Get to Know… Julie Cichello Julie has been the District 3
Traffic Engineer for the last five
years. She attended the University
of Akron and was a college intern
for D3 in our Bridge Department.
Upon graduation in 1994 she
came to ODOT full time in the
Traffic Department. Over the years
Julie has completed many (100s)
of safety and traffic operations
studies from which many roadway
safety improvements have been
implemented. She has also been
the project manager of several
large planning studies. These stud-
ies resulted in major new projects such as the
Erie 250 Corridor, Lorain SR 57 and Medina US 42
corridor projects. “Julie is always willing to take
on new responsibilities and embrace new ideas.
She is well respected at ODOT and by locals and
consultants as an experienced and conscientious
Traffic Engineer,” added Leslie Farley, Planning
Engineer.

Ask yourself: Are you someone who questions flawed processes or someone who finds workarounds?
This summer, ODOT District 3 engineers, surveyors and Richland County highway technicians (HTs)
teamed up with design/engineering consultants and McFarland Cascade, a utility pole provider, to
test the design for a new roundabout. Typically, a roundabout is used at an intersection that does not
warrant a traffic signal, but does exhibit some safety concerns. District 3 planning engineer, Rob
Shenal, explained, “The reason for putting a roundabout at this intersection is because we are expect-
ing some heavy traffic flow, but we do not see the need for a traffic signal.” (Cont. on page 2)

On July 8, 2014, it was an-
nounced that the Republican
National Convention would be
held in Cleveland, Ohio, from
July 18 to 21, 2016. After a tre-
mendous amount of planning
and re-planning, on July 16,
2016, teams from Districts 12, 2,
3 and 4 began 24/7 field opera-
tions in and around Cuyahoga County in an effort to
minimize any impacts caused by traffic disruptions
either from routine highway incidents or as a result of
premeditated actions that occurred in other states
and cities across the country—teams stayed prepared
to respond at a moment’s notice.
I would like to take this opportunity to thank
each of you for your professionalism and efforts
keeping our highways safe during the recently
concluded Republican National Conven-
tion. ODOT had a tremendous amount of resources
dedicated toward responding to whatever situation
would arise, and the collaboration and cooperation
of 728 departmental personnel statewide clearly
demonstrated the transparency we continually strive
to achieve in our day-to-day operations at ODOT. I
believe your efforts were instrumental in deterring
demonstrators from entering onto the highways and
causing traffic disruptions.
Everyone involved from Districts 2, 3, 4 and 12
did an incredible job working together and stay-
ing prepared to respond at a moment’s no-
tice. We would not have been able to accomplish
what we did had it not been for the dedication of the
employees of the ODOT team
throughout the state. I thank
everyone for doing a fantastic
job. I would like to take this
time to reiterate “who you are and what you do truly does make a difference.”

Roundabout Test (cont. from cover)
The group set up a mock roundabout in the Mansfield Speedway parking lot and tested if a
semi-truck with a 120 foot utility pole trailing behind it could clear the path. Two different types
of tests were conducted. The first test mocked up a chicane entrance (design used for the
Wayne and Medina County roundabouts). This type
of roundabout begins with a reverse curved road
before entering and is better for speed control. The
second test included a tangent entry and is not as
ideal for speed control, but is practical when fitting
large trucks through the intersection.
After multiple run-throughs, the tangent entrance
roundabout design turned out to be a better fit for
this intersection to accommodate McFarland Cas-
cade’s large trucks with polls extending off the
back, which will be transported regularly through
the new intersection. This roundabout, which will
serve as a connector route just south of where the
test took place on State Route 13 in Richland
County, is being designed as part of the US Route
30 Rehabilitation Project. Construction for this por-
tion of the project is scheduled to start in 2020. For
