1.0 Introduction and Instructions to Bidders
Home Department, Government of Gujarat, through DG and IG of Police - Gujarat State and
(n)Code as technical consultant, is in the process of setting up IP CCTV based Surveillance
System for Police Stations across Gujarat State.
The DG and IG of Police - Gujarat State, on behalf of Government of Gujarat, invites Request for
Proposal (RFP) from reputed and experienced Companies/Consortiums who have experience in
providing large scale solution and provide service support at scattered locations.

1.1.1 Advice to the bidders
Bidders are advised to study this RFP document carefully before participating. It shall be
deemed that submissions of Bid by the bidder have been done after their careful study
and examination of the RFP document with full understanding to its implications. Any
clarifications/resolutions of the doubts must be sought at or before the pre-bid
conference.
Scope of work for existing requirement is divided in to four clusters. Bidder has to
comply all the prerequisite and requirement spelled out in this RFP. Selection of
bidder shall be based on following process:
1. Bidders shall submit the financials of each cluster separately as per the financial bid
format.
2. The lowest bidder for each cluster will be awarded the cluster.
3. More than two clusters may not be given to a single agency/bidder, however in the
situation where bidder is lowest in more than two clusters, bidder shall have right to
select any two cluster from the list of cluster where bidder is L1.
4. Other two clusters will be awarded to second lowest bidder (L2). Where L2 shall be
given the chance to meet the rate of the lowest bidder (L1) for the particular cluster.
5. If none of the bidder other than L1 is ready to accept the awarded cluster then it will
be awarded to L1.
6. If a bidder is refuses to accept the awarded clusters then the bid of that bidder will be
summarily rejected and the EMD shall be forfeited.
7. In case of any ambiguity or discrepancy decision of DG and IG of Police - Gujarat State
shall be final.

8. Buyer reserves the right to accept / reject any or all the bids without giving any
reasons.
1.1.2 Validity of the bid
The bid should be valid for 180 days from the date of opening of the financial bid.
1.1.3 Transferability of the RFP document
This RFP document is non-transferable.

1.1.7 Earnest money deposit (EMD) (ANNEXURE - 10)
All bids must be accompanied by an earnest money of Rs. 2,000,000/- (Rs. Twenty lacs
only) per cluster in the form of DD/BG from a scheduled bank in India and shall be valid
for at least six months, in favor of “DG and IG of Police - Gujarat State, ”. Bidder has to
provide separate EMD for each cluster bidder wants to bid for; bidder has to mention
the name of the cluster on the envelope mentioning “EMD for ‘Cluster Name’”. All
separate EMDs shall be kept in on one envelope mentioning EMD for the Supply, Design,
Installation, Testing, Commissioning and Comprehensive maintenance of IP based
Surveillance System for Police Stations across Gujarat State Project. No interest shall be

paid on the earnest money under any circumstances. Bids without earnest money shall
be summarily rejected.
1.1.8 Pre-bid conference
(i) A pre-bid conference (PBC) shall be held as per clause no.1.1.4. In this RFP, tenderer
would address the clarifications sought by the bidders with regard to the RFP document
and the project. The bidders would be required to submit their queries to the tenderer
in writing as per the deadline mentioned in clause “Important Dates” in this section of
this RFP. Queries not submitted within this deadline will not be taken up at the PBC.
(ii) The eligible Bidders shall be allowed to attend the PBC, even if they do not have any
specific queries. No clarifications to any query after the PBC shall be entertained.
(iii) DG and IG of Police - Gujarat State, reserves the right not to respond to any/all
queries raised or clarifications sought if, in their opinion and at their sole discretion,
they consider that it would be inappropriate to do so or do not find any merit in it.
Nothing in clause no. 1.1.8 above shall be taken or read as compelling or requiring
tenderer to respond to any question or to provide any clarification. No extension to any
deadline referred to in this document will be granted on the basis or grounds that
tenderer should respond to any queries to provide any clarification. The response to the
queries shall be uploaded at www.nprocure.com .
1.1.9 Procedure for Submission of the Bid Offers prepared in accordance with the procedures enumerated below should be
submitted online at www.nprocure.com on or before the last date and time i.e.
01/05/2014 15:00 Hrs. The bidder should submit their bids in THREE parts i.e. Pre
qualification bid, Technical Bid and Commercial Bid in the form of documents. The
bidder shall also submit the pre qualification and technical bid in hardcopy in sealed
separate envelope in addition to commercial bid through e-tendering procedure. All
bids sealed individually should be kept in a separate sealed cover super scribed with
separate titles as specified below:-

“Pre-qualification bid for Supply, Design, Installation, Testing and Commissioning and
five years comprehensive maintenance support of IP based Surveillance System for
Police Stations across Gujarat State”, “Technical Bid for Supply, Design, Installation,
Testing and Commissioning of IP based Surveillance System for Police Stations across
Gujarat State” with 1 year warranty and 4 years comprehensive warranty and
maintenance support.
a. The bidder shall submit physical copy of Pre qualification Bid and Technical Bid, with the
title mentioned. The each bid should be in properly bound form with all pages
numbered. The language of the bid and all documents related to the bid must be
written in English language. If any document is in language other than English, then the
bidder is required to enclose a self attested translated English version of such
documents.
b. The bidder shall also submit the soft copy of Pre-qualification and technical bids on
separate CDs/pen drive in Microsoft Word or PDF format duly packed in the respective
envelopes.
c. All the documents viz. Pre-qualification and Technical Bid prepared as above are to be
kept in a single sealed cover super scribed with RFP Number, Due Date, Title and the
wording “Do not Open Before 01/05/2014“
d. The bidder has to respond in electronic format through e-tendering process as well as
physical hard copy in sealed envelope super subscribing “ DO NOT OPEN before
01/05/2014”
e. The bidder has to submit the commercial bid in hard copy too so that In case of any
eventuality or technical problems at e-procurement site and if the financial bid does not
open then in that case the hard copy of the bid shall be opened in presence of the
evaluation committee for determining the correct price.

f. Late bids: The cover should also indicate the name and address of the bidder to enable
the bid to be returned unopened in case it is declared “Late” by the DG and IG of Police -
Gujarat State, .
g. No bid will be considered unless and until each page of the bid document is duly signed
and numbered by the authorized signatory.
h. Prices should not be indicated in the Pre-qualification or Technical Bid, if found than it
may lead to disqualification of bid.
i. All the columns of the quotation form, Documents, Annexure etc. shall be duly, properly
and exhaustively filled in. All the documents shall be signed and stamped by authorized
signatory.
j. It is mandatory for all bidders to quote F.O.R. destination prices inclusive of all taxes i.e.
excise duty, freight, sales tax, octroi, insurance, customs, service tax, etc (Bidder shall
mention tax/duty/levies separately for each component). Any change in excise duty,
custom duty and service tax or any other levies/taxes announced by the Government of
India during the prevalence of the contract, then the same shall be applicable on
presentation of the proof during prevalence of the contract.
k. Price Bids determined to be substantially responsive will be checked by the DG and IG of
Police - Gujarat State, for any errors. If there is a discrepancy between the quoted rate
in figures and the quoted rate in words, the rate in words will take precedence.
Arithmetic errors will be rectified. If there is a discrepancy between the unit rate and
the total cost that is obtained by multiplying the unit rate and quantity, the unit rate
multiplied by quantity shall prevail and the total cost will be corrected unless in the
opinion of the DG and IG of Police - Gujarat State, there is an obvious misplacement of
the decimal point in the unit rate, in which case the total cost as quoted will govern and
the unit rate corrected. If there is a discrepancy between the total bid amount and the
sum of various costs, the sum of the various costs shall prevail and the total bid amount
will be corrected.

l. The amount stated in the Form of Financial Bid will be adjusted by the DG and IG of
Police - Gujarat State, in accordance with the above-mentioned point for the correction
of errors and, shall be considered as binding upon the bidder. If the bidder does not
accept the corrected amount of bid, his bid will be rejected, and the EMD shall be
forfeited.
m. Any omission in filling the columns of “units” and “rate” or pertaining to the
Taxes/levies, service tax as applicable etc., shall deemed to be treated as inclusive in the
total project cost.
n. All corrections must be duly signed by the Bidder.
o. Conditional bid will not be accepted.
p. Bidder must bid for the complete BoQ of each cluster.
1.1.10 Documents comprising the bids
Original bid proposal shall consist of the following:
(i) Sealed envelope containing the draft of Earnest Money as mentioned at clause no.
1.1.7.
(ii) The RFP document in original duly signed and numbered by the authorized signatory
on each page acknowledging the terms of RFP.
(iii) Sealed envelope containing the Pre-qualification criteria
(iv) Sealed envelope containing the Technical Bid.
1.1.11 Eligibility Criteria
The bidder should have past experience in implementing and developing large scale
CCTV applications and solutions, having relative experience to work with Government
Department/organizations, Plants, Buildings, Large Infrastructures, Private organizations
etc

The bidder must possess the requisite experience, organizational strength and
capabilities in providing the services necessary to meet the requirements as described in
the RFP document.
The bidder must demonstrate the technical expertise, experience, facilities, and
capabilities necessary to perform the work in a satisfactory manner.
Keeping in view of the complexity and volume of the work involved, the following
criteria are prescribed as Eligibility criteria for bidder interested in undertaking the
project:
The bidder must possess the technical knowhow and the financial strength that would
be required for successful implementation of the project and support services sought by
DG and IG of Police - Gujarat State, for the entire period of the contract.
The bids must be complete in all respect and should cover the entire scope of work as
stipulated in the bid document. Bidder has to visit locations before bidding, and has to
acquire full knowledge about locations and bidder has to know all technical feasibility
and requirements there on. On the submission of the bid, it shall be assumed that
bidder has understood the requirement completely and full knowledge about locations
and bidder knows all technical feasibility. For this purpose bidder should qualify the
following Eligibility Criteria:
a. The bidder should be a company registered and operating in India under the Indian
Companies Act, 1956 since last three years or earlier. (ANNEXURE - 5)
b. The bidder should be an established System Integrator being in this business for a
period of three years as on 31/03/2013.
c. The bidder must have overall turnover of Rs. 25 Crores for each of the last three
preceding years (2010-2011, 2011-2012, 2012-2013). The bidder must attach audited
accounts as supporting documents. Un-audited accounts will not be considered.

d. The bidder should have completed similar projects total worth of Rs.10 Crores during
the last three years as on 31/03/2013 and out of which single order value must be
more than Rs.5 Crores. The bidder must furnish the details for the orders executed.
e. The bidder must provide a list of places where such systems have been installed by
him with their configuration and with the references, work order or purchase order
copies etc need to be submitted for verification. The bidder is required to provide
assurance to arrange for a visit at such place if the DG and IG of Police - Gujarat State,
needs to evaluate the performance of the installation. In case the site is not within
the country, the expenses to visit such places shall, be borne by the vendors.
f. The bidder shall submit net worth of the company as per Audited Annual report for
the last three financial years as on 31/03/2013.
g. The bidder must have on its roll at least 50 technically qualified professionals in the
area of Project Management / Electronics Security Systems / Surveillance System /
System Integration / Networking / Wireless / Maintenance and after sales support in
providing the services as on 31/03/2013 (Excluding contractual, temporary and
outsourced persons/workers) and minimum ten out of above shall be Project
manager and/or qualified Project Engineer specialized in similar projects (CCTV
Surveillance System Installation) and will be deputed in Gujarat. (Annexure – 8-A)
h. The bidder shall not be under a declaration of ineligibility for corrupt or fraudulent
practices or blacklisted with any of the Government agencies. (ANNEXURE -12)
i. The bidder should furnish valid commercial tax registration certificate, valid service
tax registration certificate and Permanent Account Number (PAN) issued by income
Tax department.
j. The bidder should submit valid letter from the OEMs confirming following:

a. Authorization letter from OEM to participate in bid mentioning the (1

year OEM warranty + 4 Year Comprehensive maintenance support)
support from the date of FAT.
b. OEM letter confirming ‘Products quoted are not end-of-life for the
further period of 5 years from the date of FAT.
k. Support including spares, software upgrades shall be made available for next 7 years
l. All goods, components, products and ancillary services to be provided under the
Contract shall have their origin in source countries. For purpose of this clause,
“origin” means the place where the goods components and products are
manufactured from or from where the ancillary services are provided directly or
indirectly. (ANNEXURE - 6)
m. The bidder should have an office in any of the cities of the individual cluster. .
Address and contact details of the same should be provided along with company
details. However, if local presence is currently not available, the selected bidder must
give an undertaking for establishment of an office capable and equipped for
supporting services required for the project, in awarded cluster, within one month of
award of the contract. (ANNEXURE - 8). The team deputed for project execution must
avail security clearance from Police Department and also to submit the biometrics
along with photo, ID proof, address proof etc. to DG and IG of Police.
n. The successful bidder has to deploy one engineer for every 100 nos. of camera
installation at the respective local area office.
1.1.12 Technical bid
Technical bid shall consist of following:
(i) The bidder has to give comprehensive plan detailed project schedule (Bar chart/ PERT
chart), team structure, manpower positioning, implementation methodology, training
details, management of the project, list of Technology provider etc. in technical bid and
shall give an undertaking that the proposed outdoor surveillance system shall be

installed and commission and complete in all respect adhering to the requirements of

1.1.13 Commercial bid shall consist of the following
Commercial bid shall consist of the following:
Bid prices should be duly filled, complete and digitally signed using digital signature
certificate (DSC) as per the price schedule on the e-procurement website
www.nprocure.com
The bidder shall also submit the commercial bid in hardcopy in sealed separate
envelope mentioning “COMMERCIAL BID FOR CCTV FOR POLICE STATIONS - Do not open
before online commercial opening date ” in addition to commercial bid through
etendering procedure. In case of any eventuality or technical problems at e-
procurement site and if the financial bid does not open then in that case the hard copy
of the bid shall be opened in presence of the evaluation committee for determining the
correct price.

2.0 General Requirements and Usage Criteria
2.1 Project Overview
The broad scope of the project is to install IP CCTV cameras at different Police Stations to
have basic surveillance need in place.
There will be majorly two type of Police Stations i.e small and big; depending on the same the
solution is categorized into two categories i.e CCTV Solution for tentative 08 Cameras and
CCTV Solutions for 14 Cameras. Area of the surveillance would be Main entry/exit gate of
Police station, Male & Female Lockup, complaint register interface, citizen service interface,
clearance, license, Passport verification and other such vital places in and around police
station
Recording shall be done at each respective police station in local recording setup. Bidder has
to ensure that entire system shall be capable enough to transmit live video feed to remote
locations through bandwidth/internet connectivity/available BSNL/GSWAN connectivity.
Audio functionality too shall be made available in cameras to record audio interaction
between officials and public. Bidder has to make necessary arrangement to ensure the audio
recording from each camera.
The broad scope of the project is to install CCTV cameras and relevant components at the
various police stations for surveillance of ongoing activities.
The bidders has to provide the complete solution including servers, storage, , Video
Management Software, network accessories, electric and electronic components and sub
components, required cabling for each police station which can be capable enough to
integrate all the locations covered under this project and other similar projects of other
Government Departments of Gujarat State, .

2.2 Basis of Design
For the above stated requirement of the project, three different types of cameras have been
designed for different location.
1 MP fixed Camera with Audio and IR (For Male/Female Lockup)
1 MP fixed Camera with Audio (For complaint register interface, citizen service
interface, clearance, license, passport verification and other such areas)
1 MP Bullet Camera with Audio and IR (For Entry/Exit Gate)
Each Police Station shall have one of the following CCTV Solutions:
CCTV Solution with 08 Cameras
CCTV Solution with 14 Cameras
The other required components at each Police Station will be.
Server with storage for 30 days
Video Management software with local and remote viewing facility
42” LED for monitoring
1 KVA UPS with 30 minute power backup
Required cabling, power supplies etc
Other Accessories, components and sub components to make complete system live
Dismantling of the existing CCTV setup and to be reinstalled at the locations as per
respective Police official’s instruction, if there any.
All the IP cameras at each location shall be connected to server through switch and CAT 6 cable.
The same cable shall transmit video as well as power from PoE (Power on Ethernet) switch as all
cameras are PoE based.
Suggested CCTV solution should support the required number for IP cameras and storage of all
the cameras for up to 1 month. Bidder has to calculate the required storage capacity

considering the requirement of recording for each camera at full FPS and full resolution for 30
days.

• O&M for 5 years (1 year OEM warranty + 4 Year Comprehensive maintenance ) including
all spare parts support of all hardware, software, equipments, accessories, electrical
wiring, software etc.
The minimum specified scope of work to be undertaken by the bidder is to be performed as per
the specifications and conditions mentioned in the different parts of this document, any further
amendments issued in this regard and the contract to be signed by the successful bidder
subsequently.
System requirement
For the above stated requirement of the project, three different types of cameras have been
designed for different location.
Fixed IP Cameras etc. are required to be installed at respective locations along with all the
necessary components to make a complete functional open IP based CCTV system. Types of
camera included in the scope are majorly Bullet Camera with IR and Audio (For Entry/Exit Gate),
Fixed Camera with IR and Audio (For Male/Female Lockup), Fixed Camera with Audio facility
(For complaint register interface, citizen service interface, clearance, license, passport
verification etc.) Please note that the solution should be equipped with audio recording
facility
Bidder shall ensure the quality installation of:

• Bidder has to ensure that proposed solution should have remote connectivity facility.
Connectivity / bandwidth shall be provided by department through
GSWAN/BSNL/Dongle/Other network provider. Bidder has to ensure and arrange for all
required components to establish the connectivity between respective police station to
District/City Control Room
• The requirement mentioned in this RFP calls for a complete working system and not
components thereof. Bids must be complete with all equipments and required accessories
along with necessary power systems including standard Un-interrupted Power Supply for the
entire equipments, video connectors, patch cords, patch leads, mounting and fitting hardware,
plugs, sockets and any hardware/software, etc. as required for complete installation of the
System under this contract. The minimum suggestive technical specifications including
suggestive Bill of Material is given in this RFP
• For power backup the bidder shall provide UPS with backup at all the locations as mentioned
in the RFP.
• The System should facilitate viewing of live and recorded images and controlling of all the
cameras by the authorized users. System should provide interoperability of hardware,
operating system, software, networking, printing, database connectivity, reporting, and
communication protocols
• The feed should go to the respective local Control Centre where the LED screens shall be
installed for viewing and suitable VMS and server for recording, database and applications.
• The project management of all the components’ of the entire system shall be as per the terms
and conditions mentioned in the RFP.

• Supply, installation, testing and commissioning of requisite hardware and software to connect
to the control centre with locations mentioned in this RFP
• The bidder for successful completion of project shall provide the poles, fixtures, fittings etc
required for each location. All the fittings, wiring and cabling should be as per industrial
standards and not left open.
• Vendor will be responsible for earthing, digging, filling and ensuring to make the site to its
original condition after supply and installation of poles, housing, any additional fixtures,
equipments etc. The bidder shall also abide by the rules / provisions of respective local
authorities in this regard.
Scope of Supply
(i) The successful bidder shall supply all hardware which includes IP CCTV system, cameras,
hardware, server, VMS, related networking and software component and sub component as
per specifications and configurations mentioned in this RFP.
(ii) Further, the successful bidder must not bid/supply any equipment that is likely to be
declared end of life/sale within seven years from the date of FAT. The bidder would be required
to replace all such equipment with latest and at least of equivalent configuration.
(iii) Fixed Cameras (and their lens), Server, storage and other equipments as mentioned at BoQ
should be from reputed and approved manufacturer which can be integrated to any other
manufacturer having ONVIF supported Hardware-Software.
(iv) All the passive components need to be of the reputed and approved make across the entire
sites.
(v) The successful bidder shall be responsible for end-to-end implementation of CCTV System at
all the locations covered under this RFP. The bidder shall quote and provide any item(s) with
latest make and model which is required for successful implementation but not asked in the
RFP. The expenditure for such item(s) shall be borne by the bidder.

(vi) The bidder shall supply all the installation material/accessories/ consumables necessary for
the installation of the systems.
(vii) The successful bidder shall provide patches and updates of all the materials like OS,
firmware of products, software, VMS free of cost for 5 (Five) years after FAT for the items
quoted under this project.
(viii) The required networking equipment shall be provided by the bidder at each location.
Operating Condition
Reliability: The proposed equipments must be designed to cater for 24-hours round-the-
clock operation.
Maintainability: The bidder has to maintain 99.0% uptime for entire system. This uptime is
exclusive of regular maintenance. The minimum down-time for all the components, factors
such as ease of replacement, mean-time-to-repair (MTTR) has to be incorporated in the
system design and proposal and the same to be submitted. The system will be maintained
using the “Help Desk” software with recording facility ( The software shall be provided by
the bidder). The system should show the complaint status live and tickets / reports / logs /
event report will be generated from the software for monitoring of the maintenance / fault
duration. The SMS with ticket number should reached to the respective official, who has
registered the complain, once complain is resolved. If repeated again should be resolved
urgently. Manpower per cluster to be provided by the bidder for complains tracking and
resolving the issues.
Security: System is directly related to law and order, Surveillance, VIP, VVIP security. System
should be fully secured so that system can’t be hacked or compromised by anybody in any
circumstances.
Upgradeability: Each part of the system produced should be modular and easily re-
configurable and upgradeable. The system should be based on an open system concept.

Electromagnetic Compatibility: The IP Interoperability and Collaboration System shall be
able to operate without any complication due to any electromagnetic interference exists in
or between sub-systems.
For smooth handing over/transfer of the system at the time of expiry the contract the
bidder has to submit all the relevant documents, working status (at the time of handing
over), detailed diagrams and drawings (Software, Hardware, Network Components, Field
Equipments, Components and subcomponents etc used in the project) and also ensure that
the entire system shall be fully functional.
Scalability: The bidder has to ensure that the system should be capable of accommodating
future expansion in project if any.
Scope of Installation, Commissioning and System integration
(i) The scope of installation, commissioning and system integration shall mean to install,
configure and integrate the following (but not limited to), adhering to essential security
measures.
a) Carry out installation of active components, passive components and accessories supplied as
per standards for successful integration and implementation of the systems at each site
connected under this RFP.
b) Configuring and fine-tuning of subsystems to achieve overall optimal network performance
and highest security.
c) The components to be supply, install, and configure shall include but not limited to:
Video Surveillance Systems
Fixed cameras
Laying of power, data and video cables and related electronics and establishment of the
IP camera network.
Storage, Servers, Switches, VMS and other networking equipments including OS,
Firmware, Antivirus etc.

Installation/Erection of mast/poles, junction boxes etc if required
Testing and Commissioning
Provide complete working system as mentioned in this RFP
d) All patches and updates shall be provided by the successful bidder during the tenure of the
contract.
(ii) Carrying out all general tests such as physical test on delivery, pre-installation checks to
ensure correct implementation and connections, completeness of system documentation etc.
(iii) The successful bidder shall not cause any damage to Government buildings / other premises
/ property, if any damage occurs, the successful bidder will perform restoration. Trenches,
path/road cutting, etc. will be back-filled and restored to the original condition immediately
after laying of the conduit/cable/erection of mast etc. The successful bidder if required shall
also plug conduits and entrance holes with suitable sealing material, where the cable has been
laid.
(iv) The system shall be subjected to inspection at various stages. The successful bidder shall
follow all safety regulations and practices.
(v) Bidders shall spell out various tests that are being proposed to be carried out for
demonstrating the functionality of the solution.
(vi) The Successful Bidder shall provide warranty for all the components including hardware,
software, equipments, accessories etc. as per RFP for a period of Five years from the date of the
issuance of Final Acceptance Certificate.
(vii) The requisite connectivity shall be arranged by DG and IG of Police - Gujarat State, . The
successful bidder shall be responsible for the commissioning to make the system fully
functional.
(viii) Electrical works:

a) Electrical cabling up to the equipment to be installed at each location etc, as the case may
be, shall be the responsibility of the successful bidder.
b) Carry out installation and configuration of the electrical components as per the IS-Standards.
c) The quantity of passive items if any shall be verified by the concerned official at each site.
IP Based Surveillance
The system shall facilitate viewing of live and controlling of all cameras by authorized user. The
surveillance shall be purely IP Based. The feed should go to the central location for monitoring,
archiving and storage. The Project Management and Project Execution Schedule of all the
components’ of the entire system as per the terms and conditions laid in various sections of the
RFP, is also to be provided by the bidder. The retrieved video should have date/time/camera
name stamped.
Data Privacy
All created, stored, database, processed, achieved etc data will be the property of DG and IG of
Police - Gujarat State. The proposed system should be tamper proof. The video should be
generated with tamper proof Date/Time/Camera location stamped and watermarking. The
bidder has to ensure that the video clips should be acceptable by any court.
The data must not be used/transfer in any format without written permission /authorization
from authority of DG and IG of Police - Gujarat State, .
Scope of Training
Detailed training shall be arranged for officials of DG and IG of Police - Gujarat State, up to the
satisfaction level. Hand holding period for understanding operation and management of
equipment/infrastructure to officials at each installation location and shall be mandatory so
that DG and IG of Police - Gujarat State, , officials can handle the equipment/infrastructure
efficiently, once the project management period is over. (Annexure 11)

All the functionality, features and configuration relevant to this project shall be documented
and demonstrated by the successful bidder to the DG and IG of Police - Gujarat State, /(n)Code
for consecutive 5 (five) days. System shall run successfully, without any bug to get Acceptance
Certificate.
2.4 General Requirements
a) Equipment, devices and materials used should be as per Industry standards.
Workmanship, Installation, Commissioning of all the hardware / software should be as per
industrial standards.
b) Care is to be taken considering maintenance of various systems and necessary provisions
shall be made at desired places for sub systems.
c) Usage of materials as mentioned is to be strictly adhered to.
d) Skilled manpower is to be deployed during project implementation under trained
supervisor at site.
e) Bidder shall provide manpower as and when needed by DG and IG of Police - Gujarat
State, for the timely execution of the project.
f) Wherever possible efficient layout, usage of trays, necessary accessories and bends etc
should be used and work shall be completed on time at all stages of the Project.
The response to RFP must include/ensure the following:
I. Detailed description of materials proposed in accordance with the requirement
statement
II. Compliance to all the Technical Specifications / makes / etc. spelt out in this RFP
must be ensured
III. Comprehensive Bill of Quantity with identification numbers, sizes, specifications and
quantity for materials to be used must be provided
IV. Wherever required design/layout should be provided for each section

V. Bidder must provide project scheduling (PERT chart) along with brief explanation of
each phase, project methodology, execution steps etc.
VI. Bidder must provide write-up, pictures etc as documentary proof of quality work
executed
VII. Any special skill, list of tools or other important information may be provided, which
can explain qualitative expertise of the Bidder for this project
2.5 Broad Details and requirements
Bidder shall carry out supply, installation, testing, commissioning of all systems and subsystems
as per the National and International standards, the best industry practices and Vendor’s
standard practice/documentation and recommendations. The bidder has to take care of
transport, lifting and shifting of all the equipments at the respective sites.
1) Bidder shall carry out the work including necessary co-ordination with respective
department for the installation of CCTV Based Video Surveillance Project :
a) The Bidder should ensure that the work is carried out by using material from
manufacturer of repute and approved make.
b) The Bidder and his OEM shall work in coordination to resolve the issues related to
interoperability problem with any equipment/solution during the implementation of the
solution.
c) While bringing the equipment, ensure customer assets are not damaged due to usage of
any equipment during installation. Bidder shall be responsible to do the needful to make
the site into its original condition if any such incident happens.
2) The Bidder should supply all necessary accessories required to install the various
subsystems to commission and integrate the equipment/solutions for CCTV Based Video
Surveillance Project.
3) The Bidder along with DG and IG of Police - Gujarat State, shall conduct the inspection and
testing of all installed equipments / materials at the time of delivery and after
implementation and commissioning

4) The warranty shall be comprehensive in nature i.e. shall include components replacement/
repairing of material, equipments / solution, software free of cost and all expenses incurred
on the replacement /repairing/standby shall be borne by the Bidder
5) The terms and the time period of the warranty should be as per the specifications given
separately under the heading of “Warranty”. The warranty on equipments would be original
OEM warranty for 5 (Five) year (1 year OEM warranty + 4 Year Comprehensive maintenance
support) from the date of FAT.
6) Timely availability of the materials at site shall be ensured and the work is to be carried out
by skilled manpower.
7) Bidder shall provide list of desired spares and ensure availability of service support at least
for the next 7 (seven) Years within the country. Bidder shall provide information and
organization set up for the spares and service support offered by them wherever applicable
8) The Bidder shall provide all Software and Hardware purchase in favor of DG and IG of Police
- Gujarat State, with unlimited licenses.
9) The Bidder shall clearly describe what other technical services, assistance, training or
support will be provided to DG and IG of Police - Gujarat State, and other participating
entities to deploy the proposed solution.
10) Training shall comprise of surveillance Equipments Installation, Configuration, operation
and maintenance. The training shall be provided at Buyer’s location. Bidder shall provide
proper training and hand holding to customer.
11) The Bidder should have their Sales and Service arrangement to be able to provide Offsite /
Onsite 24 X 7 hours support to DG and IG of Police - Gujarat State,
2.6 Inspection and Tests
i. The inspection and tests shall be conducted at the installation premises. The Bidder /
OEM shall provide all necessary facilities and equipments including access to drawings,
architecture, programming manual, software etc required to carry out such tests.
ii. The Bidder shall provide inspection and testing procedures manual including QA Policy
and Procedures for the equipment before the delivery. This inspection procedure should

be provided to DG and IG of Police - Gujarat State, before the delivery of all the
equipment.
iii. The Bidder shall provide the following things as minimum before the delivery of the
Equipment.
Factory test reports
Identification of the equipment being delivered
Bill of Quantity along with detailed specifications and quantity
All the documentation in hard/soft copy, required for the successful
installation and commissioning of the equipment for the project.
iv. The material should be checked through EQDC, Gandhinagar along with Quality tests
before dispatching to site. The list of the materials to be checked through EQDC will be
provided to successful bidder.
v. On site Test shall include testing of all equipments for the acceptance level of various
parameters for system reliability, availability and maintainability and performance as per
the standards mentioned in this RFP. The Bidder shall broadly include/submit a
comprehensive write up to cover the performance test as proposed to be conducted.
The intent of the performance shall be to demonstrate that the proposed system
performs all the functions as indicated in the specification sheets correctly and reliably
and as per the requirement mentioned in tender.
vi. The write up/ procedure for performance test shall be subjected to DG and IG of Police -
Gujarat State, approval. The availability tests shall include all reasonable exercises with
which the combination of equipment and software can be expected to perform in actual
usage.
vii. Issuance of certificate of Inspection before the commencement of work.

d) Demonstration of the proper functioning of all devices to be deployed as per
the specifications singly and also collectively
There will be a proof of concept the proposed solution at the location
decided by Department before opening the commercial bid. The cost for the
same to be borne by the bidder. Tests shall be carried out as per applicable
material standards and specifications.
x. Post Implementation
Integrated Test Plans should include the followings as minimum:
Should any inspected or tested equipment/solution fail to conform to the specifications,
DG and IG of Police - Gujarat State, may reject it and the Bidder shall replace the
rejected goods or make all alterations necessary to meet the requirements of
specifications, free of cost to DG and IG of Police - Gujarat State, within one week.
The Bidder shall also furnish the reference documents/standards etc.
In case the equipment is assembled at the time of commissioning then these
equipments shall be tested post implementation of the equipment/solution.
xi. MAINTENANCE:
The material supplied shall have warranty of 5 (Five) years (1 year OEM warranty + 4
Year Comprehensive maintenance support) from the date of Final Acceptance Test.

Warranty involves comprehensive maintenance and repairs of material for the
installed material, including free of cost replacement of parts, consumables if any,
modules, sub-modules, assemblies, sub-assemblies, spares, to make the system
operational.
xii. Manufacturer’s Technical Data
Manufacturer's performance data, certified factory drawings of apparatus giving full
information as to capacity, dimensions, serial number, materials and all information
pertinent to the adequacy of the submitted equipment shall be submitted for approval.
Manufacturers’ names, sizes, catalogue numbers and/or samples of all materials shall be
submitted for approval.
Submittals and drawings should, as far as possible be complementary so that drawings
and submittals can be crosschecked.
Requirements for equipment submitted for approval must be accompanied by relevant
drawings, technical data, catalogues and samples. Where data certified drawings or
other required information is not available until after orders have been placed, DG and
IG of Police - Gujarat State, will give provisional approval until all requested drawings
and information have been supplied to the DG and IG of Police - Gujarat State, and
approved by him. It is Contractor's responsibility to ensure that all necessary
information is communicated regularly to the DG and IG of Police - Gujarat State, in
accordance with the progress of the work.
xiii. Proprietary Materials
Proprietary materials to be used in the works, shall, when brought to site be got
inspected by the DG and IG of Police - Gujarat State, .
Proprietary materials brought to site shall be stored as per recommendation of the
manufacturer and as directed by the DG and IG of Police - Gujarat State, .
The Contractor shall, on demand, produce any document / proof of purchase in respect
of the supplies, to the DG and IG of Police - Gujarat State, .

The Contractor shall ensure that the materials are brought to site in original sealed
containers/ packing bearing manufacturer's markings.
xiv. COMPLETION SCHEDULE:
The contract execution shall be on the detailed BOQ basis and timeline from the date of
issuance of Purchase/Work Order or Letter of Intent (LoI), whichever is earlier, will be 120
days. The participating vendor has to furnish the PERT Chart for the project along with the
tender documents.
Please take a note that bidder has to take care of all the material and its storage. Police
Department will not be responsible for any loss/damage/breakage of any part before
installation.

5.0 Commercial Terms and Conditions & SLA
The following terms and conditions/guidelines are to be adhered to by the Bidders while
quoting. Wherever there is a deviation, it has to be brought out very clearly, if possible with
proper explanation. Major deviations from the terms specified herein may result in
disqualification.
5.1 Final Acceptance Certificate
On completion of all installation and commissioning activities, other than the on-going support
covered under the contract, bidder shall submit the Notice of Final Completion to (n)Code /DG
and IG of Police - Gujarat State, .
The acceptance test will comprise conducting/executing/arranging the trouble-free operations
for 5 consecutive days of the entire equipment simultaneously and collectively in an integrated
environment.
On receipt of the Notice of Final Completion from Bidder and on verification of fulfillment of
Bidder obligations under the Contract, except for the continuing obligation to provide on-going
support as per the terms of the tender, (n)Code/DG and IG of Police - Gujarat State, , shall
within 1 week from the receipt of Notice of Final Completion from Bidder, either issue the Final
Acceptance Certificate if satisfied as to the fulfillment of all obligations of Bidder, or provide a
list of pending work / deficiencies to Bidder, as the case may be. Bidder shall within 1 week of
being intimated of the deficiency/pending work, rectify such deficiencies/complete such
pending work. Within 1 week of satisfactory completion of the pending work / deficiencies,
(n)Code/DG and IG of Police - Gujarat State, shall issue Final Acceptance Certificate to the
Bidder if working of system found satisfactory as per the RFP norms.

5.2 Warranty
Bidder shall provide warranty for the faithful and satisfactory (as decided by DG and IG of Police
- Gujarat State, ) performance of the entire integrated Facility (as per scope of SI). Warranty
shall include all the work performed by Bidder including supply, erection, installation,
integration, testing and commissioning, etc.
Warranty shall be comprehensive and for a minimum period of Five year (1 year OEM warranty
+ 4 Year Comprehensive maintenance support) from the date of issue of 'Final Completion
Certificate' by (n)Code/DG and IG of Police - Gujarat State, to Bidder at the end of the project.
Bidder shall arrange to rectify any defects found during warranty period attributable to the
Bidder, within reasonable time decided by DG and IG of Police - Gujarat State, , at Bidder's own
cost.
The Contractor shall warrant that the goods / items / software / tools supplied, installed and
commissioned under the contract are new, unused, of the most recent or current models and
incorporate all recent improvements in design and materials unless provided otherwise in the
contract.
If the Contractor, having been notified, fails to remedy the defect(s) within a reasonable period,
the Buyer may proceed to take such remedial action as may be necessary, at the Contractor’s
risk and expense and without prejudice to any other rights which the Buyer may have against
the Contractor under the contract.
The Contractor shall provide free maintenance services during the period of warranty (1 year
OEM warranty + 4 Year Comprehensive maintenance support). And if problem repeats the
defective part to be replace immediately without any cost. After warranty period, Buyer at its
own discretion may decide to go for next two years comprehensive annual maintenance
contract. During Annual Maintenance Contract repairs of the entire system including cost of
spares etc. other than items under the consumable category, UPS battery, lights, lamps, etc. will
be done by the Contractor at site location.

If the Contractor fails to comply with any of the above, the Buyer may proceed to take such
remedial action as may be necessary at the Contractor’s risk and expense and without prejudice
to any other rights, which the Buyer may have against the Contractor under the Contract.
Please note that during the warranty duration; its bidder’s responsibility to keep the system
fully functional throughout the period. The service, replacement, upgrades, maintenance etc to
be provided by bidder any cost.
Guarantee
If the goods, stores and equipments found defective due to bad design materials or
workmanship the same should be repaired or replaced by the Contractor free of charge if
reported 36 months from the date of commissioning of each equipment.
On completion of batteries life cycle, the bidder should arrange for replacement of batteries.
Contractor will be responsible for the proper performance of the equipments for 60 months
after commissioning of equipments / materials whichever is earlier.
5.3 Pricing
Validity of the offer shall be minimum 180 days from the closing / due date for receiving the
bids.
All prices should be in Indian Rupees.
Prices shall be considered on the basis of Tender document No. RFP/CCTV/HD/PS-
Guj/2014/01. It shall include all the taxes and duties applicable now and in future such as
excise/custom duty, VAT, service tax, etc. and freight, transit insurance, custom clearing
expenses, etc. as applicable.
Bidder should clearly indicate various taxes and duties with percentage applicable for individual
deliverables and include all of these in their prices. Any bid without bifurcation of specific taxes

Bidder to quote unit cost for all the components of each system, indicate VAT/Service tax and
agree to supply additional qty at rates note exceeding the mentioned rates.
Bidder should have valid Gujarat VAT, TIN and Service Tax number and copy of the same
should be attached with bid. In absence of the same bidder has to quote considering CST, DG
and IG of Police - Gujarat State, shall provide “C” form.
Bidder need to give separate pricing for material and services wherever applicable.
Bidder shall ensure compliance to all applicable prevailing laws.
Any statutory increase or decrease in the taxes and levies subsequent to offer during contract
period shall be borne by the Buyer.

Payment Terms applicable will be as follows:
50 % payment: 50 % of the amount shall be paid within 30 days after Supply and
successful Installation of goods at all locations of the cluster for the each system.
30% payment: 30 % of the amount shall be paid within 30 days upon successfully
clearing the FAT.
Balance 20 % payment: 20% of Total Contract Amount will be retained and shall
become payable after six months from the date of awarding the FAT on the basis of successful

clearance from the competent authority. The payment shall be released against the PBG of 20%
amount shall be provided by the bidder valid for FIVE years after successfully clearing the FAT.
Payment will be subject to deduction of tax Including Works contract TDS and Income

No advance shall be paid to bidder.
5.5 SLA Objectives
Contractor shall provide services as per SLA matrix, which defines maximum response as well as
rectification times for all kinds of infrastructure/equipment covered under the contract.
Contractor shall provide warranty/on-site maintenance and support services during the period
of contract as per SLA for a period of five (5) years.

o SLA Requirements
Contractor shall deploy sufficient manpower, spares and other such related things to meet out
the SLA.
Warranty/ Annual Maintenance Contract involves comprehensive maintenance and repairs of
all hardware and/or software for the said systems, including free of cost replacement of parts,
consumables etc to make the system operational.
i. If the SLAs drop below the lower limit in successive three quarters as specified, the
severe action can be initiated by the department as per below.
a. Buyer will issues a show cause notice to the Vendor.
b. Vendor should reply to the notice within three working days.
c. If authorities are not satisfied with the reply, department will initiate stricter
penalty for the remaining period of the contract.
ii. Department may forfeit the PBG submitted by the vendor, blacklist the vendor and
cancel the contract. In such case, OEM will give the undertaking and will be
responsible for their performance during the entire contract period.

Tie up with OEM/ Manufacturer
The Contractor should have back-to-back arrangements with OEM/Manufacturer or its system
integrator for warranty support for a period of Five years.
It is the responsibility of the Contractor to provide certification of OEM/Manufacturer for
complete support for the period of 5 Years in case of product upgrades or discontinuance of
product and contractor should have sufficient provision for spares.
5.6 Delay and Non-conformance penalty
The work shall be executed as per the Time Line provided by DG and IG of Police - Gujarat State,
. Period of commissioning includes the time required for mobilization as well as testing,
rectification, if any, retesting and completion in all respects to the entire satisfaction of the
DG and IG of Police - Gujarat State, .
Implementation Schedule (Testing and Commissioning)
The project should be completed in all aspects within 120 days (excluding EQDC testing time)
from the date of LoI to successful bidder.
Commissioning Schedule
The installation and commissioning of the equipment shall comprise of reviewing the
installation and commissioning at every steps by site visits of concerned officials of
buyer.
Please note that Contractor will be expected to deliver a fully installed and working
Project which will include:
Delivery of all items shall be including of unpacking, assembly, removal and disposal of
all packaging.
Installation, configuration and testing of equipments.

System shall be ready to use as per the timeline mentioned in this RFP.
Contractors must fully insure the goods / items / software / tools against loss or damage
until delivered and installed satisfactorily at all sites specified in the RFP.
Once site is handed over with goods / items / software / tools it will be fully insured by
the Buyer.
Warranty and AMC Support
Warranty will be for 5 years (1 year OEM warranty + 4 Year Comprehensive maintenance
support) from the date of Acceptance by Buyer.
If the specified delivery schedule is not adhered to, or progress of manufacture of supply of the
items is not satisfactory, or is not in accordance with progress schedule, DG and IG of Police -
Gujarat State, has right to:
Hire for period of delay from elsewhere goods, services which in DG and IG of Police -
Gujarat State, opinion would meet the same purpose as the goods which are delayed and
vendor shall be liable without limitation for the hire and other installation, removal etc.
charges; or
Cancel the Purchase Order in whole or in part without liability for cancellation charges in
that event, DG and IG of Police - Gujarat State, may procure from elsewhere goods/services
which in DG and IG of Police - Gujarat State, opinion would meet the same purpose as the
goods/services for which order is cancelled and Vendor shall be liable without limitation for
the difference between the cost of such substitution and the price set forth in this order for
the goods involved; or
Hire the substitute goods/services vide (i) above and if the ordered goods continue to
remain undelivered thereafter, cancel the order in part or in full vide (ii) above.

In the event of rejection of non-conforming goods, Vendor shall be allowed, without any
extension of delivery time, to correct the non-conformities. Should, however, vendor fail to
do so within stipulated time, DG and IG of Police - Gujarat State, may cancel the order as
the non-conforming goods and retain the same right with respect to substitution as are set
out in the preceding paragraph and in addition, recover actual expense incurred by DG and
IG of Police - Gujarat State, in installing and removing the non-conforming goods.
Alternatively, however, DG and IG of Police - Gujarat State, may at its option have or cause
the non-conformity to be corrected at vendor’s expense.
If vendor fails to perform any of its obligations, DG and IG of Police - Gujarat State, ( shall
be entitled to all remedies provided by law and recover all damaged caused to DG and IG of
Police - Gujarat State, by delay or non-supply of the goods or supply of non-conforming
goods and to obtain adequate compensation thereof.
Successful Bidder shall be responsible to complete the work within the project deadline of
120 days from the date of PO.
DG and IG of Police - Gujarat State, reserves the right to claim damages for use of defective or
sub-standard goods supplied by the Vendor irrespective of the fact whether goods were
inspected prior to receipt at project site by DG and IG of Police - Gujarat State, or not.
5.7 Indemnity
Mutual Indemnification
Bidder shall defend and indemnify the other, its assigns, agents, officers and employees
from and against any damages to real or tangible personal property and / or bodily injury to
persons, including death, resulting from its or its employees' or agents' negligence or willful
misconduct.
Intellectual Property Indemnities
Bidder shall defend and indemnify DG and IG of Police - Gujarat State, from and against
any suit, proceeding, or assertion of a third party against DG and IG of Police - Gujarat State,

based upon a claim that any of the system or part of the system supplied by the Bidder
including third party components, infringes any valid patent, copy right, trade secret, or other
intellectual property right under any country's national or international laws.
If a claim pursuant to above occurs, bidder shall take all necessary remedial actions at its own
cost. Bidders shall safe guard DG and IG of Police - Gujarat State, business operations and
protect DG and IG of Police - Gujarat State, against any penalty and / or liability arising out of
such claim.
5.8 Force Majeure
If bidder is prevented from performing any of its obligations under the Contract due to any
cause beyond the bidder's reasonable control-if the bidder’s performance is prevented by a
superior brute force,- including, without limitation, an act of God like fire, flood, explosion,
earthquake, war, strike, embargo, government regulation, civil or military authority, etc., the
time for that bidder's performance will be extended for the period of the delay or inability to
perform due to such occurrence; provided however, that if a bidder suffering a force majeure
event is unable to cure that event within a mutually agreed duration, the buyer may terminate
the contract.
Force majeure does not include bidder's organizational issues, bankruptcy, merger and
acquisition issues, solvency, etc.
Force majeure event once faced shall be immediately informed to the buyer with the details of
event, its likely effect on the contract, etc. Such information should reach to the buyer within a
period of 15 days from the time of occurrence of the event.
If the performance in whole or part of any obligation under this contract is prevented or
delayed by reasons of any such event for a period exceeding 60 days, buyer may at its option
terminate the contract provided also that if the contract is terminated under this clause, the
Buyer shall be at liberty to take over from the Contractor at a price to be fixed by the Buyer,
which shall be final, all acceptable deliverables in the possession of the Contractor at the time

of such termination or such portion thereof as the Buyer may deem fit accepting such
deliverables.
5.9 Modification and Withdrawal of Bids
No bids will be allowed to be modified subsequent to the final submission of bids.
No bidder will allowed withdrawing the bids already submitted in the interval between the
deadline after submission of bids and the expiry of the bid validity. Withdrawal of a bid during
this interval will result in the forfeiture of bidder’s EMD.
DG and IG of Police - Gujarat State, reserves the right to change any bid condition of any item
even after inviting the bids, with/without prior notification.
DG and IG of Police - Gujarat State, reserve the right to accept or reject any bid, and to annul
the bidding process and reject all bids at any time prior to awarding the Contracts, without
thereby incurring any liability to the affected Bidder or bidders or any obligation to inform the
affected Bidder or bidders of the grounds for such decision.
The tendered quantities are estimated based on the receipt of the requirement from various
Government offices. The quantities may decrease or increase of the bid quantity at the time of
finalization, depending upon the change in the requirements/grants available with the
purchaser(s), which shall be binding to the bidder. Bidder is supposed to bid accordingly.
All correction/addition/deletion shall require authorized countersign.
DG and IG of Police - Gujarat State, reserves the right to split the scope of work and award
separate contract to different Bidders. Also, Bidder has to confirm that they shall accept part
order without any commercial implications.
All the information contained in these requisition specifications is the property of DG and IG of
Police - Gujarat State, and these are not to be reproduced or disclosed to other parties in any
manner without prior permission in writing from DG and IG of Police - Gujarat State, .
Governing Law and Jurisdiction

The Contract and the transactions contemplated therein shall be governed by and construed in
accordance with the laws of India.
The Contract and the transactions contemplated therein shall be subject to the exclusive
jurisdiction of the competent Courts in Gujarat, India.
If any dispute arises between the Parties hereto during the subsistence or thereafter, in
connection with the validity, interpretation, implementation or alleged material breach of any
provision of the Agreement or regarding a question, including the questions as to whether the
termination of the Contract Agreement by one Party hereto has been legitimate, both Parties
hereto shall endeavor to settle such dispute amicably. The attempt to bring about an amicable
settlement is considered to have failed as soon as one of the Parties hereto, after reasonable
attempts gives 15 days notice thereof to the other Party in writing.
The place of the arbitration shall be Ahmedabad, Gujarat.
The Arbitration proceeding shall be governed by the Arbitration and Conciliation Act of 1996 as
amended from time to time.
The proceedings of arbitration shall be in English language.
5.10 Instruction to Bidders
The closing date and time for receiving the bid response is as mentioned in the cover letter of
this RFP.
Entry tax and transit insurance and all such levies and duties (till final destination of delivery), if
any, shall be borne by the supplier/Bidder.
Bidder shall ensure compliance with all applicable laws and obtain necessary
registration/license as may be applicable.
The bidder has to specify the tax rate (VAT/CST/Service Tax) for each item and the supplier who
have opted/shown for lump sum tax shall not be eligible for bidding.

Bids received after the closing date and time shall not be considered for evaluation.
DG and IG of Police - Gujarat State, reserves the right to reject any or all of the bids without
assigning reasons during the entire process of bidding
Bids shall be of fixed firm rates and will have a validity of 180 days from the closing date for
bids, extendable on request of DG and IG of Police - Gujarat State, .
Bidders are requested to send request for clarifications, if any, so as to reach DG and IG of
Police - Gujarat State, latest by the date and time mentioned in the cover letter of this RFP.
Requests received after this date for clarifications may not be entertained.
Bidders are requested to send acknowledgment to DG and IG of Police - Gujarat State, as soon
as the RFP is received by them.
Bidder are requested to inform the contact reference along with the acknowledgement of
receipt of RFP to enable DG and IG of Police - Gujarat State, to establish single point of contact
at Bidder end.
No verbal communication for queries and / or clarifications with any of the Bidders will be
entertained by any of DG and IG of Police - Gujarat State, employees and / or representatives
with respect to this RFP.
After the closing time of submission, DG and IG of Police - Gujarat State, or its representative
will verify the submission of Bid Processing Fees and EMD as per bid terms and conditions. The
eligibility criteria evaluation will be carried out of the responsive bids. The technical bids of the
bidders who are complying with all the eligibility criteria will be opened and evaluated next. The
financial bid of the technically qualified bidders will be opened.
There are few police stations where existing CCTV systems are available; it bidder responsibility
to dismantle the entire system safely and to be re-installed at other locations conveyed by
respective police officials.

DG and IG of Police - Gujarat State, reserves the right to decide L1 on cluster basis as well as
category-wise and it shall be binding on the bidder. The order may be split among a number of
technically qualified bidders at the discretion of DG and IG of Police - Gujarat State, . The bidder
with overall competitive quote will be given preference on the ordered quantity.
Bids shall be valid for 180 days after the date of financial bid opening. A bid valid for a shorter
period shall be rejected as non‐responsive.
Bidders are required to quote all items including optional add‐ons as well. Incomplete bids will
be treated as non‐responsive and will be rejected. The bidder has to consider the warranty for
the period of Five years (1 year OEM warranty + 4 Year Comprehensive maintenance
support).
The Bidder shall bear all the costs associated with the preparation and submission of its bid,
and DG and IG of Police - Gujarat State, will in no case be responsible or liable for these costs,
regardless of conduct or outcome of bidding process.
The bidder has to submit the compliance letter on its letter head duly signed by the authorized
signature and other supporting documents as asked for in the bid in scanned format. Failing to
submit the same or noncompliance/deviation from any bid terms and conditions, eligibility
criteria or technical specifications may result in rejection of the bid.
The Bidder has to examine all instructions, forms, terms, conditions and specifications in the
bidding documents. Failure to furnish all information required by the bidding documents or
submission of a bid not substantially responsive to the biding documents in every respect will
be at the Bidder’s risk and may result in rejection of its bid.
The bidder has to submit a binding on the letter head stating that he has understood all the
terms and conditions fully stated in the bid and he is abide by that and there is no variation in
the terms and conditions.

DG and IGP may appoint a TPA to evaluate, monitor, and supervise the project. Bidder is
supposed to cooperate during entire period of project life time. Bidder has to provide the
required details asked by DG and IGP of Police.
Unsuccessful bidder's EMD will be returned as promptly as possible as but not later than 60
days after the expiration of the period of bid validity OR upon the successful Bidder signing the
Contract, and furnishing the Performance Bank Guarantee.
In exceptional circumstances, DG and IG of Police - Gujarat State, may solicit the Bidder’s
consent to an extension of the period of validity. The request and the responses thereto shall
be made in writing. A Bidder may refuse the request without forfeiting its EMD. A Bidder
granting the request will not be permitted to modify its bid.
The EMD may be forfeited:
(a) If a Bidder withdraws its bid during the period of bid validity
(b) In case of a successful Bidder, if the Bidder fails:
To accept the PO within stipulated time-frame
To furnish performance bank guarantee as mentioned above
If the bidder is found to be involved in fraudulent practices or
If the bidder fails to deliver the required items at the defined locations within defined
delivery schedule.
5.11 Termination for Default
The Purchaser may, without prejudice to any other remedy for breach of contract, by written
notice of default sent to the Bidder, terminate the Contract in whole or part:
- If the bidder fails to complete the installation within 120 days from the date of purchase
order the penalty will be implemented. No extension will be given.

- If the Bidder fails to perform any other obligation(s) under the Contract/Purchase order.
- If the Bidder, in the judgment of the Purchaser has engaged in corrupt or fraudulent
practices in competing for or in executing the Contract. “Corrupt practice” means the
offering, giving, receiving or soliciting of anything of value of influence the action of a
public official in the procurement process or in contract execution. “fraudulent practice :
a misrepresentation of facts in order to influence a procurement process or the
execution of a contract to the detriment of the purchaser, and includes collusive
practice among Bidders (prior to or after bid submission) designed to establish bid prices
at artificial non-competitive levels and to deprive the purchaser of the benefits of free
and open competition;”
In the event the Purchaser terminates the Contract in whole or in part, pursuant to clause
above, the Purchaser may procure, upon such terms and in such manner, as it deems
appropriate, Goods or Services similar to those undelivered, and the Bidder shall be liable to
the Purchaser for any excess costs for such similar Goods or Services. However, the Bidder shall
continue the performance of the Contract to the extent not terminated.
5.12 Schedule and Penalty clause for delay
Bidder shall start the work within 5 days of “Award of Contract (Work/Purchase Order)” or
“LOI” whichever is earlier.
Delay in excess of the stipulated time will be sufficient to cause for termination of the contract.
In that case the Performance Bank Guarantee of the bidder will be forfeited.
Bidder shall put all the efforts to complete the job within agreed time schedule excluding EQDC
testing time. Penalty shall be charged to the Bidder for the delay of work completion. Penalty of
Rs. 1,00,000 per day per cluster will be charged. It will be deducted from the payments to be
made to respective bidder..

separate contract to different Bidders. Also, Bidder has to confirm that they shall accept part

All the information contained in these requisition specifications is the property of DG and IG of
Police - Gujarat State, and these are not to be reproduced or disclosed to other parties in any
manner without prior permission in writing from DG and IG of Police - Gujarat State, . It is very
critical that the knowledge of the DG and IG of Police - Gujarat State, facility is not misused /
revealed by Bidder, Bidder’s employees, and / or any entity associated with Bidder. This will be
the Bidder’s responsibility and violation to this shall have serious implications.
Bidder has to provide details of their experience and client list which will be verified by DG and
IGP or its representative
In case the contractor‘s performance is delayed due to any act or omission on the part of the
Buyer or his authorized agent, then the contractor shall be given due extension of time for the
completion of the work to the extent such omission on the part of the Buyer has caused
delayed in contractor’s performance of work.
5.13 Special Terms and Conditions
Details of all the activities to be carried out under the broad heads are provided below. The
contractor shall provide all necessary materials, equipment and labor etc. for the
execution and maintenance of work till completion. All materials that go with the work shall
be approved by DG and IG of Police - Gujarat State, prior to procurement and use. The
materials should of reputed make as given in functional/technical specifications.
All the works shall be executed in strict conformity with the provisions of the contract
documents and with such explanatory detailed drawings, specifications and instructions as may
be approved from time to time to the contractor by DG and IG of Police - Gujarat State,
whether mentioned in the contract or not.

The materials, design and workmanship shall satisfy the relevant Indian standards,
the job specifications contained herein and codes referred to. Where the job specifications
stipulate requirements in addition to those contained in the standard codes and specifications,
these additional requirements shall also be satisfied. Materials supplied should be of open
standard.
The supplier shall supply the material as specified/prescribed and after doing the necessary
verification of its quality and any substandard material/material not as per specification will be
liable to be rejected. The supplier shall bear the cost of transportation for taking the
substandard/rejected material and doing its replacement. The substandard/rejected material
will be kept at the site at the risk of the supplier.
DG and IG of Police - Gujarat State, shall have power to make any alterations in omission from,
additions to, or substitutions for the schedule of rates, the original specifications,
Drawings, Designs and Instructions that may appear to him to be necessary or advisable during
the progress of work and contractor shall be bound to carry out such altered / extra / new
items of work in accordance with any instructions which may be given to him in writing
signed by DG and IG of Police - Gujarat State, and such alterations, omissions, additions or
substitutions shall not invalidate contract and any altered, additional or substituted work which
contractor may be directed to do in the manner above specified as part of the work shall
be carried out by contractor in the same terms and conditions in all respects on which he
agreed to do the work.
The contractor shall furnish to the DG and IG of Police - Gujarat State, for approval adequate
samples of all materials and finishes to be used in the work. Such samples shall be submitted
before the work is commenced, time to permit tests and examinations thereof. All
materials furnished and finishes applied in actual work shall be fully equal to the approved
samples.
On completion of work contractor to furnish 4 sets of complete technical documents along
with as-built drawings for all the systems as envisaged in the tender document. System-
wise report shall be submitted along with the drawings including softcopy.

Material supply and Storage: It shall be the responsibility of the Contractor to arrange for its
loading, transportation to job site, unloading and storage of material at the job site.
The Contractor shall at all times be exclusively responsible for any and all loss(es), damage(s)
deterioration, misuse, theft or other application or disposal of the material(s) supplied by DG
and IG of Police - Gujarat State, or any of them, contrary to the provisions hereof and shall
keep DG and IG of Police - Gujarat State, indemnified from and against the same and shall
forthwith at his own cost and expense replace any such material. Lost, damaged, deteriorated,
misused, stolen, applied and or disposed as aforesaid, with other material of equivalent quality
and quantity.
Labor Laws and Regulation: The Contractor shall be responsible for strict compliance of and
shall ensure strict compliance by it sub-contractors, servants or agents of all labor and other
laws, rules or regulation having the force of law affecting the relationship of employer and
employee between the Contractor/Sub-Contractor and their respective employees.
The Contractor and Sub-Contractor(s) of the Contractor shall obtain license from authority(ies)
designated in this behalf under any applicable law, rule or regulation including but not limited
to the Factories Act and Contract labor (Abolition and Regulation) Act, 1970 (insofar as
applicable) any and all such license(s) consent(s), registration(s) and / or other authorization (s)
as shall from time to time be or become necessary for relative to the execution of the work or
any part or portion thereof or the storage or supply, of any material(s) or otherwise in
connection with performance of the Contract, and shall at all times observe and ensure due
observance by the Sub- Contractor, servants and agents of all terms and conditions of the said
license(s), regulation(s) and other authorization(s) and laws, rules and regulations applicable
thereto.
The Contractor shall indemnify and keep indemnified the Owner/regulating bodies from and
against all actions, claims, demands and liabilities whatsoever under and in respect of the
breach of any other provisions of mentioned clauses in this RFP / or against any claim, action or
demand by any workman / employee of the Contractor of any Sub-Contractor and / or from any
liability anywise to any workman / employee of the Contractor or any Sub-Contractor under any

law, rule or regulation having the force of law, including but not limited to claims against the
Owner under the Workmen Compensations Act, 1923, The employees Provident Funds Act,
1952, and / or The Contract Labor (abolition and Regulation) Act, 1970.
Safety Regulation, Accident and Damage: The Contractor shall be responsible at his own cost in
and relative to performance of the work and contractor to observe and to ensure observance
by his Sub-Contractors, agents and servants of the provisions of Safety Code as hereinafter
appearing and all fire, Safety and security regulations as may be prescribed by the Owner from
time to time and such other Precautions, measures as shall be necessary and shall employ /
deploy all equipment necessary to protect all works, materials, properties, structures,
equipments, installations, communications and facilities whatsoever from damage, loss or
other hazard whatsoever (including but not limited to fire and explosion) and shall during
construction and other operations minimize the disturbance and inconvenience to the Owner,
other contractors, the public and adjoining land and property owners and occupiers, and crops,
trees and vegetation and shall indemnify and keep indemnified the Owner from and against all
losses and damages and costs, charges and expenses and penalties, actions, claims, demands
and proceedings whatsoever suffered or incurred by or against the Owner, as the case may be,
virtue of any loss, alteration, displacement, disturbance or destruction or accident to any works
materials, properties, structures, equipments, installations communications and facilities and
land and property owners and occupiers and crops, trees and vegetations as aforesaid, with the
intent that the Contractor shall be exclusively responsible for any accident, loss, damage,
alteration, displacement, disturbance or destruction as aforesaid resultant directly or indirectly
from any breach by the Contractor of his obligation aforesaid or upon any operation, act or
omission of the contractor his Sub-Contractor(s) or agent(s) or servant(s).
The Contractor's liabilities under the Contract shall remain unimpaired notwithstanding the
existence of any storage cum erection or other insurance covering any risk, damage, loss or
liability for which the Contractor is liable to the Owner in terms of the foregoing Sub-Clause or
otherwise and / or in respect of which the Contractor has indemnified the Owner with the
intent that notwithstanding the existence of such insurance, the Contractor shall be and remain
fully liable for all liabilities and obligations under the contract and indemnified to the Owner,

and the Owner shall not be obliged to seek recourse under such policy(ies) in preference to
recourse against the Contractor or otherwise to exhaust any other remedy in preference to the
remedies available to in under the Contract.
Indemnity and Insurance: In every case in which by virtue of the provision of section 12 sub-
section (i) of Workmen's Compensations Act 1923. the owner is obliged to pay compensation to
a workman employed by the contractor, in execution of the works, the Owner will recover from
the Contractor the amount of the compensation so paid, and without prejudice to the rights of
Owner under section 12, sub section 20 of the said Act, Owner shall be at liberty to recover
such amount or any part thereof by deducting it from the Security Deposit or from any sum due
by the Owner to the contractor whether under this contract or otherwise. The Owner shall not
be bound to contest any claim made under section 12, sub section(i) of the said Act, except on
the written request of the Contractor and upon his giving to the Owner full security for all cost
for which the Owner might become liable in consequence of contesting such claim.
The Contractor shall at all times indemnify and keep indemnified the Owner and its officers,
servants and agents from and against all third party claims whatsoever (including but not
limited to property loss and damage personal accident, injury or death of/to property or person
of any Sub-Contractor and/or the servants of agents of the Contractor, and Sub-Contractor(s)
and/or the Owner) and the Contractor shall at his own cost and initiative at all times upon the
successful conclusion of the defect liability period specified in this RFP hereof take out and
maintain insurance policies in respect of all insurable liabilities under this Clause, including but
not limited to third party insurance and Act. Personal injuries insurance Act, Emergency Risk
Insurance and other with Insurance company(ies) approved by the Owner and such policy(ies)
shall be of not less limits hereunder specified with reference to the matters hereunder specified
namely:
Workmen Compensation Insurance to the limit to which compensation may be payable under
the laws of the Republic of India.
Insurance shall be affected for all the contractor’s employees engaged in the performance of
this contract. If any of work is sublet, the contractor shall require the sub-contractor to provide

workmen’s compensation and employer’s liability insurance for the latter’s employees if such
employees are not covered under the contractor’s insurance.
Should the Contractor fail to take out and/or keep a foot insurance as provided for in the
foregoing Sub-Clause, the Owner shall be entitled (but without obligation to do so) to take out
and/or keep a foot such insurance at the cost and expense of the Contractor, and without
prejudice to and other remedies of the Owner in this behalf, to deduct the sum(s) incurred
therefore from the dues to the Contractor.
The Bidder / Contractor shall comply all the standard terms and conditions of Purchase, DG and
IG of Police - Gujarat State, unless otherwise specified separately.
In case of default/delay, DG and IG of Police - Gujarat State, reserves the right to make
alternative arrangement through available sources and shall recover the entire cost and penalty
charges after adding 10 % administrative cost from the supplier and it shall be unconditionally
binding on him.
