GoI is planning a Multi-modal High Axle Load DFCbetween Delhi and Mumbai, covering an overall length of1483km, with end terminals at Tughlakabad and Dadri inthe National Capital Region of Delhi and JawaharlalNehru Port at Mumbai.

Separate legal framework enacted: The SIR Act 2009
GIDB headed by Hon. Chief Minister will be the Apex Authority Gujarat Infrastructure Development Board (GIDB), awarded as the Best PPP facilitation agency in the country for three
consecutive years, is the APEX Authority and the Nodal Agency for development of the SIRs.
Project development corporation (GICC) formed

Modus Operandi for Land Identification
Step 1. Determine the total amount to be invested.
Step 2. Identify a suitable survey number matching the budget.
Step 3. Legal Scrutiny for old tenure, clear titles.
Step 4. Identify the zoning as per Ist phase of Development Plan.
Step 5. Negotiate with the vendor for price and payment terms.
Step 6. Proceed for title clearance certificate.
Step 7. Legal Documentation and transfer of ownership

Why Space Management?
Legal Expertise: Out of the total developable land, 1/3 is the with the government. Out of the remaining land, close to 50% will be taken away. It is the remaining portion, where the maximum transactions with/without registered documentation, have taken place. The herculean task is to identify clear land.
Access to Authentic Information: Dholera is a 30 year project, which will be developed in 3 phases of 10 years each. One cannot afford to speculate on return on investment unless he has access to right information.
Reservation-Free Land: More than 50% of the land is reserved under CRZ, Forest, Agriculture, etc. where development vis-à-vis appreciation is practically impossible.

Entire old tenure (juni sharat), contiguous land is in legal and
physical possession of the owners with clear and marketable
titles. Land ownership and possession will be transferred to
the investor against completion of final payment.

Entire DSIR development strategy is based on PPP Model
Based on the zoning of land, the government will provide the
basic infrastructure and let the land owners develop the
premises and enjoy the monetary benefits accrued thereby.
4 Economic Downturn
Dholera is a long term project having public as well as private
participation from GoG, GoI, Government of Japan, HCC,
USE, etc., which ensures fundamental development and not
just speculative growth.
In case of slump in demand due to Economic Downturn,
chances of losses to promoters / Anchor investors is
negligible due to very low cost of land.
