household respondents were asked to mention public schools (elementary and junior secondary) attended by their member(s) or health facilities (Puskesmas or private doctor, midwife and nurse) that they are aware off and/or visit for health service. Using this mechanism, on one hand, provide us with the information on what drives user satisfaction with services, as respondent refers to a specific facility when evaluating health or education services. On the other hand, this mechanism might forfeit the randomness of facility sample, because household might have specific reasons for visiting particular facility. Consequently, it would create some sort of selection bias. In order to somewhat solve the problem, final decision on facilities to be interviewed, as well as additional information on the availability of public schools and health facilities (i.e., Puskesmas and private health provider) that mostly used by households at the village and dusun/hamlet levels, were also gained from the village/hamlet heads. One thing to highlight in selecting facility is that the facility must be located within the district jurisdiction. For example, when most of households in a sample village refer to particular Puskesmas located in neighboring district, then that Puskemas must not be considered to be the respondent for health service in that sample district.
In order to add information from school principals, the field team also interviewed teachers and head of school committee, and collected school secondary data. The field teams were assigned to visit 6 elementary schools and 3 junior high schools per district, in which detail information on various aspects that affects the school performance should be collected not only from interviews with the principals. Two teachers and head of the school committee were also interviewed during the school visit. In addition, a hefty amount of school information was also collected from school secondary data questionnaire. For elementary school, the two teachers to be interviewed are the 5th and 6th grade teachers; while at junior high school mathematics and Bahasa Indonesia teachers are the respondent. Although the mechanism to select teachers to be interviewed is by random selection, in the field it could not always be applied. In most locations, the schools only have one

of respected type of teachers, or in other case, the principal specifically assigned which teachers to be interviewed.
Information on health services within district were asked from Puskesmas, public hospital and a number of private health providers. In addition to interview with head of Puskesmas, a huge amount of Puskesmas information collected by using Puskesmas secondary data instrument. In order to complement the provision of public health services at Puskemas, interviews with head of public hospitals as well as private health providers were conducted. Within each district, field teams collected data from 6 Puskesmas, 1 public hospital, 6 private doctors, 6 private midwives and 6 private nurses. As mentioned before, links between user and Puskemas and private providers is considered as important feature of GDS 2. When the number of facilities is fewer than district allocation, additional facilities outside the one mentioned by households, heads of village and hamlet are to be found from nearby villages within the same district. During fieldwork, as expected, private health providers were the most difficult respondents to meet because the limited availability of these respondents, especially in remote areas in Papua, Maluku and NTT. The fact that some district have no public hospital resulted in low completion rate for this type of respondent.

13 This instrument is intended to serve one of the many M&E tool for the implementation of unconditional cash transfer to household (or the Subsidi Langsung Tunai program) respondent. Sampling for these respondents follows that of “regular” household. The most recent household lists are stratified into two categories: poor and non-poor according village- or dusun head. For the regular household, 8 household were randomly selected from the list; while for the UCT household, 4 households are randomly drawn from the remaining list of poor household. In some urban settings, total number of household is less than four. When this was the case then field team will have to interview all household on the list. Notice that the definition of poor household is subject to perception of village- or dusun head.

4. Design Trade-offs and Representativeness
A fundamental trade-off for GDS 2 was to achieve as wide a possible coverage of random and project districts, while capturing some degree of cross-district diversities.
Within district household sampling were made based on simulations using the socio-economic indicators from the Susenas and user satisfaction from the GDS 1+ data. An initial attempt to evaluate GDS 1+ sampling strategy and to explore alternative sampling strategies were done by using health, education, security and governance indicators from the Susenas and GDS 1+.14 Main findings show that the GDS 1+ sample design yields very large design effects caused in part by similar services within district vs. large differences between districts, and that not much can be said about statistical differences between surveyed districts.15 The findings also suggested making a strategic choice between nationally useful results and district-level statistics. The former was opted in favor of the latter as survey results should be able to facilitate policy discussion at the national level on key institutional and governance factors that are essential in determining public education and health service outcomes. Additional consultancy on survey design was then carried out for comparing the power of specific intra-district strategies.16 Power for some within-district scenarios were calculated using the GDS 1+ data on user satisfaction with health, education, administrative and police services. From various scenario considered, the most favorable choice was to conduct households interviews in 3 kecamatan within a particular district; 2 villages within the selected kecamatan and 16 households within the selected village. The decision to further stratify household selection, by hamlets, is mainly for survey logistical purposes.

ANNEX
Project Profile ILGRP (Initiatives for Local Governance Reform Project) Started since October 2002, the development objective of the Initiatives for Local Governance Reform Project (ILGR) is to pilot support for district ("kabupaten") governments in improving transparency, accountability and public participatory practices, and, in undertaking reforms in financial management and procurement. Primarily, the project will assist advances in good governance at the district level through the establishment of a set of minimum reforms in the key cross-cutting governance areas of public participation, transparency, financial management, and procurement as well as in preparing a participatory Poverty Reduction Strategy and Action Plan (PRSAP) through the provision of general facilitation, technical assistance and capacity building.
Initially, ILGRP facilitated 22 kabupaten. Through continuous monitoring and evaluation, particularly after all kabupaten were evaluated in April-May 2003, facilitation for 6 kabupaten was discontinued in July 2003 due to lack of support from local stakeholders and some inconsistencies with the principles of good governance promoted by the project Previously in June 2003, kabupaten Bantaeng in South Sulawesi decided to resign from the program. Hence, 14 kabupaten remain and continue the program activities, they are: Solok, Tanah Datar (West Sumatera), Lebak (Banten), Bandung (West Java), Kebumen, Magelang (Central Java), Bantul (DI Yogyakarta) Ngawi, Lamongan (East Java), Bolaang Mongondow (North Sulawesi), Boalemo (Gorontalo), Gowa, Takalar, and Bulukumba (South Sulawesi).. SPADA (Support for Poor and Disadvantage Areas) This project provides sub-districts with unmarked block grants of Rp 500, 750, or 1,000 million, depending on their population. A small fund for operational support is also included as part of the district and sub-district grants. The program would bring this conflict and neglected areas into reconstruction process. Hence, all components of SPADA support the same bottom-up facilitated process to identify and prioritize perceived reconstruction needs. The decision forums at sub-district and district levels should identify those needs in the form of expected results. The responds to those, however, differ depend on their needs.
Aside from the reconstruction needs, it was also considered that local capacities of the selected districts are very low. Therefore, SPADA also provides a substantial investment to improve the capacity of local stakeholders through a combination of training, practical exercises, professional practical support, and by developing learning networks. The project also finances the sub-district and district consultants to strengthen district, sub-district, and village administrative capacities.
From 100 districts covered by SPADA project, 50 districts have poverty closely tied to two post-1998 calamities. Among these, 40 districts experienced significant conflict during the 1998-2003 post-New Order turmoil. The other 10 districts are in Aceh, where not only was poverty exacerbated by an accelerating anti-separatist military action, but also where in December of 2004 a devastating earthquake and tidal wave killed more than 170,000 people and left another 500,000 displaced from their homes.The project in Aceh and Nias are aimed to strengthen

governance, promote growth and improve service delivery in participating provinces and participating districts, and support the recovery of affected areas. The new SPADA project that starts in May 2006 includes leadership training for former combatants, small business development training and seed support for former combatants and victims, community based trauma counseling, and programs to integrate internally displaced people. SPADA also includes a strengthened “access to justice program” that provides institutional channels for mitigating local conflicts and providing a way to resolve grievances during reintegration. USDRP (Urban Sector Development Reform Project) The program is a comprehensive program responding to the needs under decentralized and democratic environment of civil society. As it is indicated by the project’s title, the program is, carried out only in urbanized areas. The objectives of the USDRP are to support local governments in their efforts to alleviate poverty, to stimulate the development of local/regional economy, and to improve the delivery of sustainable and demand-driven urban services. The ultimate goal of these efforts is to improve the living quality of the urban population. This program also includes the establishment and implementation of comprehensive governance reforms and improvement of the delivery capacity for public services of participating ULGs (Urban Local Governments). In addition, the USDRP is encouraging the participating ULGs to identify subprojects using an “open menu” approach, where they have the opportunity to invest without specific sector limitations. However, the main investment sectors concerned are public works and transportation. The process of identification and selection of subprojects has to be conducted in a participatory way, involving local government, council, and stakeholder forum (SF). The proposed subprojects, however, should be socially, environmentally, and economically viable and in line with the medium term development plan (RPJM). The framework of this project also includes isolated and vulnerable people (IVP) as part of such safeguard framework. Urban areas that become the project locations are: Kota Blitar (Jawa Timur); Depok (Jawa Barat); Manokwari (Papua); Musi Banyuasin (Sumatera Selatan); Palopo (Selawesi Selatan); Palu and Parigi Moutong (Sulawesi Tengah); Pare-Pare (Sulawesi Selatan); Sleman and Yogyakarta (Yogyakarta). SCBD (Sustainable Capacity Building for Decentralization) SCBD aims at supporting regional governments to improve their capacities through developing effective strategies for capacity building and providing adequate resources to implement them. The project will develop institutional capacity for 38-40 regional governments within the geographic focus area of the Asian Development Bank (ADB). These capacity building activities are expected to increase regional government operational capability with regard to (a) the efficient delivery of public services in accordance with minimum service standards, (b) the maintenance of essential public facilities, (c) the promotion of equitable economic development, and (d) the management of poverty reduction programs. SCBD uses an approach based on the development of capacity-building action plans and their implementation through a set of domestic capacity-building service providers. Main components

of SCBD project are (a) capacity-building action plan development and implementation; (b) capacity building of service providers; and (c) information and communications technology (ICT)-supported coordination, management, and standard setting. LGF (Local Government Finance and Governance Reform Program) The purpose of the program is to help Indonesia achieve this goal through a series of policy, institutional, legal and requlatory reform measures.The policy objectives are to achieve (i) Supportive enabling environment for local government finance and governance reform; (ii) Effective and sustainable intergovernmental relations; and (iii) Improved local government perfomance and accountability in public expenditure management and service delivery. These objectives will be achieved though policy actions in a number of key result areas including (i) strengthening the legal and regulatory framework guiding regional autonomy and fiscal relations; (ii) improving the equity and efficiency of inter-governmental fiscal relations; (iii) improving intergovernmental coordination; (iv) enhancing local accountabilty through financial management reforms; (v) strengthening local public expenditure management through planning, budgeting and borrowing reforms; and (vi) building capacity at central and regional level for effective fiscal and financial management. Project loan: The project loan implements reforms in public expenditure and financial management (PEFM) under phase 1 through development and upgrading of related FMIS. The project consists of five components: (i) upgrade and expand electronic access tothe regional financial information system (SIKD) by 100 local governments; (ii) computerize the new Directorate General of Regional Financial Management (DG BAKD), at the Ministry of Home Affairs to enhance oversight of PEFM reforms; (iii) develop and implement regional financial management information system (SIPKD) in 71 local governments; (iv) streamline and computerize the system at the Ministry of Finance (MOF) for review of local government regulations (perdas) and draft perdas on taxes and charges for consistency with higher laws and regulations; and (v) develop certification program at MOF for regional financial administrators. ASSD-GLG (Advisory Service Support for Decentralisation-Good Local Governance) The main objective of this program is to help sub-national regional authorities to better meet their functions in planning, budgeting and service provision. In order to achieve its objective, this GTZ project contributes to testing, institutionalising and disseminating model innovations in good municipal and regional governance. The structures, rules, processes and competencies of governance are strengthened at the various levels and cooperation promoted between public sector, civil society and private sector.

Description GDS2 has been carried out in 134 districts (111 kabupaten and 23 kota) at 29 provinces throughout Indonesia. From that number, 89 districts were selected by using random sampling, and 43 other districts by using purposive method, due to the need of covering World Bank, ADB and GTZ projects locations. Once the districts have been selected, in every selected districts 3 sub districts/kecamatan were randomly selected, carried on by randomly selected 2 villages and 2 hamlets in each selected sub districts. The detail break down for survey locations is:
• 134 kabupaten/kota x 3 kecamatan = 402 kecamatan • 402 kecamatan x 2 village/kelurahan = 804 village/kelurahan • 804 village/kelurahan x 2 hamlets/dusun = 1,608 hamlets/dusun

Description Due to several reasons, as much as 101 locations that have been selected at the early stage of GDS2, should be replaced. Some of the main reasons for the replacement are:
(1) Districts or kecamatan or village/kelurahan split, and the data/information was not yet available at the location list used for sample selection.
(2) Because there has been transformation at the governance structure from village into ‘Nagari’, thus, for village sample in West Sumatra, especially Kabupaten status, was changed into nagari sample.
(3) The case in Kabupaten Sekadau-West Kalimantan, which failed to get Bupati’s permission, because the bupati would like to have representation of south, north and central from his kabupaten. Belitang Hulu remain selected because it is in the south and happens to be the origin of the bupati. Belitang hilir, in the north area, and substitute location, might just represent the central area.
(4) Village and the nearest locations of kecamatan capital located on different islands. (5) Transportation schedule restrain the chance to visit the locations. (6) Uncondusive weather; severe rain; no transportation. (7) The locations happens to be the area of natural disaster (earthquake, volcano eruption,
tsunami)

PATANI GEMIA Kecamatan Patani has split into Patani Utara (split) and Patani Selatan (main). Yeisowo village is in Patani Selatan, whereas Gemia in Patani Utara. Since Patani Selatan become the main kecamatan thus required other village in Patani Selatan to replace it, and Kipai village has been selected to be the replacement.
