The City of Clawson is best described as
a community of neighbors. We work
together to be a desirable place to live,
work and raise a family. We enjoy great
places to eat and the ability to support
our businesses by shopping locally. In
return, businesses are supportive of our community
events. New this year is a free concert by the DSO, Clawson
Art in the Park, "Balloon Thoughts", an art installation project
by a group of children and teens in our community, Clawson
Community Garden and a group dedicated to building a
Skatepark in Clawson. We finished our work on an
emergency management plan that includes a "Notify Me"
system developed by a Clawson volunteer that will allow you
to sign up to receive emergency alerts and event notices via
phone, email and or text. We are collaborating with the
school district for city park upgrades and exploring
pedestrian and bike pathways to increase our quality of life
in Clawson.
I am proud and grateful for the strengths and gifts that
people who live in “The Little City with the Big Heart”
exhibit. As always, I invite you to Coffee with Council the
first Tuesday of each month at 7 pm at City Hall. We would
love to hear your comments and suggestions.

Calling All Service Clubs! The City of Clawson would like to list community organization
with contact information as a resource for opportunities and
areas of volunteerism. There are so many wonderful groups
in Clawson that it is time to let everyone know the strengths

Clawson City Park Engraved Brick Program
The Parks and Recreation Park Enhancement Board is
actively fundraising to improve the City Park track and
football field area. Bricks will border the asphalt path at our
City Park. Bricks will be installed in the spring or fall
(weather permitting) when accumulated sales reach 100 or
more.

City Manager’s Message

Hello to everyone in Clawson! So much
great activity continues to happen in
Clawson. We have had an enormous
amount of upgrades and repairs to our
buildings and city infrastructure over the
past seven years. Our worst roads,
water mains, and sewers have been repaired or replaced.
Our city buildings have been upgraded with energy efficient
roofs, windows, and HVAC systems. We have been blessed
to receive over $6 million in grant monies for roads and
sewer projects. All of the grant monies help to expand the
projects and get even more accomplished. We have been
able to complete over $36 million in projects in those
seven years.
I commend the residents of Clawson for their tremendous
support of this community. None of these projects would
ever happen without your approval and support. I am
always so amazed and impressed by the generosity and
passion for giving that people in Clawson demonstrate at
every single opportunity that arises. This small but
tight-knit community takes so much pride in everything
they do. The Motto “The Little City with a Big Heart” is a
perfect fit.
The City and Clawson School District are working on a joint
venture for athletic field upgrades. The baseball field at City
Park was upgraded to a grass infield through a joint effort
of the City Council, School Board, and fund-raising by
varsity baseball coach Ralph Haney. This is an example of
the cooperative efforts that go on here in Clawson to make
things happen. We are working to upgrade the football /
soccer field at its existing location and replace the track
with a new 6-lane track so that Clawson can host home
track meets within the City limits. New lighting and visitor
bleachers are also part of the plan. Additional expansion of
baseball fields at City Park and relocation of new tennis
courts to the area behind Clawson Middle School are in the
works also. The Clawson Schools are planning some
upgrades to their facilities also to bring things up to the
caliber it takes to bring students into our City. More
information will be coming from the Clawson School District
on those plans.
On the ballot for the City in November 2013, will be a
Headlee override millage to restore our Rubbish millage
back to the State of Michigan allowed levy of 3 mills. Over
the years our millage has been rolled back to 2.1518 for
rubbish collection. With the tremendous losses in taxable
value of homes since 2008, we are no longer collecting
enough taxes to pay our waste hauler for the basic
curbside pickup of trash, yard-waste and recycling. We had
to transfer $55,000 from our General Fund balance in
order to balance the budget that ended on June 30, 2013.
The estimated transfer amount from the General Fund for
the 2013-2014 budget year is even higher at $72,000.
Unfortunately, that cost does not cover any of the expense
of the curbside leaf pickup program that the City provides
in October and November every year. We are at a point
where we must ask the voters to approve a Headlee
override millage so that we can continue to provide the
same services that we currently provide. The ballot request
will be for .8482 mil in order to return our millage back to
the 3.0 mil level for rubbish collection authorized by the
State of Michigan. With the average taxable value of a
home in Clawson being about $43,000, the added millage
for the average taxpayer would result in added taxes of
$36.47 per year. This added millage will allow us to keep
providing the curbside yard waste pick-up and the curbside
leaf pick-up services that we currently provide. Should the
millage fail, we will likely discontinue providing yard waste
and compost pick-up and leaf pick-up services starting in
2014.

The DTE Energy Foundation is pleased to offer a free
concert by the Detroit Symphony Orchestra. Tickets are

Clawson Fire Department
Fire Prevention Week & Open House October 6-12, 2013
The Clawson Fire Department will once again visit local
elementary schools to discuss the importance of fire safety.
This year’s theme, “Prevent Kitchen Fires” reminds us that
more fires start in the kitchen than in any other part of the
home and will educate people how to keep cooking fires
from starting in the first place. As a reminder, don’t forget to
change the batteries in your smoke detectors and carbon
monoxide detectors! It is also important for those with
fireplaces to properly clean the chimney before using them
this winter. Join us at the annual open house for educational
demonstrations, informative handouts and refreshments.

drop your pumpkin off for the carving contest between 5
and 5:30pm. They’ll light the trail and can be taken home

Tax Information Information is available for free via a self-serve computer
located in the lobby of City Hall or online for a fee through
Property Gateway at www.oakgov.com or by calling (888)
600-3773. Your 10-digit parcel number is required to
access your information by telephone.
Drop Box There is an drop box available for payments and ballots in
the south entrance vestibule of City Hall below the police/
fire telephone. To avoid penalties or late charges, payments
must be received BEFORE closing on the date the bill is due.
When a due date falls on a weekend or a city-designated
holiday, payment will be accepted without penalty before
close of the next business day.
Payment of Water Bills Payments may be “direct debited” from your savings or
checking account. Authorization forms can be picked up at
the Treasurer’s Office at City Hall or online at
cityofclawson.com/taxesbills.htm. They can also be made
via credit card or electronic check online, in-person at City
Hall or by mail.
Accepted Forms of Payment City Hall accepts debit cards, credit cards and electronic
check! Payments can be made at officialpayments.com or
by calling (800) 272-9829 using jurisdiction code 3253.
Transaction Fees are as follows (online or in-person):
$5 fee for E-check payments;
$4.95 fee for water payments - maximum payment of $500;
$3 fee for debit card payments; and
3 percent fee for tax bill payment with credit card.
Upcoming Elections Deadlines for the November 5 general election:
■ Absentee ballots will be available after Saturday,
September 21;
■ Last day to register to vote is Monday, October 7;
■ Last day to procure an absentee ballot is Saturday,
November 2 at 2pm;
■ Qualified absentee electors may vote in-person at the
Clerk’s office by 4pm on Monday, November 4;
■ All absentee ballots must be received before the close
of polls on Election Day; and
■ Polls will be open from 7am to 8pm.

Home Improvement Loan Program Oakland County’s Community and Home Improvement
Division is currently accepting applications for no-cost,
low-interest and deferred loans for home improvement
repairs. Qualified homeowners may obtain a loan for as
much as $18,000 at a low-interest rate of 0-3 percent,
repayable within 20 years. Eligibility is
determined by income.
Eligible repairs include, but are not
limited to, replacement of windows,
siding, insulation, porches, roofs,
masonry, water and sewer lines,
structural defects, heating and
electrical systems or plumbing.

Holiday Beautification Awards The City Council would like to recognize homeowners for
their efforts in the community during these chilly months! The
Parks and Recreation Board is seeking nominations for
impressively-decorated individual homes and blocks. Awards

Spanish Immersion Montessori Preschool Hunter Community Center

The school program is designed for children who do not yet understand nor speak Spanish, and will suit those children who
already have knowledge of the language. The program is for children ages 2 to 6 years old, and classes are split into two age
groups. Children of these ages possess the ability to absorb the language and all aspects of one's culture and environment
without effort or fatigue. This can apply to foreign language immersion just as their native language at home.
Our school provides an opportunity for children to learn Spanish through the experiences presented by a Montessori
influenced curriculum. The curriculum utilizes the five distinct areas of the Montessori Approach throughout a school day,
which are carefully chosen and applied to instill life-serving skills in our children, such as curiosity, initiative, concentration,
decision-making and responsibility. As an aid to this period of child's self-construction, individual work is encouraged.
The Spanish environment surrounding our activities leads the child to develop a functional use of Spanish at the same time as
practicing early childhood educational concepts. The curriculum also incorporates group activities to reinforce the fun of
Spanish language in song, movement and games.
Class sizes are limited to enhance dialogue, improve retention, and are taught by native Spanish-speaking teachers. Students
may register any time during the school year.
A minimum of two days attendance is required.

A Waldorf-inspired center, built on the philosophy that child-led play nurtures healthy development in early childhood. The
space offers parents and caregivers a place to connect with others in the community while their child plays freely in our all
natural environment. In addition, we offer a host of classes and activities for children that cover a range of interests from
music play, arts/crafts, and story time, to baby sign language, or playgroup periods, and drop-in-play sessions. Classes are also
offered to caregivers in yoga, arts/crafts, music lessons, birthing, and free support groups. Many of our classes for caregivers

Preschool Dance: Clapping and counting, singing
and skipping, enjoying the music and making new
friends! Students will improve large motor skills,
listen to directions, learn to take turns and
cooperate as a group. Shoes: pink ballet

Intro to Dance: Students will learn the basic
terminology, body positions and beginning dance
combinations with music designed to be familiar

Ballet / Lyrical: Students will build strength and
improve their technique with a ballet barre. Shoes:

to the 60s with the musical adaptation of

Hip Hop Jazz: Students will enjoy an energetic
warm-up, isolation and pop-and-lock hip hop
moves, traditional jazz turns, jumps, floorwork and
progressions. Special attention is paid to insure
that our music selection and choreography is
appropriate for students at each age level.

Excel Jazz Classes: Students should have three
years of dance training and be serious about
working hard and improving. These classes move
faster and the choreography is challenging.

Dance Program Hunter Community Center
This year’s recital dance production will be “When You Wish Upon A Star.” Premiere Plus offers classes for children and teens
beginning at age 3. Our program is designed to be fun and challenging for beginning students and returning students alike.
Classes run from September to May and payment is divided into two sessions. The first payment is due at registration and the
same amount will also be due the first week of January. Payments made after January 25, 2013 will be assessed a $25 late
fee per dancer. Dancers must be registered for both sessions to perform in the spring recital.

The After School Zone (The A.Z.), formerly Clawson Teen Center, continues to offer a safe, supervised environment where
students can relax and unwind after school. There is the opportunity to do homework (tutoring available upon request), play
the game consoles (Wii, Xbox, Play Station), play basketball, dodgeball, soccer, board games and more! Special events are
scheduled throughout the year, along with various fundraising activities to keep our program running. At the request of parents
or guardians, we are able to separate the middle and high school students. As always, we try to proactively introduce new and
fun ideas at The A.Z. We strive to continue with the programs that work and learn from those that don't. If you have any
ideas, comments or suggestions, please feel free to call or stop by!
Membership for the school year is $20. A registration form must be completed and signed by a parent/guardian. All students

SHARP (Senior Home Assistance Repair Program) We need your help! Our program started in 2008 and we have had a great group of volunteers who have helped seniors with
over 450 small projects in their homes. The Clawson SHARP is in jeopardy of ending due to a lack of new volunteers. Volun-
teers are background-checked and trained in the process that SHARP uses to help seniors in our community. As a volunteer,
you get to choose which projects you want to work on. This is a wonderful program and if you are interested in learning mopre
about it, please contact Kathy Leenhouts at (248) 589-0334.
This program helps Clawson residents 60 and older or those with disabilities with home repair. The work is done by volunteers.

■ Do not park in the street on your collection day until leaves
have been cleared. ■ No sticks, stones, glass or debris of any kind will be
picked-up by the leaf collection equipment and may injure city
workers. ■ It is requested that residents use paper compost bags or
properly labeled cans for the remaining part of the year. Those
who do not wish to rake leaves for collection may
continue to do so.

Trash Pick-up ■ When a holiday occurs on a Monday, Tuesday or
Wednesday, trash collection will be postponed until
Thursday of that week.
■ Garbage cans or bags are not to be places at the curb
earlier than 6pm on the day preceding your collection.
■ Christmas trees will be picked-up curbside on
Wednesdays from January 8 until January 22.
Trees must be bare, without any decorations or bags.
■ Please note: Christmas trees may also be

Leaf Pick-Up The burning of leaves in the City of Clawson is PROHIBITED.
The city will pick-up leaves during the months of October and
November ONLY as follows:

of Thanksgiving. Due to the holiday work week, please have
your leaves out on Sunday, November 24 for the final
pick-up, as the last days of collection for the entire city will be
Monday, November 25 through Wednesday, November 27. ■ On main roads - leaves may not be raked into the street.
Please place your leaves on the edge of your curb,
remaining on your property, in rows less than four feet wide. ■ On residential streets - leaves will be picked up
from the street in front of your property, 12 inches
from the curb to allow for water flow, in rows less
than four feet wide. Do not rake leaves into the

Yard Waste Policy The Michigan Department of Environmental Quality
(MDEQ) takes a very active role in enforcing the ban on
the disposal of yard waste (compost) into landfills. As a
result the City of Clawson and the Department of Public
Works will only accept yard waste materials during the
compost season.
Compost collection will end on Wednesday, December 18
2014 compost collection will begin Wednesday, April 2
Residents who wish to dispose of yard waste material
after the collection season ends may drop off such
materials at the SOCRRA location on Coolidge Highway in
Royal Oak.
Street Light Problems To file a complaint about a faulty or malfunctioning street
light, please contact DTE Energy. You may do so by either
calling (800) 477-4747 or going online to
www.dteenergy.com. Once you complete your report,
someone will attempt to resolve the problem in three-to-
five business days.
Your Energy Savings Program Get rid of the extra old working refrigerator by letting DTE
Energy recycle it for you. Schedule a no-hassle pick-up
online or call DTE Energy at 866.796.0512. They’ll pick up
your old working refrigerator and mail you a check for
$40! They recycle 98% of that old refrigerator so it’s good
for the environment as well as your wallet. If you also have
an old working freezer you want to get rid of, DTE Energy
will also recycle that and pay you another $40. At the
same time, they will also pick up your old working room air
conditioner and/or dehumidifier, which will qualify for a
$20 rebate (must be picked up with a refrigerator or
freezer).

Snow and Ice Removal It won’t be long before the snow will begin to fall! Along
with all the fun that winter brings, so come the hazards of
cold weather. Snow and ice that accumulates on the
sidewalks causes undue hardships on our seniors,
students and neighbors who regularly use these pathways
for recreation, fitness and convenience.
Section 29-3:
Removal of snow and ice from sidewalks required:
■ The occupant or owner of any property, whether or not it
is currently occupied, is required to keep the width of
the sidewalk in front of or adjacent to the premises
cleared of snow and ice to facilitate safe pedestrian use.
Where there are no sidewalks, the occupant or owner
must clear a path free from snow or ice where the
pathway would otherwise be. Whenever any snow or ice
has fallen to the height of one inch or more, it must be
cleared within 24 hours of accumulation.
Don’t forget! Placing snow in the street is illegal. The
uniform traffic code states, “A person shall not deposit, or
cause to be deposited, snow, ice or slush on any roadway
or highway.”
Snow Plowing Procedure The D.P.W. snow removal procedure is to start plowing
after four or more inches of snowfall. When plowing the
residential streets, the city is divided into five areas, which
are plowed simultaneously, according to availability and
equipment. Do not park your vehicle in the street until the
roadway has been cleared.
Given the nature of the varied and sometimes rapidly
changing climatic conditions that impact our city, the
following is a prioritized list of our snow removal plan,
based on past experience and allotted resources:
1: Major streets and intersections
2: Fire route
3: Residential area streets
4: Dead-end streets and cul-de-sacs
Barring any unforeseen or unusual circumstances, such
as major incapacitating blizzards, all four priorities should
be maintained simultaneously and kept open at all times.
Though when this is not possible, city workers will
concentrate all available resources on higher priority
areas.

Community Input wanted!
The City of Clawson and the Clawson Public Schools have been
meeting over the past several months to address a joint effort to
improve the recreation facilities within the community. Both city
and school property has been reviewed with the assistance of
professional facility planners.
The City Council did adopt a Parks and Recreation Master Plan
in March 2013, which was approved by the Department of
Natural Resources. This will allow for the City to apply for DNR
grants, one of which has been submitted by the Parks and
Recreation Department to build a restroom at Grant Park.
Renderings of the various parks that identify additional
suggested improvements will be on display at City Hall, Hunter
Community Center and the school board offices at Baker Center.
There will also be a meeting scheduled this fall to receive
resident feedback; date announcement coming soon.
