stranger to water use efciency, Rick began his
water career with DWRs Ofce of Water Con-
servation in 1980. After many years in the old
OWC, a stint with CALFED, a sabbatical, anda few years as DWRs Water Policy Advisor,
Rick is back where his water career started.
