EIGHT HOUR LAW
One of the late approved Acts to
regulate the laws of labor upon thepublic works came up for atest in
the Senate on Saturday It was heldby some that it included policemenand departmental clerks and by
others that it only referred to out-
side
¬
manual labor whether under-
taken
¬
by the Government contrac ¬
tors or otherwise
We rather hold to the lotteras thelaw in itself is sufficiently explicit in
its titles It has no bearing what-
ever
¬
on those employed by monthlysalaries but no those employed as
laborers in manual labor on all pub-
lic
¬
work suoh as roads bridges
wharves buildings etc The in ¬
tent of the law and of the legisla-
tors
¬
isperfeotly clear and eminent-
ly
¬
plain But there is a provision in
Section 3 which has somewhat mud-
dled
¬
the intent and construction of
the law yet we feel that that shouldbe no hindranoe to the intent andpurpose of the law as a whole
Upon motion being thereto madethe whole subjeot matter was left tothe Judiciary committee and Presi-
dent¬
Orabbe added that it shouldalso consult the Justices of the Sup-
reme
¬
Court and the Attorney Gene-
ral
¬
That expression of opinion oithe interpretation of the law shouldbe awaited with much interest by all
oonoerned for if that it ahoinoluded policemen and depart-
mental
¬
clerks we believe the nextproper course for our legislators todo instead of increasing salariesthey should begirt now to reducethem in the oauae of economy
ANOTHER GRAFT
The editor of the Star during thewhole of the regular session wasnever once seen at the press tablewithin the portals of the House ofRepresentatives yet he saw fit tograft himself in there on the last
V
ovoning of the session and after thepioture of the assembled solons hadbeen taken by lime light includingtho officers and msmbors of thepress he and his roporter both leftsoon after It seemed to us thatthey only appeared there so as tohave their llkenessea included andif that isnt grafting upon the gone
rouB and courteous tendenoy of theHouse wo would like to know what
it is We consider suoh an imposi-
tion
¬
worse than doing work for
pay for in the latter case there was
something to show which is al-
together¬
far from the objeot of theformer oase In Hawaiian Buch con ¬
duct is called mahaoi impudence
and we add a refrain aye with a
vengeance W hen shall suoh roads
to oheap notoriety be improved ujon by the likes of such impostorsand oheap guys who had their like-
nesses
¬
taken oheaply and so far as
known from the developementstaken they are well paid for theirpains as they are hardly recogniz-
able
¬
TOPICS OF THE DAY
The Advertiser thinks that rumorof a morning paper in opposition to
itself is news for the coronerFerhapB so but it is not unlikelythat the morning grand mammy willbe the center of interest in the coro-
ners¬
inquiry
We think that some of the Repub-
licans who built new homes withJapanese labor after the last elec-
tion¬
ough to have enough moneystuffed away somewhere to take upthe fire claims bonds Surely theirpatriotism has not lost its glow in afew short months W
It is ourrently reported that a
special session of the Legislature is
likely to be called as soon as this ex¬
tra session is over to oonsider manyof the defeots noticed in some of thelaws which have received the Gov-
ernors¬
signature If it is so muchfor hurried legislation
Cecil Brown when pressed into acorner in the Senate falls back onhis record I have been in the Le-
gislature¬
since 1876 he has beenheard to say many times He hasuaed the same argument since 1877The truth of the matter is that theSenator has been in the Legislaturejust twenty aeven years too long
Our types are today being pressedto express themselves as of yorefrom our new headquarters whetherit was after the Legislatureor notIt had to be done for a landlordsmandate had to be obeyed even ifwe like the idea of moving or notthe old premises in Merohant streetbeing required for other purposes
The projeot of the agriculturaldepartment at Washington for aHawaiian exhibit in its building atSt Louis should receive every en-
couragement¬
The governmentseotion of the big show will be moatsought for the reason that its in-
formation¬
will be reliable Smallfarmer dodgers and the like willhave no place in its
The resignation of E A MottSmith from being a member of theBoard of Health is to be regrettedand deplored by the community atlarge We oonsider his action apity as he has been a most con-
scientious¬
energetio and hard work-
ing¬
member and withal a publicspirited citizen in the cause of thepeople at large Tho position was
an onerous and responsible one ond
he acquitted himself well and hon ¬
orably from our Bland point doingnothing moro than his plain dutytowards his suffering fellows uu
remunerated If it ib not too muchto oxpoct of him we hope that hewill withdraw hia resignation andretain his position
By way of inference from
9
thewailings of the Star and the Adver-tiser
¬
anent legislative plumswhioh went the way of the minorityin opposition it seems that thebrains ability and cleverness to dowork and thereby termed graftng was only to be found amongtho Home Rule Demooratio crowdand that in spite of the Legislaturebeing a Republioar controlled oneThis was manifestly recognized by
the election and sinoe re elected ofa Home Rule Speaker and therebythe majority lost its best opportun-ity
¬
of doing all the grafting possi-
ble¬
although it got the bigger andgoodly share of its just and fairproportion of the work Please dolet us have another
