The Builders Services Department is responsible for issuing
and maintaining all construction permits, (residential and
commercial) for Bay County along with inspecting all
building projects to assure compliance with the Florida
Building Code. Our Building Department has issued 6,273
permits and has completed 10,233 inspections from January
1, 2016 and October 31, 2016.
Builders Services Management encourages their employees
to take advantage of education and training opportunities
whenever they are available in order to do their jobs as
proficiently as possible. All of the building inspectors in our
department hold multiple code certifications with the State of
Florida. Continued...

Continued… Focus on Builders Services Department
Al Wilson, Code Official, holds the highest level
of certification a person can get through the code
council, The Master Code Professional. There are only 800 individuals
with this certification. Al also holds every certification that is offered in
Florida.
Stephanie Davis and Michelle Thomas both have National Permit
Technician Certification’s. There are only 124 individuals in Florida with this
certification.
BCEGS (Building Code Effectiveness Grading Schedule) assesses the
effectiveness of enforcement and adequacy of building codes in a particular
community, with special emphasis on mitigation of losses from natural hazards. A
BCEGS grade of 1 (best) to 10 is assigned to each participating municipality. Bay
County Builders Services received a classification as a 3 for 1&2 family residential
property and a 2 for Commercial and Industrial property in 2016. This rating places
Bay County in the top 15% for the state of Florida and the top 7% in the nation.
What do these numbers mean? A

department adopted the latest,
unamended, edition of the building
code, Has exceptional staffing
levels based on workloads and staff
education and their certification is
at very high levels.

Tommy Hamm was sworn in November 22, as our new Commissioner for District 1.
Commissioner Hamm is a local businessman who attended Gulf Coast State College
as well as Florida State University and received a degree in economics.
Commissioner Hamm is married and has four children and two grandchildren.
Philip “Griff” Griffitts was sworn in November 22, as our new Commissioner for
District 5. Commissioner Griffitts is a local businessman who attended Florida State
University and received a degree in political science. Commissioner Griffitts is
married and has two children.
Robert Carroll was sworn in November 22, as our new Commissioner for District 2.
Commissioner Carroll is a local businessman who attended Gulf Coast State College
and Florida State University and received his degree in civil engineering.
Commissioner Carroll is married and has two children.

Mark your calendars for Saturday, December 10th! Harder’s
Park will be hos ng Christmas at Harder’s Park. Santa Claus
will arrive at the Park at 5:00pm by helicopter. Thank you to
the Bay County Sheriff’s office for giving Santa a ride to the Park. Santa
will be available for photos from 5:00pm to
8:00pm. The Park will be decorated with
Christmas lights and displays. Everyone
come out and enjoy the sights and sounds
of Christmas! The Park will be decorated
the en re month of December.
Christmas at Harder’s Park
The mission of the Bay County Employee Academy is to develop a comprehensive training program that will include a tiered roll-out for new employees, current employees, and those seeking advancement. Since its inception, over 60 new employees have completed the required courses of the New Employee Training. In September, the first Leadership Academy sessions were conducted for current leaders.
As the Bay County Employee Academy continues to evolve its mission, watch for future details on the Leaders Development Program. This program is being constructed for those employees seeking advancement through training with the county. The Leaders Development Program will consist of multiple courses which will be open to any interested Bay County employee. Course announcements will begin in the 2nd Quarter of FY17.

BAY COUNTY WATER TREATMENT PLANT
When Bay County’s water treatment plant was constructed in 1966-67 it consisted of a flocculator basin, one clarifier basin, a sedimentation basin, four filters and three natural gas engines. It was given a rated capacity of ten (10) million gallons per day. When the plant was completed by mid-1967 it began supplying water to the City of Panama City, with service to Springfield and later that year adding service to Tyndall Air Force Base. It wasn’t until 1969 that the County installed the first electric pump.
Bay County’s water treatment plant has gone through many changes over the past fifty years, additional treatment basin, more filters and laying more than 535 miles of distribution pipes. The treatment plant today has a rated capacity of sixty million
gallons per day. The Water department treats and distributes drinking water for the County’s municipalities and Tyndall AFB as well as the County’s retail system in the unincorporated area.
The system has been recognized for numerous awards by mul t ip le professional agencies within the industry. The most recent awards received were awarded for the 2015 Best of the Best Drinking Water by the FSAWWA and for the last five years have received the Plant Operations
Excellence Award – Large Community Water by the FDEP. The staff works closely with regulatory officials to ensure the plant will be ready to meet the ever changing rules, regulations, and requirements.

The Parks & Recreation staff would like to
say, “Thank You!”, to EVERYONE who
volunteered their time at this year’s Haunted
Hayride. Ticket sales for the two night event
were $19,191.00. We are still receiving monies
from the food vendors, so this total will increase.
This event continues to receive positive feedback
from the community and gets better each year.
We have very talented people here in our Parks
Department. I would like to mention a few who
went above and beyond; Ross Hatchell provided
his construction skills with the sites & structures. Michelle Bass provided
site set up and her excellent knowledge of sound systems. Joel Jackson
oversaw the trucks & trailers and drivers (he kept the trailers moving
smoothly), and David Ross, who is an excellent electrician, provided
not only electrical set ups, but also construction, site set ups and was
working behind the scenes during the two night event making repairs and
adjustments as needed.

Just when Thanksgiving is over we begin planning foods for parties and meals for the remaining holiday season. Here are a few healthy holiday tips to get you and your family through the season without gaining weight.
Don’t forget to use nutrition labels on products to make healthier choices. Look for foods that are lower in sugar, fat, and sodium. A rule of thumb to remember is that no more than 5-15% of calories should come from added sugars. Acceptable ranges for total fat intake for adults 19 and older is 20-35% of total calories per day. Reduce daily sodium intake to less than 2,300 mg/day and further reduce intake to 1,500 mg if you are 51 and older, African American or have hypertension, diabetes, or chronic kidney disease. This time of year seasonal fruits and vegetables should be the centerpiece of your meals… winter squash, collards, sweet potatoes, Kale, pumpkins, apples, pears, cranberries, and citrus to name just a few. All of these foods have really great flavors on their own that do not need a lot of sugar, sodium or fat to make them taste good. And, they are excellent ways to maintain your weight. Don’t forget they make beautiful decorations as well!
Ranch Dressing-Spoonful Mix 2 tsp. dried parsley flakes 1 tsp. salt free herb seasoning blend (some brands are Spike®, Mrs. Dash Original®, Lawry’s Salt Free
17®, McCormick All Purpose Seasoning®) ½ tsp. garlic powder ¼ tsp. dried basil leaves 1.Mix all ingredients in small bowl. 2.Place mix in to plastic wrap and attach to spoon. 3.Decorate spoon with a pretty bow.
Ranch Dressing 1. Remove decorative wrappings from spoon, leaving the mix inside the plastic wrap and
still attached to spoon. 2. Empty ½ cup low-fat mayonnaise and ½ cup low-fat buttermilk into a medium
bowl. 3. Hold spoon over bowl and cut open bag of mix, allowing mix to fall into bowl onto mayo
and buttermilk. 4. Mix until very well blended (use gift spoon to mix). Refrigerate 30 minutes up to 8 hours
to blend flavors.

Staying Healthy This Holiday Season continued...
Making your protein lean is another excellent way to maintain weight. Choose turkey, fresh ham, roast beef, beans, and less fatty fish such as cod or flounder. Trim away any visible fat prior to cooking. Although nuts are a good protein source, go easy on them as they are high in fat.
If you are like most folks during this time of year, you tend to use lots of nuts in your recipes. Why not try substituting Grape-Nut cereal in place of half the nuts in your recipe. Calories will be far less! When preparing food, try to lighten up the recipes with healthier cooking methods. Steam vegetables rather than loading them up with sauces, gravies and butter. Provide whole grain crackers, low-fat veggie dip, and non-alcoholic beverages, if hosting a party. Tweak the sweets and try baked apples with cinnamon instead of apple pie for dessert. If you must have sugar on the apples, sprinkle a little artificial (non-nutritive) sweetener on them. Some artificial sweeteners, such as Aspartame, should only be added after cooking as their components separate when heated over time and result in loss of sweetness. Artificial sweeteners, such as Stevia or Saccharin can be used in cooking.
Use a smaller plate at holiday meals and provide smaller plates for guests at holiday parties. Doing so will help keep portions smaller. You can also cut everything into smaller portions, for example instead of cutting pies into 8 pieces, try 12 and save yourself 33% of the calories. Make fewer high-calorie items such as cakes and pies. Fill the void by drinking and serving hot herbal teas and flavored coffees. Make your party fun and not food-oriented. Play games or do things outside if it's warm enough. Try making a healthy gift for your guests by giving them a spoonful of herbs (see recipe attached). After your holiday meal, go for a walk. Keep exercising most days during the week for at least 30 to 60 minutes.
