I am honoured o presen he 2007-08 FOIP annual repor.Service Albera provides advice and assisance o public bodies on access o informaion and proecion ofprivacy maters and ensures ha personal informaion of Alberans held by he Governmen of Albera isappropriaely secured.
Provincial governmen bodies have responded o nearly 28,000 requess for informaion since he Freedomof Information and Protection of Privacy Act(he FOIP Ac) came ino effec and local public bodies haveresponded o over 8,100 requess for informaion.
Significan accomplishmens for he 2007-08 fiscal year include:
Providing up-to-date guidance on developing contracts that protect privacy.Managing Contracts
under the FOIP Actwas revised o reflec changes in law and expanded o address new issues. Launching an online course to provide privacy training for employees on demand and on location.
Assisting public bodies to publish directories of their personal information banks tohelp Alberans o locae he records hey wish o access.
Providing guidance on how the FOIP Act applies to travel expense claim records that are thesubjec of a FOIP reques.
Supporting the development of FOIP expertise of sta by organizing special presentations onnew and emerging privacy issues.
Continuing to advise ministries on new legislative initiatives to promote a consistent approacho access and privacy adminisraion across governmen.

Service Albera provides leadership, sraegicdirecion and suppor o public bodies subjeco he Freedom of Information and Protection ofPrivacy Act(he FOIP Ac). Tese bodies includeprovincial governmen deparmens, agencies,
boards and commissions, as well as a diverserange o local public bodies operaing across

e Government of Alberta was reorganized inMarch 2008. New deparmens were creaed andohers were dissolved, and some programs weremoved beween deparmens. Service Alberaprovided FOIP saff wih guidance on managingFOIP requess during he ransiion period aferhe announcemen o he new cabine.

Learning Opportunities
Access and privacy is an evolving field and saffare encouraged o paricipae in aciviies ha willexpose hem o he laes developmens in hefield. Regular inormaion sessions were held wihgovernmen, school board, pos-secondary and
municipal FOIP saff. Tese meeings providean opporuniy or he deparmen o conveyinormaion abou aciviies and or public bodieso share inormaion and sraegies o addresscommon issues. For example, updaes on hereview o hePersonal Information ProtectionActwere provided to FOIP Coordinators toheighen heir awareness o he privacy concernso sakeholders and conracors o public bodiessubjec o hePersonal Information Protection Act.
Special presenaions were offered o FOIPCoordinators on new developments in arange o subjec areas. Elecronic discovery odocumens in he liigaion process and hepossible implicaions or he FOIP process wasone opic. Speakers included Alberas Inormaionand Privacy Commissioner, Frank Work, Q.C.;David Banisar o Privacy Inernaional, Unied
Kingdom; Maja Daruwala of the CommonwealthHuman Rights Initiative, India; and OntariosChief Information and Privacy Ocer, Mark Vale.
Training Program
Like many oher employers, public bodies arerecruiing new saff as more experienced saffreire. Service Albera offers sandard rainingcourses on a regular schedule so ha public
bodies can send new saff or FOIP raining.Te insrucor-led raining program includes
hree one-day courses or employees who areresponsible or FOIP and a hal-day courseor employees who require an overview o heconceps o proecion o privacy and access oinormaion. raining courses are scheduled ordelivery in Edmonton and Calgary and additionalcourses are held around he province as requesed.In 2007-08, 1,105 employees rom governmenand local public bodies successully compleedraining. raining was provided in 48 courses,including 23 delivered a public body workplaces.
All employees, including newly hired employees,are responsible or proecing any personalinormaion o Alberans hey have access o aspar o heir employmen responsibiliies. Privacyraining is mos effecive when offered when and
where i is needed. Service Albera launched anonline privacy course in February 2008 o mee heneed or flexible, imely raining. Tis sel-pacedcourse enables public body employees across
Albera o learn he basics o privacy proecionwithout leaving the oce.
