This letter is in response to your letters, dated May 10, 1999 and May 18, 1999 . Enclosed
with this letter are laboratory analysis results for Strontium, Plutonium, Uranium and Thorium .
The replacement of laboratory equipment took longer than expected, delaying the results . This
completes the laboratory analysis for EPA's split samples for the Bell Canyon Soil Sampling .

EPA. At this time, the California Department of Toxic Substances Control (part of the CaliforniaEPA), the Department of Health Services Radiologic Health Branch and the U .S . Department of
Energy are responsible for the investigation and remediation of contamination from the Boeing
Rocketdyne Santa Susana Field Laboratory. EPA has been involved, most recently, byevaluating investigations of radioactive contamination conducted by Boeing and DOE ; more
specifically, the Area IV Survey and the Building Decontamination and Decommissioning
Program .
EPA will be pleased to share our review of Rocketdyne's Bell Canyon Area SoilSampling Report with you . However, we may take several more months to complete our review .

SUBJECT : Radiochemical Results forBell Canyon Samples

Attached is a data packages for isotopic thorium analysis of sediment samples collectedfrom Bell Canyon in Ventura County . The samples constitute NAREL batch number 9800074 .
Radiochemical analyses usually require the subtraction of an instrument backgroundmeasurement from a gross sample measurement . Both values are positive, but when the sampleactivity is low, random variations in the two measurements can cause the gross value to be lessthan the background , resulting in a measured activity less than zero . Although negative activitieshave no physical significance , they do have statistical significance ,,as for example in theevaluation of trends or the compa rison of two groups of samples .
For all analyses except gamma spectroscopy, it is the policy of NAREL to report results
as generated, whether positive, negative, or zero, together with the 2-sigma measurement
uncertainty and a sample-specific estimate of the minimum detectable concentration (MDC) .The activity, uncertainty, and MDC are given in the same units . The activity and 2-sigma
uncertainty for a radionuclide measured by gamma spectroscopy are reported only if the nuclide
is detected; so, the results of gamma analyses are never zero or negative . Nuclides that are not
detected do not appear in the report, with the exception of Ba- 140, Co-60, Cs- 137, I-131, K-40,
Ra-226, and Ra-228 . If one of these seven nuclides is undetected, NAREL reports it as "Not
Detected," or "ND," and provides a sample-specific estimate of the MDC .

of 103 .12% ± 2.18% which is slightly higher than NAREL's acceptance limit of 100% . The Quality AssuranceCoordinator approved this yield .

EVALUATION OF QC ANALYSE S
A reagent blank result is considered unacceptable if it is more than 3 standard deviations below zero or more than 3standard deviations above a predetermined upper con trol limit . For some analyses NAREL has set the upper con trollimit at zero . For others the con trol limit is a small positive number .
NAREL evaluates the results of duplicate and spike analyses using "Z scores ." A Z score is the number of standarddeviations by which the QC result differs from its ideal value . The score is considered acceptable if its absolute valueis not greater than 3 .
The Z score for a spiked sample is computed by dividing the difference between the measured value and the target valueby the combined standard uncertainty of the difference .
The Z score for a duplicate analysis is computed by dividing the difference between the two measured values by thecombined standard uncertainty of the difference . When the precision of paired MS/MSD analyses is evaluated, thenative sample activity is subtracted from each measured value and the net concentrations are then converted to totalactivities before the Z score is computed .
Each standard uncertainty used to compute a Z score includes an additional fixed term to represent sources ofmeasurement error other than counting error . This additional term is not used in the evaluation of reagent blanks .
NAREL reports the "relative percent difference," or RPD, between duplicate results and the "percent recovery," or %R,for spiked analyses, but does not use these values for evaluation .

SUBJECT: Radiochernical Results forBell Canyon Samples

Attached is a data package for strontium analysis of sediment samples collected from BellCanyon in Ventura County . The samples constitute NAREL batch number 9800074 . The resultsof further analyses will be sent as they are completed .
Radiochemical analyses usually require the subtraction of an instrument backgroundmeasurement from a gross sample measurement . Both values are positive, but when the sampleactivity is low, random variations in the two measurements can cause the gross value to be lessthan the background, resulting in a measured activity less than zero . Although negative activitieshave no physical significance, they do have statistical significance, as for example in theevaluation of trends or the comparison of two groups of samples .
For all analyses except gamma spectroscopy, it is the policy of NAREL to report resultsas generated, whether positive, negative , or zero, together with the 2-sigma measurementuncertainty and a sample-specific estimate of the minimum detectable concentration (MDC) .The activity, uncertainty, and MDC are given in the same units . The activity and 2-sigmauncertainty for a radionuclide measured by gamma spectroscopy are reported only if the nuclideis detected; so, the results of gamma analyses are never zero or negative . Nuclides that are notdetected do not appear in the report, with the exception of Ba-140, Co-60, Cs-137, I-131, K-40,Ra-226, and Ra-228 . If one of these seven nuclides is undetected, NAREL reports it as "NotDetected," or "ND," and provides a sample-specific estimate of the MDC .

EVALUATION OF QC ANALYSE S
A reagent blank result is considered unacceptable if it is more than 3 standard deviations below zero or more than 3standard deviations above a predetermined upper control limit . For some analyses NAREL has set the upper controllimit at zero . For others the control limit is a small positive number .
NAREL evaluates the results of duplicate and spike analyses using "Z scores ." A Z score is the number of standarddeviations by which the QC result differs from its ideal value . The score is considered acceptable if its absolute valueis not greater than 3 .
The Z score for a spiked sample is computed by dividing the difference between the measured value and the target valueby the combined standard uncertainty of the difference .
The Z score for a duplicate analysis is computed by dividing the difference between the two measured values by thecombined standard uncertainty of the difference . When the precision of paired MSIMSD analyses is evaluated, thenative sample activity is subtracted from each measured value and the net concentrations are then converted to totalactivities before the Z score is computed .
Each standard uncertainty used to compute a Z score includes an additional fixed term to represent sources ofmeasurement error other than coun ting error. This addi tional term is not used in the evaluation of reagent bl anks .
NAREL reports the "relative percent difference," or RPD, between duplicate results and the "percent recovery," or %R,for spiked analyses, but does not use these values for evaluation .

Attached are data packages for isotopic plutonium and uranium analyses of sedimentsamples collected from Bell Canyon in Ventura County . The samples constitute NAREL batchnumber 9800074 . The results of isotopic thorium analysis will be sent as they are completed .
Radiochemical analyses usually require the subtraction of an instrument backgroundmeasurement from a gross sample measurement . Both values are positive, but when the sampleactivity is low, random variations in the two measurements can cause the gross value to be lessthan the background, resulting in a measured activity less than zero . Although negative activitieshave no physical significance, they do have statistical significance, as for example in theevaluation of trends or the comparison of two groups of samples .
For all analyses except gamma spectroscopy, it is the policy of NAREL to report resultsas generated, whether positive, negative, or zero, together with the 2-sigma measurementuncertainty and a sample-specific estimate of the minimum detectable concentration (MDC) .The activity, uncertainty, and MDC are given in the same units . The activity and 2-sigmauncertainty for a radionuclide measured by gamma spectroscopy are reported only if the nuclideis detected; so, the results of gamma analyses are never zero or negative . Nuclides that are notdetected do not appear in the report, with the exception of Ba-140, Co-60, Cs-137, I-131, K-40,Ra-226, and Ra-228 . If one of these seven nuclides is undetected, NAREL reports it as "NotDetected," or "ND," and provides a sample-specific estimate of the MDC .

EVALUATION OF QC ANALYSE S
A reagent blank result is considered unacceptable if it is more than 3 standard devia tions below zero or more than 3standard deviations above a predetermined upper control limit . For some analyses NAREL has set the upper controllimit at zero. For others the control limit is a small posi tive number.
NAREL evaluates the results of duplicate and spike analyses using "Z scores ." A Z score is the number of standarddeviations by which the QC result differs from its ideal value . The score is considered acceptable if its absolute valueis not greater than 3 .
The Z score for a spiked sample is computed by dividing the difference between the measured value and the target valueby the combined standard uncertainty of the difference .
The Z score for a duplicate analysis is computed by dividing the difference between the two measured values by thecombined standard uncertain ty of the difference. When the precision of paired MS/MSD analyses is evaluated, thena ti ve sample activity is subtracted from each measured value and the net concentra tions are then converted to totalactivities before the Z score is computed .
Each standard uncertainty used to compute a Z score includes an additional fixed term to represent sources ofmeasurement error other than counting error . This additional term is not used in the evaluation of reagent blanks .
NAREL reports the " relative percent difference," or RPD, between duplicate results and the "percent recovery," or %R,for spiked analyses, but does not use these values for evaluation .

EVALUATION OF QC ANALYSES
A reagent blank result is considered unacceptable if it is more than 3 standard deviations below zero or more than 3standard deviations above a predetermined upper control limit . For some analyses NAREL has set the upper controllimit at zero. For others the control limit is a small positive number .
NAREL evaluates the results of duplicate and spike analyses using "Z scores ." A Z score is the number of standarddeviations by which the QC result differs from its ideal value . The score is considered acceptable if its absolute valueis not greater than 3 .
The Zscore for a spiked sample is computed by dividing the difference between the measured value and the target valueby the combined standard uncertainty of the difference .
The Z score for a duplicate analysis is computed by dividing the difference between the two measured values by thecombined standard uncertainty of the difference . When the precision of paired MS/MSD analyses is evaluated, thenative sample activity is subtracted from each measured value and the net concentrations are then converted to totalactivities before the Z score is computed .
Each stand ard uncertainty used to compute a Z score includes an additional fixed term to represent sources ofmeasurement error other than counting error. This additional term is not used in the evaluation of reagent blanks .
NARELreports the "relative percent difference ," or RPD , between duplicate results and th e "percent recove ry," or %R,for spiked analyses , but does not use these values for evaluation .
