ThisisthefirstEFMLSConventionto be held on the island! Both theIsland Rockhounds and the SuffolkGem&MineralClubwillbeco-host-ing this wonderful event. We havealso been extremely lucky to havetheLongIslandMineralandGeologySociety,theNassauMineralClubandthe New YorkMineral Clubtohelppitchin!

Thethemefortheshowis Long Island LighthouseandGeology!Wehavesem-inarsplannedbylocalguestspeakers – an opportunityfor you to learn about ouruniquegeology.Inaddition,the show has demonstra-tions planned, showcasestoviewandactivitiesforthe

youngstersofallages! The Cracker Barrel session is agreattimeforpeopletonetworkandlearnwhatisworkingforotherclubs.

There is certainly plenty to doonthisisland!ThisweekendIvisitedthelocalwineryinthetownofSay-ville-Loughlin’s. Therearetheeastendwineriesaswell.Therearenu-merousmuseums,naturepreservesand of course shopping! Whydo you think someone coined thephrase “stop to smell the roses?Well,thatiswhatIwillbedoingnextweek(asIwritethis)orlastweekasyouprobablyreadthis.IwillbeatWildacres,andIcanbetyoumylastdollarIwillbehavingagreattime.Howcanyounot?Firstofall,justbeingatthetopofthemountain,andabeautifuloneatthatisrewarding.Addgreatfolksandfood-wegotitmade!Thenaddtheclassesandthelectures.Mixinagreatdealofsocializing,breathinginthatfreshair,“phun”nightandanauctionandyouhavearecipefortakingthetimetohavemuchfun!

For thoseofyouwhodonotknowaboutWildacres,which Idon’t knowhow,thatcouldbepossible-butIknowitis…..Well,Iwilltellyoualittleaboutit,butyoucanlearnsomuchmoreaboutitfromourwebsite.{Butjustincaseyoudonothavethecapabilitytoaccesstheweb-thenhereitis!}

Wildacres isa “retreat” that isopen tonon-profitorganizationsconduct-ing educational or cultural programs. This includesorganizations involved inscience, lapidary,music,art religion, craftandwriting. The retreat sitsatanelevationof3,300feetandcomprisesapproximately1,600acresatthetopofPompey’sKnob,justofftheBlueRidgeParkway,nearLittleSwitzerlandandap-proximately45minutesfromAsheville,NC.Thiswillbethe68thyeartheretreathasbeen inexistence. YouneedtocometoWildacres tohear the fantasticstoryabouthowthisallcametobe.

Wellbacktothephrase“stopandsmelltheroses”-Idon’tknowwhocoinedthephrase,butforwhateverreason,ithasbeenaroundforquitealongtime-Fordecadespeoplehavebeenmovingtoofasttoachievesomeperhapsself-imposedachievements.Sometimesweoverlookthe littlethingswhenseeingthewholepicture.Othertimesweignorethebigpicturetoconcentrateonthedetails.Whereisthehappybalance?Knowingthatoneislovedandcanloveandshouldlove,whetherit’sfamilyorfriends-(humanoranimal)–thisiswhatisreallyimportant.Takethetimetosmelltheroses,theyareonlyaroundforashortperiodoftime-andtakethetimetoloveyourfamilyandfriends,wholiketherose-whosepetalswiltandfall,somedaywillbegone.

Love your friends- love your hobby…….take the time to enjoy the differ-entaspectsofourhobby.Inourhobby,perhapsweshould“stopandseetherose…….quartz”.

Weliveinacountrythatoftenairsitsdirtylaundryfortheworldtosee.Wetendtofocusnewsreports(andevenourvideogames)onwar,vio-lence,crime,thetakingoflifeandsoon.Weoftentendtohidethebestnews on the back pages, behindcloseddoors,or justnottalkaboutit at all.Well, I’m sorry to say thatthese safety articles tend to follow

thatsameconvention.Wewriteaboutaccidents,falls,hear-ingloss,foreignbodiesintheeye,andsoon.Well,whatI’dlike todowith thisarticle is throwthesafetydoorsopenwideandillustratethegoodnewsaboutsafety.

Imagine,ifyouwill,atriptocollectrocksthat-goessomethinglikethis:

Yougatherthefamilyandloadthetruckwithcollectingtoolsandsupplies.Youhaveapleasantdrivetothedigsite.Atthecollectingareayoucatchupwithotherclubmembersandspendthemorningmakingfindafterfind,someofwhicharetreasuresindeed!Everyonetakesabreakatnoonforagreatpicniclunch.Whilesittingonacomfortablerockyounoteanicecrystalrightbyyourfoot-acrystalthatreallydeservestobeinyourcollectionwhataday!Youhaveseveralchatswithyourfellowcollectorsaboutsharinginformationconcerningthebestplacestodig.Attheendofawonderfuldayofcol-lecting,everyonepacksup their tools, trashand treasures,andthenloadsuptruck.Youthoughtyou’dfoundsomuchthatthekidswouldhavetobetiedontopofthetruckfend-ersfortheridehome.(Aplacetheyreallyliketoride.)But,ohwell,yousomehowmanagetofindspaceforthekidsinthe jumpseatbehind thedrivers seat.Yougethomeafteranotherpleasantdrive.Oncehomeandunloadedyoufindyourselftiredbutnottootired.Youstartgoingthroughyourfindsanddoingsomepreliminarycleaning.Onerockbegstobewindowedtoseewhatisinside.Youperformsomequicklapidaryworkandareamazedwithyournewtreasure.Thishasbeenagoodday,agooddayindeed!

Geeisn’tthataboringstory!Everythinggoesright!Andthat,dearreaderisthereasonforsafety!Beforethatgoodday, the truckwaschecked/ serviced, safetygear (boots,gloves,safetygoggles,etc.)wasgathered,andtheweatherforecast,roadsandroutewerechecked.Onthedayofthetrip foodwassafelypreparedandstored;safetygearwasutilizedinallthecollectingeffort;andrulesoftheareaob-

served.Thelapidaryequipmenthadit’sguardsinplaceandallsafetymeasureswereobserved.Therewerenoinjuriesbecauseeveryonewasprepared,thoughtfulandcareful.

Allthosesafetyprecautionsmakeagooddaybutalsoaboringday.Maybethat’swhygoodnewsoftendoesnotmakethefrontpages.Still,boringisgoodwhenyouhavenothingbutpleasantexperiencesduringadayofcollecting--noinju-ries,noaccidents,noreasontobreakoutthefirstaidkit,nodustinthelungs.Yes,I’lltakeboringeverytime---exceptforanoccasionalgreatcrystalquietlyhidingbymyfoot.

Let’smakeourcollectingboring--andsafe.

AfterperusingseveralboxesfullofEFMLShistoricaldocumentsIfinallydecidedpickonenearthefrontoftheboxsothatIcouldeasilyfindits’placewhenIwastoreturnit.Ihan-dled it with care because thepaper felt fragile. The title ofthisdocument is“EasternFed-erationNewsletter”May1966.It appears to have been typed

ormaybe theyusedanearlywordprocessor - I’mnotquitesure.Itcontainedseveralarticles.

The bulletin started with, “Executive CommitteeMeetingApril,231966”andendedwithHELP,”HelpEliminateLitterPlease”.Itwasn’taverylengthybul-letin,butitsurehadalotofsubstance.IreadabouttheAFMSConvention in Las Vegas,Nevada. In thatarticle theauthor (I don’t knowwho itwasbecausenoneof thearticlesmentionedanauthorand Ipre-sumeitwastheclub’srecordingsecretaryorperhapsthebulletin’seditor.)described, ”Onewas immedi-ately impressed with the feeling that each memberof theCommitteegavegreatweight to theeffectofproposedchangesonclubsandclubexhibitors,ratherthantotheirownpersonalfeeling.”

My thought during the readingwas that the au-thorhimselfwasveryattentivetothepassionofworkthatwentintothemeetinghewasdescribing.Attheclosingof thearticle theauthormentioned that theSmithsonian displayed approximately thirty speci-mensfromtheirnewly(1966)acquiredBoschCollec-tion.ThecollectionwascollectedbyCarlBoschpriorto the 1900’s. Many of the specimens representedmining areas thatwere no longer in existence. Theauthorendedthearticlewiththefactthatallthela-belsandnotationswereinGermanandmanyofthemwereinMr.Bosch’sownhandwriting.

Sothis iswhere Idecidedtohoponmycomput-er and find outmore about this collector. I foundan interesting article in, “TheMineralogical Record,Biographical Archive”. I e-mailed Wendell Wilson,Editor-in-Chief and Publisher of The Mineralogical Recordandhegavemepermissiontoquoteorpara-phrasethebiography.

“CarlBosch(1874-1940) Dr. Carl Bosch was born in Cologne, GermanyonAugust 27, 1874, the eldest sonof a southGer-manengineer.Hedidwell inscienceatschool,andbefore going to college spent a year working as ametal fabricator. He then studied chemistry underJ.A.WislicenusatLeipzigUniversity,wherehetookhisdoctoratein1898.HethentookajobwithBadis-che Anilin-und-Soda-Fabrik (BASF), a large Germanchemical company making dyestuffs. In 1908 FritzHaber told BASF of his ammonia synthesis process,andBoschwasassignedthetaskofdevelopingitonanindustrialscale.Bytheendof1913hehadcom-pleted the monumental job, the largest single un-dertakinginthehistoryofchemicalengineering.Hewas awarded the Nobel Prize in Chemistry in 1931forhisworkonhigh-pressuresynthesis.”

How does this relate to the EFMLS? The biographyexplained that Dr. Bosch’s collection had been hisconsuming passion. Age he became more success-fulhiswealthallowedhimtoincreasehiscollection.Heeventuallyacquired theGustavSeligmann (1849-1920)collection.Offurtherinterestofanavidcollec-torhehadahugeinsectcollection,asmallfossilcol-lection and a significant scientific library. Dr. BoschdiedonApril26,1940.Itwasbecauseofhisson,Dr.CarlBosch,Jr.,whoprotectedthecollectionsthrough-outWWIIthatin1947hewasabletotransportthemtotheUnitedStateswheretheywerestoredinBrook-lyn New York. The mineral collection was sent toYaleona15yearloan.In1966theSmithsonianpur-chased it for $250,000. The biography ended with, “It was subsequently found that Bosch had record-ed his purchase price in code on the back of hishandwritten labels --the code was deciphered andproved to be the letters of the mineral name am-blygonit representing the digits 1 through 9 and 0.” ThisishowthishistoricalbiographyrelatestotheEFMLS. We hadmembers at that AFMS conventionwhohadfirst-handexperiencewhentheSmithsonianpurchased the Bosch collection in 1966. I wonderif themembers at that time realized howprivilegedtheywere?

2013bringssuchgoodnews.Itbringsanotherchancetoselectoneofyourownmemberstohonor.TherehavebeenmanyclubsI’vevisitedovertheyearsthatappeartohave an abundanceofmemberswho seem to go aboveand beyond the call of duty, support, volunteerism, andhelpfulnesstotheirclub.Howisonetochosewhichof~hemanyoutstandingmembersisthebestchoicetohonorastheirclub’sACROYhonoree?Well,that’swhythenew2013issuchgoodnews-eachnewyearofferstheopportunitytohonoranewanddifferentmember.

Nowcomes themoredifficultpart to talk about. SomeclubsI’vevisiteddonotseemtohaveanoverabundanceofmemberswhoseemtogoaboveandbeyondthecallofduty,support,volunteerismin,andhelpfulnesstotheirclub.Howisonetochosewhichofthemembersisthebestchoicetohonorastheirclub’sACROYhonoreewhenthechoicesarelimited?Onceagainitiseasyformetoseethegoodnewsresponsetothedilemmaoflimitedchoices.Hiddenamongthemembersareusuallydisguisedtalents,modestyetdeterminedsupport,willingnesstoextendabitmoreeffortthanothermembersandsoon.Goodpeopleandtheirendeavorsareoutthere.Gettingtoknowthemembership,makingadeterminedefforttoseekouttheirtalents,andtheirloveofthehobbyandtheclub,canbequiteachallenge.(Thereare,afterall,agoodlynumberoffolkswhoshyawayfrombeingrecognizedfortheirgoodwork.)However,bymakinganefforttonoteallthequiteorsubduedwaysmemberssupporttheclub,Ithinkyoumaybesurprisedbyalltheclub-supportingeffortyouwillfind.Treasuresmayusuallybefoundineveryboxofrocks.Pleaseconsidertakingalookintothemembershipandhonorthosehiddentreasures.

Why is the Bureau of Land Management (BLM) issu-ing a policy on meteorites on public lands at this time? TheBLMisformalizingapolicyoncollectingmeteor-ites foundonpublic landsbecause confusionandmisin-formationhasbeencreatedbyrecentmediaattention.Inaddition,recreationbythepublichassteadilyincreasedonpubliclands.Therefore,theBLMwouldliketoeducatethepublicaboutmeteoritehobbycollectingandthescientificvaluesofmeteorites.

What is the BLM’s policy on meteorites found on public lands? Meteoritesfoundonpubliclandsmaybecollect-edbyrecreationistsandhobbyistswithsomelimitations.Meteoritescanbecollectedforscientificandeducationalpurposes,andcanalsobecommerciallycollected.

What are the authorities that govern collecting meteor-ites from public lands? Thecourtshavelongestablishedthatmeteoritesbe-longtotheownerofthesurfaceestateonwhichmeteor-itesarefound.Thispremiseisbasedonthecommonlawsofpropertyasamendedbythecourts.Assuch,theBLMisresponsibleforthemanagementofmeteoritesundertheFederalLandPolicyandManagementAct(FLPMA)of1976asamended, includingcasualandcommercialcollection.Inaddition,theNinthCircuitCourtdeterminedthatscien-tificcollectingisauthorizedbytheAntiquitiesActof1906.

Can a mining claim be located for meteorites? No,aminingclaimmaynotbelocatedformeteorites.Meteorites do not meet the definition of a mineral re-sourceunderthegeneralminingandminerallaws.Theex-traterrestrialoriginsofmeteoriteshavemadethemuniqueandofextremecommercialandscientificvalue.Therefore,becauseoftheiroriginstheyarenotsubjecttotheminingandminerallaws.

Can meteorites be collected free of charge and without apermit? Yes, meteorites may be casually collected, i.e., forfreeandwithoutapermit,underFLPMA.However,inac-cordancewith theBLM’s regulations at 43CFR8365.1-5(1) collection is limited to certain public lands, (2) onlyspecimensuptotenpoundsmaybecollectedperpersonper year, and (3) only surface collectionwith the use ofnon-motorizedandnonmechanicalequipmentisallowed;metaldetectorsareokay.However,specimensthatareca-

suallycollectedareforpersonaluseonly,andmaynotbebarteredorsoldforcommercialpurposes.

How can meteorites be collected from public lands? Meteoritesfoundonpubliclandsmaybecasuallycol-lected by recreationists and hobbyists. The limit on theamountthatmaybecasuallycollectedismeteoritespeci-mens up to ten pounds that can be easily hand-carriedand transported, per person per year. Collection is fromthesurfaceonly.Motorizedandmechanizedequipmentisnotallowed;however,useofmetaldetectorsispermitted.Meteoritesmaybecollectedwithoutapermitorcollectionfee.Casualcollectionis forpersonaluseonly,andthere-fore,cannotbebarteredorsoldforcommercialpurposes.

Meteoritesmaybe collected for scientific andeduca-tionalpurposesunderapermitissuedundertheauthorityoftheAntiquitiesAct.Theapplicantmustbeaqualifiedre-searcher,andanypropertycollectedunderthistypeofper-mitremainstheBLMproperty.Themeteoritecollectedun-derpermitmustbecuratedinanapprovedrepositorythatconformstocuratorialstandardsprovidedin36CFR79.

MeteoritesmayalsobecommerciallycollectedunderapermitissuedundertheauthorityofFLPMA.Theappli-cantmustpayanapplicationfee,apurchasepricebasedonaunitpriceorthepercentageoffairmarketvalueontheamountofmaterialtoberemoved,andareclamationfee,asappropriate.Apermitteemustcomplywithallen-vironmentallawsandregulationsforsurfacedisturbingac-tivitiesonpubliclands.

Are there any limits to what amounts of meteorites maybe collected from public lands? Forcasualcollection,thereisalimitoftenpoundsofmeteoritespecimensperpersonperyear.Thereisnolimitforscientificorcommercialcollection.

How does this policy affect collecting of meteorites by rockhounds and other hobbyists? TheBLMpolicyclearlyoutlineshowrockhoundsandotherhobbyistsmaycasuallycollectmeteoritesfrompub-liclands.Nopermitisrequiredandnochargeisassessedwhencollectingforpersonaluse.Therearelimitsonhowmuchmay be collected – only ten pounds ofmeteoritespecimensperpersonperyear.Collectionisonlyfromthesurface,andmotorizedandmechanizedequipmentisnot

Meteoritesmaybecasuallycollectedfromopenpub-lic lands.Public landsthatareclosedtocasualcollectionof meteorites include: (1) developed recreational sites;(2) certainunitsof theNational LandscapeConservationSystem(NLCS)wheretheunitshavebeendesignatedfortheirnaturalandscientificresourcevalues, includingna-tional monuments and national conservation areas; (3)areasthatmayhavebeenwithdrawnfromcasualcollect-ingbyalanduseplan,suchasanAreaofCriticalEnviron-mental Concern (ACEC) and somewilderness areas; and(4)closuresbysupplementalregulations.ThoseinterestedshouldcontacttheappropriateBLMofficetolearndetailsfortheirareaofinterest.

Can meteorites casually collected from public lands be bartered or sold? Casual collection of meteorites from public lands isonlyforanindividual’spersonaluse.Saleorbarteriscon-sideredcommercialuse.Apermitmustbeissuedforcom-mercial activities and fees will be collected, including apurchasepricebasedonaunitpriceorthepercentageoffairmarketvalue,andareclamationfee,ifrequired.

Can meteorites be collected for commercial use and/or sale? Yes, meteorites may be collected from public landsunderauthorityofanapprovedpermitunlessotherwiseprohibitedbyother laws, regulations, landuseplans, orclosures.Apermitisrequiredforcommercialuseorsale,andfeeswillbecollected.Thesefeesmayincludeapplica-tionandpermitprocessing fees, thepurchaseprice,andreclamationfees.

Where can I get a permit to collect meteorites for com-mercial use or sale? Apermitapplicationforcommercialcollectionofme-teoritesmaybeobtainedfromandfiledwiththelocalBLMfieldofficewithadministrativejurisdictionintheareayouwishtocollect.

Yes,meteorites can be collected for exhibit inmuse-umsorothereducationalinstitutionsunderanAntiquitiesActpermit.AnapplicationmustbefiledwiththeBLMStateOfficewithadministrativejurisdictioninthestateyouwishtocollect.AllAntiquitiesActpermitsarereviewedandap-proved by the authorized officer in the State OfficewithadministrativejurisdictionovertheCulturalResourcesMan-agementprogram.ExhibitsorloansoftheBLM’smeteoritesheldbyapprovedrepositoriesaresubjecttopriorapprovalbytheBLMaswellastothetermsandconditionsofloansoftherepositorymanagingthecollectionsfortheBLM.
