Bologna process – Eurostat's involvement
The Bologna Process is an intergovernmental initiative which aims to create a European Higher Education Area (EHEA) by 2010 and to promote the European system of higher education worldwide. It now has 47 signatory countries.
Student mobility indicator/benchmark:
- In 2020, at least 20% of those graduating in the European Higher Education Area should have had a study or training period abroad.

5 benchmarks: • Adult participation in lifelong learning — By 2020, an average of at least 15 % of adults should participate in lifelong
learning. • Low achievers in basic skills — By 2020, the share of low-achieving 15-years olds in reading, mathematics and
science should be less than 15 %. • Tertiary level attainment — By 2020, the share of 30-34 year olds with tertiary educational attainment should
be at least 40 %.
• Early leavers from education and training
— By 2020, the share of early leavers from education and training should be less than 10 %.
• Early childhood education
— By 2020, at least 95 % of children between 4 years old and the age for starting compulsory primary education should participate in early childhood education.

— By 2020, the share of 30-34 year olds with tertiary educational
attainment should be at least 40 %.

— By 2020, the share of early leavers from education and training
should be less than 10 %.

Council conclusions of November 2011:Benchmarks on learning mobility
- Learning Mobility in Higher Education- by 2020, an EU average of at least 20 % of higher education graduates
should have had a period of higher education-related study or training (including work placements) abroad, representing a minimum of 15 European credit transfer and accumulation system (ECTS) credits or lasting a minimum of three months
- Learning mobility in Initial Vocational Education and Training (I-VET)- by 2020, an EU average of at least 6 % of 18 to 34 year-olds with an
initial vocational education and training qualification should have had an initial vocational education and training (VET) related study or training period (including work placements) abroad lasting a minimum of two weeks, or less if documented by Europass

May 2012: Benchmark on employability• by 2020, the share of employed graduates (20 to 34 year-
olds) having left education and training no more than three years before the reference year should be at least 82 %.

Coverage in UOE:
- Formal education: All of a country’s education activity (within its territory) except:
- entirely work-based education and training
- adult education which is not similar in content or qualifications with regular programmes (initial education)
- programmes of a duration of less than one semester
