Strategies for improving participation in and awareness of adult
learning - European guide
The study explores how to make adult learning more popular and more accessible
for identified target groups, including potential adult learners, policy makers,

This animation explains what will happen to your rights to an old-age pension if you

Video: Let’s Take the Feminist – The Living Library Experience
The Youth Department of the Council of Europe produced this video documentary
which was shot at the 2011 Sziget Festival. The 26-minute feature documentary is
in Hungarian with English subtitles and presents the best moments of the
traditional Living Library event of the European Youth Centre Budapest.

European citizens' initiative
As of 1st April 2012 EU citizens have a brand new tool allowing them to participate
in shaping EU policy. The European citizens' initiative allows one million EU citizens
to participate directly in the development of EU policies, by calling on the European
Commission to make a legislative proposal. This website provides information on all
citizens' initiatives, explains the rules, and enables citizens to launch their initiative.

Art for Peace 2012
Young people between 5 and 17 years old, worldwide, are invited to join this
contest. They will have to watch a short video film online, then imagine a world free
of nuclear weapons. Based on their musings, they will have to create and upload
online original artwork using their imaginations to draw, paint, sketch, use pens,
pencils, crayons, charcoal, oil, acrylic paint or watercolours to illustrate a world free
of nuclear weapons, without wars, without fear. When the work is finished, it can
also be uploaded on the organisers’ web site in order to be shared with friends, and
then be voted though the UN Peace Day Facebook page:

Four winners from each age category (5-8, 9-12 and 13-17) will have their artwork
reproduced in a UN calendar. The two younger age groups will receive art supplies
whereas cash prizes will be awarded to the four winners in the 13-17 year old
group in sums of $500, $300, $200 and $100.

Student Peace Prize 2013
The prize is awarded to a student or a student organisation that has made a
particular effort to promote peace, democracy and human rights in a non-violent
way. The winner will receive the prize during the International Student Festival in
Trondheim (ISFiT) in February 2013. Everyone is entitled to nominate candidates.
The nomination should include name, country and a short description explaining the
reason why the person or the organisation deserves the prize.

Sarajevo Talent Campus 2012
In the framework of the 18th Sarajevo Film Festival, emerging filmmakers,
scriptwriters, directors, actors and producers from Southeast Europe are invited to
participate in the 6th Sarajevo Talent Campus taking place from 8th to 14th of July,
with an underlying focus on Cinema and Possible Future.
As of this year, the call is open to candidates from four more countries from the
wider region (Armenia, Azerbaijan, Georgia and Moldavia) in addition to Albania,
Bosnia and Herzegovina, Bulgaria, Croatia, Greece, Hungary, Kosovo, Macedonia
(Former Yugoslav Republic of), Montenegro, Romania, Serbia, Slovenia and Turkey.
Prominent filmmakers and emerging talents from the “ever burning” and vibrant
region of South-East Europe will meet to discuss, analyse and explore film language
novelties and different practices. The campus offers inspiring lectures, panel
discussions and active critical debates, complemented by workshops, practical
tutorials, screenings and inter-festival excursions for participants.

International Cartoon Contest on Active Ageing
The European Information Centre of the city of Ruse, Bulgaria, is organising an
international cartoon contest on the theme of Active Ageing and Solidarity between
Generations. The aim of this initiative is to have a look at the European Year’s
themes through the creative insight and interpretation of professional and amateur
cartoon artists from all over the world.
All awarded and selected works will be part of a travelling exhibition in Bulgaria.

Call for tender EAC/42/2011 - Implementation of a user-driven, multi-
dimensional and international ranking for higher education institutions
Transparency in higher education is a key element in the EU strategy for
modernising higher education systems. Clearer information on how institutions
perform can inform the choices of students, employers, policy makers and higher
education institutions.
This call is an invitation to pilot a new user-driven, multi-dimensional information
and ranking tool, to be sustainable and self supporting in the longer term, building
on the results of the U-Multirank feasibility study, and responding to the issues
identified in its final report.

Henkel Artist Studentship 2012
The Artists-in-Residence Programme of KulturKontakt Austria is offering a three-
month scholarship in Vienna for artists from Central, Eastern and South East
Europe, including a studio, accommodations, insurance, a monthly scholarship of
1,000 euros and a presentation of the artist’s works at the end of their stay in the
Austrian capital.
Visual artists, up to 35 years old, working in the fields of painting, drawing,
photography, video and installation are invited to apply. Works should have been
produced after 2009.
Entries will be accepted from the following countries: Albania, Armenia, Azerbaijan,
Belarus, Bosnia-Herzegovina, Bulgaria, Croatia, Georgia, Kosovo, Macedonia
(Former Yugoslav Republic of), Moldova, Montenegro, Romania, Russia, Serbia,

PLURAL+ Youth Video Festival 2012
Young people from 9 to 25 years of age worldwide are invited to submit short
videos of one to five minutes and share their thoughts, experiences, opinions,
questions and suggestions about migration and diversity. Videos must have been
completed after January 2010 and, if not in English, must have English subtitles. An
international jury will award prizes in three age-based categories: 9 to 12, 3 to 17,
18 to 25 years old. The three winners will each receive US$ 1,000.
PLURAL+ festival is a platform for young people to express themselves on key
migration and diversity issues and reinforce the belief that youth are powerful and
creative agents of social change in the world.

Call for candidates for the 2012 North-South Prize
The North-South Centre of the Council of Europe has launched the call for
nominations for the North-South Prize 2012. The Prize has been awarded every
year since 1995 to two candidates who have stood out for their exceptional
commitment to promoting North-South solidarity. Candidates, preferably a man
and a woman, must have distinguished themselves in the following areas:
protection of human rights, defence of pluralist democracy, public awareness
raising on issues of global interdependence and solidarity, and strengthening the
North-South partnership. All suggestions of candidates are welcomed.
The Jury will meet in Strasbourg, next September 2012, to select the prize winners.
The Prize Ceremony will take place in Lisbon in Spring 2013.

Electric December 2012
European young people under 21 years of age, who made a short film this year
already or are thinking of making one, now have the chance to showcase their
talent to the rest of Europe.
The short films should be less than 5 minutes long, completed after September
2011, of any productions techniques (animation, documentary, drama,
experimental) except for advertisements, in English or providing English subtitles.

ISFIT 2013 Call for Ambassadors
ISFiT, the International Student Festival in Trondheim, is the world’s largest
student festival with a thematic focus. In order to organise the 2013 festival, ISFIT
is looking for ambassadors, personal contacts all over the world to spread the word
about it. As International Ambassadors, candidates will receive a package
containing posters and information about ISFiT 2013. The package will of course be
completely free of charge. The task of the Ambassador will be to distribute this
material in strategic places where students will get the opportunity to learn more
about the festival. This can be on campus, at the library, or any other place
students gather in their local community. Students across the world are invited to
register and be part of ISFiT festival and help globalise and create awareness about
the theme of ISFiT 2013: international trade.

High Youth Unemployment
Acknowledged in Multi-annual
Financial Framework Conference
The second high-level conference for
the Multi-annual Financial Framework
(MFF) for the EU budget (2014-2020)
convened in Brussels on 22nd March
2012. The conference was opened in
the European Parliament by President
Martin Schulz, Commission President
Jose Manuel Barroso and Danish
Prime Minister Helle-Thorning
Schmidt. Helle Thorning-Schmidt
acknowledged that the crisis is
especially detrimental to Europe's
youth. “We are witnessing slow
growth and increased unemployment
– not least for our young people,” she
said. In her speech she listed boosting
research and innovation to increase
Europe's competitiveness in the world
economy as one of the four areas the
Danish Presidency believes are key to
focus on. Jose Manuel Barroso
mentioned in his opening speech the
Commission's interest in increasing
investment in education through the
new Erasmus for All programme.
While detailing a plan to allow up to
five million people the chance to study
or train abroad, he said that “The
added value of giving young people
the chance to work and study abroad
is clear in helping citizens acquire
more and better skills, in opening new
doors, and in encouraging free
movement and adaptability.”

Recommendations of the EU
Youth Conference, Sorø, Denmark,
18th-21st March 2012
The EU Youth Conference of the
Danish Presidency in Sorø with a set
of joint recommendations drafted by
youth delegates and Directors General
on Youth of the EU Member States.
The recommendations were a result of
the three days of workshops and
discussions at the conference and
focused on youth participation in
democratic life, which is the overall
theme of this cycle of the Structured
Dialogue.
Highlights of the proposals included a
call for Member States to start
initiatives to stimulate discussion on
lowering the voting age to 16, as well
as easing the voting process through
education and simplification of voting
procedures. An independent
programme for youth with its own
budget line was also recommended, in
order to promote full participation of
young people in society. A key theme
throughout the recommendations was
the importance of close involvement
of youth organisations and young
people in decision-making.
Member States were called on to
support youth organisations and to
form strategic partnerships with them.
Non-formal education provided by
these youth organisations is
necessary for developing skills and
competencies of young people.
The recommendations will be
integrated into the preparation of the
Council Conclusions in May. Read the

More money and support for
higher education in Europe
Members of the European Parliament
adopted on 13th March a report calling
for more funds and support to
encourage student mobility and make
European higher education more
attractive and competitive. This
involves reinforcing the Bologna
Process, which aims to create a
European Higher Education Area by
making quality standards and degrees
more compatible throughout the
continent. In addition to the EU, the
Process is also implemented in 20
other European countries. The
Bologna Process required European
universities to revise and reorganise
their teaching activities in a three-
cycle system (Bachelor, Master, and
Doctorate) and also assist in creating
wealth. If the process is to contribute
to achieving the goals of the EU's
2020 strategy for kick-starting
Europe's economy, then more efforts
will need to be made by universities,
member states and the European
institutions. Universities need financial
support from member states and the
EU to support their efforts to change
and develop their education practices.
Member states have to strengthen the
funding system, while it is also
necessary to develop new funding
mechanisms. In addition, more needs
to be done to harmonise academic
standards, promote mobility and
employability, remove administrative
obstacles, improve the mutual
recognition of qualifications (through
the European Credit Transfer and
Accumulation System), and promote
social cohesion.

12th April 2012: Conference “Quality of work and employment, a policy tool
towards an inclusive and sustainable growth” Brussels, Belgium
This was a Joint Conference of the European Parliament and Eurofound with the
participation of Martin Schulz, President of the European Parliament. The latest
conclusions of the EPSCO Council meeting on 'the Annual Growth Survey and Joint
Employment Report – Priorities for action in the areas of employment and social
policies in 2012' emphasises the importance of a return to economic growth 'with
more and better jobs, including good working conditions'. With this in mind, the
conference will address the current policy challenges linked to the issue of quality of
work and employment. It will examine how changes in employment and work
related policies could impact on the quality of societal and economic progress and
how mainstreaming the quality of work and employment dimension into other
European policy agendas could also contribute to the ultimate perspective of more
'sustainable and inclusive work’. The event will also launch the overview report of
the Fifth European Working Conditions Survey, one of Eurofound's flagship reports
of 2012.

16th-17thApril 2012: Launch event of “We Mean Business” Campaign,
Brussels, Belgium
The “We Mean Business” campaign aims to raise awareness among European
companies of the positive benefits of hosting an Erasmus or Leonardo da Vinci
trainee. Following this European launch event, national events will take place in EU
Member States, aiming to get the message to companies through national
multipliers. The launch event is the opportunity to share experience with
stakeholders from across Europe and exchange ideas on how to make the most of
these placement opportunities.

24th April 2012: Ombudsman seminar: "Europe in crisis: the challenge of
winning citizens' trust" Brussels, Belgium
The economic and financial crisis and its implications for the future of the European
Union are the most current issues at EU and Member States levels. Citizens in
many Member States of the EU are not only losing trust in their national
governments, but are also increasingly sceptical of the EU's ability to find solutions
to the worst crisis in its history. The seminar will explore what concrete measures
European and national institutions can take to (re)gain EU citizens' trust.
Participants will be able to share their views with the following keynote speakers:
José Manuel Barroso, President of the European Commission, Martin Schulz,
President of the European Parliament, Helle Thorning-Schmidt, Prime Minister of

26th-27th April 2012: Ministerial Conference and Third Bologna Policy
Forum, Bucharest, Romania
The 2012 Bucharest Ministerial Conference is expected to bring together 47
European Higher Education Area ministerial delegations, the European Commission,
as well as the Bologna Process consultative members and Bologna Follow-Up Group
partners. The meeting will be an opportunity to take stock of progress of the
Bologna Process and set out the key policy issues for the future. The EHEA
ministers will jointly adopt the Bucharest Ministerial Communiqué, committing to
further the Bologna goals until 2020.

Nantes, France

26th-27th May 2012: The World Village Festival, Helsinki, Finland
The Festival will offer tastes of different cultures and surprises from all over the
world focusing on tolerant multiculturalism, development cooperation, global issues

The Youth on the Move, the Finnish National Agency CIMO and the Commission

4th-5th June 2012: "Youth & E-participation - International Conference on
Youth Participation in the Digital Society", Berlin, Germany
The project "youthpart" is organising an international conference on youth e-
participation gathering around 100 national and international experts from the field
of youth e-participation. The conference will focus on different topics such as youth
information, open data, open government, crowd sourcing, e-participation tools,
literacy, EU Youth strategy packed in four thematic complexes: youth & e-
participation in society, youth & e-participation on the local level, software tools
and information as basis for e-participation.

The conference approaches key questions of learning methodology and technology
by focusing on the "open-learning generations", the contexts of socially significant
target groups: junior and senior eLearners. It also explores various generational
learning cultures and technology-use patterns, and discusses new approaches in
pedagogy and andragogy that respond to them.

22nd-30th June 2012: 5th Youth Peace Camp - Engaging young people and
youth organisations from conflict–stricken regions in dialogue and conflict
transformation, European Youth Centre Strasbourg, France
The camp aims to engage young people and youth organisations from conflict
stricken regions in dialogue and conflict transformation activities based on human
rights education and intercultural learning and to provide them with a positive
experience in living and learning together. This year the camp is addressed to
young people, from 25 to 30 years old, from Armenia, Azerbaijan, Kosovo, from
both the Albanian and Serbian ethnic communities, Israel and the Palestinian
Authority, Georgia and the Russian Federation, specifically young people from the
region bordering Georgia. They will have to be engaged in youth or community
projects and motivated to implement youth initiatives for peace building within their
own communities and be able to work in English.

30th July-10th August 2012: Summer Academy on Intercultural Experience,
Karlsruhe, Germany
The Academy is organised by the Karlshochschule International University and AFS
– Interkulturelle Begegnungen e.V. and will focus on relevant topics in the field of
intercultural management, communication and training. Students can enroll for one
or two weeks.

28th September-1st October 2012: Euro-Med Youth Music Expo, Limassol,
Cyprus
The Euro-Mediterranean Youth Music Expo is an international 4-day event which
combines various modalities of high-level youth music activities and productions
embracing all musical genres. Over 200 young musicians, young soloists, youth
bands and orchestras from all musical backgrounds (classical, ethnic, jazz, rock,
hip-hop, reggae), music teachers, organisers and professionals will gather for a
multilevel educational and artistic fair which includes workshops, seminars, open-air
public concerts, music labs and much more.

The European Training Calendar contains current training offers of different
institutions and organisations, such as SALTO, the National Agencies for the YOUTH
IN ACTION Programme, non-governmental youth organisations, the European
Youth Centres of the Council of Europe and the Partnership Programme on
European Youth Worker Training. They are addressed to young people, group
leaders, mentors, trainers and other specialists.
