2.0 STATEMENT OF INTENT
Canada Bread Company Ltd. has begun the process of exploring alternatives to the products containing
phosphorous at the facility. Though no alternatives have been selected at this time, the facility is
committed to continue exploring options. As such, we do not intend to reduce the use of Phosphorous at
this time, however, whenever feasible, as an ongoing effort, we will continue to monitor technological
advancements to ensure that options that are both technologically and financially viable are implemented.
3.0 SUBSTANCES REQUIRING PLANS
The substance requiring a plan is phosphorous based on 2014 Toxics Reduction Act accounting
information. Phosphorous is part of various ingredients used in baking and some sanitation products,
such as oils and cleaners.
4.0 OBJECTIVES OF THE PLAN & ANY TARGETS
No options have been identified, and as part of the continuous improvement practices at the facility,
technical advances will be monitored for new opportunities to reduce the use of Phosphorous at the
facility.
5.0 PROCESS DESCRIPTION
A detailed process description, including Process Flow Diagrams, is provided in Appendix I.
6.0 TOXIC SUBSTANCE ACCOUNTING INFORMATION
Accounting information used to quantify the phosphorous used at the facility, including the methods used
to track and quantify the substance and a rationale for selecting each method is provided in Appendix II.
Where applicable, an explanation of “no approximate balance” of inputs and outputs is also provided.
A summary of the estimate of direct and indirect annual costs associated with specifically with the use of
Phosphorous are provided in Appendix III.

7.0 OPTIONS CONSIDERED FOR REDUCTION
7.1 Material or Feedstock Substitution
Phosphorous cannot be substituted since it is part of leavening agents which are crucial to create a
foaming action that lightens and softens the baked goods. There is also phosphorous in some of the
sanitation chemicals, the phosphates are used to help soften water, and remove oil and grease.
Since the leavening agents are the main source of phosphorous, options to reduce the use of them has
also been considered, however, substituting leavening agents is not a feasible option since leavening
agents are considered essential ingredients for providing the baked goods with its unique flavour and
density/shape. Substituting leavening agents would impair the quality of the baked goods required by
customer specifications.
The cleaning agents used at Canada Bread need to have the phosphorous present in order to soften the
water and remove the oil and grease. As part of the TRA planning process, Canada Bread has begun to
review the ingredients containing phosphorous to determine if there are options to use ingredients without
or with less phosphorous. Furthermore, the supplier of sanitation chemicals has been recently changed,
and reducing phosphorous in sanitation products will be explored. Although no option has been identified
in this category, Canada Bread is committed to continue to explore this option. Therefore, phosphorous
cannot be substituted and no options can be identified at this time.
7.2 Product Design or Reformulation
Product design is determined by customer specifications. Canada Bread Company Ltd. does not have
authority to re-design the baked goods, since it is a customer and marketing driven selection. In addition,
re-designing baked goods would not have any impact on the use of phosphorous since the leavening
agents are an essential ingredient in baking yeast-leavened products that would be required to meet
customer specifications.
Whenever feasible, the facility currently aims to use less leavening agents, which relatively reduces the
use of phosphorous, without sacrificing the quality of final baked goods. The facility will continue to
monitor the use phosphorous. Therefore, no other options have been identified.
7.3 Equipment or Process Modifications
Through continuous improvement processes, Canada Bread has invested considerably in the technology
and equipment at the facility. Minimizing wasting ingredients is directly tied to opportunities to minimize
the production of scrap products, those which for one reason or another cannot be sent to the customer,
and must be remade. The facility has a documented quality control system in place, and invests heavily
in technological improvements. Throughout the facility, automatic loading/unloading of dry ingredients

occurs to minimize waste, and more options are always being considered. Group Bimbo has implemented
a lean management system which has improved the efficiency of the plant. No further options could be
identified at this time.
7.4 Spill and Leak Prevention
At this time there have been no reports of spills or leaks of any phosphorous containing products. Canada
Bread runs a closed system to eliminate the risk of spills and leaks. Therefore, no options can be
identified for this reduction category.
7.5 On-Site Reuse and Recycling
After the bread is baked, the leavening agents are part of the final product and cannot be reused. All
waste material and off-specification product is collected and is re-used off-site as animal feed.
Phosphorous in sanitation products cannot be reused either, once the equipment has been cleaned the
products end up in the Canada Bread’s waste-water treatment system. As such, no options have been
selected in this category at this time.
7.6 Improved Inventory Management or Purchasing Techniques
The facility operates in a just-in-time purchasing function, with all products produced in a made to order
fashion. The only time ingredients would be disposed of is if products were discontinued. Bread is
shipped between 24 and 48 hours after baking. Therefore no options can be selected in this category at
this time.
7.7 Training or Improved Operating Practices
The majority of the process is automated, with minimal risk of operator error leading to excess in
phosphorous production or release. Mixing is computer guided with the precise quantities piped directly
from the silos and mixing areas, which ensures the optimum mix is used, and limits excess yeast use
which would lead to excess phosphorous produced. The facility also endeavours to ensure any errors
are captured before they are baked as this allows for re-use rather than scrap material production (and
would reduce phosphorous emissions).
The facility conducts periodic training for staff to increase productivity and maintain quality baked goods.
Minimizing scrap production is a priority to the facility, and has been optimized to reduce waste. As such
no options have been selected in this category at this time.

Process Description: The Canada Bread Company Ltd. facility located at 745 Nebo Road, Hamilton, Ontario, is a baked goods production facility. Raw materials are received in many different forms (dry/liquid). Some materials such as flour are stored in large silos inside, other materials are received in totes or bags. Liquid ingredients such as fructose and liquid yeast are stored in bulk tanks. From receiving, material is sent to a dump station, where a hopper of dry ingredients is weighed, mixed and then stored in smaller silos until needed. The preparation process differs only slightly depending on the product being created. The main process has the dry ingredients drop and divide down into specific shapes/sizes, then the dough is shaped or rolled to make even. Some products are dusted with a dry ingredient such as the English muffins. The dough is then baked, baking can vary for each product, such as with the English muffins, which utilizes a griddle. When the products are finished baking, they are cooled, in some cases a spiral cooler is used. Once it is cooled, all products go through a quality control process, if the products do not meet the standards they set are aside and eventually disposed. After the quality check the products are packaged and stored within the facility. Trucks are loaded with the products and sent out to the customer.

Process Description:
Ingredients are weighed and measured into a dump station until the correct proportions are reached. The ingredients are then sent to one of the seven processing lines, which each create a different product. The dry ingredients are mixed with the wet ingredients to create dough. While the processes may differ slightly depending on the product being produced, the main process consists of the dough being either extruded or sent via a conveyor to then be cut/rolled into the desired shape. Some products receive a dry ingredient/powder. Other products are left to ferment longer before baking begins.
Trimmings of dough called rework from cutting are collected and re-used back into the mixer.

Process Description:The proofed product is loaded into the oven and baked. The english muffins use a griddle, depending on the product the size of the oven and temperature may differ. The baked product is transferred to a cooling conveyor where it is allowed to cool. The cooled product is sliced if needed and stored in the warehouse before being sent to the customer.

MIXING AND PREPARATION PROCESS
U1 - Amount of Phosphorous Received in Raw Materials
Mass Balance.
Purchasing records were used to determine the mass of ingredients and cleaners brought in and material safety datasheets (MSDS) were used to determine the percentage of Phosphorous in the materials. Actual amount of phosphorous was broken down using stoichiometry. Since purchasing records and MSDS are highly reliable sources of data, this methods were deemed to provide the highest data quality level reasonably attainable.
