1.0. EXECUTIVE SUMMARY
The proposed project is for mining of sand, boulder and bajri (Minor Minerals) in an
area of 64.0 ha from the river bed of Song, located in Village- Saura Siroli, Tehsil- Raipur,
District-Dehradun, Uttarakhand. The project site comes in Raipur Range under
Dehradun Forest Division of Siwalik Circle, Dehradun. The river along its course brings
huge quantity of material consisting of sand, boulder & bajri during every monsoon. This
material has to be removed every year in order to channelize the river course to the
middle and to prevent it from widening & thus causing cutting of nearby residential area
& forest land.
Uttarakhand Forest Development Corporation (UKFDC) is a statutory body constituted
by the Uttarakhand State Government, involved in collection and disposal of minor
minerals from the rivers situated inside reserved forest areas. The project proponent
has been issued a letter of intent by the Geology & Mining Unit Directorate of Industries
vides letter no. 100/BHU.Khani/Dehradun/2013-14 dated 15 April, 2015. Copy
enclosed as Annexure-I.
As the Mine lease lies in the reserved forest hence Forest clearance under section-2 of
“Forest Conservation Act, 1980” has to be obtained from MOEF for which the application
has already been submitted for diversion of 64.0 ha of forest land.

2.0. INTRODUCTION OF THE PROJECT/ BACKGROUND INFORMATION
The minor mineral mining lease, measuring 64 hectare (ha) is a forest land that falls in
Raipur Forest Range of Dehradun Forest Division near village- Soura Saroli(Bhopalpani
Block-8), Tehsil- Raipur, District-Dehradun, Uttarakhand. As per EIA notification, 2006
and its subsequent amendments later, the project activity has been categorized as
Category- A project as the mining area is more than 50 ha. Proposed capacity of mine
for production of sand, bajri& boulder will be 4,68,000 TPA.
2.1. IDENTIFICATION OF PROJECT PROPONENT
Uttarakhand Forest Development Corporation (UKFDC) is a statutory body constituted
by the State Government of Uttarakhand. The Corporation was formed for the better
preservation, supervision and development of forest also for better exploitation of forest
produce within the State and for matters connected there with.
The Corporation has been progressing forward not only in its financial aspect but also
has taken a big leap in the direction of diversification of its activities.
The Corporation has added the collection and disposal of minor minerals from the rivers
situated inside reserved forest areas, collection and marketing of medicinal plants and
Eco tourism in its works apart from the removal of dead, dying and uprooted trees as
allotted by the Forest department.
Collection and marketing of sand, boulder and Bajri from the river beds of reserved
forest areas has been undertaken in order to protect the forest lands, agricultural crops,
inhabitations from the havoc of floods. The collection and marketing system is being
converted from volume base to weight basis for the disposal of minor minerals, in the

Gaula, Sharda, Nandhaur, Kosi, Dabka, Ganga, Yamuna, Song and Gunnarivers of the
State. The implementation of advanced computerized technique of minor mineral
weighing system is a step towards advancement and use of new technology.
2.2. BRIEF DESCRIPTION OF NATURE OF THE PROJECT
The project has been proposed for an annual production of 4,68,000tonnes of
Sand/Bajri/Boulder by open cast manual extraction method in river bed. The lease area
is totally under the forest land. The total lease area is 64.0 ha is mineable as per
approved Site inspection committee report comprising of officer from UKFDC, SDM
Dehradun Regional officer Dehradun, Tehsil office Raipur, Dehradun, Forest Ranger
Raipur Forest Range of Dehradun dated 08.07.2013. Joint inspection report attached as
Annexure II.
There is practically no soil cover on top profile of river bed section proposed for mining,
however, if some soil is available it will be removed and carefully stored for use in
plantation purpose.
Hardly any vegetation is present in the river bed. But the vegetation is present at both
the river banks with a Vegetation Density of 0 to 10 with predominantly species of trees
like Pine, Lantana, Burans, Kafal, and Tuna Ciliataetc.
No solid waste other than negligible quantity of silt/silty clay, which gets deposited as
crust material on the bed profile, shall be scrapped and carefully stored for depositing
into the mine pits in the river bed or for plantation purpose. During monsoon season,
when the river reaches high stage, Swarna River has significant catchment area and it
transports bed load material and sediments which gets aggraded at such stretch which
has wider river width and has concave banks. The mined out area gets replenished
annually after monsoon, thus it does not require any backfilling. The
rehabilitation/reclamation of such lease area which has been secluded for mining being
closure to the bank in the form of upper terraces will be done by way of tree plantation
along lease boundary. Green barriers will be created by plantation as per CPCB
Guidelines.
2.3. NEED FOR THE PROJECT AND ITS IMPORTANCE TO THE COUNTRY AND/OR REGION
During monsoon due to heavy rainfall & flooding annually in the recent past years, a
large amount of sand, bajri, boulder (minor minerals) has been deposited in the bed of
river Swarna which has widened the course of river and in-turn is responsible for
cutting of nearby agricultural and forest land causing heavy degradation in the form of

soil erosion and loss of vegetation along the river course. Keeping in view the
environmental consideration for the ecosystem of the river it is essential to remove
Sand, Bajri, and Boulder from the river bed.
Therefore, in order to avoid widening of river, channelize the river course, prevention of
floods and land cutting from nearby agricultural fields & forests; this project has been
proposed to collect minor minerals from an area of 64.0 ha. It will not only benefit in
meeting the huge demand of construction material like coarse and fine aggregate
required in building construction & infrastructure works, road material for construction
& maintenance of roads/highway, elastic ballast material for rail tracks in the state of
Uttarakhand and nearby cities and towns of Uttar Pradesh as minor minerals of Swarna
river at river bed quarry site has been found suitable from techno-economic
consideration, but also provide direct employment to about 300 persons including
skilled, semi-skilled & unskilled laborers. Additional jobs are created by way of
transportation.
2.4. DEMAND-SUPPLY GAP
Due to ban on illegal mining and with increase in infrastructure industries demand of
sand, bajri& boulder (construction material) has increased by almost 50 % hence the
excavation of river bed material will not only help in saving the river from diversion and
widening of its course but will also cater increased demand of river bed material in
construction activities like building, infrastructure facilities, construction and expansion
of existing road and highways etc
2.5. IMPORTS VS. INDIGENOUS PRODUCTION
Import does not apply in the present case as minor mineral is indigenously available at
number of mines under operation in Uttarakhand.
2.6. EXPORT POSSIBILITY
Export possibility is neither plausible nor there is any such demand.
2.7. DOMESTIC/ EXPORT MARKETS
The proposed mining activity is for obtaining Sand/Bajri/Boulder for indigenous
consumption and also for sale to nearby cities and towns located in the state of
Uttarakhand as well as Uttar Pradesh.

2.8. EMPLOYMENT GENERATION
About 300 workers including skilled, semi-skilled & unskilled labors shall be engaged
through project proponent for extraction of minor mineral and loading and handling of
mineral in mining area, besides, watch and ward and plantation activity with proper
maintenance.

3.1. TYPE OF PROJECT INCLUDING INTERLINKED AND INTERDEPENDENT PROJECTS, IF ANY
The project has been proposed for an annual production of 4,68,000 TPA of sand,
boulder &bajri by open cast manual extraction method in river bed. The lease area (64.0
ha) is a forest land. The project has no other interlinked project. Sand, boulder
&bajri(Minor minerals) form the site will be transported to different vendors of crusher
units for further activities.

The minor mineral mining lease, measuring 64.0 ha is a forest land and falls in Raipur
Forest Range of Dehradun Forest Division under Siwalik Circle, Dehradun. Mine site is
located near village–Soura Saroli (Bhopalpani Block-8), Tehsil-Raipur, District-
Dehradun Uttarakhand. General location of the mine site is given in Figure 1.

3.3. DETAILS OF ALTERNATE SITES CONSIDERED AND THE BASIS OF SELECTING THE PROPOSED SITE,
PARTICULARLY THE ENVIRONMENTAL CONSIDERATIONS GONE INTO SHOULD BE HIGHLIGHTED
The proposed site shall be mined for the purpose of preventing land cutting during
heavy rainfall and floods and also to channelize the river course to the middle.
Examination for alternative sites was not required as it is mandated for the above
mentioned purpose only. Besides this any other alternative other than river bed mining
like mining of rock in-situ quarry shall result in exorbitant cost, result in comparatively
higher land degradation and cause more environmental impacts.

3.4. SIZE OR MAGNITUDE OF OPERATION
Total available area of the river is 64.0 ha, which falls under Dehradun Forest Division,
Uttarakhand. The collection of sand, bajri& boulder (minor minerals) will be carried out
from the 50% of the total area i.e. approximately 32.0 ha, leaving 25% area on either
side of the river bank for better channelization of the water during monsoon. Hence,
Total capacity of mine is estimated as 4, 68,000tonnes per annum.
3.4.1. MINERAL RESERVES DURING THE LEASE PERIOD
The total Reserve is divided into two categories
1. Reserve up to 9 meters is categorized as proven
2. 15 meters as probable.
Total geological Reserve is calculated on the basis of section lines drawn along the grids and
slices (to have geo-morphological consideration) but mine ability and other factors i.e. buffer
zone etc are not considered in calculation of geological reserve. Geological reserve in the
area is much more than mine-able area because mine is proposed to be developed in
benches.

3.4.2. PRODUCTION PARAMETERS
Leaving 25% area on both the banks of the river along with 200 feet each upstream and
downstream for any road /bridge crossing the river, thereby collecting the minor
mineral in almost 50% of the total area along the centre of river channel; yearly
production of mine is estimated as 50% of the total reserve available per year i.e.
@4,68,000tonnes per year.
The mine will be worked in the day shift only. The average number of working days in
the year would be 270.

The proposed annual target production has been worked out on the basis of mineable
area with maximum mining depth of 1.5m. On the basis of the nature of RBM (River
Borne Material) in the boulder reach of the river, the matrix comprises of the bed load,
mainly comprising of boulder, pebble, cobble, bajri and sand. The river originates from
non-glaciated areas of Inner Himalayas and is basically spring fed river with discharges
throughout the year. During monsoon season, the high intensity and duration of rain fall
result into high floods and sometime the flash flood also. The banks of the river in the
upper reaches are made-up of friable material, which is easily eroded. The river bed
material and the suspended solids material mainly constitutes of stone, bajri and sand,
which gets settled into the beds with depressed elevation and into such pockets formed
during the mining in pre-monsoon season. Viewing the competence of the river and the
traction force generated during period of high discharges the bed load material, viz.
boulder, shingle and sand gets aggraded annually and it is essential that the silviculture
purposes and to save the nearby habitation, the removal of sand is essential, so that, the
river course is not diverted. The annual target production is likely to be achieved during
the year of normal rainfall in the catchment of Swarna River.

3.5.1. METHOD OF MINING
As per Environmental Impact Assessment Guidance Manual for - Mining of Minerals
released by MoEF - the project is a surface mining. The typical operations involved in a
surface mining is shown in the Figure 2 given below:

The project will be accomplished by fully manual open cast method of mining
that does not involve any processes such as overburden removal, drilling,
blasting and beneficiation.
The extraction of river bed material from the bed of the river will be made by
leaving 25% width on either side of river.
The mining process involves collection of material by simple hand tool such as
shovel, pans and sieves.
This will be followed by sorting and manual picking, stacking and loading into
trucks/ tractor–trolley for transporting.
The pits from where the material is picked are not deeper than 1.5 meter and
shall follow the normal channel direction of the river. These get replenished
during monsoon.
The only waste is silt/clay which will be added back to the pits.

The material will be transported through tipper (9.0-10.2 MT Capacity), Tractor
trolley small (3MT capacity) Tractor trolley big (6 MT capacity) to the destined
users/places outside mining lease.
Mining will be carried out only during the day time. Extraction of sand, boulder and bajri
material will be completely stopped during the monsoon season.
The implements for mining are arranged by project proponent who are also responsible
for administrative control of labours as well as for carrying out mining operations in the
sanctioned/demarcated lease area within the ambit of the conditions set-forth in the
order for execution of mine by the competent authority and also the
instructions/guideline issued by the KhananVibhag, Uttarakhand.
3.5.2. BLASTING
No blasting is proposed to be done.
3.6. RAW MATERIAL REQUIRED ALONG WITH ESTIMATED QUANTITY, LIKELY SOURCE, MARKETING
AREA OF FINAL PRODUCT/S, MODE OF TRANSPORT OF RAW MATERIAL AND FINISHED
PRODUCT
No raw material is required for extraction of minerals.
3.7. RESOURCE OPTIMIZATION/ RECYCLING AND REUSE
Not applicable in the present case as all size of minerals will be extracted and
transported to various crusher units outside the mine lease area for sorting & grading
purpose.

3.8.1. WATER REQUIREMENT
Water requirement for human consumption, plantation and dust suppression is 8.0 KLD,
which shall be met from tanker supply. The water required for domestic purpose
includes drinking purpose and toilet needs of workers for which toilet with septic tank
will be provided at site. The water is further required for sprinkling on haulage road
which is done twice a day in morning and evening using water tanker supply. Breakup of
water requirements is as given below:

3.8.2. POWER
No electrical power shall be required for operations as the mining will be worked out
during day time only. Minimal power required for office shall be taken from general
electric supply of area.
3.9. QUANTITY OF WASTES TO BE GENERATED (LIQUID AND SOLID) AND SCHEME FOR THEIR
MANAGEMENT/ DISPOSAL
3.9.1. SOLID WASTE GENERATION & ITS DISPOSAL
No solid waste other than negligible quantity of silt/silty clay, which gets deposited as
crust material on the bed profile, shall be scrapped and deposited into the mine pits or
in the upper terraces earmarked for plantation.
3.9.2. LIQUID EFFLUENT
There will be no waste water generation from mining activities.

4.0. SITE ANALYSIS
The site has been recommended suitable for mining because of its proximity to physical
& infrastructural facilities. The site has been recommended for mining in order to
prevent the erosion and land from the adjoining river banks.
4.1. CONNECTIVITY
The mining site is well connected through rail & road network.
Mine site at Song River Raipur Range is approachable by NH-72 at a distance of
8.01 km.
Dehradun railway station is located at a distance of 10.0 km (road distance).
The nearest airport is Jolly Grant around 12.0 km away from the mining area.
4.2. LANDFORM, LANDUSE AND LAND OWNERSHIP
4.2.1. LANDFORM
The mine lease area is in river bed of Song River, Raipur Forest Range of Dehradun
Forest Division.
4.2.2. LAND USE
The land use of the mine lease area is river body classified as forest land.
4.2.3. LAND OWNERSHIP
The designated mine area is forest land and belongs to Raipur Forest range of Dehradun
forest division and has been allotted to UKFDC for the purpose of mining.
4.3. TOPOGRAPHY
The mine lease area lies in the river bed and is a part of foothills of Siwalik range region
of Uttarakhand. Highest and lowest elevation in the ML area is 648.5 m AMSL and 611 m
AMSL creating a level difference of 37.5 m.
The residual hills are mostly formed by erosion and are the remnants of post Upper
Siwalik deposits. These are called Older Doon Gravels or Langha Boulder Beds. Boulder
beds, shales and red clay represent this unit. The residual hills are present in Doiwala
and Vikasnagar blocks.
Dehradun can be divided into 2 distinct tracts i.e. the montrane tract and the sub-
montrane tract. The mine lease area lies in the sub-montrane tract which is the famous

Doon Valley, surrounded by Siwalik Hills in the South and outer scrap of Himalayas in
the North.
Topography will not change during running of mine and on its abandonment at the end
of the proposed mining, due to digging of shallow pits and consequent annual deposition
during high floods. Map showing study area with 10 km radius around the mine lease
boundary is attached as Annexure- V.
4.4. EXISTING LAND USE PATTERN
The existing land use pattern of mine lease area belongs to landuse category “River
body” in reserved forest area and shall continue to be so even after the current mining
project is over.

4.5. EXISTING INFRASTRUCTURE
The mine lease area is a forest land which lies in the Song river basin and gets
deposition of sand, bajri& boulder carried along the river course with the flow of river

during monsoon. There is no existing infrastructure, however during mining temporary
rest shelters for workers will be provided.
4.6. SOIL CLASSIFICATION
The nature and soil type play an important role in agriculture and have direct relation
with groundwater recharge. Physiography, climate, drainage and geology of the area are
the factors responsible for the nature and type of soil and soil cover. The soil type also
depends upon the slope and rate of erosion. The soil types of district Dehradun are given
in Table 5:

4.7. CLIMATIC DATA FROM SECONDARY SOURCES
The district has within its limits lofty peaks of the Outer Himalayas as well as the Dun
Valley with climatic conditions nearly similar to those in the plains.
Temperature: Mean Maximum temperature is 36.2°C and the mean minimum
temperature is 6.1°C.In association with the cold waves arising in the wake of
the western disturbance which travels East wards, the minimum temperature
goes down to about 1.8° and at times leads to frosts.

Rainfall: The climate of the district, in general, is temperate. The temperature
depends on the elevation. In the Doon Valley is characterized by humid climate
with moderate temperature. Rainfall and luxuriant vegetation. The average
annual rainfall in the area is 2073.32 mm .Maximum rainfall seems during July
and August. On an average there are about 48 rainy days in a year.

4.8. SOCIAL INFRASTRUCTURE
The social infrastructure like educational facilities (primary and higher secondary
schools, degree college), drinking water supply, post and telegraph, public
transportation and hospitals are by and large are available in the study area.
5.0. PLANNING BRIEF
5.1. PLANNING CONCEPT
Open cast manual mining method will be adopted for Sand/Bajri/Boulder mining.
Project will annually produce Sand/Bajri/Boulder @4,68,000 tonnes, which will be used

for meeting the huge demand of construction material like coarse and fine aggregate
required in building construction and infrastructure works, road material for
construction and maintenance of roads/highway; elastic ballast material for rail tracks
in the state of Uttarakhand and nearby cities and towns of Uttar Pradesh.
5.2. ASSESSMENT OF INFRASTRUCTURE DEMAND (PHYSICAL & SOCIAL)
Adequate infrastructure facilities are available in the vicinity of mine lease area and due
to the mining activities; no extra infrastructure over and above the existing
infrastructure is required.
5.3. AMENITIES/FACILITIES
Proper site services such as First Aid, Rest Shelter and Drinking Water will be provided
to the mine workers.
5.3.1. MINES OFFICE, WORKSHOP ETC.
Provision of mine office, workshop along with weighbridge facility is proposed during
mining operations.
5.3.2. REST SHELTER
Rest shelter along with first-aid station complying with all the provisions of Mines Rules
shall be provided by project proponent outside lease area.
5.3.3. WATER SUPPLY
A total of 10.0 KLD Water will be required for the purpose of human consumption, dust
suppression and plantation. Water shall be supplied by tanker supply from authorized
vendor.
5.3.4. POWER SUPPLY
The mining work will be done in day time only, so no lighting arrangement will be
required.
5.3.5. TRANSPORT OF MEN AND MATERIAL
By and large only local personnel shall be deployed for mining. Either by foot or with the
help of bicycle, they will reach the site. During operation phase, trucks/tractors shall be
used for the transportation of river bed material from the site to destined locations.

5.3.6. COMMUNICATION
Mobile phones & walky talky shall be used for communication.
5.3.7. SECURITY ARRANGEMENTS
Mine lease being a part of reserve forest required appropriate security which shall be
provided by UKFDC along with Forest Department.
6.0. PROPOSED INFRASTRUCTURE
6.1. INDUSTRIAL AREA (PROCESSING AREA)
Temporary arrangements like site office, rest shelters & approach roads etc shall be
provided. No permanent infrastructure is proposed.
6.2. RESIDENTIAL AREA (NON PROCESSING AREA)
As the local person shall be employed, no residential building/housing are proposed.
6.3. GREEN BELT
As the mine site is a part of forest land, hence the project proponent i.e. UKFDC shall
carry out compensatory afforestation as mentioned in the Forest Clearance conditions.
Apart from compensatory afforestation green belt shall also be developed along the road
side after consultation with concerned authority and village panchayat.
6.4. SOCIAL INFRASTRUCTURE
As per primary survey & secondary data available, by & large all the social infrastructure
facilities are available in the vicinity of mine site in the study area. However, in-line with
the Social Responsibility Activities at other operational sites, relevant developmental
assistance shall be rendered depending on the local needs identified through EIA studies
with consultation of Gram Panchayat.
6.5. CONNECTIVITY
Site is well connected to existing road and rail network. There is no proposal to develop
new road and rail links.
6.6. DRINKING WATER MANAGEMENT
Water requirement for domestic purpose will be 3.7 KLD, which will be met from tanker

water supply.
6.7. SEWERAGE SYSTEM
Domestic sewage shall be disposed off into septic tank followed by soak pits.
6.8. INDUSTRIAL WASTE MANAGEMENT
Not applicable, as the mining activity will not be generating any overburden or waste
water.
6.9. SOLID WASTE MANAGEMENT
Solid waste need not to be treated because the debris (solid waste) generated during
excavation is likely to be the dust, soil and slurry. Those can be left/ dumped at the site
as they are likely to have the same characteristic as the river bed material has. Separate
bins shall be provided for solid waste generated by daily human activities i.e. wrappers,
aluminum foils, leftover food materials etc.
6.10. POWER REQUIREMENT & SUPPLY/ SOURCE
The mining shall be carried out manually with the help of hand implements during day
time hence, power requirement is not needed.
7.0. REHABILITATION AND RESETTLEMENT (R&R) PLAN
As per the primary site survey & latest census data available, the mine lease area is
designated as river bed in reserve forest has no habitation & therefore displacement of
population is not applicable therefore no Rehabilitation & Resettlement is envisaged.
However a detailed analysis on socio-economic aspects of the study area is proposed to
be carried out during EIA study of the proposed mine.
8.0. PROJECT SCHEDULE & COST ESTIMATES
8.1. LIKELY DATE OF START OF CONSTRUCTION AND LIKELY DATE OF COMPLETION
No construction activity is involved under the project activity. The mining operations
shall commence after getting all the regulatory compliance including environmental
clearance as applicable.

8.2. ESTIMATED PROJECT COST ALONG WITH ANALYSIS IN TERMS OF ECONOMIC VIABILITY OF THE
PROJECT
The capital cost of proposed project is estimated as Rs. 2 lacs while operational cost will
be Rs. 1.2 Crore per annum (approx.).
9.0. ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS)
9.1. FINANCIAL AND SOCIAL BENEFITS WITH SPECIAL EMPHASIS ON THE BENEFIT TO THE LOCAL
PEOPLE INCLUDING TRIBAL POPULATION, IF ANY, IN THE AREA
The proposed project is found to have both financial and social benefits as listed below:
The project will provide direct & indirect employment to local people in
different activities such as mining, sizing (sieving) transportation and plantation
activities.
This project will provide protection to the nearby habitation from submergence
which is cause due to flood in monsoon season.
The revenue generated from the production and sale of mineral will also add to
the exchequer of government, which in turn will help in the growth of state
economy.
As the proposed mine area lies in the flood plain, hence the removal of extracted
material will minimize the chances of flood disaster in the area.
With the emergence of fast growing construction industry of Uttarakhand and
other nearby states Excavated material will also cater the huge increasing
demand of mineral to be used as raw material for construction.
The project is not expected to have any major adverse impact on the environment and
whatever impacts are anticipated during the EIA study will be minimized with the help
of suitable mitigation measures. Hence it is concluded that the project is economically
feasible and financially beneficial to the local people as well as to the country.
