the First Annual Forest Heights Fall Photo
Contest! Our judges were impressed with the
photographic talent of our community members.
All entries submitted were by ‘hobbyist photogra-
phers’. The winner of this year’s contest is George
Wu. Here’s what George had to say about his photo:
“When I came home from Hood River one day,
I saw those two deer wondering around in our
backyard. I quickly grabbed my camera and took a
few snapshots. It was foggy day with a little
sunshine and the yard was full of fall foliage.”
We will be running this contest again in 2013, so
now is a great time to start collecting fall photos for
next years contest!

W ell the best summer weather
on record has come to an
end and we are now fully
into the rainy season. The good news
is the Mill Pond dredging project was
completed before the rain started.
This project was completed on time
and on budget with no major prob-
lems. I want to thank all the HOA staff
and committee members who made
this happen, and I especially want to
thank all the homeowners near Mill
Pond park who were most impacted
by all the trucks and noise during this
project. We can now all enjoy the
results of this project and be relieved
that we won't have to go through this
again for another fifteen to twenty
years.
On Saturday November 3rd at 10:00
am we will have our official "ribbon
cutting" ceremony to celebrate the
reopening of the pond. Coffee and
snacks will be provided so why not
take a morning stroll and join us?
If you have been to the pond you
should have noticed some new
features:
• There are two new air bubblers
near the creek inflows to help
oxygenate the water coming into
the pond
• A new fountain was installed and
is in full operation. This fountain
replaces the original fountain that
was in place years ago and will
aid in water circulation and
oxygenation
• A new shed was built to house
the mechanical and electrical
equipment that runs the fountain
and air bubblers
• Large logs were anchored on
the south bank to provide better
wildlife habitat and reduce shore
erosion.
• A new concrete block wall was
installed on the east side to
prevent erosion and provide
greater stabilization
• The weir was repaired, making it
easier to monitor the flow of water
coming out of the pond during
extreme rains
The outcome of all this work is that
the water quality in the pond has
greatly improved. Less sediment in
the pond and more air coming into
the water should result in increased
fish and wildlife over time, as well as
a much improved visual appearance.
Next year we hope to start some
improvements on “Tract R” (the east
side of the pond) to further enhance
the park environment.

Here is this month’s update from the
general manager’s desk:
Budget/Reserves
With the Mill Pond project now complete,
our planning for next year has begun. For
the past couple of months, we have been
busy preparing and reviewing all financial
activity in order to put together the 2013
Operating Budget. This, too, is about to
wind down as the Board plans to vote
to approve the proposed budget on
November 13th. Once this is done, we
will be preparing our annual notice of
assessments and invoices as usual.
You should expect to see these around
December 1st.
Included in the budget, as it has in the
past, is a portion that is allocated toward
Replacement Reserves. This allocation is
set aside each year to fund future major
repairs and replacement. As you can
imagine, now that we have dredged Mill
Pond, we have experienced one important
purpose of setting aside money in this
account. Hopefully, when the time comes
for this to be done again, we will be able to
fund the project again without a special
assessment.
In addition to Mill Pond remediation, there
are other elements that are planned for
through this fund including light fixtures,
signage, fencing, major irrigation compo-
nents, walkways, and many other common
area components.
The allocation itself is determined annually
by reviewing a reserve study. Every three
years, the outside firm Schwindt and Com-
pany visits Forest Heights and physically
inspects all common area components
and double checks our plan for repair or
replacement. During this process, we also
double check our numbers to make sure
we are on track with the expected future
cost. The future cost is typically computed
by taking the current estimate and adding
in an anticipated inflation increase each
year until the item is planned to be re-
placed/repaired. Schwindt determines our
annual allocation by making sure that for
the next thrity years, we will have sufficient
funds to complete all of these projects at
their expected cost. As you can imagine,
this allocation is expected to rise annually
in order to keep up with inflation of our
expenses.
Regardless of these increases, however,
the overall assessment has stayed the

same. In other words, the cost to
manage and operate Forest Heights
on a day to day basis has continued
to decrease so that reserves can
increase. This is a direct reflection
of management, the Board, and the
committees working together to
continue to find ways to reduce
expenses through efficiencies,
volunteer commitments, and
collaboration. Hopefully, we can
continue to improve in this way
and others.
Paperless Billing & Owner
Update Information
Speaking of budget, billing, and
efficiencies, this year we are going
to offer “paperless billing”. In your
notice/invoice that you will receive
the end of this month, there will be a
pre-printed form with the information
we have gathered for you over the
years – email addresses, phone
numbers, alternate addresses, etc.
On that form, you will have the
option to sign up for paperless billing.
Simply verify the information on the
pre-printed form (especially your
email address), make any changes
necessary, select the option for
paperless billing, and return the
form to us. Even if you do not wish
to receive invoices electronically,
please take a moment to verify the
information in our files.
Vandalism at Mill Pond
As some of you may already be
aware, we have been experiencing
vandalism at Mill Pond for the past
few weeks. On two separate occa-
sions, a vehicle (or two) has driven
onto the grass and caused major
circular ruts in the grass. Because of
the extent of the damage, this has
cost Forest Heights money. If anyone
has any information that can help us
recover these expenses, please let
us know. Further, if you happen to be
in the area and see a car entering or
leaving the park grounds, please call
the police and jot down the license
plate number. Your help is greatly
appreciated!

live with others in a community.

trail: an unauthorized trail that
does not contribute to community.
As you walk the FHHOA trails, you
may notice signs of volunteer and
FHHOA staff restoration efforts in the
common areas. Large infestations of
Armenian blackberry, invasive holly
and non-native hawthorn trees are
being removed and replaced with
native plants. FHHOA staff and
Go Green volunteers are working
to complete watershed restoration
tasks included in our $10,000 West
Multnomah Soil and Water District
(WMSWCD) “FISH” grant (Financial
Incentives for Sustainable Habitats).
One of the remaining tasks in the
grant is to close and restore two
“social” trails on FHHOA property.
Although establishing a social trail
by a private property owner may
seem fun and harmless, in reality,
unauthorized trails formed by people
and dogs in FHHOA common areas
create water quality issues, erosion
problems and increased landscape
maintenance costs for all FHHOA
residents. Since social trails are not
planned or maintained, they become
a prime location for invasive species
to grow and result in more soil ero-
sion.
The social trails slated for closure in
the FISH grant connect to Coyote
Creek and Deer Run trails. These
two trail areas were highlighted for
restoration by WMSWCD urban
conservationists because they are
among the most pristine natural
areas in the Forest Heights trail
system.
During the winter months, Coyote
Creek and Deer Run unauthorized
trails will be restored with native
plantings and marked with signage to
educate residents about the social
trail closure process. We hope you
will take an opportunity travel these
trails and enjoy a chance to view a
lovely array of native plant and bird

best way to get through a wet Oregon winter is
in front of the fireplace with a good book...and
we hope you’ll agree! If you’re interested in
helping us start a community book club (or just
need another excuse to drink lattes) stop by
the store and fill out an interest form. We’ll an-
nounce our first book and meeting time here in
next month’s newsletter.
Forest Heights Homeowners Association and
the Go Green Committee, in partnership with
SOLVE and the West Multnomah Soil and Water
Conservation District, will be continuing efforts to
improve the natural common areas adjacent to the
Forest Heights Common Area trail system. For the
past year, the joint effort of these groups has gone
towards the removal of invasive species, and
subsequent planting of natives, along the
Wetlands Creek Trail and common area.
Please join us on Saturday, November 3rd, for
the ongoing restoration of Cedar Mill Creek, a
tributary of the Tualatin River. Focus will be on
planting native trees and shrubs to prevent
erosion and provide for wildlife habitat.

A contractor for the Portland
Water Bureau has begun prelimi-
nary work to construct a 1.3 million
gallon water storage tank and a
1,408 square foot pump station.
The concrete cylindrical tank will
be located underground on City
property off NW Skyline Blvd. near
NW Hawkins Blvd. Construction is
slated for completion in summer 2013.
The Forest Park Low Reservoir Project will safely place
the 73-foot in diameter structure to a depth of approxi-
mately 41 feet. There will be no planned interruption of
your water service during this work. After construction,
the site will be replanted with native grasses.
The tank is needed to better serve the current and future
water needs of residents living at higher elevations in the
area. It will also help to improve water capacity for emer-
gency fire protection.
During construction, there will be intermittent street work
to install pipes to connect to existing pipelines. The work
will affect the intersection of NW Skyline Blvd. at NW
Hawkins Blvd. This work will require that traffic be chan-
neled into one lane around the work zone from 9:00 am
to 3:00 pm. Electronic message signs will provide notice
of the dates.
Traffic will be managed through flaggers and safety bar-
riers are required. All traffic lanes will be open when no
work is underway. Motorists are encouraged to plan al-
ternate routes to avoid delay. There may be noticeable
construction noise from heavy vehicles and machinery
working on the bluff. There will be a dump truck and ce-
ment mixer truck traffic on NW Skyline Blvd. Typically,
work hours are 7:00 am to 5:00 pm, Monday through
Friday.

Outdoors
• Disconnect hoses from hose bibs. Drain and store
hoses. Most hose-bibs in Forest Heights are frost-free,
meaning they don’t need to be drained,
but depending on the age of your home,
your hose bib may need to be shut off
and drained. All hose bibs can
benefit from freeze-proof
Styrofoam covers.
• Turn off the water supply to your sprinkler
system and consider having the system
professionally blown out.
• Clear gutters and downspouts of debris.
• Close foundation vents. Once predictions of
frost start, close the vents and leave them sealed until
spring.
• Check weather stripping and caulking around doors
and windows to minimize heat loss.
• Put your yard to bed. Some plants require fall
pruning; fertilize your lawn with a winter fertilizer. Don’t
forget to clean and store your yard tools. Replace
damaged or broken fence posts before the ground
freezes. Strong winter winds can blow down unsup-
ported fences.
Indoors
• Have your furnace professionally inspected and main-
tained; regularly replace furnace filters.
• If you have a wood-burning fireplace, have the chim-
ney cleaned and inspected.
• Replace batteries in smoke detectors.
Test all detectors to make sure they
are functioning properly.
• Install a carbon monoxide detector with
battery back-up on every level of your home.
Frigid Weather Precautions
• When temperatures are below freezing, keep a few
faucets dripping. Turn both hot and cold
faucets on, as hot water lines freeze first.
• Know where your water shut off is located, so that if a
pipe does burst you can turn off your home’s water
supply until the pipe can be repaired. This shut off is
located near the water meter, usually at the front of the
house.
• If you leave town during extreme weather, make sure
to leave the thermostat set at 60 degrees, and ask a
neighbor to check on your home.

T he Association office has recently noted an uptick
in the number of complaints about pet owners
not picking up after their pets. Residents have
expressed displeasure and frustration in regularly
finding animal feces in their yard and on their property.
As a friendly reminder, Forest Heights CC&R’s Section
6.4 state:
“Any inconvenience, damage or unpleasantness caused
by such pets shall be the responsibility of
the respective owners thereof.”
Picking up your pet’s waste isn’t just a neighborly
courtesy, it’s the law. Multnomah County requires
pet owners to immediately remove pet waste from
any public area.
In addition to these neighborly and legal reasons to
pick up after a pet, there are serious environmental
considerations: pet waste is a major source of bacterial
contamination in urban watersheds across the country.
In 1991, dog poop was named an environmental pollutant
and placed in the same health category as petroleum and
toxic chemicals by the Environmental Protection Agency
(EPA). Allowing pet waste to remain in a yard or on a
sidewalk increases the problem—the longer dog waste
stays on the ground, the greater the chance for contami-
nation. Bacteria, worms and other parasites thrive in
waste until it’s washed away into the water supply.
Ringworm, roundworm, salmonella and giardia can all
be found in dog feces and can be easily transferable to
people through contact.
Forest Heights makes waste pick up convenient. Forty
strategic locations within our community, including most
trailheads, offer “mutt mitt” stations with both bags and
covered trash receptacles to dispose of waste. If you are
not sure where the station nearest your home is located,
feel free to contact Molly Oliver, FHHOA Compliance

Pet owners, please do your part to maintain the livability
of our community by cleaning up after your pets. Your
neighbors thank you in advance for leaving their yards
the way you found them.

Where to find Mutt Mitts in Forest Heights?
Mutt Mitt stations are located throughout Forest Heights, mainly at the
trail heads of each of the eight walking trails in the neighborhood. There
are also three Mutt Mitt stations at Mill Pond Park and one at Forest
Park Elementary. The HOA is currently working on a map of all Mutt
Mitt locations. If you would like a copy of this map, please email:

Halloween Fun at the Village Center!
T hanks to everyone who came to the Annual Halloween Party at the Village
Center! This year’s party was a big success thanks to the combined efforts
of the Forest Heights HOA, the Village Center merchants, the Oregon
Humane Society and Forest Heights Vet. Events at this year’s party included an
old-fashioned photo booth, pet costume contest, kids obstacle course, gift basket
raffles, free pumpkin lattes, blood pressure screenings, hot apple cider and fresh
popcorn. DJ Mike and Frankenstein kept the evening going with a great selection
of music. Special thanks go out to the owners of the Village Center for hosting this
annual event.

Street light out? Report it to the City of Portland
using their easy, online form
H ave you noticed the street lights on your street flick-
ering on and off? Or have you seen lights that are
completely out? If so, the City of Portland has
launched an online form for the reporting of such issues.
To use the online form to report a street light issue, you’ll
need the following information:
• Nearest address to problem street light
• Confirm whether light is out completely or cycling on
and off, if the light is on during the day or if the light is
damaged
• Map # and/or pole #, which is found on the Pole Tag, a
three inch round metal plate on the Street Light pole
located at about eye level (NOTE: There may not be a
Pole Tag)
• Your name, email address (optional) and phone
number for verification purposes only
Live on a private street? If you live on a private street
and are experiencing any street light issues, call them in
to the HOA office at: 503.297.9400 or let us know via email:
[email protected]. We’ll need to know the address
closest to the problem light.

1 cup sugar
1 1/2 teaspoons cornstarch
1 teaspoon ground cinnamon
1/2 teaspoon ground ginger
1/4 teaspoon ground allspice
1/4 teaspoon salt
1 15-ounce can pure pumpkin
2 large eggs
1/2 cup heavy whipping cream
1/2 cup whole milk
1 1/2 tablespoons mild-flavored (light) molasses
1 9-inch unbaked homemade or purchased pie crust
Mix first 6 ingredients in large bowl to blend. Add pumpkin, eggs, cream, milk, and molasses; whisk filling to blend.
Preheat oven to 350°F. Pour filling into crust. Bake pie until set in center and slightly puffed around edges, about 1 hour 5 minutes.
Cool pie on rack.
