Green Notice ‐ To warn about subjects who are a possible threat to publicsafety or may commit a criminal offense, based on an assessment by a national lawenforcement authority and previous criminal convictions or history (habitualoffenders, child molesters, violent gang members, pornographers).
Yellow Notice ‐ To help locate missing persons, especially minors, or to help identify persons who are not able to identify themselves.

The government of New Zealand, in collaboration with the governments of Australia, Canada, Norway, Nigeria, South Africa, and the United States of America, and the INTERPOL General Secretariat are seeking more information about the activities of persons and companies associated with the past operation of the Thunder. Information is also sought on the individuals and networks that owned, operated and may have profited from illegal activities of the vessel.
By determining the status, location and the individuals and companies involved in the former operation of the Thunder, member countries will be able to investigate potential violations of various laws.
Official and unofficial information indicates that the vessel Thunder sank inside the EEZ of São Tomé andPríncipe on 06 April 2015 at 00 Deg 19'N; 005 Deg 25'E. The entire crew on board the sinking vessel was rescued and put ashore in São Tomé and Príncipe.
According to Nigerian authorities, the vessel Thunder was on its ship register from 2010 until it was deregistered on 18 March 2015. During this time, the vessel used three other identities interchangeably and at least one other flag state, including the use of removable nameplates with different vessel namesand homeport on the stern and bridge. In September 2013, the owners of the Thunder had unsuccessfully tried to change Thunder’s name to “Raz” on the Nigerian register.
The Nigerian Maritime Administration and Safety Authority (NIMASA) deregistered the vessel from the Register of Nigerian ships on 18 March 2015 amidst suspicion of document fraud and breach ofthe condition of registration on behalf of the Thunder.
