The Islamic State of Iraqand Syria (ISIS) has be-headed Steven J Sot-
loff, the second Americanexecuted by the Islamic mili-tant group, and posted a vid-eo of it on the internet, theSITE Intelligence Group, aresearch organization thattracks jihadist web postings,said Tuesday.
The execution of Sotloff,31, came despite pleas fromhis mother aimed directly atISIS’s top leader seekingmercy for her son, a free-lance journalist who wascaptured in northern Syriaa year ago.
Word of Sotloff ’s behead-ing came two weeks afterJames Foley, 45, anotherAmerican journalist, wasbeheaded by ISIS, whichwarned that Sotloff wouldbe the next to die.
The videotaped behead-ings and threats by ISIS havehelped rocket the group’s as-cendance into a top crisis forthe Obama administrationand its western allies.
Josh Earnest, a WhiteHouse spokesman, said hecould not immediately con-firm the authenticity of thevideo showing Sotloff ’s kill-ing. “It is something that
will be analysed very care-fully by the US governmentand our intelligence offi-cials to determine its au-thenticity,” he told reportersin Washington.
Jen Psaki, the State Department spokeswoman,said that American intelli-gence agencies would “workas quickly as possible” to de-termine whether the videowas authentic. She said theUS would be “sickened” by confirmation of Sotloff ’sbeheading.
In the video, Sotloff desc-ribes himself as “paying theprice” for the Obama admin-istration’s decision to strikeISIS targets in Iraq. The samemasked fighter with British-accented English who ap-peared in the video of Foley’sbeheading also appears be-side Sotloff, asserting, “I’mback, Obama, and I’m backbecause of your arrogant for-eign policy.” NYT NEWS SERVICE

New Delhi: The SupremeCourt on Tuesday decided toshed its nearly 60-year-oldrule to allow death row con-victs another chance to arguein open court and plead forlife, further narrowing downthe possibility of the applica-tion of death penalty.
Afive-judge bench headedby Chief Justice R M Lodha,by 4-1 majority, decided in fa-vour of giving condemnedprisoners another chance toseek life term by ruling thatpetitions seeking review ofjudgments upholding capitalpunishment would hence-forth be heard in open court.
Till now, all review pet-itions were considered inchamber by the judges with-
out taking assistance frompetitioners’ lawyers. Now, thecourt said the rule would bediluted to allow open courthearing for such petitionsagainst SC judgments con-firming death sentence by athree-judge bench.

New Delhi: Finance anddefence minister Arun Jait-ley on Tuesday underwentgastric bypass surgery fordiabetes management at aprivate hospital here. Doc-tors said itwas a plan-ned surgery,and the 61-year-old BJPleader was re-coveringwell. PM Narendra Modi,who is in Japan on a five-dayvisit, called in the eveningto enquire about his health,hospital sources said.
Sources said Jaitley,who has been sufferingfrom uncontrolled diabetesfor nearly a decade, was ad-mitted to Max Hospital, Sa-ket around 6pm on Monday.He underwent a series ofroutine blood and cardiacinvestigations before thesurgery, which was done la-proscopically, a minimallyinvasive technique.
The surgery involves sta-pling the stomach to create asmall pouch so that a smallamount of food helps satiatethe appetite. This pouch isconnected to the small intes-tine to lower fat absorption.
Dr Pradeep K Chowbey,who operated on Jaitley,said the surgery was forweight reduction and mini-mally invasive. “It will helphim control appetite andlower his weight from theexisting 117 kg,” he said.
