    Here we are in February already and leaving Christmas and New Year a distant memory. Still, weve lots to

    look forward to with Valentines Day, Mothers Day and Easter all happening within the next two months! If youre planning on eating out with your Valentine or treating your mum on Mothering Sunday, then dont leave booking until the last minute and risk missing out!

    As a fan of winter, Im enjoying the cold weather, and recently weve seen some amazing sunrises and sunsets around the fens and beyond. I am a member of a Facebook group called Nature of the Fens and here I get to see so many beautiful photos, it was a real struggle to choose one for the cover this month. If you are a budding photographer, please feel free to send me any

    photographs of March or the surrounding area that you think are cover worthy. Its a great opportunity to showcase your work, and choosing the cover image is one of my favourite jobs.

    Im currently working on a new, up to date club directory, so bear with me whilst this is being put together and if you are part of a club and interested in being included within this, please contact me. Im always on the look-out for community news too, so if you have anything that you would like to share with the rest of the town, then send it in and I would be happy to publish this.

    A word of warning to all you bachelors out there. Be extra vigilant on Leap Day, February 29th, because when your lady gets down on one knee and opens a small box, whilst staring into your eyes, then utters those four famous words, they wont be Whats for dinner darling?

    Why do we have Leap Years?Leap years are needed to keep our modern day Gregorian calendar in alignment with the Earths revolutions around the sun. It takes the Earth approximately 365.242199 days or 365 days, 5 hours, 48 minutes, and 46 seconds to circle once around the sun. This is called a tropical year. However, the Gregorian calendar has only 365 days in a year, so if we didnt add a day on February 29th nearly every four years, we would lose almost six hours off our calendar every year. After only one hundred years, our calendar would be off by approximately twenty-four days!

    Which years are Leap Years?In the Gregorian calendar, three criteria must be taken into account to identify leap years:

    The year is evenly divisible by four;

    If the year can be evenly divided by 100, it is NOT a leap year, unless;

    The year is also evenly divisible by 400. Then it is a leap year.

    This means that 2000 and 2400 are leap years, while 1800, 1900, 2100, 2200, 2300 and 2500 are NOT leap years.

    Leap Day Customs and Traditions

    Women propose to their men According to an old Irish legend, or possibly history, St Brigid struck a deal with St Patrick to allow women to propose to men and not just the other way around every four years. This is believed to have been introduced to balance the traditional roles of men and women in a similar way to how Leap Day balances the calendar.

    Twelve Pairs of GlovesIn some places, Leap Day has been known as Bachelors Day for the same reason. A man was expected to pay a penalty, such as a gown or money, if he refused a marriage pro-posal from a woman on Leap Day. In many European countries, especially in the upper classes of society, tradition dictates that any man who refuses a womans proposal on February 29th has to buy her twelve pairs of gloves. The intention is that the woman can wear the gloves to hide the embarrassment of not having an engagement ring.

    T he record highest temperature for February in the UK in the 20th Century was set at March Cambridgeshire on February 23rd 1990, with a temperature of 19.2C.[1] January 1929 was one of the coldest on record, with only three days above 40F (4.5C).[2] In February, one of the coldest in the 20th Century, the River Nene in Northampton froze for several days and was used as a football pitch. Three Cambridge undergraduates skated on the Cam and Ouse from Cambridge to Ely and back for the first time since 1895.[3]

    On Monday February 18th 1929, a special representative of the White Star Line visited the office of shipping agent A. E. Haylock of 9 High Street March from 2.30pm to 4.30pm and from 6pm to 7.30pm to give information and

    to select suitable farmworkers, boys, domestic servants and families for settlement in Canada. They would travel at special rates also available in certain cases for people wishing to see friends or relatives in Canada.[4] Mr J. H. S. Green, Chairman of March UDC, appealed for subscriptions for the Lord Mayors Miners Relief Fund. A public meeting in March Town Hall had resolved to make a united effort. The public was asked to forward subscriptions to the banks or to the treasurer Mr F. Donald Grounds, Market Place, and subscriptions of five shillings and more would be published in the newspaper. A committee of delegates from all organisations and institutions in March would meet at the Town Hall on February 22nd. Suggestions and offers of services

    were welcomed to make a united response worthy of March and worthy of the cause.[5]

    The highlight in February 1929 was the opening of the magnificent and palatial new Hippodrome and Theatre Royal in Dartford Road. Described as one of the finest in East Anglia, with no expense spared and costing over 20,000, it was the first theatre that Messrs. Eggitt and Sons had built. At a luncheon in the Griffin Hotel, March was described as one of the most prosperous, thriving and growing towns not only in East Anglia, but in the whole of England. Mr Hopkins, surveyor, said, They would look forward to the time when the railway stations and omnibuses were placarded with notices of Cheap excursions to March.[6]

    [email protected] SLEIGH COLLECTION2015On behalf of March Lions and the Rotary Club of March, I would like to take this opportunity to thank the many citizens of our town who so generously and freely contributed to the Santas Sleigh Collection around the streets of March in December.

    In fair weather, and foul, people waited patiently for the sleigh to pass by. A cheery Ho Ho from the gentleman in red forewarned of the approach. From wide eyed youngsters to grandparents, they gave what they could spare. A couple of pence here, a couple of pounds there. I know that the combined boys and girls of our two clubs had enjoyable, even if damp, walking tours of the back streets.

    The total sum raised of 1,600 was divided equally between four local groups, and nominated by our united clubs: Young People March, March Solo Bereaved Partners Support Group, EDDIES (formerly Cambridgeshire Mencap) and Magpas Helimedix.

    Representatives of each of these groups attended a presentation at the Town Hall on the evening of Friday January 8th. Cheques were presented by local M.P. Steve Barclay, the Mayor, Councillor Rob Skoulding, Rotary President Christopher Bishop and Lion President Ruth Martin.

    Remember, the money you gave has stayed in the town. This year we hope to expand our routes, and look forward to seeing you all again early in December.

    Speak Out Success!

    The Speak Out Council project is led by six leaders who all have a learning disability or autism. Michelle

    Mansfield, Speak Out Leader for the Fens has been campaigning for a disabled parking bay in March town centre for three years. Michelles dedication has finally paid off and January saw the unveiling of the new bay outside 88 High Street, March.

    Stay safe and say No to Doorstep TradersRogue traders cause misery for thousands of people each year; most of whom are the elderly and vulnerable in our communities. These uninvited traders call at properties offering to do home maintenance work, such as roofi ng, tarmacing and paving, garden and tree surgery, insulation, general building work, installing burglar alarms and other services.

    The work or service offered can sometimes be unnecessary, overpriced, of a poor standard or not done at all. Typically, they have no formal training to carry out the work offered and some may have links with distraction burglars.

    It is important that people have the confi dence to say NO to doorstep traders and take the time to think about the service being offered.

    The following is advice on how people can avoid being scammed by rogue doorstep traders:

    Be cautious; if a trader knocks at your door, DO NOT agree to on the spot house repairs, without taking advice.

    Be wary of special offers or warnings that your house is unsafe.

    Dont allow anyone to pressure you into agreeing to have work carried out; if you ask them to leave and they dont, contact the police on 999.

    Do not make snap decisions; if you feel that any work is required on your property, take time to talk to family or neighbours before you make a decision.

    Dont ever go to a bank or cash point with a trader; legitimate traders would never do this!

    If you have an experience with a rogue trader, please report it by telephoning 101. For live incidents, where the rogue trader is still at the property, or is due to return, contact the police on 999. The police have a protocol for dealing with these incidents and welcome your contact.

  • Fifteen months ago, we featured Dean Palletts impressive state-of-the-art design showroom in the village of Dyke.     Why gamble?Commercial solicitor, Andrew Carrier, describes a real case study, based on his own experience, relating to gambling and specifically to lotteries.The office sweepstake idea I had come up with was illegal, but who was to know? My initial reaction was: Who cares? Nobody gets hurt. But then I thought that my position as a solicitor (and also the firms credibility) required me to investigate further. Gambling is covered mainly by the Gambling Act 2005, and it regulates gambling in order to prevent crime and disorder, to protect children and vulnerable people, and to ensure that gambling is conducted in a fair way. There are criminal sanctions for breaking gambling law.

    A lottery is a form of gambling and, as in my case, an office sweepstake is a form of lottery. The characteristics of a lottery are: participants pay, there are prizes and prizes are won by chance.

    To hold a lottery, you must be licensed or hold an appropriate registration, unless you fall within one of the permitted types of lottery.

    1) An incidental / non-commercial lottery - such as a lottery held at a charity dinner/dance or a school fete.

    Key features :proceeds must not be for private gain (although a thirdpartycanmakeaprofitattheevente.g.froma bar),the lottery promoter cannot take more than 100 in expenses from the proceeds,prize money must not exceed 500,tickets must be sold at the event,rollover is not permitted.

    2) A private lottery - held by a society, in a work place or in a residence, strictly limited to the private group holding it and cannot be advertised outside the group (the group being the members of a private society or persons in a workplace or a residence).

The person I spoke to wouldnt expand (the Gambling Commission cannot give legal advice), but suggested that I consider an incidental lottery, linked to an event. And that is what I have now designed, having learned something new along the way!

    The Perfect Valentine Steak Night

    Method:1 Remove the steak from the fridge one hour before cooking. Put it on a plate and let it come to room temperature and this helps it to cook more evenly.

    2 Prepare the dry seasoning rub by mixing the salt, black pepper and cayenne pepper in a small bowl.

    3 Prepare a herb brush by tying together the rosemary, thyme and sage.

    4 Melt the butter in a small saucepan and snip a few herbs off the brush, then adding to the butter. Set this aside, once melted.

    5 For the cooking process, the best method is to use a cast iron griddle pan, which are available in most supermarkets for around 10. Heat over a gasorelectrichobforaroundfiveminutes,oruntil the pan begins to smoke. You are looking for a very hot pan to initially sear the meat.

    6 Season the steak by sprinkling the dry season you made earlier, making sure to cover the edges of the steak. Dip the herb brush into the melted butter and lightly brush both sides of the steak.

    7 Place your steak onto the hot griddle, and do not move the steak for around two minutes.

    Ingredients | (Serves 4): 1 tsp garlic salt 1 tsp ground black pepper 1/4 tsp cayenne pepper 1 bunch of fresh thyme,

    sage and rosemary 4 tsp butter 8oz ribeye, rump or sirloin

    steak

    For the dressing 1 tbsp olive oil 1/2 tsp lemon zest salt and pepper to taste

    8 Flip your steak using tongs, dip your herb brush into the butter and brush the hot surface of the steak. Sear the other side of the steak for another two minutes.

    9 Flip and baste your steak again with butter, wait for thirtyseconds,thenflipagainandbastetheotherside.

    10 After three minutes on each side, your steak should now be medium rare; allow a further one minute on each side for medium, and three minutes for well done.

    11 Remove the steak and place on a small plate to rest for three minutes. The juices should begin to run from the steak.

    12 Tomakethefinishingdressing,addthelemonzestto the olive oil and season to taste with salt and pepper.Chopupyourherbbrushfinelyandadd some to your dressing, mix well, then add the juices from the resting steak. Pour your dressing over the steak, and turn a few times to baste. I like to slice the steak at an angle at this point and serve with a hot jacket potato and a fresh green salad.

    CHANGES TO INHERITANCE TAXThe changes to the nil-rate band on death will be introduced in the Finance Bill of 2016. These changes will be of particular interest to many, as they will reduce the burden of Inheritance Tax (IHT) for many families by allowing a family home to be passed on to a direct descendant without IHT charge.

    The current nil-rate band is 325,000 and it is frozen until 2020/21. From April 6th 2017, an additional provision of a main residence nil-rate band will also apply. The primary objective of this change is to aid the deceased to pass on their property to their children without incurring IHT.

    The additional nil-rate band, if applicable, will be 100,000 for 2017/18, 125,000 for 2018/19, 150,000 for 2019/20 and 175,000 for 2020/21, after which it will increase in line with the Consumer Prices Index.

    This is a very brief overview of the changes to IHT coming into force and there are, of course, further considerations, particularly for: surviving spouses; estates with a net value over 2 million; if there is more than one residential property in the estate; and if the deceased downsized to a less valuable residence on or after July 8th 2015.

  • | The History of March - Trevor Bevis

    Unfortunately, over the years March has lost several old buildings, including a cottage dated 1658 in Church Street, which was pulled down to extend a nearby yard, and also the White Lion, built circa 1750, in White Lion Lane (St Peters Road). Bridge Street, which is now the unusually wide Broad Street, had several old buildings overlooking Bridge Green, to the north of the bridge, and two lanes led to Robingoodfellows Lane where many Roman coins were unearthed long ago. This lane gave access to Norwoodside, and cattle were brought along it to the riverside, this at a time when the water would have been higher than it is now. As the surrounding fens were drained, the river was

    deepened, and March became a minor port with eight barges. Able man from Marchs five ancient wards were obliged to dam and deepen the river.

    Over time, the busy Broad Street and part of High Street became the commercial centre of the town. Some of its shops have modern frontages but retain the original structure. A particularly conspicuous building was that of the Mechanics Institute (illustrated) with its unusual stepped gable. It was demolished to make way for a bank. The Institute comprised a library and exhibition and lecture rooms and there were three charges for admission to all of them. The idea behind the premises

    was to educate the working class of March, hence Mechanic.

    Broad Street had varying roof levels, and cattle were auctioned regularly in its ample space. Most of Marchs oldest buildings are along West End and Nene Parade and some date back to the seventeenth century. The writer has details of a cottage at West End complete with every detail of materials used in its construction in the 1600s, right down to the making of a brick tunnel used to discourage waste to the river. The builder and his labourer are named and the total cost of the cottage amounted to less than 13. Nowadays, it would probably realise well over 200,000.

  • The newly formed LNER adopted an apple green paint scheme for its locomotives but from 1928 cost factors caused black paint to be applied to all but the principal passenger engines and, in war time, even these engines became sombre black.

    As the clouds of war receded in late 1944, the green livery reappeared. It was applied to a small locomotive required to haul special trains for the companys top officials.DerekBiggsrememberedhelpingtocleanthisengine when it visited March.

    Alec Goodge remembered bringing a brand new apple green locomotive named Steady Aim to March during its trial running in 1946.

    Duringthelate1940s,therailwaywasbeingsuppliedwith over three hundred new green locomotives of the B1class.ManyofthesewereputtoworkinEastAnglia.Certainly E1300 would have been seen at March, as it was the only new one based here for its work.

    Other older engines were painted apple green when they had major overhauls. Two of the Claud Hamilton class were selected for this paintwork for special duties hauling the Royal Train. When not required for royal duties they were used for ordinary trains and, as they were both based at Kings Lynn, they could certainly be used to March.

    Some of the Sandringham class engines were also given this treatment, some of which were based at March. Repairs to the K2 class engines was the responsibility of Cowlairs workshops in Glasgow. Many Scottish based examples of this type were repainted green, but only two English ones including 1734, based at March.

    AftertheformationofBritishRailways,thenewmanagement had isolated engines painted in prospective new colour schemes. One of the Guinea pigswasMarch-based61661SheffieldWednesdaywhich was painted pale green. After successive displays at Marylebone and Kings Cross, it returned to March for its normal duties.

    How splendid these colourful locomotives must have looked among the many black and often dirty engines at the local engine shed!

    BritishRailwaysadoptedadarkershadeofgreenforitsmore prominent passenger locomotives and these could be seen at March until the end of steam. It was also applied to more modern diesel locomotives occasionally seen locally.

    There are two basic types of pension: DefinedBenefit(sometimescalledFinalSalary),andDefinedContributions(MoneyPurchase). The former are usually less risky and more generous; this month, I am considering the more common type (Money Purchase) where you accumulate as much as possible, then decide what to do with it when retirement beckons.

    Contributing to a pension during a working career makes good sense because of the tax advantages even better if an employer contributes also and, if the investment fund is well selected, the eventual fund available for later life may provide several options.

    Under current legislation, an individual is no longer forced along the annuity route where your pot of money buys a pension for the rest of your life (sometimes with the option of a spouses benefit).Therearesituationswherethiscouldbethe best option, but many people like to consider other options.

    25% of the fund can be taken tax-free in most circumstances. The remaining fund may also be taken, or a combination of income and a lump sum. If a large taxable lump sum is taken, the tax implications can be eye wateringly expensive. A better plan might be to take what you actually need rather than what you would like this can utilisetaxthresholdsmuchmoreefficientlyandmay be spread over a number of tax years.

    The problem is that some providers of pensions donotallowtheflexibilityrequiredtoplanproperly so the plan (or plans) need to be moved to an arrangement that can deliver your requirements. There is also a consideration regardingdeathbenefits.Ihaveseenplansthatonly refund the employees own contributions rather than the total fund value to a surviving spouse a better arrangement would return the entire fund, tax-free.

    Another consideration might be the passing on of any unused fund value to further generations this is possible in some arrangements, but not in others.

    My message this month is this: if you are strugglingtounderstandhowyourfinanceswillpan out in retirement, speak with a specialist Independent Financial Adviser.

    This Month at the CinemaAftertheseriousnessoftheJanuaryfilmschedule,February has a much lighter feel.

    The month starts with Dads Army, a remake of the much-loved TV series. It feels very close to the original show, with some great names in the cast list Catherine Zeta-Jones, Bill Nighy, Michael Gambon, Sarah Lancashire, to name just a few!

    If you have older children, take them to see Goosebumps. This movie, starring Jack Black, harks back to the series of childrens monster books that were all the rage in the 90s. It is released on February 5th.

    The next family release is Alvin and the Chipmunks: The Road Chip on February 12th. The three brothers come to the conclusion that Dave is going to propose to his new girlfriend in Miami and theyll be dumped in the process, in addition to gaining a horrible stepbrother. So they set off on a road trip to stop the proposal.

    Marvel fans will be counting down the days to February 10th, when Deadpool is released. Ryan Reynolds is Wade Wilson, a former Special Forces operative turned mercenary. A rogue experiment leaves him with special powers, so he adopts alter-ego Deadpool, Marvels most unconventional anti-hero.

    There is comedy in the form of How To Be Single, starring Rebel Wilson and Fifty Shades Dakota Johnson, and Grimsby, starring married couple Sacha Baron Cohen and Isla Fisher. And we mustnt forget our favourite male models, Derek and Hansel who are back on the catwalk in Zoolander 2.

    Looking towards the end of the month, prepare to be scared with The Boy and The Forest. The Walking Deads Lauren Cohen stars as an American nanny in The Boy, who is employed to take care of a life-sized doll. But, after she fails to follow the rules, she starts to believe that the doll is really alive. Another familiar face stars in The Forest Natalie Dormer from Game of Thrones. She plays a woman who goes to JapansnotoriousSuicideForesttofindhermissing twin sister.
