Demonstrate t at ICZM s a va ua emanagement model to addresschallenges in the context of Global
Change: we dont necessarily haveto renew our approaches, tools andpractices, but to improve our
management capacities

. THEORETICAL FOUNDATIONS OF DELIBERATIO(1)
Quality-based policies can be beneficial for ICZM:
ORAL 2010 Adapting to global change at the coast , London, UK, 21-23 September V. DU
(a) They are based on a holistic &integrative approach:
- The elements that contribute to the value of thecoast are both objective and subjective (Zube & Pitt,1981; De Ruyck et al., 1995; Cendrero & Fischer, 1997; Chua, 1993;Morgan, 1999; Ergin et al., 2006; Cendrero et al, 2003; Pereira et al.,2003; Micallefet al., 2004; Roca et al., 2007; Cervantes & Espejel,2008)
- They address the ICZM requirement for public
participation through surveys, awareness raising activities &development projects that meet user demand (Morgan,1999; Ergin etal., 2006; Chua, 1993)
- They enable the integration of science &management: research contributes to the building of acomprehensive view of coastal issues (Cicin-Sin, 1993),a common

. THEORETICAL FOUNDATIONS OF DELIBERATIO(2)
(b) They are favourable to the establishment ofdevelopment and management plans at aterritorial scale of suitable dimension onthe basis of shared issues(Cendrero & Fischer,1997; Ferrarini et al., 2001)
Strengthen territorial attractiveness (Leatherman, 1997)
+ Reduce socio-spatial inequalities(Nelson and Botterill, 2002)
= Structural role for territories that are divided into multipleadministrative jurisdictions and regulatory areas

. THEORETICAL FOUNDATIONS OF DELIBERATIO(3)
Quality-based policies can be beneficial for ICZM:
(c) They provide a positive, balanced &dynamic vision of coastal development
& management which allows thebuilding of a social project involving all
stakeholders
A prerequisite to reach ICZM in an oft-confrontationalcontext

(a)The ICZM approach enables the
continuous integration of newproblems, stakeholders andchallenges: effective to cope with change
(b) ICZM is based on planning:a usefulexperience to setup and implement adaptation policies
(c) ICZM is based on a continuousevaluation ofthe implementation of public policies:strengthens the diagnosis capacity of territories, required to cope with constraints & change
d ICZM is based on lon -term ro ects

CONCLUSION
Two key elements for thedevelopment of adaptivestrategies in the context of GlobalChange:
(1) A territorial project
(2) Implementation of the ICZMbuilding process
We have a relevant model to facethe future: one of the main
challenges is to put it into
